Abstract

This study examines social workers’ capacity development in enhancing social welfare service delivery at Sentra Budi Perkasa Palembang. The study contributes to the literature by explaining the relationship between social welfare human resource development, social workers’ competencies, service quality, and welfare outcomes for beneficiaries. Unlike previous studies that primarily describe human resource development as a set of training activities, this research conceptualizes it as a continuous institutional process. A qualitative case study approach was employed. Data were collected through in-depth interviews, non-participant observation, and document analysis involving 10 purposively selected informants, including managerial staff, social workers, support personnel, and beneficiaries. Data validity was ensured through source and method triangulation as well as member checking. The findings indicate that orientation programs, training, competency certification, and further education improve social workers’ understanding of tasks, assessment skills, case management capacity, interprofessional collaboration, and adaptive service delivery. However, program effectiveness remains limited because post-training evaluation is not systematically implemented and digital competency development has not yet become a strategic institutional priority. The study concludes that capacity development should extend beyond training participation and focus on strengthening competencies, improving service quality, and enhancing beneficiaries’ social functioning.

Abstract

This study aims to analyze the “Virtual Living Room” innovation at the Bengkulu POM Office in improving the quality of public services. The Virtual Living Room is a video conference-based consultation service that allows the public to connect directly with BPOM officers via the Zoom application without having to physically come to the office. The study uses a qualitative approach with a case study method. Data collection techniques include in-depth interviews, participatory observation, and documentation. The results of the study show that the Virtual Living Room innovation has contributed positively to improving the quality of public services, particularly in terms of ease of access, speed of response, and time efficiency. This innovation has also been expanded to the MPPs of Central Bengkulu and North Bengkulu Regencies. Challenges faced include public digital literacy, network infrastructure, and suboptimal socialization. The study recommends strengthening the capacity of officers, optimizing socialization, and developing service features to ensure the sustainability of the innovation.

Abstract

This study examines the effectiveness of Indonesia's foreign policy within the framework of free and active principles through a systematic literature review (SLR) approach. Unlike previous studies that tended to be partial and case-based, this study specifically conducted a thematic synthesis of empirical findings to identify patterns, indicators, and linkages between dimensions of foreign policy effectiveness. Using the PRISMA framework, this study analyzed 22 Scopus indexed scientific articles for the period 2014–2026. The results of the study show that the effectiveness of Indonesia's foreign policy is multidimensional and contextual, which is formed through the interaction between policy orientation, diplomacy instruments, and domestic factors. The main findings reveal that the lack of consistency of effectiveness indicators and institutional fragmentation are the main obstacles in policy implementation. This study contributes through conceptual aggregation that integrates empirical findings into a structured analytical framework, thus offering a clear differentiator compared to previous SLRs that are still descriptive. These findings provide implications for the development of a more systematic and evidence-based foreign policy evaluation.

Abstract

This study examines the implementation of International Labor Standards (ILS) at the local level within the context of integrating international labor law instruments into poverty alleviation strategies for former migrant workers and other vulnerable groups in Indonesia. It highlights how international normative instruments, including the ILO Constitution and the Declaration of Philadelphia, function not only as legal frameworks but also as discursive tools that shape policy agendas and government responses. Using a qualitative approach, this study employs a Systematic Literature Review (SLR) of scientific publications published between 2015 and 2025, sourced from the Dimensions and Scopus databases. The inclusion criteria consisted of full-text journal articles in English or Indonesian that addressed local poverty alleviation and labor-related issues. The findings reveal that effective implementation of ILS depends on the harmonization of national regulations with international standards and the capacity of labor inspectorates to enforce labor protections. Evidence from regions such as Central Lombok underscores the importance of intersectoral collaboration and evidence-based policymaking to support the reintegration of former migrant workers into decent employment. The study also highlights the gap between normative commitments and policy implementation at the local level.

Abstract

The Payung Besurek Elderly Social Welfare Institution (LKS-LU) plays a role in providing social services to improve the quality of life of older adults. This study aims to examine the role of social services in enhancing the quality of life of older adults at LKS-LU Payung Besurek. A qualitative descriptive method was employed, involving data collection, processing, and analysis to draw conclusions relevant to the research objectives. The study involved six older adults, one institutional head, and one social worker. The findings indicate that LKS-LU Payung Besurek provides various social services, including case outreach and response, service advocacy and fulfillment of basic needs for older adults, individual social care, group capacity building, strengthening family roles in elderly welfare, social rehabilitation programs (Elderly Center/Teras Lansia), and productive economic activities for older adults. The study reveals that social services play an important role in improving the quality of life of older adults. These findings are consistent with social welfare concepts emphasizing the importance of fulfilling needs and providing social support for vulnerable groups. The holistic services provided by LKS-LU Payung Besurek help older adults live better and more meaningful lives. This study is expected to serve as an evaluation and development reference for elderly social welfare institutions.

