Abstract

The MPWH of Indonesia has a role in the development of road projects. Road projects require a large number of funds. One of the funding schemes currently being pursued by the government to overcome this funding gap is Public Private Partnership (PPP). The implementation of the PPP requires a lot of attention from various parties so that the project runs well. The purpose of this study is to examine the priorities of CSF in the implementation of PPP in the Road Sector in Indonesia. This study used questionnaires and analysis used mean score & RII. There are 45 samples of private sectors and 5 governments. The results of the study show that strong commitment from the government during the PPP implementation, clear PPP regulations, transparent and competitive procurement process are the top three success factors of the PPP road sector in Indonesia. CSF can provide an overview to governments and private sectors in the implementation of the PPP Road Sector in Indonesia. A strong commitment from governments and private sectors is expected to minimize the risk of project failure.

Abstract

The development process in Indonesia's provinces is expected to contribute to regional economic growth. This research aims to evaluate road construction's impact on regional economic development and the spatial spillover effect in 34 Indonesian provinces. This paper constructs Spatial Autoregressive Model (SAR), Spatial Durbin Model (SDM), Spatial Autocorrelation Model (SAC), Spatial Error Model (SEM), and Generalised Spatial Random Effect Model (GSPRE) for 34 provinces in Indonesia from 2010 to 2020 to capture the effect of road construction on regional economic development and spatial spillover effect. Compared to other models, the spatial Durbin model has the minimum Akaike information criterion (AIC) value, indicating that it is the most suited model. The result indicates that road infrastructure has little impact on regional economic development. Moreover, road development has a negative value and negligible spatial spillover effect.

Abstract

The development of tourist destinations in Indonesia can encourage an increase in tourist visits and the length of stay of tourists while in tourist destinations. Tourism destination development needs to be in line with the characteristics of the tourism destinations they have. This study conducted a cluster analysis to map 34 provinces in Indonesia based on 13 aspects of tourism characteristics and carrying capacity. Mapping results formed four groups of tourist destinations with similar characteristics. Cluster-1 has the best average tourist carrying capacity, so it is classified as an advanced destination group consisting of West Java, Central Java, DI Yogyakarta, East Java, and Bali. Cluster-2 consists of DKI Jakarta and Riau Island, with two bad aspects, so they are classified as the revitalization of tourist destinations. Cluster-3 consists of North Sumatra, West Sumatra, Banten, West Nusa Tenggara, East Nusa Tenggara, West Kalimantan, East Kalimantan, South Kalimantan, South Sulawesi, North Sulawesi, and West Papua, which have poor performance in 6 aspects so that it is categorized as a developing tourism destination. Cluster-4 comprises 16 other provinces with poor performance in 9 elements, so it is classified as a pioneering tourist destination. Mapping results are compared with the policies of 10 priority tourism destinations (DPP) in Indonesia, and it is found that 3 DPPs (Bangka Belitung, Morotai-North Maluku, and Wakatobi-Southeast Sulawesi) are included in cluster-4 with the category of pioneer tourist destinations. Development of these 3 DPPs requires increased funding.

Abstract

Experts predict that there will be a cyber war when Russia invades Ukraine. Russia is expected to use offensive cyberattacks to create surprise and undermine Ukraine's defenses and morale. Cyberattacks are seen as sufficient to achieve Russia's goals without the need for conventional military force. Cyber operations are predicted to provide strategic advantages for Russia, both as a complement to military power and as an independent instrument. This study seeks to assess the impact of cyber operations that accompanied Russia's invasion in the Russia-Ukraine conflict, considering the circumstances and conditions of the situation. The research approach is a qualitative analysis of literature about the Russia-Ukraine conflict. The results show no evidence to support that Russia's cyber operations measurably affect the course of the conflict, provide tactical advantages, or observable strategic value. Cyber operations tend to produce effects that are immeasurable and difficult to control fully. Cyber operations are not a replacement for military force but can complement military operations. They can be effective for data gathering or disruptive operations, especially in gray zone conflicts. Proper planning, preparation, and resource allocation are necessary for successful cyber operations.

Abstract

This paper presents the results of literature reviews on disaster mitigation preparation during the Pandemic Covid-19 since 2019. Of the 780 articles selected 6 articles on this topic published in national and international journals between Mei 2019 and June 2021 were included in the review. These articles are written in different disaster contexts, including events related to weather (floods and storms), natural disasters (earthquakes and tsunamis), and other events (such as pandemics and terrorist attacks). The main themes that arise include lack of communication between stakeholders, media sensationalism, the importance of choosing the most effective marketing messages, lack of disaster management plans, image damage, and goal reputation, and changes in tourist behavior after a crisis and disaster. This review identifies ways to increase the speed and effectiveness of responses to disasters, the importance of marketing relationships with loyal customers, and the need to quickly improve the image of the goal. Suggestions for future research arising from this review include the urgent need to encourage tourism operators to be involved with crisis readiness and disaster management strategies and the importance of getting a better understanding of consumer responses to disaster events.

