Abstract

The efforts made by Indonesia to protect PMI in Malaysia are through diplomacy by entering into a bilateral agreement which resulted in an MoU on the One Channel System in an effort to provide legal protection for Indonesian migrant workers. The MoU is an update to the agreement and mechanism for placing domestic sector PMIs working in Malaysia, and stipulates that PMI placements will only be carried out through the One Channel System. The aim of the research carried out by the author is to find out how legal protection for PMI who work abroad can be an effort to realize equal rights and opportunities for workers to obtain decent work and income, and how the One Channel System can be a solution in providing legal protection for Indonesian migrant workers. This type of research uses normative legal research which includes positive law inventory research, research on legal principles research, research on legal systematics and research on the level of synchronization which is examined by conducting legal studies. After conducting research, the author found that the current policy of placing Indonesian migrant workers abroad for Indonesia is seen as still requiring a philosophical approach to legal protection itself by adapting the form of legal protection to the concrete problems experienced by Indonesian migrant workers, in order to be able to realize their rights. and equal opportunities for workers to obtain decent work and income. The presence of the One Channel System as a solution in providing legal protection for Indonesian migrant workers is welcomed by all groups. With the birth of the MoU regarding this system, it is hoped that Indonesian migrant workers will receive maximum protection both before departure, during placement and after returning to their homeland.Keywords: Protection Law, Pekerja Migran, One Channel System

Abstract

Oral communication apprehension is one of the psychological factors.  Communication apprehension (CA) is defined as an individual’s level of fear or anxiety associated with their real or anticipated communication with another people.  The objective of this research is to know the level of English oral communication apprehension of students at English Study Program at STKIP Insan Madani Airmolek. The research is quantitative research. It was conducted at students of English Study Program of   STKIP Insan Madani AirmolekThe instrument used in this research is questionnaire. In this research, the technique analysis date were collecting the data, categorized the data based on indicators, describe the data and make conclusion.  The research result showed that the level of English oral communication was in moderate level for 60% of students, 30% students was on high level communication apprehension and 10% was on low oral communication apprehension.   Keywords: English speaking skill, Oral communication apprehension, students

Abstract

Covid-19 sudah setahun masuk ke Indonesia, bahkan di berbagai negara. semua kegiatan telah dihentikan karena pandemi, termasuk pendidikan. Pemerintah bertekad untuk melaksanakan proses pembelajaran online hingga batas waktu yang tidak pasti. pembelajaran online, yaitu proses belajar mengajar melalui suatu media atau aplikasi yang terjadi antara guru dan siswa. Dalam pembelajaran online, persepsi siswa akan muncul dalam pembelajaran. Persepsi bisa disebut tindakan untuk memberikan pemahaman tentang proses pembelajaran online.Penelitian ini adalah penelitian deskriptif kualitatif . Participan dari penelitian adalah dari angkatan 2017-2019 mahasiswa prodi pendidikan bahasa inggris di STKIP Abdi Payakumbuh tahun ajaran 2020/2021 yang berjumlah 32 orang. Metode yang digunakan untuk memperoleh data yaitu dengan kuisioner. Kemudian untuk menganalis data,peneliti menggunakan langkah langkah yang dikemukakan oleh Gay et.al (2012:239) yaitu : data managing,reading/memoing,classifying,interpreting,dan writing report.Setelah melakukan penelitian,dapat dilihat hasil nya secara umum adalah siswa memiliki persepsi yang tidak bagus (99,09) terhadap pembelajaran daring yang dilakukan oleh kampus STKIP Abdi Payakumbuh. Jadi dapat dikatakan baahwa pembelajaran daring tidak bisa membuat siswa mengerti tentang materi dari pembelajaran,tidak bisa menambah pengetahuan dalam bahasa inggris.Kata kunci: persepsi siswa,belajar online

