Abstract

Bureaucratic Reform in public services aims to improve the quality of public services in accordance with the needs and expectations of the community. The purpose of this study is to analyze how the process of implementing bureaucratic reform in improving the quality of public services and how to achieve bureaucratic reform in improving the quality of public services at the Investment and One-Stop Integrated Service Service (DPM-PTSP) of Karo Regency. This research uses qualitative research methods with a descriptive approach, and primary data collection techniques (observations, interviews) and secondary data (documentation studies). Based on the results of the study, it can be concluded, after the bureaucratic reforms were implemented, the aspects that support public services at DPM-PTSP experienced changes and improvements in both organizational structure, human resources, simplification of deregulation, the use of technology that makes it easier to issue permits, and even business actors have been able to issue permits independently without face-to-face with DPM-PTSP officers. The implementation of bureaucratic reforms has increased the quality of public services and supports the acceleration of business in Karo Regency.

Abstract

This study aims to determine and analyze the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning the Regional Government Information System (SIPD) on the implementation of e-planning in development planning in the Pakpak Bharat Regency. The research approach is descriptive qualitative which data collection is done by interview, observation, and documentation study. The study conducted an analysis using Edward III's theory by analyzing the factors of communication, resources, disposition, and organizational structure. The results showed that the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems (SIPD) on the implementation of e-planning in development planning in the Pakpak Bharat Regency went quite smoothly. The attitude and response of the implementers in carrying out the mandate of the SIPD policy are good and quite committed, as evidenced by their efforts and efforts to meet the deadlines of the planning schedule. However, there are still some obstacles, such as a lack of understanding of the classification, codification,n and nomenclature of development planning and regional finance, infrastructure constraints (network or server), the readiness of unit price standards (SSH), and the absence of SOPs. Improvement of the quality of human resources for planners must be carried out so that they can keep up with changes in dynamic information systems and the resulting planning documents are of higher quality.

Abstract

This study aims to analyze best practices related to the ability of the Induk Berseri Waste Bank to maintain a relatively high income compared to other waste banks which generally have low incomes and its role in maintaining relationships with partners so that they are productive and in maintaining trust. This study uses a descriptive research method with a qualitative approach in the sense that the research is focused on the selected phenomena and wants to be understood in depth by using interview techniques. The results of this study are the presence of the Berseri Main Waste Bank in Lubuk Pakam District has encouraged smart city efforts, by inviting community cooperation to seek economic assistance for each partnered citizen. Creating awareness and knowledge as well as the ability to encourage participation in maintaining a clean environment. Some of the public opinions of the Berseri Parent Waste Bank are positive opinions with the helpful response to the Berseri Parent Waste Bank, while the obstacles that are still felt by residents who partner with the Berseri Parent Waste Bank are the frequent delays or delays in taking waste to residents and the prices are still low. The Main Trash Bank Berseri itself in its business really maintains a cooperative relationship with its partners and maintains trust so that it has a good image in the community.

Abstract

The COVID-19 pandemic in Indonesia since March 2020 has had a major impact on various sectors such as the economy, health, tourism, education, and offices. The same thing also has an impact on Kampung Adat Cireundeu which has advantages and uniqueness that can attract tourists to visit. However, three months later, tourists began to come back with the health protocol provided at the Cireundeu Traditional Village. The uniqueness and advantages of Kampung Adat Cireundeu can also be seen from the economy which has absolutely no impact due to the Covid-19 pandemic. This raises the question of whether there is a role for local governments in helping the preservation of Kampung Adat Cireundeu? The purpose of carrying out this research is to find out in depth and detail the role of the government in the preservation of Kampung Adat Cireundeu. Qualitative approach with descriptive-analytical method is used to obtain precise results. In analyzing the results of this research, we use Inu Kencana Syafiie's theory, namely regarding the role of the government as a regulator, dynamist, and facilitator. However, Inu Kencana Syafiie's theory regarding the Government's Role have feebleness in more particular aspects, this is motivated by the influence of informants who do not convey in full, both data and documents.

Abstract

This article aims to analyze the corruption committed by party elites in the reform era. The problem is focused on cases of criminal acts of corruption involving a number of Indonesian politicians from 2016 to 2021 with data on various cases of political corruption carried out collaboratively by politicians, bureaucrats, and law enforcement officers. Political corruption is characterized by a state corporatic, because it is initiated by the political elite. In order to approach this problem, the reference to the theory of kleptocracy and political oligarchy as a result of research from Marwing (2021). qualitative. This study concludes that the factor of corruption comes from human greed and waste. Another factor is that it comes from outside the person, because the current corruption is sometimes a factor for coercing the perpetrators because they are bound in a system. Political parties are the dominant entities that influence the emergence of corruption. Because the findings of political corruption state that corruption is carried out to finance political activities, both personally for party cadres, as well as for party political activities.

