Abstract

This study analyzes public service management in stunting prevention in Jeneponto Regency, Indonesia, focusing on service quality, responsiveness, and effectiveness. A qualitative case study approach was employed involving 15 informants, including local government officials, health workers, community leaders, and program beneficiaries. Data were collected through in-depth interviews, observations, and document analysis, then analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings reveal that service quality remains uneven due to limited health infrastructure, shortages of nutritionists, and inconsistent service delivery across villages. Responsiveness is constrained by delayed complaint handling, limited adaptation to local socio-cultural conditions, and low community participation. Although stunting prevalence declined from 37.4% in 2021 to 30.3% in 2023, program effectiveness remains suboptimal because coordination, monitoring, and targeting mechanisms are not fully optimized. This study highlights the interconnection between service quality, responsiveness, and effectiveness in evaluating local public service management for sustainable stunting reduction.

Abstract

Gender equality, as articulated in Sustainable Development Goal (SDG) 5, remains a major policy challenge in Indonesia, including the City of Surabaya. According to the 2025 SIMFONI-PPA database, 1,319 cases of violence against women were recorded in East Java, with domestic settings accounting for the majority of incidents. This study analyzes the implementation of intergovernmental relations (IGR) between the Ministry of Women's Empowerment and Child Protection (PPPA) and the Surabaya Office of Women's Empowerment, Child Protection, Population Control, and Family Planning (DP3APPKB) through the Family Learning Center (PUSPAGA) program in addressing domestic violence and promoting gender equality. This study employed a qualitative descriptive approach based on a literature review using Wright's (1988) Intergovernmental Relations framework, which comprises five analytical dimensions: All Units of Government, Interactions Among Officials, Continuous and Cumulative Relationships, All Public Officials, and Policy Emphasis. The findings indicate that vertical intergovernmental collaboration has been institutionalized through the localization of national policies, cross-sectoral coordination mechanisms, integrated digital reporting systems, and full implementation of the allocated program budget. Nevertheless, coordination remains predominantly reactive, highlighting the need for more consistent intergovernmental communication and stronger integration of information systems to improve the effectiveness and sustainability of the PUSPAGA program.

Abstract

Male participation in Indonesia’s Family Planning program through vasectomy remains very low, reaching 0.1% in 2024, indicating persistent structural and socio-cultural constraints in reproductive health governance. This study analyzes intergovernmental collaboration between the National Population and Family Planning Agency (BKKBN) and the Surabaya City DP3APPKB in optimizing the Arjuna Mesra male family planning group using Wright’s (1988) Intergovernmental Relations framework. A qualitative literature review was conducted using 26 relevant sources published between 2014 and 2026, analyzed thematically based on five IGR dimensions.The findings show that collaboration operates through hierarchical coordination, PLKB-mediated field implementation, community-based mobilization, and fiscal support via the BOKB DAK scheme. However, program effectiveness is constrained by structural dependence on PLKB, limited adaptive feedback in intergovernmental coordination, and persistent socio-cultural resistance to male contraception. These constraints suggest that low male participation is shaped by both institutional design limitations and normative barriers rather than a single causal factor. The study recommends strengthening standardized yet adaptive community facilitation mechanisms, improving intergovernmental feedback systems, and integrating behavior change communication involving local leaders to support SDG 5.

Abstract

This qualitative case study aims to analyze the factors contributing to school dropout among children from the Laut ethnic group in Kampung Baru, Tajur Biru Village, Lingga Regency. Data were collected through in-depth interviews with five informants, comprising two community leaders and three school dropouts, as well as field observations and documentation. The findings indicate that school dropout among Laut children is a multidimensional phenomenon influenced by interconnected economic, cultural, familial, and social factors. The primary contributing factors include the economic instability of traditional fishing households, limited parental awareness of the importance of formal education, and strong maritime cultural values that prioritize seafaring skills over schooling. Furthermore, stigma, discriminatory treatment, and social labeling within the school environment create psychological pressure and social exclusion, increasing the likelihood of students leaving school prematurely. The study recommends strengthening household economic resilience, expanding scholarship opportunities, and promoting inclusive, stigma-free school environments to reduce school dropout and improve educational participation among the Laut ethnic community.

Abstract

The first 100 days of the Kabinet Merah Putih administration represent the initial phase of implementing the Asta Cita national development agenda. This period provides an important opportunity to evaluate public responses, particularly among Generation Z, a digitally active demographic that plays a strategic role in contemporary democracy. This study examines the influence of perceived government policies implemented during the first 100 days on Generation Z's political satisfaction, with perceptions of public opinion on social media serving as a mediating variable. A quantitative research design was employed using path analysis, with mediation effects assessed through the Sobel test. Data were collected from 400 Generation Z respondents residing in Semarang City and Semarang Regency. The results indicate that perceived government policies have a significant positive direct effect on Generation Z's political satisfaction. In contrast, perceptions of public opinion on social media significantly mediate this relationship through a negative indirect effect. These findings underscore the pivotal role of social media in shaping political evaluations and influencing the perceived legitimacy of government policies, highlighting the importance of effective digital communication strategies in strengthening public trust during the early stages of government.

