Abstract

This research background is property tax management authority transfer by center government to local government according to the laws of local tax number 28 in 2009. The purpose is to make government financial independently and increase local revenue in property tax sector. Problem of that condition is local government must be set up many supporting factors, that is human resources especially property appraisal, computer and server tools, operating system and data base, compatibel files and service room, and exist budget to implement intensification and extensification tax program. Readiness of supporting factors are very influence optimization level of property tax revenue. According that condition, this research purpose is to analyse property tax management in Blora Regency so that from result of analysing can be arrange scenario planning which is consider uncertainty situation in future. Collecting data method of this research use Miles, Huberman, and Saldana method (2014), while scenario planning analysis use TAIDA method from Lindgren and Bandhold (2003). Result of this research is Government of Blora Regency has not maximaly implement property tax management yet. That condition based on empirical fact which is only one man appraisal to analyse NJOP with more than 500 thousand property tax object in Blora Regency. That situation cause property tax revenue not accordance with real potension.

Abstract

With all the limitations of the current government budgeting system, not all government affairs and development to realize the welfare for the people can not may be all financed by APBD. East Java provincial government is currently pushing the Regional Technical Implementation Unit (UPTD) in SKPD environment began to use financial management system Regional Public Service Agency (BLUD). The policy is clearly stated in East Java Fiscal Policy Innovation Roadmap 2014-2019. The purpose of this study is to (1). To identify the condition of UPT-UPT in East Java Provincial Government (2). Identify the problems and challenges faced in developing the UPTD into BLUD and (3). To formulate development strategy that can be done by East Java Provincial Government in developing UPTD become BLUD. The research method used is mixed method that combines qualitative data analysis with quantitative data using SWOT matrix, then to determine the strategic position and direction of development is done through analysis of General Electrics (GE) matrix. Population in this research is all Technical Implementation Unit (UPT) in East Java Provincial Government, while the sampling is done pursuant to purposive sampling. The results showed (1). UPT such as UPT P2SKP Mayangan, UPT P2SKP Pondokdadap, UPT P2SKP Muncar, and UPT PSMB-LT ready if improved status becomes BLUD see the factor of financial ability, completeness of facilities and infrastructure and its potentials (2). Some UPTs such as UPT PB Palawija, UPT PB Holtikultura, and UPTIK Timber can be upgraded to BLUD, but need to be prepared in advance, especially supporting infrastructure, especially technology aspects of technology and supporting human resources, as well as capital and promotion to develop into wider market. (3). While the Training Unit (BLKI) of Singosari and Jember, due to the specific service characteristic and the special service segment so that the dependence on the APBD/APBN is still very high, it is still difficult in terms of its existence to be upgraded to PPK BLU/BLUD.

Abstract

The objective of this research is to learn about the implementation system of œSmart Kampung Program at Ketapang Village and its methods of publication to all over Indonesia.This IT-based public service and human resource enhancement program, called œSmart Kampung, is an innovation made by the District Government of Banyuwangi. This program represents the commitment of the district government to bring public service to the most accessible level for the people of Banyuwangi. Since most of them live far from the urban area, which is the governance base or center, the District Government of Banyuwangi set village offices as the centers of public service directly integrated with the District Government. By doing so, the District Government facilitates the society and make them aware of the importance of IT. In addition to being a facility to enhance public service, Smart Kampung Program can also serve as a facility to improve the quality of human resources and the peoples economy, as the village governments are required to empower their respective villages potentials.There are a number of ways utilized by the District Government of Banyuwangi and Smart Kampung villagesto socialize this program, such as information sharing in seminars, local leaders meeting, and social media. By doing so, they hope they can inspire regions with similar issues to implement Smart Kampung Program so that the goal to have equal welfare level in all villages in Indonesia can be achieved.