Abstract

This research is motivated by the analysis of the main characters in Lintang Gumebiyar novel by Indarpati (psychology literature review). Character is an attitude, emotions and actions character created by author distinguishes it from the other figures. Ways of expressing the character can be seen through a direct statement, speech or action figures. This study aimed to describe the main characters in Lintang Gumebiyar novel by Indarpati terms of the psychology literature. The research is a qualitative study using descriptive methods. The object of this research is the analysis of the main characters in Lintang Gumebiyar novel by Indarpati. Sources of data in this study is  Lintang Gumebiyar novel by Indarpati consisting of 245 pages divided into 13 episodes. Data collection techniques in this research is through the secondary source that is documentation, by: (1) read repeatedly Lintang Gumebiyar novel by Indarpati, (2) provide the coding on the Lintang Gumebiyar novel by Indarpati about the actions taken main character, because the main character do an actions, and as a result of the actions of the main character, (3) records the data that has been coded, and (4) present descriptive data. While the steps in analyzing data are: (1) read all the data that has been collected, (2) classify the data that has been coded by their groups according the table instrument, (3) conduct analysis and discussion by analyzing the characters in the data, and (4) formulate conclusions and suggestions. The results of this study indicate that the main character in Lintang Gumebiyar novel by Indarpati has two characters that are good (protagonist) and bad (antagonist) which is determined by the norms in society.Keywords: character, the main character, novel, literary psychology.

Abstract

Harmonization of Laws and Regulations is carried out by conducting a review and discussion of the existing Regional Regulation Plans so that they do not conflict with higher laws and regulations and there is no overlap between Regional Regulations and other regional regulations. This paper will discuss the harmonization of regional regulations based on the principle of lex superior derogate legi inferiori to achieve legal certainty in a regional regulation. With normative juridical research methodology. Thoughts regarding the importance of planning for drafting laws and planning for drafting regional regulations are actually based on the need for performance improvement and evaluation of legislation, as well as a systematic and well-programmed inventory of laws and regulations, so as to make the process of formulating laws and regional regulations run as expected, both from the beginning of the planning process until there is joint agreement in plenary between the DPR/DPRD and the President/Regional Government, as well as the planning of other laws and regulations which must comply with the principle of lex superior derogate legi inferiori to achieve legal certainty in a regional regulation. Apart from planning laws, planning regional regulations also has an important and strategic position in our legal system. Because Regional Regulations are recognized in the legal system in Indonesia and since amendments were made to the 1945 Constitution, specifically Article 18 paragraph (6) of the 1945 Constitution and based on Law Number 13 of 2022 the Second Amendment to Law Number 12 of 2011 concerning the Formation of Laws and Regulations, the position of Regional Regulations in the Indonesian legal system is becoming stronger as one type of legislation that applies and is generally binding.Keywords: Harmonization, Regional Regulation, lex superior derogate legi inferiori.

Abstract

The background of this research is the discovery of problems related to quality of work life and work productivity at The Sanchaya Bintan. The purpose of this research is to analyze the effect of quality of work life on employee work productivity. The type of research used in this research is quantitative with a causal associative approach. The data used in this study are primary and secondary data. The population of this research is the employees of The Sanchaya Bintan. The research sample was 100 respondents using the non-probability sampling method and the type of non-probability sampling used was saturated sampling. Data collection techniques were carried out using a questionnaire (questionnaire), whose validity and reliability were tested with a Likert scale. The data for this study were processed using SPSS 22.00. The results of this study indicate that the quality of work life is in the fairly good category at 67.7%. In addition, the work productivity variable is in the fairly good category at 68.1%. The effect of quality of work life (X) and work productivity (Y) obtained an R square value of 0.259, meaning that the effect of quality of work life on work productivity is 25.9%. In addition, the results of simple linear regression analysis produce a calculated F value of 34,215 sig. 0.000 <0.05, meaning that the variable quality of work life has a significant effect on work productivity, and the t value is 5,849 with sig. 0.000 < 0.05.Keywords: Quality of Work Life, Work Productivity, Employee, Hotel

Abstract

This research is a historical study that discusses the development of PDAM (Regional Water Company) Tirta Dharma Solok City in 1984-2020. The problem that the author raises is regarding the development of PDAM Tirta Dharma from year to year according to the era of its leadership. This type of research includes qualitative research with historical research methods. In this historical research, there are several steps, namely heuristics (collecting data), source criticism (conducting criticism of existing sources), interpretation (conducting interpretations related to historical facts) and historiography (writing history). In 1982 the Solok City Regional Drinking Water Company was formed as a BUMD (Regional Owned Enterprise) of the Solok City government. Full management by the government of Solok City has been carried out since 1984. The results of the study show that the development of PDAM Tirta Dharma, Solok City has increased every year. Developments in the clean water infrastructure sector, clean water production, and the scope of clean water services. The Regional Drinking Water Company (PDAM) Tirta Dharma, Solok City, is still experiencing problems in management. Constraints such as distribution pipe leaks, not yet optimal service coverage.Keywords: PDAM Solok City, Development, Management

