Abstract

Lahirnya konsep smart city tumbuh seiring semakin majunya perkembangan teknologi informasi yang merambah hampir seluruh kalangan, tua muda, kaya miskin, desa kota. Masyarakat semakin mudah dan cepat melakukan komunikasi, mendapatkan informasi yang dibutuhkan, serta melakukan pekerjaan lain dengan lebih mudah, cepat, dan ringkas. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data yang dipergunakan antara lain adalah Informan, Peristiwa, dan Teknik Pengumpulan Data menggunakan wawancara, observasi dan dokumentasi. Instrumen Penelitian dalam penelitian ini menggunakan peneliti sendiri, pedoman wawancara dan perangkat penunjang seperti buku catatan, alat perekam, dan kamera. Model analisis data yang digunakan peneliti adalah model interaktif Miles, Huberman, dan Saldana (2014: 12-14) meliputi Kondensasi data (data condensation), Penyajian Data (data display) dan Penarikan Kesimpulan (Conclusions drawing). Hasil penelitian ini adalah Pemerintah Kota Malang melakukan beberapa strategi dalam meningkatan kualitas pelayanan publik berbasis konsep smart city antara lain dengan beberapa strategi. Yaitu: Strategi membangun (political environment) yang mendukung terselenggaranya tata kelola pemerintah kota Malang yang lebih melayani. Membangun lingkungan politik, Strategi membangun teknologi yang mendukung terselenggaranya proses pelayanan publik yang berebasis pada perkembangan ilmu pengetahuan dan teknologi yang kini mengalami perkembangan yang sangat pesat. Strategi menyiapakan dukungan anggaran untuk terselenggaranya program tersebut. Strategi partisipasi seluruh stakeholders dalam mendukung terlaksananya program tersebut. Stakeholders di sini bisa berasal dari masyarakat, maupun dunia usaha (private sector), tanpa partisipasi dari seluruh stakeholders tersebut kebijakan yang bagus sekalipun akan terasa kurang berdampak pada perubahan positif yang merupakan dampak (outcome) dari sebuah kebijakan yang dihasilkan oleh (policy maker). Saran dari riset ini adalah pemerintah perlu menyiapkan strategi dalam upaya memastikan program ini terus bisa berjalan dengan baik (sustainable).

Abstract

This research was conducted from February to April 2018 with qualitative descriptive methods. The data sources consist of: primary data sources and secondary data sources, primary data sources obtained from observations, and interviews. Interview with informants (purposive sampling) based on the interview guides as instruments, and the researchers as research instruments. While secondary data is obtained from documentation. Data analysis used the Miles and Huberman models of Sugiyono, 2017 whose activities include: data reduction, data display and conclution drawing / verification. The results of this study, the implementation of the Keluarga Harapan Program (PKH) effort to alleviate poverty in the Social Service Office of Batu City has been going well. Communication is established well with PKH Facilitators, and PKH Participants. The Social Service involves the Facilitators in meetings coordination, as provisions for improving professionals seminars and matrices in to help the Facilitators to assist PKH Participants in providing counseling to tell the terms and conditions that must be fulfilled by the Participants. The Government's Social Service of Batu City has exercised its authority both from aspects: communication, resources, disposition, and bureaucratic structure with PKH Assistants in the implementation to alleviate the PKH Participants' poverty. Therefore the implementation is being well because of the determined terms and conditions in education terms (permanent school participants) and in the health terms (long term health insurance), so that social assistance through PKH cash can be received by the Participants through the BNI account of each PKM Participant. Furthermore, the PKH Assistants help the Participants to counseling provide to PKH Participants in skills possessed develop by the each Participant. Therefore, for the long term PKH implementation in poverty alleviation efforts will be able to be realized by the Government's Social Service of Batu City.

