Abstract

Community service is done by the empowerment of women fishermen by developing shell nugget in Bluru Kidul Village, Sidoarjo Sub-district, Sidoarjo Regency. This activity was conducted from March to June 2018, the methods of community service are training, mentoring, and practice of making shell nugget according to the receipe of dough that flavor and hygiene, marketing management practices of packaging and labeling. It aims to create an independent and creative society in projecting their future, the family of fishermen in Bluru Kidul Village, Sidoarjo Sub-District, Sidoarjo Regency, so that they will no longer rely on local government in developing home industry business in their village. In addition, they will be able to stand on their own with potential in their area. Management system based on independence and creativity in the development of shell nugget production is still rare. Therefore, Bluru Kidul Village is expected to be a pilot village especially in the production of shell nugget in East Java in particular, and in Indonesia in general, especially for coastal villages.

Abstract

This research aims to learn about the causes and impacts of high unemployment rate in Batu City as well as efforts or responses of the Municipal to overcome this issue. The high unemployment rate in Batu City is caused by several factors, namely: low-level of education, lack of skills, ineffective distribution of information on job market for job seekers, relatively low EQ level, lack of socialization on workforce, the general mindset in obtaining jobs, laziness and dependency to others. On the other hand, the high unemployment rate also affects the society in the forms of psychological burden, political and social instability, omission of individual skills, livelihood and income. To reduce the rate of unemployment, there must be efforts and responses from the Municipal, via the Office of Integrated Investment Services and Workforce of the Batu Municipal, to tackle this issue of high unemployment rate in Batu City, such as: planning and organizing “Work Skill Training and Development Activity for Workforce and Society” by the Office of Integrated Investment Services and Workforce, establishing cooperation between the Social Issues and Workforce Office and the Industry and Trade Office, organizing Inter-District and Local InterWork Workforce Placement Service Development, Motivation and Management of Informal Sector Entrepreneusrship, and job fairs organized by the Social and Workforce Office of Batu City

Abstract

Menciptakan konsep desa wisata bukanlah perkara yang mudah karena memerlukan kerjasama banyak pihak. Kolaborasi antar sektor (pemerintah, akademisi, bisnis, masyarakat) menjadi kunci dalam menggerakkan kreatifitas dan inovasi agar produk yang dihasilkan menjadi unggul dan berdaya saing ditengah industri wisata yang semakin beragam. Kolaborasi yang ideal menghasilkan interaksi yang setara dan saling berbagi pengetahuan. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif. Metode ini diharapkan dapat menghasilkan uraian secara jelas dan mendalam perihal ucapan, perilaku dan tulisan yang dapat diamati dari individu, kelompok masyarakat ataupun organisasi tertentu. Penelitian ini menjelaskan bentuk kerjasama kolaboratif antar elemen Quadruple Helix di desa Palaan. Model empat helix ini dinilai efektif karena memberi ruang yang seimbang kepada seluruh stakeholder yang ada, terutama masyarakat yang seringkali hanya diposisikan sebagai obyek suatu kebijakan. Melalui model ini, selain menciptakan inovasi konsep wisata edukasi, diharapkan juga dapat memaksimalkan potensi desa yang berdampak pada kesejahteraan dan kemandirian desa.

Abstract

The issue of prostitution has long existed before, which is believed to have begun since the period of slavery. Even prostitution as a work is often referred to as one of the oldest types of work in the World. Although some Feminist groups before the 1980s convincingly said that prostitution is a sign and a subordinate example of women that will not exist anymore when women get the equation (Jefrey 2009). As Millett puts it, the old form of 'living fossils' of slave relations still exists today (Millet 1975). Even Jeffrey (2009) says that what is most important today is that the current ideology and new economic practice, "Neo-liberalism," in which the tolerance of 'sexual liberty' has been combined with free market ideology to reconstruct prostitution as 'work' law that could be the basis of the national and international sex industry. Therefore, the development of this sector needs to be understood as the commercialization of the subordination of women, and shows how the return of the global sex industry can begin.

