Abstract

One of the agendas and results of the I-IV Amendment to the 1945 Constitution is to strengthen the Presidential system. Strengthening the presidential system synergized with reforming the party and election system must be carried out in order to achieve the objectives of governance and institutions in the framework of Indonesia 2045. The 2019 elections are simultaneously legislative and presidential elections as stipulated in Law Number 7 of 2017 concerning General Elections. The purpose of this article, the first simultaneous election should be legislative, presidential and regional head elections simultaneously. Secondly, there are 4 (four) objectives: 1). Effectiveness and efficiency, 2). Righteous democracy, 3). creating a solid and effective government, 4). period (periodization) that is more organized. Using the optics of constitutional law studies, and socio-legal, strengthened and enriched historical studies of presidential, party and election systems in Indonesia and comparisons with the United States, Brazil, Argentina. There are seven recommended strategies offered in the article: 1) Synergizing the Presidential Election, Legislative Elections and Regional Head Elections simultaneously in 2029, 2) Preparing the Draft Law for Regional Head Election Courts, 3) Making a blueprint of the Presidential Institution Bill, 4). Simplify party systems with an electoral threshold, 5). Simplify the number of parties in parliament with parliamentary threshold, 6). Implement a threshold presidential order to create balance in a multi-party presidential system, 7). Make changes to the Election Law and Evaluate the Proposal Election system with the Sainte-Laguë calculation method.

Abstract

The government system running in Indonesia is a combination of presidential systems and parliamentary systems. Based on the 1945 Constitution, Indonesia adheres to a presidential system, but Indonesia, in implementing there are many parts of the parliamentary system that are included in the Indonesian presidential system. The strengthen presidential system effort is still carried out, one of which is the rule of threshold number in Article 222 of Law Number 7 of 2017 about General Elections. However, the presidential threshold (threshold number) is assumed that it will strengthen the presidential system in the Indonesian government system and experience anomalies, irrational and irrelevant. With the presidential threshold, political parties can nominate the presidents and the vice by the provision of the political party or joint political party having 20% of seats or 25% of nationally legitimate votes in the previous legislative elections. With the existence of the presidential threshold, it will give a positive value, namely First, directing political parties to the coalition with other parties. Secondly, political parties after the general election will form two shafts. Those are the bearer axis and the opposition axis. Third, the presidential threshold comes up with a new understanding that is political parties only bearers, so in the 2019 simultaneous elections, there will be elected strong president and vice figures regardless of the small voice of the party that carries them. This paper uses critical discourse analysis toward the opportunities and realization problem challenges of the threshold presidential in Indonesia. The purpose of this writing is the first, how the threshold presidential relevance in Indonesia is, second, how to create an ideal government system thought of the threshold presidential system to reduce parliamentary in the Indonesian presidential system.

Abstract

This study aims to describe narrative texts held by Islamic boarding schools to fight terrorism or violence narratives and to describe activities carried out to support existing narrative texts. This study uses the Discourse Analysis method and divides the two stages of analysis. At the text analysis stage, the Islamic boarding school's narratives were analyzed using the Presidential Identity Prisma, while in the context analysis phase, the results of interviews and research observations were analyzed with Communication Performance to determine organizational culture and routine activities in Islamic Boarding Schools. The main theory used in this study is Fisher's Narrative Theory, which describes human decisions in believing in a narrative or story and acting on the belief in the story. According to Fisher, humans believe a narrative is influenced by the rationality of narratives, where the narrative has consistency and truth. The results of this study indicate that narrative texts have dominant Islamic boarding schools having coherence in the aspect of objectives that focus on the production of a message of peace so that Indonesia remains a country with a tolerant society and can manage existing differences. The figure of the Prophet Muhammad in the narrative is described as a person who prioritizes deliberation in solving problems. The Nahdlatul Ulama organization is also an organization that has the task of maintaining the unity of the people and nation of Indonesia in the midst of differences. Whereas, the efforts made to support narration are to routinely teach Islamic values as a religion of love in each forum; Reforming the education system; checking curriculum sourced from the government or from outside; Caregivers of Islamic boarding schools routinely form narratives to prevent terrorism, which are printed into books, sent to the media and so on so that the audience can easily access.

Abstract

Sales of video surveillance services, especially those integrated with artificial intelligence-based services, should be anticipated by the Indonesian government because it can affect cybersecurity stability. On the one hand, data obtained from the operation of a video surveillance system can be useful for the benefit of national security and / or law enforcement. But on the other hand, if the data is controlled and misused by criminals and/or terrorists, then cybersecurity risks become large. Institutionally, currently in Indonesia, there are at least 4 (four) government agencies that have duties related to business control of video surveillance services, namely the Ministry of Trade, Ministry of Communication and Information, Republic of Indonesia National Police, and National Cyber and Crypto Agency. However, there is no clarity regarding effective institutional construction to strive so that the interests of cybersecurity stability can run in balance with the interests of increasing the digital economy. By applying a normative legal research methodology based on a conceptual approach, three institutional approaches were found that could be chosen to be included in Indonesia's cybersecurity policy. However, the author argues that one institution that has its own authority in supervising the business of video surveillance services is the best solution capable of maintaining Indonesian cybersecurity while protecting the privacy rights of citizens.