Abstract

This study aims to unite the Voter Information System (SIDALIH) based online between the Surabaya Mayor Election (PILWALI) and the East Java Governor Election (PILGUB). Both regional governments have a service program for prospective voters so that voters are facilitated for the use of their voting rights. PILWALI Surabaya, which in the meantime the implementation of local democracy preceded the East Java provincial government, namely in 2015, while the implementation of East Java PILGUB in 2018. Both of these democratic parties have different voter data. The implementation of PILWALI Surabaya 2015 has data on voters who are included in the Permanent Voter List (DPT) greater than the 2018 East Java PILGUB voter data on the Permanent Voter List (DPT) they have set. In 2018, there will be three years after 2015, the DPT should have been selected to the regions in a region with more data because there are additional residents every day, but the fact that there is a decrease in the number of voters in PILGUB East Java 2018 compared to PILWALI Kota Surabaya 2015. The author has examined the striking differences in the DPT data of both Election events, and how the solutions to the two elections even though the regional government is different.

Abstract

This research is motivated by the still existing problems in Nagari Tuo Pariangan tourism objects in the form of development that has not been maximized. This study aims to find out and describe (1) the development of Nagari Tuo Pariangan tourism objects by the Youth and Sports Tourism Office of Tanah Datar Regency; (2) Factors that become obstacles and supporters in the development of Nagari Tuo Pariangan tourism objects. This type of research is qualitative research with descriptive methods. The informants in this study were determined by purposive sampling technique. The data of this study are  primary and secondary data. These data are collected by conducting interviews, observation, and documentation studies. Techniques for testing the validity of data by source triangulation. While the data analysis techniques used are data collection, data reduction, data presentation and verification of conclusions. The results showed that the development carried out by the Tourism Office was limited to maintaining and repairing damaged tourism objects, providing assistance in the form of strawberry seeds and promoting tourism. Tourist attractions held are Pacu Jawi. The broken and damaged road has been repaired and some facilities and infrastructure have been added such as toilets and Mushallah. The souvenir center and souvenirs were just finished. HR development in the form of pokdarwis formation. The Tourism Office also empowers two residents as tour guides. The supporting factors in this development: 1) One of the most beautiful villages in the World. 2) Tourism infrastructure is very adequate. 3) The gift center has just been completed and there is a reading corner. 4) Damaged and hollow roads have been repaired 5) There is a tour group called Pokdarwis and Tourguide. Inhibiting factors in this regard: 1) Brousur about partially abandoned tourist objects and some damaged tourist objects that have not been repaired as well as tourist attraction is only pacu jawi. 2) Parking space is still inadequate. 3). Not yet complete gift shop.4) Pokdarwis is still not maximal in managing tourist attractions. 5) The cleanliness of tourist objects is still lacking and the janitor is only two people.

Abstract

This study aims to determine the implementation of Rector's policy on student's etiquette and ethics in Student Activity Units or Student Organization (UKM/Ormawa) Padang State University (UNP) based on Circular Letter Number 3916/UN35/KM/2017. The background of this research because there are still some points in the circular that did not happen like the activities of students until the night, making the secretariat as a place to sleep, and the safety and cleanliness of PKM that has not been awake. This research is a qualitative research using descriptive method. The informant of this research is Vice Rector III UNP as the maker of SE No.3916/UN35/KM/2017, Vice Dean III Faculty of Social Sciences, Kabag. Student Affairs and alumnus, Kasubbag. MPIK's Student Affairs, UKM Coach, Security Guard, BEM and MPM, some UKM/Ormawa managers UNP environment, students and communities living around UNP who can provide information. Techniques and data collection tools in this study using interview techniques, observation and documentation studies. In the data collection used research instruments in the form of interview guides, observation format and documentation study format. In this study the data analyzed obtained from interviews and interpreted qualitatively, in the form of abstraction, words and statements. The result of the research shows that the implementation of Rector's policy on students' etiquette and ethics in UKM/Ormawa UNP is good enough with the form of control that is done related to the etiquette and ethics in the student organization at UNP only still need improvement on the policy that has been implemented. Constraints encountered in the implementation of SE No.3916/UN35/KM/2017, among others, still low understanding and awareness of the contents of the policy, facilities and infrastructure are still inadequate, less assertive sanctions given to violators and still lack of supervision from the Rector and other related parties. From the results of this study the researchers provide advice to the parties involved, including to the Rector of UNP as policy makers maintain communication, coordination and good cooperation with each element, and for the implementation of the policy firmly need a rule of law is stronger than the circular, so also with the students and coaches UKM/Ormawa Coach to always direct and supervise the activities of students to be more directed and orderly. In addition, there must be full security and supervision from the security guard and the community around UNP, as well as students and UKM/Ormawa there must be understanding and awareness of existing regulations to be more sensitive to a policy so that the implementation of Rector policy can run optimally.

