Abstract

Penelitian ini membahas kesesuaian strategi manajemen sumber daya manusia (SDM) dengan strategi bisnis pada PT Garuda Indonesia (Persero) Tbk menggunakan pendekatan strategic fit. Dalam menghadapi dinamika industri penerbangan yang semakin kompetitif, Garuda Indonesia perlu memastikan bahwa strategi bisnis sejalan dengan strategi pengelolaan SDM. Studi kasus menunjukkan bahwa perusahaan telah menerapkan manajemen SDM berbasis kompetensi, peningkatan layanan pelanggan, dan penguatan budaya organisasi untuk mendukung strategi bisnis berbasis diferensiasi layanan. Analisis kerangka manajemen strategik menyoroti kekuatan perusahaan pada kualitas layanan dan profesionalitas SDM, namun juga mengidentifikasi kelemahan pada efisiensi operasional dan manajemen keuangan. Oleh karena itu, perbaikan diperlukan dalam integrasi strategi SDM dengan strategi bisnis, terutama pada pelatihan berkelanjutan, optimalisasi teknologi, dan penerapan manajemen kinerja yang adaptif. Hasil kajian menegaskan bahwa keberhasilan strategi bisnis Garuda Indonesia sangat bergantung pada kemampuan perusahaan mengelola SDM secara tepat untuk menghadapi tantangan global dan meningkatkan daya saing.

Abstract

This study analyzes capacity-building strategies to enhance the performance of planning personnel at the Central Kalimantan Provincial Agency for National Unity and Political Affairs. For non-technical public organizations with limited resources, it remains unclear how capacity-building approaches can be adapted to support digital transformation demands. This qualitative case study was conducted over six months through in-depth interviews with seven informants, participatory observation, and document review. Data were analyzed using the Miles and Huberman interactive model. The findings reveal a gap between implemented strategies and organizational needs: current initiatives emphasize individual competency development through small-scale formal training and online learning with low participation, while organizational capacity elements such as knowledge management systems and structured collaborative learning forums remain underdeveloped. The study demonstrates that non-technical public organizations require low-cost, high-impact approaches grounded in internal collaborative learning to maximize limited human resource development investments.

Abstract

This study examines the implementation of adaptive local governance in flood-risk management using a qualitative case-study approach through in-depth interviews, participatory observation, and document analysis involving 28 informants. The findings indicate that adaptive governance in Tumbang Nusa is characterized by Indigenous community participation, multi-stakeholder collaboration, social learning, and institutional flexibility. The novelty of this research lies in the construction of a hybrid governance model that integrates Dayak traditional ecological knowledge-such as the Pali system, Belum Bahadat, and Mamapas Lewu—with modern risk-management systems through mechanisms of knowledge co-production. Key challenges include limited technical capacity, competing interests between economic and ecological actors, and policy inconsistencies across government levels. The theoretical contribution of this study is the enhancement of the adaptive governance concept by embedding local wisdom within the context of tropical peat ecosystems. Strategic recommendations include strengthening local capacity, improving cross-sector coordination, formalizing customary institutions within governance structures, and developing community-based adaptive monitoring systems.

Abstract

Layanan klaim Program Jaminan Hari Tua (JHT) merupakan salah satu layanan utama BPJS Ketenagakerjaan yang memberikan manfaat tunai kepada peserta yang memasuki usia pensiun, mengalami cacat total tetap, atau meninggal dunia. Meskipun program JHT berperan penting dalam perlindungan finansial pekerja, masih banyak pekerja di Kota Bengkulu yang belum tercakup sebagai peserta. Selain itu, jumlah pengajuan klaim JHT menunjukkan penurunan dalam beberapa tahun terakhir, yang mengindikasikan adanya permasalahan dalam efektivitas layanan klaim. Penelitian ini bertujuan untuk menganalisis efektivitas layanan klaim JHT di Kantor BPJS Ketenagakerjaan Cabang Bengkulu. Penelitian ini menggunakan teori efektivitas layanan Borril CS et al. (2001) yang meliputi empat indikator, yaitu ketersediaan, aksesibilitas, keterjangkauan, dan akseptabilitas. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi terhadap petugas layanan dan peserta JHT. Hasil penelitian menunjukkan bahwa efektivitas layanan klaim JHT belum optimal. Keterbatasan sumber daya manusia, kendala akses layanan terutama bagi peserta lanjut usia, adanya biaya tidak langsung, serta keterlambatan layanan dan kurangnya kejelasan informasi menjadi faktor utama yang memengaruhi rendahnya efektivitas layanan klaim JHT.

Abstract

This study aims to analyze the effectiveness of the training conducted by the Regional Inspectorate of Kaur District in improving the competence of village officials in financial management, particularly in bookkeeping and the preparation of the Accountability Report (SPJ). The method used is a descriptive qualitative approach with data collection through in-depth interviews, participatory observation, and document analysis. The research informants consisted of 12 village officials, village heads, and officials from the Regional Inspectorate of Kaur District. The results show that although training has been conducted, many village officials still struggle to understand and implement the procedures for bookkeeping and preparing SPJ according to the applicable standards. The training, which is more theoretical and lacks practical involvement, is one of the factors causing these difficulties. The findings also revealed that many villages still use manual systems for financial recording, which risks creating discrepancies in financial reports. This study recommends that the training for village officials be more practice-based and encourages the adoption of information technology in village financial management to improve transparency and accountability. More practical training is expected to enhance the competence of village officials in accountable and efficient financial management.