Abstract

Penelitian ini bertujuan menganalisis kegagalan bisnis pemerintah desa dalam pengelolaan Badan Usaha Milik Desa (BUMDes). Bisnis pemerintah desa salah satunya dapat dilihat dari pengelolaan BUMDes. Mengelola BUMDes berarti pemerintah desa menjalankan sebuah bisnis publik karena memanfaatkan dana desa sebagai modal utama BUMDes. Prinsip bisnis pemerintah yang paling penting adalah adanya relasi yang baik antara pemerintah dan pelaku bisnis. Oleh sebab itu penelitian ini berfokus menjawab pertanyaan bagaimanakah relasi yang dibangun antara pemerintah desa dan pelaku bisnis yang ditunjuk dalam pengelolaan BUMDes di Kabupaten Banyumas. Relasi yang dimaksud dalam hal ini adalah hubungan bisnis antara pemerintah desa dan pengelola BUMDes. Metode penelitian yang digunakan adalah deskriptif kualitatif. Informen penelitian ini meliputi unsur pemerintah desa, pengelola BUMDes dan juga masyarakat desa yang pernah berhubungan dengan BUMDes. Hasil penelitian menunjukkan bahwa relasi yang dibangun antara pemerintah desa dan pengelola BUMDes di Kabupaten Banyumas belum mengarah pada relasi bisnis yang saling menguntungkan. Penyebabnya adalah ketidakmampuan pengelola dalam memberikan nilai lebih kepada pemerintah desa. Pengelola masih menempatkan dirinya subordinat pemerintah desa, sehingga tidak memiliki kewenangan untuk melakukan berbagai inovasi. Pemerintah desa masih cenderung mendominasi peran mereka dalam pengelolaan BUMDes. Relasi bisnis yang mestinya dilandasi semangat entrepreneurship, etika bisnis dan kejelasan peran masing-masing pihak belum muncul dalam relasi antara pemerintah desa dan pengelola BUMDes.

Abstract

This research is motivated by a government program about accelerating village independence through the implementation of the BUMDes program activities that have not been running since 2017 in Suka Maju village, Sungai Betung District, Bengkayang Regency, West Kalimantan. The purpose of this research is to find out the causes of bottlenecks in the BUMDes program and to provide input for the village government in carrying out the next BUMDes program. This research uses descriptive qualitative research techniques conducted by direct observation, in-depth interviews, and documentation in which the research participants, namely the Village Head, the Village Head Officer, and the core management of BUMDes were selected by purposefull sampling. Testing the correctness of the data using triangulation techniques. The results showed that the non-progress of BUMDes activities that had been launched since the formation of BUMDes management in 2017 was due to human resource issues where the inadequate capacity of understanding and knowledge about BUMDes owned by the Village Head and BUMDes administrators made this program not yet a priority program for the government. Suka Maju village and also a lack of commitment to implementing the BUMDes program so that it has not been able to drive the village economy as expected.

Abstract

Public sector innovation has been an enticing discourse and practice implemented by governmental agencies in Indonesia. One of popular types of public sector innovation is public service innovation because it directly effects to public as users. Also, it makes positive climate to emerge many innovation forms of public services in Indonesia, particularly on health public service which is widely paid attention by many scholars, practicians, governmental actors, and public as users. In the Blambangan Public Hospital (RSUD-Blambangan) in Banyuwangi Regency, The Gancang Aron innovation is emerged as solution to reduce long queue for patients and their familes in taking medicine in this hospital. This innovation is appreciated as Top 40 of The Best Public Sector Innovation in Indonesia held by Ministry of Administrative and Bureaucratic Reform - Republic of Indonesia. Surely, public service innovation is not singly occurred without absence of any changes at an organization management level. This study focuses on The Gancang Aron innovation at The RSUD-Blambangan in Banyuwangi Regency. This study is a qualitative-descriptive by combining literatures review of public sector innovation and reinforced by field data result. The research finding is that innovation occuring in RSUD-Blambangan is integral part of public service innovation that it can be viewed through public sector innovation matrix.