Abstract

This research is motivated by the still existing problems in Nagari Tuo Pariangan tourism objects in the form of development that has not been maximized. This study aims to find out and describe (1) the development of Nagari Tuo Pariangan tourism objects by the Youth and Sports Tourism Office of Tanah Datar Regency; (2) Factors that become obstacles and supporters in the development of Nagari Tuo Pariangan tourism objects. This type of research is qualitative research with descriptive methods. The informants in this study were determined by purposive sampling technique. The data of this study are  primary and secondary data. These data are collected by conducting interviews, observation, and documentation studies. Techniques for testing the validity of data by source triangulation. While the data analysis techniques used are data collection, data reduction, data presentation and verification of conclusions. The results showed that the development carried out by the Tourism Office was limited to maintaining and repairing damaged tourism objects, providing assistance in the form of strawberry seeds and promoting tourism. Tourist attractions held are Pacu Jawi. The broken and damaged road has been repaired and some facilities and infrastructure have been added such as toilets and Mushallah. The souvenir center and souvenirs were just finished. HR development in the form of pokdarwis formation. The Tourism Office also empowers two residents as tour guides. The supporting factors in this development: 1) One of the most beautiful villages in the World. 2) Tourism infrastructure is very adequate. 3) The gift center has just been completed and there is a reading corner. 4) Damaged and hollow roads have been repaired 5) There is a tour group called Pokdarwis and Tourguide. Inhibiting factors in this regard: 1) Brousur about partially abandoned tourist objects and some damaged tourist objects that have not been repaired as well as tourist attraction is only pacu jawi. 2) Parking space is still inadequate. 3). Not yet complete gift shop.4) Pokdarwis is still not maximal in managing tourist attractions. 5) The cleanliness of tourist objects is still lacking and the janitor is only two people.

Abstract

Masyarakat pedesaan sebagai masyarakat miskin memiliki permasalahan yang kompleks; yakni faktor miskin secara ekonomi, terpinggir secara sosial, dan terlupakan secara fungsi dan martabat.  Selanjutnya faktor pendidikan dimana tingkat pendidikan masyarakat wilayah pedesaan sebagian besar masih rendah.  Pendidikan menjadi penting karena dengan pemberdayaan, masyarakat akan meningkatkan kapasitas pribadi maupun kelompok. Salah satu masyarakat pedesaan di kabupaten Trenggalek adalah kelompok wanita tani (KWT) di desa Dompyong. Dalam upaya meningkatkan pendapatan keluarga petani antara lain adalah peran serta kelompok wanita tani dalam mencari penghasilan tambahan, baik dalam kegiatan pembuatan kripik singkong dan kripik pisang, abon jantung pisang di desa ini mempunyai potensi untuk dikembangkan, namun karena keterbatasan kemampuan sumber daya manusia (kurang berdaya) terutama menyangkut pengetahuan peningkatan produksi maupun pemasaran maka, home industri abon jantung pisang di desa Dompyong Trenggalek belum bisa dimaksimalkan dan tidak dapat diolah dengan baik. Padalah Manfaat untuk kesehatan pada tubuh kita adalah untuk mencegah resiko stroke, mencegah kolestrol, bisa menyehatkan perut, dan bisa dikonsumsi untuk penderita diabetes dan masih banyak lagi manfaat yang dimiliki oleh jantung pisang ini. Tujuan dari kegiatan pengabdian ini adalah untuk memberikan ilmu pengetahuan dan wawasan kepada mitra tentang pembuatan abon jantung pisang yang baik dan benar serta bercitra rasa, dan memberikan wawasan tentang manajemen pemasaran sehingga dapat diperoleh model pengembangan jaringan pemasaran yang sesuai. Sedangkan Target dari kegiatan pengabdian ini adalah pemberdayaan kelompok wanita tani (KWT) dalam pengembangan usaha abon jantung pisang sebagai sumber penghasilan tambahan bagi keluarga kelompok wanita tani (KWT) di Desa Dompyong Kecamatan Bendungan, sehingga dapat dicapai pengetahuan yang lebih komprehensif tentang bagaimana mengolah produksi abon jatung pisang termasuk bagaimana cara pemasaran yang efektif dan benar

Abstract

This study aims to analyze the potentials and challenges of local transmigration in Yogyakarta Special Region. This study crucial to consider the population that is concentrated in the Yogyakarta City and Sleman Regency as areas more develop than others. This is mix method research. Data were collected by questionnaires, observations, interviews and secondary data analysis. This study focused on Sultan Ground (SG) and Pakualaman Ground (PAG) in the three regencys, Gunung Kidul, Bantul and Kulon Progo. The findings show that the SG and PAG, potential and worthy of being local transmigration destination areas. Land use in three districts varied such as: agriculture, farming and fisheries. Some of the challenges that must be resolved before this policy made include the completion status and land-use conflicts, acceptance of local residents and increase the skills capacity of migrants.

