Abstract

Handling public complaints is important in public services in Indonesia, including in the field of law enforcement by the Indonesian National Police (Polri). National Police investigators have a crucial role in conducting investigations and investigations into criminal acts involving juveniles, children, and women. However, there are challenges in ensuring the effectiveness of complaint handling to increase public trust. This study aims to investigate the practice of handling complaints by investigators of the Sub-Directorate of the Ditreskrimum of the South Sumatra Regional Police, especially related to cases involving vulnerable groups. The research method used is qualitative with in-depth interviews with investigators and related parties. The results highlight supporting and inhibiting factors in handling complaints and formulate a complaint-handling model that can be applied by investigators to increase public trust. Thus, applying this model is expected to build a fair, responsive environment, and increase public confidence in law enforcement agencies in handling cases involving vulnerable groups.

Abstract

This study aims to examine and deploy an online document delivery service, named "GO DELIVERY," for processing Police Record Certificates (SKCK) at the South Sumatra Regional Police. The research follows an information technology-based system development approach, encompassing analysis, design, implementation, and evaluation phases. The analysis phase involves studying the manual SKCK process at the South Sumatra Regional Police and identifying encountered issues. Subsequently, in the design phase, a GO DELIVERY system is conceptualized, enabling applicants to submit SKCK applications online through a designated platform. Implementation entails developing the necessary applications and infrastructure to efficiently and securely support document delivery services. Finally, an evaluation assesses the GO DELIVERY service's efficacy in enhancing SKCK processing efficiency and quality. Results indicate that implementing GO DELIVERY has indeed enhanced service performance, reducing SKCK acquisition time, increasing applicant satisfaction, and optimizing resource utilization at the South Sumatra Regional Police. These findings provide a foundation for similar service development across governmental bodies, ultimately enhancing overall public service efficiency and effectiveness.

Abstract

Reporting and complaint services are important aspects of an effective and efficient law enforcement system. In this context, Sub-Directorate III of Criminal Investigation of the Regional Police of South Sumatra Province introduced innovative services to increase accessibility and responsiveness to the needs of the community in reporting crimes and submitting complaints. This research aims to examine the implementation and impact of this innovation. The research methods used include surveys, interviews, and document analysis to realize the success of innovation in improving service efficiency, speeding up case handling, and increasing public trust in the police. The findings show that innovation in reporting and complaint services has succeeded in reducing response times, increasing information transparency, and improving the image of law enforcement agencies. The results of this research provide a better understanding of the importance of innovation in public services in the law enforcement sector. It is hoped that the implications of these findings can become the basis for further development policies aimed at improving the effectiveness and efficiency of reporting and complaint services at the local, regional, and national levels.

Abstract

Digital transformation has become the main basis for government agencies to increase the effectiveness of supervision and resource management, including in the context of public security. The Regional Police of South Sumatra, Indonesia, adopted e-government innovations in an effort to increase supervision of the use of organic firearms. This research aims to analyze the implementation of e-government in digital transformation in the regional police force, with a focus on the effectiveness of organic firearms control. The research methods used are documentation analysis, interviews and surveys among police personnel. The research results show that the implementation of e-government has made a significant contribution to increasing the effectiveness of monitoring the use of organic firearms. E-government systems enable more efficient data collection and analysis, enabling more timely and accurate decision-making. In addition, the implementation of e-government also results in greater transparency in the management of organic firearms, strengthening accountability and reducing the risk of misuse. However, challenges faced include the need for adequate technological infrastructure, sufficient training for personnel, and adequate data protection. This research provides valuable insight into how digital transformation, through the implementation of e-government, can increase the effectiveness of organic firearms monitoring and management in the Regional Police of South Sumatra, Indonesia. The implications of these findings can provide a basis for updating related policies and practices at national and local levels, as well as contribute to the literature on digital transformation in the context of public security.

