Abstract

The government of the Unitary State of the Republic of Indonesia, starting from the central government to the village government, continues to strive and is committed to improving the economic welfare of its people. One tangible manifestation is the encouragement of a village to establish a Village-Owned Enterprise (BUMDes), whose initial capital can be sourced from the Village Fund. In addition, the government has also issued legal regulations that will protect BUMDes operations, as well as the participation of the district government to conduct technical guidance through officials of the Village Community Empowerment Office. However, over time in the management of BUMDes, there are several research results that reveal that BUMDes have developed rapidly. However, on the contrary, there are also BUMDes that have been established but are no longer active. In addition, from the results of the BUMDes performance assessment, most of them are still in the basic, growing, and developing classifications. The purpose of this research was conducted to describe the business development of BUMDes in Pahae Jae Sub- district, North Tapanuli Regency, North Sumatra Province. The types of data used in this research are primary and secondary data. Primary data in the form of answers from Operational Executives. The primary data collection method is to submit questionnaires and questionnaires. While secondary data in the form of local government policies and data from the Central Bureau of Statistics of North Tapanuli Regency in 2022. The secondary data collection method is documentation. From the results of data analysis in this study, the following conclusions can be made; from the legal aspect, BUMDes is still not in the form of a Legal Entity, and the Operational Executive has not fully guided the BUMDes regulations. From the management aspect, the inhibiting factors are the lack of HR skills, the lack of inadequate work coordination. While from the accounting aspect that; have not made complete transaction records, and do not understand the preparation of SAK-EMKM-based financial statements. Overall, the performance of BUMDes in Pahae Jae Sub-district, mostly still in the Growing classification, but there is still a Basic classification, and cannot be classified.

Abstract

Small and medium enterprises (hereinafter shortened to SMEs) encourage economic development by creating jobs. Based on data from the Bureau of Statistics (BPS), medium-scale businesses (0.14% of total businesses) with a capital value of between 1 billion and IDR 50 billion are only able to absorb 10.83% of the workforce. Medium-sized businesses are under great pressure to achieve competitive advantage and improve operational and logistics performance. At the same time, SMEs are required to submit to demand uncertainty and market volatility so as to survive in this market. Information technology support allows management to make business decisions quickly and accurately. The main problem for SMEs in the technology adoption process is that IT adoption by medium-sized businesses in Indonesia is still very low. SMEs have not adopted much IT because the need for IT in their business processes has not yet emerged and they lack financial support for this. In Indonesia, some SMEs run their businesses using traditional methods. Even though currently companies compete through sophisticated technology and IT to be able to win the competition.

Working capital is crucial in opening or developing a business. Working capital can be seen from its quantity, quality and function. In this study we will use the functional concept. Many factors influence the amount of working capital needed. including: Nature or type of company, time required to produce goods, purchase or sales conditions, inventory turnover time, receivables turnover rate, sales volume, seasonal and cyclical factors. However, the factors that determine the size of working capital requirements related to company operations have not been seen as variables that are very important in maintaining the continuity of company activities. The research took the form of a case study conducted at CV SAS, by collecting documents in the form of financial reports, interviews with company leaders and owners. The data is analyzed using comparative techniques, including determining the company's operational needs, cash turnover time, accounts receivable turnover time, inventory turnover time, and determining the amount of working capital requirements. The research results show that the main determining factor is the length of capital turnover time through the purchasing process, waiting time (purchase, storage and sales) while the capital required each period is IDR 64,000,000.

This study utilizes a qualitative descriptive approach by analyzing secondary data collected from the Central Statistics Agency of the South Sumatra Provincial Government and other reliable sources. The data includes information on the condition of regional original revenue, dependency on the central government, and efforts made to enhance fiscal independence. The research findings indicate that the regional original revenue of South Sumatra Province still significantly relies on support from the central government, such as general allocation fund and special allocation fund. There is an urgent need to enhance regional original revenue in order to achieve fiscal independence. Local taxes and levies are the main sources of regional original revenue, and optimal management of local taxes can contribute to increasing regional original revenue. Recommended efforts include improving the management of local taxes, raising awareness and imposing strict sanctions in tax collection, and increasing revenue from other potential sectors. In conclusion, the increase in regional original revenue plays a strategic role in achieving fiscal independence. Optimizing the management of local taxes and diversifying sources of revenue are crucial steps to reduce dependency on the central government and strengthen local finances.

Tilapia is one of the most attractive fish for the people of Indonesia because it can be easily found in traditional markets. Obstacles during the fish farming process are disease transmission in tilapia that is farmed so that it can affect sales and will certainly harm fish farmers. Based on this, an expert system was created in order to diagnose diseases in Tilapia. The purpose of the system is to assist fish farmers in diagnosing and treating diseases of tilapia. The method or technique used in this study is the Certainty factor. The results of the study obtained an output in the form of the disease experienced and also a solution for handling tilapia attacked by the disease using the Certainty factor method. The expert system produced by the research, then tested using blackbox testing where all components in the tested system produce the desired results and match their functionality, and the results of accuracy testing with experts obtain an accuracy value of 96% so that the system is declared accurate