Abstract

The rapid economic growth and significant urbanization in Kisaran City have posed several challenges in urban planning, including adequate housing, health facilities, education, and transportation. The city's development was also influenced by its colonial history, with the dominance of colonial power regulating the production and trade of plantation products as well as the lives of local people. The morphological transformation of the city from 1929 to 2022 reflects the challenges related to infrastructure, visual appearance, and the growth of the commercial sector, which have affected the lives of citizens and demanded the city's adaptation to the development of the times. Historical events, such as colonization by foreign powers and Chinese immigration, have affected the population growth of Kisaran and caused pressure on infrastructure and socio-economic inequality. This study aims to understand the morphology of Kisaran City and the factors that influence its transformation by using the methods of literature study, synchronic approach, and diachronic approach. The results of the study concluded that the morphological transformation of Kisaran City was influenced by the circulation system, which adapted to the needs and trends of society, and interacted with each other in forming the morphology of Kisaran City that continues to develop over time.

Abstract

Natural disasters present conditions that can lead to significant damage and pose a threat to the survival of society. Addressing and mitigating the risks associated with these disasters is imperative. One approach involves the implementation of risk management and disaster mitigation strategies. Despite the widespread acknowledgment of these measures, their application in the tertiary sector remains limited. This study focuses on Nadhlatul Ulama University in Yogyakarta, aligning with the emphasis on disaster mitigation at the university level as outlined in Minister of Education and Culture Regulation Number 33 of 2019, which pertains to the Implementation of Disaster-Safe Education Units. Utilizing a qualitative research design with descriptive methods, data collection involves structured interviews. Purposive sampling is employed to select informants capable of providing insights relevant to the study's focus. The research yields an initial model for a disaster-safe university, aiming to enhance understanding of school-based disaster risk reduction models and programs within communities vulnerable to potential disasters. The disaster risk reduction program is encapsulated in an initiative named "Disaster Class," which incorporates elements of Pentahelix disaster management.

Abstract

Economic development that creates broad access and opportunities for all segments of society, fosters equitable prosperity, and reduces disparities between groups and regions has been a global challenge up to today. The lack of an inclusive economy leads to higher inequality in regions, specifically for underprivileged communities in underdeveloped regions. In line with this, the government has encouraged the development of new tourism to boost economic growth aiming to reduce regional development disparities. However, empirical studies that prove the relationship between tourism and economic inclusiveness still need to be completed due to limited data in measuring economic inclusiveness. Using the Inclusive Development Index with panel data regression from 514 districts in Indonesia from 2016 to 2019, it is expected that this study will contribute to the literature, primarily related to inclusive tourism development. This study detected that government spending has a significant but adverse relationship with the level of economic inclusivity in the regions.

Abstract

This study compares the impact of the policy on implementing electronic signatures in the issuance of birth certificates in regencies/cities with low and high means years of schooling parents. Using Indonesian Susenas data from 2010-2021 and DID methods, this study finds that implementing electronic signatures could increase the number of birth certificates of 291 documents. However, by comparing the increase in the number of birth certificates subject to the number of birth certificates and the number of births, this study found that the impact of implementing electronic signatures was relatively low, around 7,02% and 3,73% in increasing the coverage of birth certificate ownership. This study also found economic benefits where each 1 rupiah of costs incurred generates 1,029 rupiahs in benefits. Electronic signatures can solve the difficulty of accessing civil registration services before implementation in regencies/cities with a low mean year of schooling parents but have a relatively low effect on increasing the coverage of birth certificate ownership.

Abstract

This study aimed to explore public financial management at the village level and identify the types of village fund expenditures that had the most significant relationship in reducing short-term rural poverty in Indonesia. Using the 2019-2021 panel data and the fixed effect method, the authors analyzed the relationship between the five types of village fund spending on poverty in 49,192 village units. The estimation results showed that spending merely on village development negatively and significantly affected the number of low-income rural families in Indonesia. Meanwhile, spending on disaster management, emergencies, and village urgency indicated a positive and significant relationship with the number of low-income families in the village. It implies that the government should focus on spending programs and activities that create job opportunities and increase income for rural poverty reduction. The government also needs to improve data related to uniformity and validity in measuring, recording, and reporting data in ministries, institutions, and regional governments. Thus, in allocating village funds, the government must expand the formula allocation so that village funds can significantly reduce rural poverty.