Abstract

The outlook of governance in today’s world is such that any lag in the efficiency, timeliness and responsiveness of public service delivery can result in monumental loss, especially the loss of lives. This was the case with the emergence of corona virus disease (COVID-19) which took world governments, including Nigeria, unawares and necessitated a rapid global effort towards containing the spread of the virus. The notion of ensuring speedy and timely public service delivery was a primary reason for the adoption of e-governance in Nigeria through the digitisation of government processes. Nevertheless, COVID-19 brought human activities to a grinding halt for the most part of the year 2020 as Nigeria, like other nations of the world, implemented a complete shutdown of public and private organisations and placed restrictions on gatherings. With immeasurable deaths and devastations followed by the era of the “new normal” where people were required to reduce possible human contacts, it was certain that e-governance would play a pivotal role in moving forward into the post-COVID-19 era. Adopting the expository research design, the study examines how e-governance could be effective, timely and responsive in addressing and managing the crisis of the COVID-19 pandemic in Nigeria. Analyzing the data from published sources, the study arrived at the realization that e-governance in Nigeria have not been efficient, timely and responsive in handling the pandemic. Some factors that were identified as hindrances to e-governance in tackling the COVID-19 pandemic in Nigeria include lack of public trust in government handling of private data, endemic corruption, high cost of internet services, poor data management system, and so on. Based on the result, the study concludes that e-governance implementation in Nigeria is far from efficient, timely and responsive in addressing pandemics such as COVID-19 and urgent steps must be taken to address the afore-mentioned problems especially as the pandemic continues to linger. It was, therefore, suggested that policymakers be deliberate in establishing a committee that would draft an action plan on COVID-19, set up an e-governance technology development hub, establish a unified national data management system, and develop the political will to combat the virus headlong and record successes in containing the spread of the pandemic.

Abstract

The aim of this article is to identify Urgency of the Law of Privacy Data Protection in Developing E-Government Policy in Indonesia. This Research is focused on the important effect of Privacy Data Protection policy in e-Government development. This problem analized with the theory corcening of e-Government, trust dimension of e-Government, and Privacy Data Protection. The data collected based on desk study and will be analyzed by Qualitative methods.  This Article conclude that there is an urgency of the law of privacy data protection to increase the public trust and participation to e-Government system. The Law and Regulation that already applied is not enough to guarantee the privacy data protection and only become the preventive tools because this law and regulation has not been able to give penal sanction to the suspect of illegally used of privacy data protection and the parties that neglect to protect privacy data protection. Therefore, Central Government need to enacted Law of Privacy Data Protection immidiatelly to guarantee data privacy protection in the implementation of e-Government.

Abstract

This article aims to explore how the millennial generation understands multimodal texts. The problem is focused on how readers construct real-world references from cartoons, narrate cartoons, interpret respondents' facial expressions depicted, understand the relationship between text and images, and build metaphorical relationships between fictional cartoon scenes and political arguments. The data were collected through interviews with six people who were selected by year of birth as the millennial generation category and follow tempodotco on Instagram, but came from different backgrounds, and this data was analyzed qualitatively. This study concludes that political cartooning is a fairly complex process and requires one to draw from different literacies. The millennial generation's experience with various related events also affects them in dealing with them and the reader's familiarity with the cartoon genre, knowledge of cultural symbols, and the experience of analytical thinking about events and situations in the real world are also factors that determine readers.

Abstract

This article aims to understand how Japanese audio dramas that utilize binaural recording technology become escapism for their fans. This study uses the reference of Jean Baudrillard's theory of simulacrum and hyperreality to approach the problem, with the basic assumption that the use of binaural recordings in CD dramas can increase the listener's sensation of hyperreality and therefore serve as their escape from reality. Data were collected through a literature review method on literature related to the topic as well as observations on the CD drama fan community on the internet to be analyzed qualitatively. It was found that hyperreality is displayed in the storyline, characters, and setting of the drama CD which resembles an ideal reality. Binaural recording technology in CD drama is able to provide an immersive experience for fans complete with fantasy elements that are certainly more interesting than their reality. The characters offered as co-stars also have varied appearances and personalities so fans can choose a partner according to the criteria they desire. In the end, the elements that make up this CD drama also cloud their perception of a true romantic relationship and trap them in a continuous simulation.

Abstract

Traditional markets are places where sellers and buyers make transactions directly. Parking is one of the facilities that cannot be separated from traditional markets. In the traditional market of Petisah Medan, parking problems occur due to weak parking management. The purpose of this paper is to analyze the management and policy of good parking management in the Petisah Market area in order to create an orderly and orderly parking area. The research method in this writing is a qualitative method. The qualitative method is carried out by field observations by taking photos of documentation to explain how parking management is at Petisah Market. The results showed that the Petisah market has several parking locations with the type of parking consisting of on-street parking (On-Street Parking) and off-street parking (Off-Street Parking) located in the basement of Petisah Market. A good parking management policy in the Petisah Market area in order to create an orderly and orderly parking area is referring to the Medan Mayor Regulation Number 50 of 2014 concerning Parking Implementation in article 15.
