Abstract

Indonesia cluster regions have unique geographical and topographical characteristics also have potential for natural disasters. Potential for natural disasters such as volcanic eruptions, earthquake, tsunami, flood and landslide happen almost in every place in Indonesia. In the past, the handling for natural disasters still use rigid and centralized hierarchy bureaucracy approach which has not been able to handle the disasters and handle post disasters appropriately. The decentralization spirit changes handling natural disasters paradigm which giving authority toward regions government to manage the disasters in its territory. However, the big challenge is to synchronize every regions governments perception that natural disasters in regions can be manage only with one institution or region government according to territory border. The natural disasters management which include the pre disasters and post disasters need together management by several government stratum based on intergovernmental networks. The writer used inductive approach method which allow to describing of the result of analysis study of the possibility of cooperative effort between regions through Regional Disaster Department (BPBD) in several areas in East Java that are Malang region, Kediri, Pasuruan and Bojonegoro by knowing the standard and policy/program/activity target, the condition of resource, and the condition social politic and economy. The result of study analysis about handling the disaster have conclusion that the handling effort pre disaster and post disaster are very multi-dimensional. In the context of government authority, handling of disaster not only handle by one region government. This is where the concept of cooperation between regions (intergovernmental networks) in important to be expanded at the local level. The cooperation between local regions have potency the capacity of region government in order to share experiences, share advantages and share task/assessment together in improving the function of public services in each region government. Then, the result of study analysis also concludes the importance to strengthening BPBD institutions to facilitate the cooperation between governments in local regions in order of handling the disasters.

Abstract

The Regulation of Pasaman number 2 Year 2013 set about free education in Pasaman. However, in the time after the implementation of the free education in Pasaman found several problems that do not comply with the policy direction of free education, such as the discovery of some schools are asking for charges to parents/students  for salary of contract teachers. This research was to evaluate the implementation of free education regulations  in Pasaman  and to evaluate the results of the implementation of free education regulation in Pasaman. The determination of sample is  using  purposive sampling technique . Research conducted at the Department of education and culture of Pasaman, SMAN 1 of Lubuk Sikaping, SMAN 1 Panti, SMPN of 1 Panti and SDN 09 Petok. This  Research using qualitative approach and descriptive method. The results showed that the implementation of regulation of free education in Pasaman is not good enough, it can be seen from the communication is less effective to  policy target, available resources are already quite optimal for carrying out the policy, although there are still deficiencies in budgetary resources for the development of schools and students, the tance of implementor is quite well, however, there are schools that asked for the charges, and in the bureaucratic structure is quite simple but does not have a clear SOP . the result of the implementation of  free education regulation  objectives already achieved with optimal use of funds and human resources for the implementation of the policy, the policy of free education enough to satisfy the communitys needs in education, the implementation of the free education already evenly, the community of Pasaman supports the implementation of free education regulation , the implementation of the free education is right  to implemented in Pasaman.

Abstract

Background of this research is the data founded shows disparity between north area as agroplolitan area and south area as socio cultural or tourism area. This disparity appears on poverty number in agropolitan area (north) higher than poverty number in tourism area (south). The industry number data, however, is also seen much higher in tourism area. This research is a study case and will discuss about the implementation process of policy of strategic area development in Kabupaten Pacitan. Therefore, the problems can be concluded into: How the implementation outcomes are achieved in Kabupaten Pacitan. Those, subjectives of this research are determined to understand and exhibit the KSCT implementation outcomes. The methode is using  qualitatif approach with Grindle (1980) implementation model. Interactive model of Miles Huberman. And Saldana is also apllied for analysing and explaining the otucomes of implementation phenomenon. While for data collecting, some depth intreviews, document observations are elaborated to fulfil the data requirements. The result of this research is the implementation has given the positive outcomes just for south area (tourism area). While the outcomes of this KSCT implementation in the north has not been accepted by people in the agropolitan area.