Abstract

The floods in Lebong Regency, Bengkulu Province, in April and May 2026 exposed the vulnerability of educational institutions and showed that education disruption is not merely a school-level facility problem, but a public service governance issue. This article uses a qualitative, document-based case study to formulate a district-level Education Cluster strengthening model anchored in the Disaster-Safe Education Unit (SPAB) framework. The research gap addressed is the tendency of previous studies to examine post-disaster response or school preparedness separately, while the governance design that connects normal-time preparedness, emergency coordination, and learning recovery remains underdeveloped. Data were obtained from preliminary school loss records, policy documents, local news, and academic literature, then analyzed through open coding, thematic categorization, policy interpretation, and model synthesis. The findings identify three layers of vulnerability: physical school infrastructure, continuity of learning and evaluation, and inter-actor coordination. The novelty of this study lies in an absorptive and adaptive Education Cluster model that integrates a joint secretariat, education risk data, school early warning procedures, contingency plans, and pentahelix partnerships. The model positions the Education Cluster as a collaborative governance and resilience governance instrument to protect children’s right to learn before, during, and after recurring floods.

Abstract

The “Rimba dan Budaya” destination in West Kalimantan possesses considerable natural and cultural tourism potential, yet its contribution to regional economic development remains limited, as reflected by low international tourist arrivals and the tourism sector’s 2.09% share of the provincial Gross Regional Domestic Product (GRDP). This study examines the implementation of destination management, identifies its key determinants, and proposes strategic recommendations to strengthen destination governance. An exploratory qualitative case study was employed using observations, document analysis, semi-structured interviews with six key informants, and a SWOT questionnaire involving 40 stakeholders from government, community, and private sectors. The findings reveal challenges in market-oriented planning, institutional coordination, human resource capacity, and destination branding. Five key determinants were identified, with stakeholder commitment, particularly from local communities, emerging as the most influential. SWOT analysis places West Kalimantan in the Strength–Opportunity (SO) quadrant, indicating a growth-oriented strategy. This study contributes a public administration-based destination management model integrating institutional capacity, stakeholder commitment, and collaborative governance to support sustainable tourism development.

Abstract

Indonesia's One Fuel Price Policy aims to reduce energy disparities by ensuring equal fuel prices in frontier, outermost, and disadvantaged (3T) regions. While the policy has expanded fuel access, limited studies have examined its implementation from an integrated public governance and public management perspective. This study analyzes the collaborative governance structure, policy implementation, and strategic communication supporting the program. A qualitative descriptive approach was employed using secondary data from official regulations, reports, and publications issued by the Downstream Oil and Gas Regulatory Agency (BPH Migas), the Ministry of Energy and Mineral Resources, and Pertamina. The data were analyzed through thematic content analysis. The findings indicate that policy implementation is supported by collaborative governance involving central and local governments, BPH Migas, and Pertamina, resulting in the establishment of 583 fuel distribution points despite significant geographical and logistical challenges. Strategic communication also enhances coordination and public trust throughout implementation. This study demonstrates that integrating collaborative governance, adaptive public management, and strategic communication strengthens policy implementation and provides practical insights for delivering equitable public services in geographically challenging regions.

Abstract

Household waste management remains a persistent environmental issue in Indonesia's coastal communities, where inadequate disposal practices threaten environmental sustainability and public health. This qualitative descriptive study examines the cognitive, affective, and behavioral dimensions of community awareness and the role of social norms in household waste management in the Tanjung Unggat coastal settlement, Tanjungpinang City. Data were collected through non-participant observation, semi-structured in-depth interviews, and documentation. Eight informants were selected purposively, consisting of five coastal residents, one community leader, one village government representative, and one sanitation officer. The findings show that residents generally understand the environmental and health risks of unmanaged waste and express concern about coastal cleanliness, but behavioral commitment remains inconsistent. Direct disposal into coastal waters and open burning persist because they are normalized through long-standing neighborhood practices and reinforced by limited facilities and irregular collection services. Drawing on Émile Durkheim's concept of collective consciousness, the study demonstrates that household behavior is shaped by shared norms and social expectations rather than by individual awareness alone. Sustainable improvement therefore requires coordinated infrastructure, continuous environmental education, community participation, and reinforcement of pro-environmental local norms.

Abstract

This study examines how word-of-mouth (WOM) communication constructs a cashless lifestyle through the Quick Response Code Indonesian Standard (QRIS) among Universitas Negeri Jakarta students. Unlike previous research that mainly treats WOM as a quantitative predictor of technology adoption, this study views WOM as a lived interpersonal process through which payment meanings, norms, and routines are negotiated. Using Moustakas’s transcendental phenomenology, data were collected through in-depth interviews and non-participant observations with eight active QRIS users aged 18–22 years. Analysis involved epoché, horizonalization, thematic clustering, and synthesis of textural and structural descriptions. The findings reveal a recurring process: peers provide initial social proof, users validate QRIS through shared transaction experiences, and satisfied users become recommenders who reinforce cashless norms. This process normalizes QRIS while students continue negotiating infrastructural constraints and mixed financial consequences. The study introduces the concept of WOM-mediated social normalization, showing that WOM not only predicts adoption but also functions as a norm-producing mechanism that transforms QRIS into an ordinary campus practice. The findings extend interpersonal communication and innovation-diffusion perspectives and support peer-based financial literacy initiatives.
