Abstract

The development of the Chinese city site area as a tourism potential in the city of Medan is very important considering the city of Medan does not yet have natural tourism objects that are well managed. The type of study used in this research is descriptive with a qualitative approach where research is carried out to create a tourism development using the Collaborative Management (Co-Management) method. To obtain data and to deepen the implementation of collaborative management, in-depth interviews were conducted with key informants and questionnaires so that the data needed in this study was complete. Data obtained in the field, both secondary data and primary data will be compiled, presented and analyzed with a qualitative approach in the form of exposure which will then be analyzed in accordance with the research problem undertaken. The results of research conducted show that the community has been involved in the development of tourism in the Chinese city site area. But the community is still walking alone in the development of tourism. With the concept of collaborative management, it will certainly be in developing tourism that is more focused and more targeted as desired. From this research it can be concluded that the area of the Chinese city site has a huge opportunity to be developed into the tourism sector that can provide benefits for both the government, the community and the parties involved in developing tourism.

Abstract

The 2012-2017 Regional Medium Term Development Plan (RPJMD) prepared by the BAPPEDA of Bener Meriah District has its own goals, strategies and policy directions so that the development goals to achieve the vision and mission of Bener Meriah District can be realized, but there are still obstacles to implementation. so that the RPJMD targets and targets are not implemented optimally. Therefore, the authors are interested in examining the Task and Function of the Bappeda on the Implementation of the 2017 Bener Meriah District RPJMD Coordination and the Factors that Inhibit the Implementation of the Coordination of 2017 Bener Meriah District Medium Term Development Plans (RPJMD) that  have  been  implemented.  The research method used with this type of qualitative research approach is descriptive as a method of data analysis. Data collection techniques used by the authors in this study are interview techniques, documentation and observation questionnaires. Based on the analysis, the implementation of regional development coordination carried out by BAPPEDA of Bener Meriah District in accordance with its main tasks and functions through inter-sector coordination meetings and SKPD, Forum Group Discussion (FGD), as well as through village, subdistrict, district, provincial and national musrenbang there are still obstacles. Constraints faced were frequent delays in the collection of SKPK work plans and other supporting data which resulted in BAPPEDA in coordinating difficulties in implementing development planning.

Abstract

This study takes the theme of a film titled Public Perceptions of Friendship in the film 5 Cm. This study aims to look at the values that exist in the film 5 cm and to know the perception of friendship in the film 5 cm which includes the values of loyalty, struggle, sincerity, solidarity, mutual help, sacrifice and hard work. The method used in this research is descriptive method. The object of research is the public perception of the film 5 Cm with perception theory approach. To determine the number of respondents of this study using the sample population. The population in this study were students of SMK Negeri 1 Barumun Padang Lawas, amounting  to  360  people  throughout  the  class  X,  XI,  XII  Department  of  Computer Engineering and Networks (TKJ) of SMK Negeri 1 Barumun. And sampling techniques used in this research is purposive sampling by taking a sample of 40 people or 10% of the total population. Data collection techniques used is to spread out the questionnaire, literature study and documentation. Data analysis techniques in the study of data analysis techniques using descriptive method by describing and explaining the data obtained during the study. These results indicate that the film 5 Cm is a film that provides benefits to the community. The majority of students have a perception that tend to be positive about the values of friendship that exist in the film 5 Cm.

Abstract

The role of the Military Resort Command in disaster management is a form of implementation of the Indonesian Armed Forces? tasks, namely the task of Military Operations Other Than War (OMSP) in accordance with the mandate of Law Number 32 of 2004 concerning the Indonesian Armed Forces (TNI). Disaster management in the regions carried out by the the Military Resort Command involvement of government agencies and other stakeholders. Between the the Military Resort Command, government agencies and stakeholders in disaster management. Related to the role of the the Military Resort Command, this research was conducted with the aim to study the the Military Resort Command 043/ Garuda Hitam?s Strategy for disaster management in Lampung Province. This research uses a qualitative method using case studies. In addition, researchers conducted interviews, observations and documentation studies to collect data and analyzed. The Military Resort Command 043/ Garuda Hitam in disaster management is by coordinating and communicating with government agencies and other stakeholders as well as facilitating Territorial Development (Binter) activities which are one of the tasks of the Military Resort Command 043/ Garuda Hitam in Lampung Province.

Abstract

The institutional model that works in a country in economic and political aspects influences social welfare. In the inclusive institutional model the principle that must be held is primum non necere or fisrt do no harm for social welfare. Proponents of the state must not suffer the lives of their people. In this paper it is reinforced that politics and economics are two sides of a coin that encourage and influence social welfare. Inclusive institutions always deal with extractive institutions. Daron Acemogle and James A. Robinso (2012) in their book Why Nations Fails reveal that economic growth and prosperity are associated with inclusive economic and political institutions, while extractive institutions typically lead to stagnation and poverty. Indonesia has the opportunity to have extractive institutions and therefore must be prevented by implementing democracy seriously and independent law enforcement based on due process of law. Inclusive institutions must be realized so that Indonesia can become a healthy and strong country. One of the health and strength of a country is determined by its economic strength which contributes to development and fiscal strengthening. Fiscal is built one of them by increasing tax revenue because of the contribution of taxation to the fiscal average of 77.6%