Abstract

In business practices, micro and small businesses (SMEs) have several internal and external problems, such as difficulties in the capital. These problems also occur in SMEs in Mojokerto. To solve this SME problem, several stakeholders in Mojokerto collaborated to create a Sharia Financing Program (PUSYAR) on the basis of a Murabahah contract. The implementation of this program has been running for approximately five years, since the memorandum of understanding was signed by the Badan Amil Zakat Nasional Kota Mojokerto, PT. BPRS Kota Mojokerto, Dinas Koperasi Perindustrian dan Perdagangan (Diskoperindag) dan Masyarakat Ekonomi Syariah (MES) in 2013. During this time, the amount of budget allocation and realization, and the number of beneficiaries of the PUSYAR program has increased, so basically, the PUSYAR financing program is needed by SMEs to survive the existing business competition. The renewal of this study describes the PUSYAR program model as a whole and formulates a development strategy by strengthening the roles and responsibilities of the stakeholders involved. Therefore, the aim of this study will be to examine more deeply in formulating the right development strategy of the SME empowerment program through the PUSYAR financing program, so that the usefulness of this program can increase. The hope of the study result can be used as a reference for other local governments or the central government to apply for this PUSYAR program in the future.

Abstract

The agricultural sector has been given the largest contribution to economy Indonesia. Besides being able to absorb large numbers of workers, the agricultural sector also has an important role in reducing poverty vulnerability in rural households. This study aims to analyze the role of institutions and technological use in food security which proxied by the food production index in Indonesia, both in the short and long term. The analytical technique for estimating short-term and long-term relationships in this study is the Autoregressive Distributed Lag (ARDL) model using time series data from 1978-2014. The results showed that in the short term land availability, technological use in technology (tractor machines) and the availability of electricity had a positive and significant effect on food production in Indonesia. Whereas in the long term, land availability and GDP per capita are positive and significantly enhances food security. In addition, the institutional framework proxied by political rights and civil liberties has significant positive and negative effects in the long term. Variable land availability is the biggest factor in increasing food security in Indonesia so that a policy that effectively regulates agricultural land use needs to be made. Interaction between the society, farmers and the government is also needed to create synergies and contributions related to food production. The provision of social security to farmers, especially when there is a shock, and the policy of procurement of agricultural technology must also be considered to maintain national food security in the long run.

Abstract

This article discusses how SOEs prepare themselves in an effort to deal with economic globalization over the demonopolization policy. Demonopolization is a policy undertaken by the government as a commitment to implementing free trade required WTO. Economic globalization is a condition that will not be able to be avoided, a sure step that must be taken by the government is to prepare for the resilience of the nation's economy through institutional strengthening strategies. One of them is by improving the performance of SOEs through policies that can create a synergy of effort and will be able to improve the quality to face competition globally. Create competitors to SOEs will be able to encourage SOEs to improve their institutions internally and externally, this condition is one of the strategies to create professional and independent SOEs, in order to face global challenges. Restructuring of SOEs by applying corporate culture and implement of concept good corporate governance is a strategy for internal institutional reform, internal institutional strengthening will have an impact on external institutional which will provide the best service for consumers and public. The Concept of SOEs performance must be based on the principles of economic democracy that promote fair efficiency for all economic actors, the main aim of providing protection for the people of Indonesia.

Abstract

Spatial inequality occurs because the rate of availability of geospatial data has not been able to catch up and meet user needs. The root of the problem occurs because the network nodes in the area have not yet been formed or dissolved. The institutional status of network nodes at the provincial level as of October 2018, only 20 out of 34 provinces are operational, with 4 institutional options, namely UPT, Bappeda, Ad Hoc Regional Secretary and Ad Hoc Diskominfotik. This triggered anxiety for 14 regions that had not yet formed network nodes and 3 other UPTDs that were still awaiting evaluation results. To determine the institution of ideal geospatial information, BIG has conducted a study of institutional arrangements to realize effective and efficient regional apparatus organizations according to their duties and functions. The study with qualitative research methods was carried out by analyzing criteria and rating on institutional aspects in order to strengthen IDSN, based on applicable policies and laws as well as the results of the network node operationalization questionnaire in the province. Furthermore, the study was strengthened using quantitative research methods by comparing the costs and benefits of each institutional option (cost and benefit analysis) through the net present value approach. The results of the two methods are 2 alternative institutional geospatial information with the best value, namely Option 1 UPTB (Ideal for the long term) and Option 3 Ad Hoc in Regional Secretary (Quick Win for the medium term).