Abstract

The issue of prostitution has long existed before, which is believed to have begun since the period of slavery. Even prostitution as a work is often referred to as one of the oldest types of work in the World. Although some Feminist groups before the 1980s convincingly said that prostitution is a sign and a subordinate example of women that will not exist anymore when women get the equation (Jefrey 2009). As Millett puts it, the old form of 'living fossils' of slave relations still exists today (Millet 1975). Even Jeffrey (2009) says that what is most important today is that the current ideology and new economic practice, "Neo-liberalism," in which the tolerance of 'sexual liberty' has been combined with free market ideology to reconstruct prostitution as 'work' law that could be the basis of the national and international sex industry. Therefore, the development of this sector needs to be understood as the commercialization of the subordination of women, and shows how the return of the global sex industry can begin.

Abstract

This research examine the innovation of village government  roles in tourism policy in Batu Municipality, Batu Municipality is one of the cities in Indonesia whose economic growth is dominated by the tourism sector. Economic growth during 2012-2016 Batu City's economy has shown a marked increase with an average of 6.95 percent but the poverty rate has not shown a significant decline with the number of more than 9,000 people since 2013 to 2016 and the gini ratio in 2015 was recorded at 0,36 points or up from the 2013 figure of 0.31 points. This indicates that the growth of the tourism sector has not been able to be felt by the entire community. this happens because the tourism sector is still dominated by large investors by building artificial tourism (artificial) which involves minimal society, therefore the city government of Batu develop a new approach by optimizing the role of village government in developing the policy village tourism and form of pokdarwis (kelompok sadar wisata (group of tourism awareness)). This research uses qualitative approach, case study research and interactive model analysis from Miles, Huberman and Saldana. The result of the analysis shows that the innovation of the role of village apparatus in developing the new community based tourism destination and the collaboration with pokdarwis has given a new form in tourism policy in Batu Town, the tourist villages developed at the village level are more successful in giving positive influence to the people's welfare as well able to involve massively society.

Abstract

The purpose of this research is to know the implementation of e-Puskesmas service at Ambacang Community Health Center of Kuranji Subdistrict, Padang City, to know the supporting and inhibiting factors in the implementation of e-Puskesmas service at Ambacang Community Health Center. This research is a qualitative research with descriptive method. This research was conducted at Puskesmas Ambacang Kecamatan Kuranji Kota Padang. The research by purposive sampling. The data collected are secondary data and primary data through interview, observation and documentation study. Test data validity is done with trianggulasi then data analyzed by reducing data, display data the results of this study indicate that the implementation of e-Puskesmas service has not been implemented properly so that the implementation of the service becomes not effective. Supporting factors were found to be sufficient budget in applying e-Puskesmas, a change of paradigm of staff at Ambacang Community Health Center. Inhibiting factors are lack of adequate infrastructure availability, internet connectivity level is not appropriate, lack of socialization about e-Puskesmas service.