Abstract

This study aims to review and analyze the policy of controlling fake news or hoaxes and expressions of hatred based on Law Number 11 which has been changed to Act Number 19 of 2016 concerning Information and Electronic Transctions as well as several other provisions. This research method is a qualitative research method by analyzing a statutory regulation. Besides that, it also examines the sources of textbooks, journal books in the library to support data and information in analyzing. The results of this study indicate that the basic policy regarding the dissemination of false news or hoaxes and hate speech that has been regulated in Law Number 19 Year 2016 article 28 paragraphs 1 and 2 has been effective because it can limit the space for the perpetrators of hoaks and hate speech. More specifically, the perpetrators can be charged with other related articles namely article 311 and 378 of the Criminal Code, Article 27 paragraph 3 of Law Number 19 of 2016 concerning Information and Electronic Transactions, Law No. 40 of 2008 concerning the Elimination of Racial and Ethnic Discrimination, as well as the perpetrators of spreading false news may also be subject to articles related to hate speech. Besides that, the more rapid and development of digital technology today, the more diverse the new crimes committed through this digital media, in this case the spread of false news (Hoax) that is rife. As many as 800,000 sites in Indonesia have been indicated as spreading false information.

Abstract

In the concept of the internal conflict, Michael Brown explained there are political factors, economic, social, cultural and structural contribute to conflict within a country. The fourth order assist researchers in analyzing the causes of the coup against Moammar Gaddafi in Libya. During the 42-year reign of Moammar Gaddaf, the Libyan people have political issues such as curbs on political activity, political institutional discrimination, exclusive state ideology, significant internal political groups and the role of the political elite that interfere with the freedom of the people. Then economic issues such as economic discrimination, unemployment, and corruption in the Gaddafi?s family that give rise to high social inequalities. Coupled with the structural and socio-cultural factors such as discrimination against minorities, gender, and state institutions are not effective as inhibitors of the country's development. Gaddafi uses his own thoughts in undergoing government, by creating the Green Book rules as guidelines for political, economic, and social. Began when the Arab Spring swept Tunisian and Egyptian people who successfully staged a coup against their leader, there arises a sense of longing for the same freedom. Then triggered by the arrest of human rights campaigner who conducted the country's security forces in February 2011 and the blocking of internet sites in the emergence of large demonstrations - demanding the release of their scale and the overthrow of Moammar Gaddafi in the Libyan leadership.

Abstract

The purpose of this study was to look at work culture and the factors that influence the work culture of employees in the Idi Tunong Subdistrict Office. Descriptive research method with a qualitative approach. Data collection techniques are through observation, interviews and documentation. The informants of this research are the key informants namely the Idi Tunong Sub-District Head and the Public and Personnel Kasubbag, the main informants are employees of the Idi Tunong Sub-District Office employee and additional informants are the people who get the services of the Idi Tunong Sub-District Office. Data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of this study are the work culture of the Idi Tunong Sub-District Office in terms of information disclosure, mutual respect, cooperation between employees has been carried out well only in employee work discipline is still not optimal and needs to be improved. Meanwhile, for factors that influence the work culture of the Idi Tunong Subdistrict Office such as organizational culture, external culture, learning process and motivation have an influence on the work culture of the Idi Tunong Subdistrict Office, while for leader behavior, employee selection, mission clarity, mission certainty, exemplary leaders still have not influenced the work culture in the Idi Tunong Sub-District Office.

Abstract

Reformation movement of 1998 being a starting point from so many dynamical changing of national politics in Indonesia. Chinese that has a strong historical root in Indonesia, being one of part of societies that used the reformation momentum as a way to involve into politics. This article analyzed the phenomena of strengthening Chines political identity post new order, and to analyzed the relation between strengthening Chinese political identity and multiculturalism in Indonesia.By using a qualitative methodolgy, those collected datas in this research, was analyzed by political identity theory, multiculturaism concept, and social capital theory. This research found that there are things that relate to the strengthening Chinese political identity post new order in Indonesia. The changing of political orientation of Chinese occured because the strong social capital and the changing of government policy that relate to the citizenship status. Those supported by a good understanding of multiculturalism by Indonesian society.

Abstract

The Family Planning Village Program in Sumedang Regency has been going on since 2016. Until now the formation of the Family Planning villages continues to form one KB village in each Sub-District so that the total number of Family Planning villages in Sumedang Regency is 27 Family Planning villages. The purpose of this study was to determine the effect of coordination on the effectiveness of family planning services in Sumedang Regency. The research method used is a quantitative method, which aims to describe and explain the existence of variables factually, as well as the relationship between variables with one another. Analysis of the data used includes the Calculation of Percentage, Calculation of Sperman Rank, Correlation Test, Significance Test and Determination Test Based on the results of the study found that the effect of coordination on the effectiveness of family planning services is 86%. So it can be concluded that coordination has a great influence on the effectiveness of services.