Abstract

Quality, transparent and fair elections are the main foundation for the continuation of a healthy democracy. To achieve this, education on election supervision for the public plays an important role in ensuring an election process with integrity and prioritizing the principles of fairness and integrity. This article reviews the importance of election supervision education and its implications in realizing the principles of fairness and integrity of elections. First, election supervision education provides an in-depth understanding of the public regarding the electoral process, including the rules that apply and their roles and responsibilities in the process. With a good understanding, the public can actively participate in monitoring and ensure that elections run according to democratic principles. Second, election supervision education equips the public with the necessary supervisory skills, such as monitoring campaign activities, voting and vote counting. These skills include understanding control protocols, using information technology, and reporting monitoring results. With these skills, the community can carry out supervision effectively and accurately. Furthermore, election supervision education also emphasizes the importance of supervisory ethics, including neutrality, honesty and professionalism in carrying out supervisory duties. The community is given an understanding of the importance of maintaining integrity and fairness in carrying out supervisory duties, so as to create an environment of supervision with integrity and trustworthiness. Finally, election supervision education encourages collaboration and monitoring networks between communities, civil society organizations, and related institutions. Through this collaboration, information exchange, coordination of monitoring activities, and mutual support in reporting and following up on election violations can be carried out more effectively. This article underscores the importance of education for election supervision for society in realizing the principles of fairness and integrity. With proper education, it is hoped that the community can play an active and responsible role in maintaining the integrity of elections, overseeing their implementation, and reporting and following up on violations that occur. Thus, elections that are democratic, fair and with integrity can be realized.Keywords: Supervision, Elections, Society.

Abstract

Penelitian ini bertujuan untuk menganalisa Formulasi Asas Permaafan Hakim Dalam Tindak Pidana Ringan Dalam Perspektif Keadilan diatur dalam Pasal 54 ayat (2) Undang-Undang Nomor 1 Tahun 2023 tentang Kitab Undang-Undang Hukum Pidana. Penelitian ini menggunakan metode penelitian normative atau yang disebut dengan penelitian hukum doktrinal. Yang dimaksud penelitian hukum normatif atau penelitian hukum doktrinal adalah penelitian perpustakaan atau studi dokumen karena penelitian ini dilakukan atau ditujukan hanya pada peraturan-peraturan yang tertulis atau bahan-bahan hukum yang lain.  Dalam konsep normatif, hukum adalah norma, baik yang diidentikan dengan keadilan yang harus diwujudkan (ius constituendum) ataupun norma yang telah terwujud sebagai perintah yang secara eksplisit dan yang secara positif telah terumus jelas (ius constitutum) untuk menjamin kepastiannya.Hasil penelitian ini menemukan bahwa dalam Pasal 54 ayat (2) pada dasarnya masih menyisakan permasalahan, baik dilihat dari aspek formulasi maupun kemungkinan penerapannya, dimana yang paling krusial terkhusus dalam hubungannya dengan kepentingan hukum korban yaitu frasa “ringannya perbuatan”, “keadaan pribadi pelaku” dan “keadaan pada waktu dilakukan tindak pidana serta yang terjadi kemudian” yang belum ditentukan dengan jelas. Mengenai putusan serta upaya hukum juga belum dijelaskan. Maka menjadi penting bagi Undang-Undang No. 1 Tahun 2023 sendiri untuk memberikan kejelasan terhadap kriteria-kriteria sebagaimana dimaksudkan dalam Pasal 54 ayat (2), bukan hanya sebagai upaya mewujudkan kepastian hukum, akan tetapi juga dalam rangka memberi perlindungan kepada korban tindak pidana.Kata Kunci: Asas Permaafan Hakim, Tindak Pidana Ringan, Keadilan

Abstract

Based on data on the e-commerce platform in booking rooms at The ZHM Premiere Hotel Padang, guest instability was found in booking rooms through the e-commerce platform from August 2022 - January 2023. This study aims to analyze factors that influence usage behavior on the use of the e-platform -commerce in booking rooms using the UTAUT model at The ZHM Premiere Hotel Padang. The independent variables examined in this study were Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Conditions and Habits on Use Behavior using the PLS-SEM analysis technique. The results of this study indicate that the variables Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Conditions have a positive effect on use behavior.Keywords: Usage Behavior, E-Commerce Platform, PLS-SEM, UTAUT