Abstract

Indonesia's dependence on soybean imports, which accounts for 70–75% of national demand, cannot be understood solely as a technical failure of agriculture, but rather as a social construct resulting from an unequal global political economy. This article analyzes how the discourse of development, trade liberalization since the 1990s, and the dominance of multinational corporate oligopolies have institutionalized dependence as a “practical inevitability” that normalizes Indonesia's subordination in the global food system. Unlike the technocratic approach that dominated previous literature, this study integrates a constructivist perspective with new dependency theory to unravel the asymmetrical power relations hidden behind narratives of comparative efficiency and market integration. The main novelty lies in proving that food dependency is not the result of rational economic calculations, but rather a discursive product reinforced by state policies, the WTO trade regime, and corporate control over the global value chain. Findings show that domestic policies biased towards rice, the absence of producer price protection, and permissive imports create a self-reinforcing cycle of dependency. The transformation towards food sovereignty requires breaking the structure of dependency through agrarian reform, strengthening local production, and repositioning the paradigm from global market integration towards development based on food sovereignty.

Abstract

This study examines how class position shapes the experience and meaning of political clientelism and how these experiences form political opinion in the context of the 2024 local election in Brebes, Indonesia. It explores how different social classes interpret clientelistic practices and how these interpretations influence political attitudes. Using a qualitative case study approach, the research draws on in-depth interviews and thematic analysis of narratives from informal workers, farmers, fishers, lower middle-class citizens, and political brokers in areas where patronage is prevalent. The findings show that clientelism is not merely a transactional exchange but a socially embedded practice rooted in class-based vulnerabilities and moral relations. Labourers view political gifts as survival strategies that foster pragmatic attitudes. Farmers and fishers interpret assistance through reciprocal moral logics that generate obligation. Lower middle-class citizens express ambivalence as democratic ideals confront social pressures. Brokers personalise politics by framing assistance as care. The study concludes that political opinion in Brebes is shaped less by programmes or ideology than by classed experiences and personalised exchanges, and argues that strengthening universal social protection and institutional presence beyond election periods is essential to reduce dependence on clientelistic relations and improve local democracy

Abstract

Institutional nomenclature changes within government ministries are part of broader bureaucratic reforms aimed at improving organizational effectiveness and policy coordination. However, such structural adjustments often generate administrative consequences at the operational level. This study aims to evaluate the impact of institutional renaming policies on the administration of State-Owned Assets (Barang Milik Negara/BMN) at the Secretariat of the Directorate General of Higher Education, Ministry of Higher Education, Science, and Technology, Indonesia. The study focuses on asset recording and the legal status of asset utilization following the institutional transition.This research employs a qualitative case study approach, with data collected through in-depth interviews, observation, and document analysis during the transition period. Data were analyzed using a descriptive-analytical approach based on the policy evaluation framework of Charles O. Jones, emphasizing policy substance, implementation, and outcomes.The findings indicate that nomenclature changes have had significant administrative impacts, including delays in asset recording, postponement of asset disposal processes, reduced data accuracy, and legal uncertainty regarding asset utilization. These issues are exacerbated by rigid bureaucratic procedures, limited inter-unit coordination, and insufficient human resource capacity. Consequently, a gap emerges between administrative records and the actual physical condition of assets, potentially affecting the accountability of public financial reporting.

Abstract

The determination of national disaster status in Indonesia is frequently misconstrued as a purely technocratic decision governed by objective metrics of casualties and material loss. This article challenges that positivist assumption by analyzing the state's refusal to elevate the status of the May 2024 cold lava flood (galodo) in West Sumatra, despite catastrophic damage that exceeded regional fiscal capacities. Utilizing a Critical Policy Analysis (CPA) framework synthesized with Joel Migdal's State-in-Society theory, this study demonstrates that disaster status determination functions as a political mechanism for fiscal preservation and the management of central-regional power relations. The analysis reveals three primary policy patterns: (1) the discursive manipulation of legal definitions regarding "government paralysis" to avoid statutory obligations; (2) the deployment of "politics of survival" strategies to protect the central state budget from unlimited liability; and (3) the depoliticization of ecological causality to shield extractive political-economic interests from scrutiny. The findings indicate that the current disaster governance regime operationalizes a logic of containment that subordinates social justice to macro-political stability, effectively shifting the burden of recovery to peripheral local governments with limited resources. This article concludes that without structural reform to the legal framework specifically the objectification of disaster indicators the state will continue to perpetuate structural inequalities through discretionary exclusion

Abstract

Digital transformation has become a central agenda in public sector reform; however, empirical evidence from secondary cities in developing countries remains limited. This study examines the implementation of digital public service policies in Bengkulu City, Indonesia, and analyzes their administrative and institutional implications. Using a qualitative case study design, data were collected through in-depth interviews with six key informants representing managerial, operational, and citizen perspectives, complemented by policy document analysis and limited observation. The findings reveal that digitalization has contributed to improved procedural efficiency, reduced processing time, and enhanced service accessibility through online monitoring mechanisms. Nevertheless, implementation remains uneven due to infrastructural instability, disparities in digital literacy, and initial organizational resistance to procedural change. Rather than producing an immediate structural transformation, digital reform in this context reflects incremental institutional adaptation shaped by leadership mediation and resource constraints. The study identifies leadership commitment, human resource capacity, inter-unit coordination, and system integration as critical determinants of implementation effectiveness. By situating local administrative realities within broader national digital reform mandates, this research contributes to the growing scholarship on digital governance in emerging economies and offers policy insights for secondary cities pursuing sustainable e-government development.