Abstract

This study delves into the implementation of Collaborative Governance within the Digitalization-Based One-Stop Integrated Administration System (Samsat) in South Sumatra. It delves into the context of modernizing governmental services through digitalization and the hurdles encountered in achieving collaborative governance within this framework. The research inquiries delve into the efficacy of collaborative governance mechanisms in enhancing service provision and engaging stakeholders within the Samsat system. Employing a mixed-method approach, the study scrutinizes both quantitative data on service performance metrics and qualitative data garnered from interviews and observations. The findings reveal notable enhancements in service efficacy and stakeholder involvement attributed to collaborative governance practices. Nonetheless, challenges such as technological infrastructure constraints and institutional opposition are also highlighted. The study concludes by underscoring the significance of adaptive governance frameworks and stakeholder participation in upholding efficient digitalized administrative systems like Samsat.

Abstract

This research explores the dynamics of collaboration between the Police, Prosecutors, and Courts in the context of data storage and case filing moving to an online format. The growth of information technology has driven this shift, but implementation has not always been smooth. Through a process analysis approach, this research aims to uncover the factors that influence such collaboration and its impact on the efficiency and success of law enforcement. The research methods used include case studies, surveys, and qualitative data analysis. The results highlighted the challenges and barriers faced in the implementation of the online-based system, including technical, legal, and organizational culture aspects. Based on the results of the analysis, the author concludes the need to develop a more efficient and adaptive collaboration model to support digital transformation in law enforcement in the modern era, considering the complexity and dynamics of inter-agency relationships.

Abstract

This study aims to analyze and explain the implementation of preemptive and preventive policies of the National Police, especially in the context of non-investigation policies, at the Buay Pemuka Peliung Police Station, East OKU Police. The research method used was a qualitative description involving key informants such as Kasat Kanit reskrim, Kanit reskrim, and reskrim officers from the police station. Primary data are obtained through interviews, while secondary data are obtained from literature and related documents. The results showed that the implementation of preemptive and preventive policies of the National Police at the Polsek has had a significant impact on efforts to prevent and overcome potential crimes and security disturbances before they occur. Community support, clear understanding, and sufficient information are supporting factors while inhibiting factors include vagueness in policy content and limited resources. With a deeper understanding of the factors influencing policy implementation, it is hoped that the National Police can develop more effective strategies for maintaining public security and order.

Abstract

Sibolga City has great potential in the development of integrated island marine tourism, but still faces challenges in attracting an optimal number of tourist visits. This study aims to identify the factors that cause low tourist visits on the integrated island and design an online media-based city branding communication model to increase the number of tourist visits. The research method used is qualitative descriptive with data collection through interviews, observation, and document tracing. The results showed that the development of integrated island marine tourism requires attention to aspects of tourist attraction, facilities, and institutional additional services. This research recommends the use of online media and innovative branding strategies to improve the image of Sibolga marine tourism and increase tourist participation in tourism promotion through social media. Thus, this research contributes to strengthening the tourism potential of Sibolga city and increasing tourist visits to the integrated island.

Abstract

Digital tourism is the main strategy in promoting tourism destinations in Central Tapanuli Regency through the "Pesona Tapanuli Tengah" application and other digital platforms. However, challenges such as lack of attention from local governments and limited human resources in information technology are still issues. This study designed a digital-based tourism marketing model and identified factors influencing the low mastery of information technology among tourism human resources. Through a qualitative descriptive approach, this study highlights that the "Pesona Tapanuli Tengah" application and digital marketing strategy have a positive impact on increasing tourist interest. However, local governments, tourism industry players, and local communities need collaborative efforts to address these challenges. By continuing to improve digital marketing strategies and increasing digital literacy among the community, it is hoped that the tourism potential of Central Tapanuli Regency can be maximized, providing significant economic benefits for the local community.

Abstract

This research investigates the relevance of development in the city and town of Probolinggo through a quantitative and qualitative approach using development risk analysis. Development risk analysis is used to prove the assumption that the level of social development risk in an area can reflect the level of sustainable development. This research was conducted in Probolinggo City, East Java as one of the areas where development in the fields of tourism, business, and economy is being promoted. The data collection method is carried out by conducting a survey whose results are analyzed to produce the level of development and risk in the development and risk index measure. The research results show that the lower the risk of developing a city in Probolinggo City, the greater the sustainable development achievements in Probolinggo City. These findings can make a significant contribution to the development of regional development policies. The implications of this research can be the basis for developing more effective development strategies by considering social risk factors as the main indicators. This research concludes that the level of economic, social, and ecological risk from the implementation of development in the city of Probolinggo is very low.