Abstract

ABSTRACTIntegrity is one competency that civil servants must have. In this Covid-19 pandemic, civil servants’ integrity becomes an observable focus. The Work from Home (WFH) system may highly change the way how they work at home. The research aims at scrutinizing integrity inferences of civil servants during the pandemic. WhatsApp, as an application used by them to communicate, has become a significant medium to observe the patterns. Netnography method is used to observe civil servants’ community behavior on social media. From the inferences observation, it is discovered that they have demonstrated forms of integrity, such as responsibility and professionalism. The civil servants are also getting more solid, helping, and relying on each other. When conflict occurs, they will retain the right principle. On the other hand, some would balance the situation. Consistency and discipline sensed from how civil servants perceiving all-online-formats. To sum up, performing online duties during Work from Home (WFH) has shown forms of integrity among civil servants. ABSTRAKIntegritas merupakan salah satu kompetensi yang harus dimiliki seorang ASN. Dalam situasi pandemi Covid-19, integritas ASN menjadi sebuah fokus yang patut diobservasi. Sistem Work from Home (WFH) mau tidak mau mengubah cara kerja seorang ASN ketika berada di rumah. Tujuan dari penelitian ini untuk mengamati inferensi integritas ASN selama pandemi. WhatsApp, sebagai aplikasi yang digunakan para ASN untuk berkomunikasi menjadi media yang signifikan dalam mengamati pola-pola integritas tersebut. Metode netnografi digunakan untuk mengamati perilaku komunitas ASN pada media sosial. Dalam pengamatan inferensinya, ditemukan bahwa ASN telah menunjukkan bentuk-bentuk integritas seperti, tanggungjawab dan profesionalisme. Para ASN juga semakin solid, saling membantu, dan mengandalkan satu sama lain. Setiap sebuah konflik terjadi, mereka akan mempertahankan prinsip yang benar. Di sisi lain, ada yang menyeimbangkan situasi. Konsistensi dan kedisiplinan juga terlihat dari bagaimana ASN memandang format serba daring. Dapat disimpulkan bahwa performa dalam menyelesaikan tugas-tugas daring menunjukkan berbagai bentuk integritas para ASN.

Abstract

Catching fish with fish bombs is against the law, in accordance with the regulations on legal sanctions for fish bombings stated in Law No. 45 of 2009 concerning Amendments to Law No. 31 of 2004 concerning Fisheries, in Article 85 fish catchers who damage the sustainability of fish resources in the NKRI fishery region can be sentenced to a maximum of five years in prison and a maximum fine of two billion rupiah. The research objective was to determine the inhibiting factors of the application of fish bombing sanctions according to the Fisheries Act in North Halmahera waters. The method used in this study is normative juridical research, with a statutory approach. The inhibiting factors are the lack of legal awareness of the fishermen community, due to economic factors - to improve the welfare of fishermen, as well as the lack of patrol boats for supervision in the Halut waters by the Halut Water Police Unit, so there is a need for coordination among institutions other than Sat Polair Halut, namely the Marine Service and Fisheries, also the community itself.

Abstract

Mechanism more relevant to fill structural positions on the value of accountability and meritocracy is open selection. Law No. 5 of 2014 concerning the State Civil Apparatus require the completion of High vacant leadership positions using the system, therefore Blora District Government to implement an open selection to fill leadership positions High Primary Regional Secretary. This study aimed to analyze the elements of procedural accountability of leadership positions open selection of Blora District Secretary. The approach used is qualitative descriptive analysis. Methods of data collection using interviews, documentation, correspondence and normative literature. The results showed step by step filling the position through an open selection since the formation of the selection committee, the establishment of standards of competence, the selection of competence, search the track record, the interview, the announcement of the selection results even coordination with the Governor and the Commission ASN has been accountable to fulfill the norms of legislation, namely Law No. 5 of 2014 concerning the State Civil Apparatus and PERMENPAN RB No. 13 Year 2014 regarding the Procedures Completion of High Leadership Position Openly in Environment Government Agencies.