Abstract

Lahirnya konsep smart city tumbuh seiring semakin majunya perkembangan teknologi informasi yang merambah hampir seluruh kalangan, tua muda, kaya miskin, desa kota. Masyarakat semakin mudah dan cepat melakukan komunikasi, mendapatkan informasi yang dibutuhkan, serta melakukan pekerjaan lain dengan lebih mudah, cepat, dan ringkas. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data yang dipergunakan antara lain adalah Informan, Peristiwa, dan Teknik Pengumpulan Data menggunakan wawancara, observasi dan dokumentasi. Instrumen Penelitian dalam penelitian ini menggunakan peneliti sendiri, pedoman wawancara dan perangkat penunjang seperti buku catatan, alat perekam, dan kamera. Model analisis data yang digunakan peneliti adalah model interaktif Miles, Huberman, dan Saldana (2014: 12-14) meliputi Kondensasi data (data condensation), Penyajian Data (data display) dan Penarikan Kesimpulan (Conclusions drawing). Hasil penelitian ini adalah Pemerintah Kota Malang melakukan beberapa strategi dalam meningkatan kualitas pelayanan publik berbasis konsep smart city antara lain dengan beberapa strategi. Yaitu: Strategi membangun (political environment) yang mendukung terselenggaranya tata kelola pemerintah kota Malang yang lebih melayani. Membangun lingkungan politik, Strategi membangun teknologi yang mendukung terselenggaranya proses pelayanan publik yang berebasis pada perkembangan ilmu pengetahuan dan teknologi yang kini mengalami perkembangan yang sangat pesat. Strategi menyiapakan dukungan anggaran untuk terselenggaranya program tersebut. Strategi partisipasi seluruh stakeholders dalam mendukung terlaksananya program tersebut. Stakeholders di sini bisa berasal dari masyarakat, maupun dunia usaha (private sector), tanpa partisipasi dari seluruh stakeholders tersebut kebijakan yang bagus sekalipun akan terasa kurang berdampak pada perubahan positif yang merupakan dampak (outcome) dari sebuah kebijakan yang dihasilkan oleh (policy maker). Saran dari riset ini adalah pemerintah perlu menyiapkan strategi dalam upaya memastikan program ini terus bisa berjalan dengan baik (sustainable).

Abstract

Non-monoplistic public services must continuously innovate services in order to remain competitive with its competitors and can satisfy its customers. PT Pos Indonesia as one of the state-owned enterprises in Indonesia is also faced with the demand to innovate so as not to lose with the private competitors. PT Pos is one of the BUMN that provide services expedition on the community, among the many services similar services. This study aims to determine the service innovation and quality of service at the Post Office Semarang 50000. Research conducted with qualitative. The main theory to measure the quality of service is based on the opinion of A Parasuraman that measures the quality of service from indicators: tangibles, reliability, responsiveness, assurance and empathy. The result of the research shows that service innovation at PT Pos Indonesia for the improvement of service quality is good enough, but there are some deficiencies such as: the delivery of new innovation information from the officer to the customer is still less effective, so this innovation seems not optimal. In general the quality of service is good, ranging from the response officers, facilities provided, guarantees and services provided. There are still shortcomings in the delivery of information that has not been effective to the customer. This study recommends the need for accurate and detailed information about the innovations made.

Abstract

Community service is done by the empowerment of women fishermen by developing shell nugget in Bluru Kidul Village, Sidoarjo Sub-district, Sidoarjo Regency. This activity was conducted from March to June 2018, the methods of community service are training, mentoring, and practice of making shell nugget according to the receipe of dough that flavor and hygiene, marketing management practices of packaging and labeling. It aims to create an independent and creative society in projecting their future, the family of fishermen in Bluru Kidul Village, Sidoarjo Sub-District, Sidoarjo Regency, so that they will no longer rely on local government in developing home industry business in their village. In addition, they will be able to stand on their own with potential in their area. Management system based on independence and creativity in the development of shell nugget production is still rare. Therefore, Bluru Kidul Village is expected to be a pilot village especially in the production of shell nugget in East Java in particular, and in Indonesia in general, especially for coastal villages.

Abstract

Maintenance of facilities or logistics is one of the functions of logistics management in the form of a series of activities or processes in which in the form of all forms of care, maintenance and care of the state of the goods for goods owned by an organization to remain usable at any time and able to achieve the economic age of the goods. This paper will discuss how the treatment of ready-to-drink water faucet facilities held by the Institute of Technology Bandung and Sebelas Maret University. This paper uses a qualitative descriptive study. to explain the maintenance of ready-to-drink water faucet facilities including the presence of inhibiting factors in their implementation. The results were found that in addition to problems in the processing unit, there are also problems in the piping network. This is an obstacle in the maintenance of water tap facilities. In addition, the participation of facility users is also important because if the water tap is not used then the water circulation will become not lanjar and the water that is accommodated on the pipe and the tank will be reflected bacteria that will continue to multiply and the water will only be disposed of into waste. Therefore both the facility manager and the facility user must maintain and care for the fasilita tap water ready to drink this properly.