Abstract

Penelitian ini dilatar belakangi permasalahan kemiskinan, khususnya yang dialami kepala rumah tangga perempuan, serta adanya kebijakan pemerintah yang berbentuk Program Jalan Lain Menuju Mandiri Dan Sejahtera yang merupakan produk pemerintah pusat, dimana dalam pelaksanaannya melibatkan Pemerintah Provinsi Jawa Timur, Kota Batu dan Desa Pendem. Hal ini merupakan wujud komitmen pemerintah pusat untuk menjalankan program berkelanjutan dengan sasaran rakyat miskin khususnya Kepala Rumah Tangga Perempuan.  Penelitian ini menggunakan metode kualitatif, Teknik pengumpulan data menggunakan: observasi, wawancara dan dokumentasi, dengan  teknik penentuan  sample mengunakan purposive sampling. Analisis data menggunakan:  reduksi data, penyajian data dan penarikan kesimpulan. Serta keabsahan data menggunakan triangulasi. Hasil penelitian ini menunjukkan, secara umum Program-Jalin Matra mampu mengurangi kemiskinan di wilayah Kota Batu. Hal ini dibuktikan dengan adanya alokasi anggaran sebesar dua setengah juta pertahun untuk setiap kepala rumah tangga perempuan, serta ditunjang dengan tim pendamping yang memfasilitasi sarana dan prasarana yang dibutuhkan oleh Kepala Rumah Tangga Perempuan sesuai dengan bidang usaha yang ditekuninya. Tim pendamping akan membantu mengarahkan kepala rumah tangga perempuan sebagai sasaran program ini untuk mengembangkan usaha yang dimilikinya sehingga mampu memberdayakan kepala rumah tangga perempuan sebagai sasaran program tersebut mencapai tarap kehidupan yang mandiri dan sejahtera.

Abstract

Indonesia cluster regions have unique geographical and topographical characteristics also have potential for natural disasters. Potential for natural disasters such as volcanic eruptions, earthquake, tsunami, flood and landslide happen almost in every place in Indonesia. In the past, the handling for natural disasters still use rigid and centralized hierarchy bureaucracy approach which has not been able to handle the disasters and handle post disasters appropriately. The decentralization spirit changes handling natural disasters paradigm which giving authority toward regions government to manage the disasters in its territory. However, the big challenge is to synchronize every regions governments perception that natural disasters in regions can be manage only with one institution or region government according to territory border. The natural disasters management which include the pre disasters and post disasters need together management by several government stratum based on intergovernmental networks. The writer used inductive approach method which allow to describing of the result of analysis study of the possibility of cooperative effort between regions through Regional Disaster Department (BPBD) in several areas in East Java that are Malang region, Kediri, Pasuruan and Bojonegoro by knowing the standard and policy/program/activity target, the condition of resource, and the condition social politic and economy. The result of study analysis about handling the disaster have conclusion that the handling effort pre disaster and post disaster are very multi-dimensional. In the context of government authority, handling of disaster not only handle by one region government. This is where the concept of cooperation between regions (intergovernmental networks) in important to be expanded at the local level. The cooperation between local regions have potency the capacity of region government in order to share experiences, share advantages and share task/assessment together in improving the function of public services in each region government. Then, the result of study analysis also concludes the importance to strengthening BPBD institutions to facilitate the cooperation between governments in local regions in order of handling the disasters.