Abstract

Health is considered an investment for the development of Indonesian people resources. Health is one of the important aspects of a country. Health becomes one of the welfare benchmarks in a country. Health is an obligation of every person to participate in realizing, maintaining and improving public health status as high as possible. The public is entitled to obtain optimal health services in accordance with the needs of the Government and health facilities is an obligation to be able to control and improve the health services available to the community. But now the public service in the field of health has not been said to be good. Until now the government is still improving to provide public services in the field of optimal health. There needs to be a link between government, business sector and society in creating an optimal service based on e-goverment. Because of these demands Puskesmas Kecamatan Kepanjen, Malang Regency to create and implement innovation programs related to health services applied ICT namely Sutera Emas Program

Abstract

Sumenep Government has implemented E-Government in staffing administration services, in the form of managing the staffing management information system (SIMPEG) by creating an online-based service system. SIMPEG was inaugurated since 2013 by the Human Resources and Human Resources Development Agency. The aims to make it easier to manage employee data. The problems is how the application of E-Government in the service of personnel administration in the human resources and human resource development agency of Sumenep Regency. The research objective is to determine the application of E-Government in the service of personnel administration in the human resources and human resource development of Sumenep. Analysis method uses a descriptive qualitative approach, which is the focus of this research are: 1) E-leadership, 2) information network infrastructure, 3) network management, and 4) community and human resources. The subjects of this study were key informants, main, and supporting informants, data collection techniques by interviewing, observing, and documenting, with data analysis namely, data reduction, data display, and data verification. Based on the results shows that in general the application of E-Government in the form of SIMPEG has been well applied. Supported by E-Leadership, information management and information network infrastructure that has provided such as the presence of optical servers and features that function to store data and provide a data management network for personnel. However, there are obstacles that hinder the implementation of E-Government, which lies in the data management officials in each OPD who still lack understanding of information technology.

Abstract

Geographically Indonesia is a meeting of four tectonic plates, namely the Asian Continent, the Australian Continent, the Indian Ocean and the Pacific Ocean. The South and East parts have volcanic arc extending from Sumatra-Java Island-Nusa Tenggara-Sulawesi, in the form of volcanic mountains. These conditions are potentially at the same time prone to disasters such as volcanic eruptions, earthquakes, tsunamis, floods and landslides. Data shows that Indonesia is one of the countries with high risk of earthquakes in the world, more than 10 times the risk of earthquakes in the United States (Arnold, 2014). According to the Chief Executive of the East Java Regional Disaster Management Agency there are various disaster risks from earthquakes, tsunamis, landslides, floods, droughts, tornadoes, fires, volcanic eruptions (Sudarmawan, 2014). For this reason, it is necessary to improve disaster management, both regulations that are the legal basis and management of disaster management institutions in a more professional manner.

Abstract

This research aims to learn about the causes and impacts of high unemployment rate in Batu City as well as efforts or responses of the Municipal to overcome this issue. The high unemployment rate in Batu City is caused by several factors, namely: low-level of education, lack of skills, ineffective distribution of information on job market for job seekers, relatively low EQ level, lack of socialization on workforce, the general mindset in obtaining jobs, laziness and dependency to others. On the other hand, the high unemployment rate also affects the society in the forms of psychological burden, political and social instability, omission of individual skills, livelihood and income. To reduce the rate of unemployment, there must be efforts and responses from the Municipal, via the Office of Integrated Investment Services and Workforce of the Batu Municipal, to tackle this issue of high unemployment rate in Batu City, such as: planning and organizing œWork Skill Training and Development Activity for Workforce and Society by the Office of Integrated Investment Services and Workforce, establishing cooperation between the Social Issues and Workforce Office and the Industry and Trade Office, organizing Inter-District and Local InterWork Workforce Placement Service Development, Motivation and Management of Informal Sector Entrepreneusrship, and job fairs organized by the Social and Workforce Office of Batu City