Abstract

Data literacy has become an essential competency in the digital era, particularly in supporting evidence-based decision-making. However, public understanding and utilization of statistical data remain limited, especially at the local level. This study examines the role of Integrated Statistical Services (Pelayanan Statistik Terpadu/PST) at Badan Pusat Statistik Bengkulu Province in supporting public data literacy. A qualitative participatory approach was employed, involving internship-based community engagement through observation, service assistance, and user education activities. Data were collected through field observations and interactions with service users and were analyzed descriptively to identify patterns in user engagement and comprehension. The findings indicate that PST functions not only as a data access point but also as an informal learning space that facilitates users’ understanding of statistical information. Student involvement in service assistance contributed to more interactive communication and improved user engagement with statistical data. However, the extent of literacy improvement remains context-dependent and requires further systematic measurement. This study highlights the potential of PST as a supportive platform for enhancing public data literacy, while emphasizing the need for more structured evaluation and standardized literacy indicators in future research.

Abstract

This study aims to analyze the implementation of cooperation between the Surabaya City Government and the Blitar Regency Government in supporting regional economic development through a collaborative governance approach. The study employed a qualitative approach using a literature review method. Data were collected from scientific journals, books, government policies, official reports, and publications related to interregional cooperation. Data analysis applied the interactive model through data reduction, data presentation, and conclusion drawing, supported by open, axial, and selective coding techniques. The findings show that interregional collaboration has been relatively effective in strengthening food commodity distribution, developing digital-based MSMEs, and promoting cross-regional tourism. The collaboration contributed to increased distribution of agricultural and livestock products from Blitar Regency to Surabaya, including the supply of approximately 5 tons of eggs, expanded MSME market access through digital marketing, and the establishment of integrated tourism promotion. However, several challenges remain, including low digital literacy among MSME actors, limited supporting infrastructure, and disparities in regional economic capacity. This study contributes to strengthening collaborative governance studies as a strategy for regional economic connectivity based on food distribution, MSME development, and interregional tourism.

Abstract

Children in conflict with the law as victims are vulnerable to psychosocial problems, including fear, shame, social withdrawal, and low self-confidence, which may impair their social functioning. This study examines forms of family social support and their contribution to restoring the social functioning of child victims in Bengkulu City, Indonesia. A descriptive qualitative approach was employed using observation, in-depth interviews, and documentation. Nine informants participated, comprising three child victims, four family members, one social worker, and one psychologist. Data were analyzed through open coding, categorization, source triangulation, and thematic interpretation based on the social support dimensions of Sarafino and Smith and the social functioning indicators of the Indonesian Ministry of Social Affairs. Findings indicate that emotional support fostered feelings of safety and confidence, informational support enhanced understanding of legal processes, instrumental support facilitated access to daily needs and services, and appraisal support strengthened self-acceptance. Comprehensive family support was associated with gradual restoration of social functioning, whereas inconsistent support hindered recovery. The study contributes by identifying how specific dimensions of family social support promote family-based rehabilitation and social reintegration of child victims in Indonesia.

Abstract

This study aims to evaluate the comparative effectiveness of bottom-up and top-down approaches in the management of forest fringe areas in Tanjung Betung II Village, Padang Guci Hulu District, Kaur Regency, Bengkulu Province. The study was motivated by persistent resource management friction, limited community participation, weak inter-agency institutional coordination, and unsustainable forest utilization within peripheral communities. Adopting a qualitative case study design, data were collected through in-depth semi-structured interviews, direct field observation, institutional documentation, and literature analysis involving village officials, traditional (adat) leaders, forest farmer groups (Kelompok Tani Hutan), and local forestry administrators. The findings demonstrate that while the top-down approach offers high regulatory standardization and uniform administrative control, it generates low social legitimacy, fails to accommodate localized ecological-economic needs, and produces fragile program sustainability. Conversely, the bottom-up approach is significantly more effective in strengthening community participation, leveraging traditional local wisdom (kearifan lokal), and establishing robust local ownership. This research advances public policy discourse by demonstrating that an isolated approach is insufficient; rather, an integrated collaborative governance model that bridges formal state regulations with community-based institutional arrangements is essential for sustainable forest fringe ecosystem management.

Abstract

This study was motivated by the persistently high development disparities among regions in Indonesia, particularly in the Gerbangkertosusila region, which have led to unequal economic growth and poor job quality. This study aims to analyze the implementation of inter-regional cooperation and formulate a collaborative model capable of supporting the achievement of Sustainable Development Goal (SDG) 8: decent work and economic growth for all. The method used is qualitative descriptive with a literature review approach, analyzed using the Miles and Huberman interactive model. The results show that inter-regional cooperation has been carried out through Memorandums of Understanding (MoU) and sectoral cooperation, particularly in the fields of transportation and industry, which have improved connectivity and employment opportunities. However, its implementation still faces challenges such as weak coordination, investment disparities, and uneven job quality. This study concludes that a collaborative governance approach serves as an effective solution through institutional strengthening, cross-regional planning integration, and synergy among actors. This model is expected to drive more inclusive economic development and reduce disparities among regions.