Abstract

ABSTRACTNumbers of management, storage, and preservation of research data problems had been the rationales why national scientific repository (RIN) system was implemented. To measure its success, the present study evaluated, analyzed problems, and provided recommendations using descriptive exploratory qualitative research methods with interviews as the primary data. In terms of the effectiveness, the results showed that the RIN system objectives provided a nationally integrated interoperability research data management system, ensuring long-term archiving and access had been achieved whereas the awareness of researchers to share data and sustainability plans had not been achieved. Based on its efficiency, PDDI LIPI had pursued many activities and strategies. In accordance with its adequacy, the existence of RIN system was able to answer the existing research data problems while the problem of continuity of input of research data and the sustainability of research had not been achieved. In regard to its equalization, RIN system was intended to all professions that carried out research, in which the socialization activities and technical guidance to researchers in relevant institutions were conducted. In coping with its responsiveness, all target groups still could not experience it because the follow-up activity of the target groups after knowing RIN system was still minimum. Hence, it was advised that the target group from both internal LIPI, external LIPI, and PDDI LIPI acted as the implementors. The present study concluded that the implementation of RIN system had not been optimally implemented and still needed improvements. ABSTRAKPermasalahan pengelolaan, penyimpanan, pelestarian data penelitian mendorong dilakukannya implementasi kebijakan sistem RIN. Untuk mengukur keberhasilannya, penulis mengevaluasi, menganalisis permasalahan dan memberikan rekomendasi dengan menggunakan metode penelitan kualitatif deskriptif melalui data primer yaitu wawancara dan data sekunder. Dari efektivitasnya diperoleh hasil bahwa tujuan sistem RIN menyediakan sistem interoperabilitas pengelolaan data penelitian terintegrasi secara nasional, menjamin pengarsipan dan pengaksesan jangka panjang telah tercapai sedangkan kesadaran peneliti untuk berbagi data dan rencana keberlanjutan belum tercapai. Berdasarkan efisiensinya, PDDI LIPI telah mengupayakan banyak kegiatan dan strategi. Berdasarkan kecukupannya, keberadaan sistem RIN mampu menjawab permasalahan data penelitian yang dihadapi sedangkan permasalahan kontinuitas penginputan data penelitian, keberlanjutan penelitian belum tercapai. Berdasarkan pemerataannya, sistem RIN ditujukan kepada seluruh profesi yang melaksanakan penelitian, bukan sekelompok golongan namun kegiatan sosialisasi dan bimbingan teknis lebih banyak kepada peneliti di instansi yang memiliki badan penelitian pengembangan serta perguruan tinggi. Berdasarkan responsivitasnya, belum dapat dirasakan oleh seluruh target sasaran dikarenakan tindaklanjut dari para target sasaran setelah mengenal sistem RIN masih rendah. Maka perlu rekomendasi kepada target sasaran baik dari internal LIPI, eksternal LIPI maupun PDDI LIPI sebagai implementor. Oleh karena itu dapat disimpulkan bahwa implementasi kebijakan sistem RIN belum berjalan dengan optimal dan masih perlu ditingkatkan.

Abstract

Health is considered an investment for the development of Indonesian people resources. Health is one of the important aspects of a country. Health becomes one of the welfare benchmarks in a country. Health is an obligation of every person to participate in realizing, maintaining and improving public health status as high as possible. The public is entitled to obtain optimal health services in accordance with the needs of the Government and health facilities is an obligation to be able to control and improve the health services available to the community. But now the public service in the field of health has not been said to be good. Until now the government is still improving to provide public services in the field of optimal health. There needs to be a link between government, business sector and society in creating an optimal service based on e-goverment. Abstract

Sidoarjo is a SMEs city that has a number of industrial quite a lot, one of which is a small industry of batik artisans that located in Kampung Batik Jetis and Intako Cooperative Craftsmen in Tanggulangin, Sidoarjo. How is the empowerment program that supports the development of batik craftsmen and intako craftsmen in Sidoarjo? And what are the factors inhibiting and supporting batik craftsmen and intako craftsmen?; Empowerment to those carried out by the Department of Cooperatives, SMEs, Industry, Trade, and Energy and Mineral Resources Sidoarjo conducted with various efforts, namely (1) facilitation of capital, (2) support the ease of obtaining raw materials and support facilities in the production process, (3) education and training to improve managerial capability and production, and other types of education and training that can support the empowerment of Micro, Small and Medium Enterprises, (4) involvement in trade fairs to expand market access, (5) facilitation of IPR. Four of five attempts have been made and the results still needs to be improved. The existence of barriers and support needs to be a concern for local governments to increase the empowerment of MSME
