Abstract

Jurnal TINGKAP menerima dan memuat artikel dalam bentuk tulisan ilmiah populer, ringkasan hasil penelitian, theoretical review, pemikiran-pemikiran cerdas, atau pemikiran-pemikiran orisinal lainnya yang kritis dan segar. Abstract

Theoretically, in the context of the establishment of the democratic process, the existence of newspapers in political communication on the elections should be independent. It means that newspapers should be able to investigate in a professional, freely without bias from any parties, be objective in reporting the facts or events that occurred in the elections so as to form an opinion that does not harm anyone in increasing confidence of the people for making their choices. Methodologically, the independence of a newspaper can be measured by the Content Analysis Method in the editorial, whether the editor has the discretion to review the news, issues, or events that occur in the elections, or whether it was influenced or not influenced by certain parties, particularly candidates in the elections. In addition, the independence of the newspapers can also be seen from the attitude of the editor in the editorial, whether it be supportive, neutral, or not being supportive.Keywords: Existence, independency, political communication, local elections,  demo-cratic process

Abstract

This research is based on the condition of basic education (Elementary School and Islamic Vocational Elementary School), vision, mission of development, and Local Middle-term Development Planning (RPJMD) 2012-2017 Payakumbuh City. This quantitative research tries to compare the standard of  basic education with National Education Standard. It uses sampling census technique which means all the populations became samples.There are 75 schools  as the populations in Payakumbuh. The data have been collected by using questioners and have been analized by using percentage statistics analysis. The result is classified into 5 categories. It shows that the condition of basic education  in Payakumbuh are in accordance with National Education Standard. There are not any schools which have very good catagories, there are 9 schools (14,3 %) which have good categories,  there are 31 schools (49,2 %) which have fair categories, there are 19 schools (30,2 %)  which have poor categories and there are 3 schools (4,8 %) which have very poor categories. In brief, the government must have  the right policies and plannings towards the development of  basic education in Payakumbuh in order to keep up with National Education Standard. Abstract

This working paper aims to discuss the relationship between Indonesia and Malaysia in the perspective of culture, especially in the light of the spirit of a kinship-relation of Melayu Nusantara (the Malay Archipelago). Both cultural concept and cluster spirit are basic elements and form an eternal 'determinant', but its meaning and forms could change over the time. This might be so because many contemporary issues are also clouded by many factors, either internal or external. There are many cases could be dicussed in terms of recently called as a cultural diplomacy. The most crucial cases in recent, among others, are the problem of migrant workers, border issues and cultural claims between the two countries. However, when we examined furthermore, it seems that many cases that appear on the surface recently had been actually more complicated than that of we could understand so far.  This working paper will address the following questions: 1) How could we understand the concept of culture and kinship-cluster between Indonesia and Malaysia in the context of the past and present? 2) Does cultural, religion and kinship-cluster similiarities which are shaped through a long historical process colud be helpful for explaining and solving recent problems? 3) How could we read contemporary critical issues in bilateral relations between the two countries by way of using the lens a cultural diplomacy on behalf the spirit of kinship-cluster of Malay Archipelago? And 4) Based on this persepctive, what are then the concrete steps that can be done in addressing critical issues in relations between the two countries today?  It will aslo discuss some of the challenges involving future bilateral relations. A conclusion will close this paper.Keywords: Melayu Nusantara, cultural diplomacy, kinship-cluster and bilateral relation.

Abstract

The Systems of Nagari Government in Minangkabau West Sumatra still exist both before the arrival of Dutch colonial and after independence of Indonesia in accordance with the development of the Indonesian government system. So also this time, after a change of a very basic government system. This study aimed to determine the differences in the perception of “luhak” and “rantau” nagari government administrators toward participatory governance model. The method used to determine this difference is a combination of descriptive statistical analysis and interactive models of analysis. The results of this study indicate that there is only a little difference in the perception between the two Nagari administrators toward the participatory governance model. In other words, the difference between the two is not so obvious. Kata Kunci: Persepsi, Nagari, Model Pemerintahan Nagari

Abstract

ABSTRACTResults of previous studies indicated that implementation of inclusive education program is not in accordance with the standards that have been formulated. This article was written to describe the implementation of the inclusive education program at SMK N 6 Padang which includes the aspects of input (antecedent), the aspects of the process (transaction) and the aspects of the results (output). This research is a program evaluation with the model the Stake's Countenance. The data in this study were obtained from the principal, teachers, and students inclusions. Data were collected through interviews, observation, and documentation. Data were analyzed using data reduction, data presentation, and verification of data. The results of this study indicate that the aspect of the input is in compliance with the standard in terms of learners, but the aspects of curriculum, teaching, infrastructure, and funding have not met the standard. Besides, the aspect of the process, including planning and implementation, application of the principle of inclusive learning is still not optimal. In the aspect of output, the achievement of learning success is still lacking and the assessment of learning and the certificate is still equated with regular students.Keywords: Program Evaluation, Inclusive Education, input, process, output

Abstract

ABSTRACT The objectives of this study are 1) to describe the level of motivation Retailers/Peddlers in West Sumatera in running their bussiness as a Retailer/Peddler and 2) to identify the impact of Loan for Retailer program toward the retailers’ motivation in running their bussiness as a Retailer/Peddler. This study was conducted in three regions of cities in the area of West Sumatera province, namely Padangpanjang, Bukittinggi, and Payakumbuh. A qualitative method through field study was used in this study. Data were collected though structured and depth-interview, observation, questionnaire, and study of documentation. There are 434 Retailers/Peddlers covered in this study. Quantitative data from questionnaire were analyzed with frequency and percentage while qualitative data from informants and observation were analyzed through the model of interactive analysis. The finding of this study indicated that the loan for retailer program did not have so significant impact for increasing motivation of the retailers/peddlers in running their bussiness.   Kata Kunci: Program Bantuan PKL, Pedagang Kaki Lima (PKL), Program Registrasi PKL, Motivasi
