Abstract

The role of the Military Resort Command in disaster management is a form of implementation of the Indonesian Armed Forces’ tasks, namely the task of Military Operations Other Than War (OMSP) in accordance with the mandate of Law Number 32 of 2004 concerning the Indonesian Armed Forces (TNI). Disaster management in the regions carried out by the the Military Resort Command involvement of government agencies and other stakeholders. Between the the Military Resort Command, government agencies and stakeholders in disaster management. Related to the role of the the Military Resort Command, this research was conducted with the aim to study the the Military Resort Command 043/ Garuda Hitam’s Strategy for disaster management in Lampung Province. This research uses a qualitative method using case studies. In addition, researchers conducted interviews, observations and documentation studies to collect data and analyzed. The Military Resort Command 043/ Garuda Hitam in disaster management is by coordinating and communicating with government agencies and other stakeholders as well as facilitating Territorial Development (Binter) activities which are one of the tasks of the Military Resort Command 043/ Garuda Hitam in Lampung Province.

Abstract

Abstract

For education achievement purpose both regionally and nationally are now developed at school-based management, the system is expected to foster the ability of schools to manage the continuity of teaching and learning process. to obtain the data in this research conducted interviews, observation and documentation study of objects of research. According to research, the implementation of school-based management in SLB - Medan YPAC stakeholders are involved, the council consists of teachers, school committee, the foundation is guided by the educational curriculum. In the determination of policies such as the determination of hours of study, days off or to take the kids study tour, conducted by the school committee meeting. If the stakeholders agree with the policy set has just been implemented. Similarly, the maintenance of cleanliness and neatness of children enter school and after school, always communicated with the school committee so that the patterneducate and nurture children do together. Conclusions in the research that is, the preparation of school-based management planning on SLB - YPAC Medan involving all stakeholders such as councils of teachers, administrators YPAC, school committees and agencies. Inhibiting factor in planning school-based management of most of the school committee is not familiar with school-based management.

Abstract

Abstract

The institutional model that works in a country in economic and political aspects influences social welfare. In the inclusive institutional model the principle that must be held is primum non necere or fisrt do no harm for social welfare. Proponents of the state must not suffer the lives of their people. In this paper it is reinforced that politics and economics are two sides of a coin that encourage and influence social welfare. Inclusive institutions always deal with extractive institutions. Daron Acemogle and James A. Robinso (2012) in their book Why Nations Fails reveal that economic growth and prosperity are associated with inclusive economic and political institutions, while extractive institutions typically lead to stagnation and poverty. Indonesia has the opportunity to have extractive institutions and therefore must be prevented by implementing democracy seriously and independent law enforcement based on due process of law. Inclusive institutions must be realized so that Indonesia can become a healthy and strong country. One of the health and strength of a country is determined by its economic strength which contributes to development and fiscal strengthening. Fiscal is built one of them by increasing tax revenue because of the contribution of taxation to the fiscal average of 77.6%

Abstract

Perubahan kebijakan birokrasi tentang Aparatur Sipil Negara menuntut  perubahan manajemen SDM Aparatur berbasis merit system khususnya dalam pengisian Jabatan Pelaksana di birokrasi pemerintahan. Penelitian ini bertujuan untuk mendeskripsikan merit system dalam proses pengisian dan penempatan Jabatan Pelaksana di Badan Kepegawaian Daerah Provinsi Jawa Tengah dan faktor-faktor yang mempengaruhi proses tersebut. Metode penelitian yang digunakan kualitatif dengan pengumpulan data primer melalui teknik wawancara mendalam dan observasi, sedangkan data sekunder dikumpulkan melalui arsip dan dokumentasi. Hasil penelitian menunjukkan bahwa proses pengisian dan penempatan SDM Jabatan Pelaksana di Badan Kepegawaian Daerah Provinsi Jawa Tengah yang berasal dari seleksi CPNS tahun 2014 dan tahun 2018 sudah sesuai dengan prinsip merit system, meskipun belum sepenuhnya diterapkan secara keseluruhan. Masih terdapat penempatan PNS yang belum sesuai dengan kebutuhan jabatan yaitu kualifikasi dan pangkat yang dipersyaratkan dalam menduduki jabatan tersebut (job spesification). Perlu diketahui juga bahwa dalam  penilaian kinerja melalui Sasaran Kerja Pegawai (SKP) bulanan, kedisiplinan dan kehadiran fingerprint yang berpengaruh pada Tambahan Penghasilan Pegawai (TPP).  Teridentifikasi juga beberapa faktor yang mempengaruhi proses pengisian dan penempatan pejabat pelaksana, yaitu komitmen pimpinan, sumberdaya manusia dan regulasi.

Abstract
