Abstract One indicator to see the economic development in a city, namely by looking at the transportation activities, especially land transportation and the pattern used by residents in one part of landuse (landuse). One part of landuse (landuse) in a city that can see the level and patterns of land transportation, namely in the "downtown" area. The other term 'urban center' or 'urban core'. Some consider the city center as the central bussines district. There is also a 'civic center'. Methodology This study uses descriptive qualitative method that provides an overview or state of the object under study based on data analysis that has been collected to obtain conclusions. In this study, the authors define the city center that is the area that is the core of government and economic activities of a city. Analysis of the results of land transportation in the city center can be seen from several indicators, namely from land transportation facilities and infrastructure located in the city center used by residents in downtown activities, the number of public transport routes through the city center, passenger data public as well as data on the number of ownership and users of private vehicles who perform activities / daily activities in the city of Palembang. The role of PT Sarana Pembangunan Palembang Jaya (SP2J) in providing transportation mode in Palembang city are: BRT Transmusi Manager, budget planner of BRT Transmusi, BR BR Transmusi officer. There are several factors that influence the implementation of the role of PT Sarana Pembangunan Palembang Jaya (SP2J) in providing land transportation mode in Palembang city, the factor if not able to overcome will hamper the role of PT Sarana Pembangunan Palembang.Keywords: transportation, city center Abstrak Salah satu indikator untuk melihat perkembangan ekonomi di suatu kota, yaitu dengan melihat aktivitas transportasi khususnya transportasi darat yang terdapat dan polanya yang digunakan penduduk di salah satu bagian penggunaan tanah (landuse). Salah satu bagian penggunaan tanah (landuse) di suatu kota yang dapat melihat tingkat dan pola transportasi darat, yaitu di kawasan “pusat kota”. Istilah lainnya ‘urban center’ atau ‘urban core’. Ada yang menganggap pusat kota sebagai ‘central bussines district’’. Ada pula ‘civic center’. Metodologi Penelitian ini menggunakan deskriptif Kualitatif yaitu metode yang memberikan gambaran atau keadaan objek yang diteliti berdasarkan analisis data yang telah dikumpulkan untuk memperoleh kesimpulan. Pada penelitian ini, penulis mendefiniskan pusat kota yaitu kawasan yang merupakan inti dari aktivitas pemerintahan dan ekonomi suatu kota. Analisis hasil penelitian penggunaan transportasi darat di pusat kota dapat dilihat dari beberapa indikator, yaitu dari sarana dan prasarana transportasi darat yang terdapat di pusat kota yang digunakan oleh penduduk dalam beraktivitas di pusat kota, jumlah trayek angkutan umum yang melewati kawasan pusat kota, data angkutan penumpang umum serta data jumlah kepemilikan dan pengguna kendaraan pribadi yang melakukan aktivitas/kegiatan sehari-harinya di kota Palembang. Peranan PT Sarana Pembangunan Palembang Jaya (SP2J ) dalam menyediakan moda transportasi di kota Palembang adalah: Pengelola BRT Transmusi, perencana anggaran BRT Transmusi, Pelaksana anggara BR Transmusi. Hasil Penelitan terdapat beberapa faktor yang mempengaruhi Pelaksanaan peran PT Sarana Pembangunan Palembang Jaya (SP2J) dalam menyediakan moda tranportasi darat di kota Palembang, faktor tersebut apabila tidak mampu untuk di atasi akan menghambat Peranan PT Sarana Pembangunan Palembang.Kata kunci : transportasi, pusat kota

The aim of this paper is to analyze about soft-autoritharian model of Singapore system politics. We show that even modern state like Singapore, using market economy system doesn’t effect to democratize in government politics. Although middle class growing so fast, but didn’t make them to push government adopting democracy system politics. In consequence more educated people in Singapore, didn’t lead to democratization in politics. We then check this because confucianism become the prior of the political culture in Singapore. Confucianism became the soul of government politics of Singapore. We also show that people of Singapore didn’t care about democracy in politics because of the government provides public facility and entertainment really outstanding. The results of this study indicate that the function of OKI's inspectorate supervision on the performance of BKD OKI which has not been effective. This is due to its non-fulfillment of elements associated with Stoner's theory of Accurate, timely, focused on strategic monitoring points. Where BKD data at the time of collecting documents is incomplete as well as the existence of delays. The data that has not been completed by BKD is LP2P data and SOP. As well as in conducting inspection inspectorate apparatus has not determined the areas of irregularities that often occur, so that the impact is not corrective in performing performance in the BKD. AbstractThis research is entitled "Analysis of the Performance of District Apparatus in Public Services (Case Study in Seberang Ulu II Sub-District Office, Palembang City)". This study aims to find out how the performance and implementation of public services carried out by the Seberang Ulu II District Apparatus in Palembang City. This type of research is qualitative descriptive. Data collection method by interview, documentation and observation. The theory used is to measure the performance of the bureaucracy by Dwiyanto, which consists of three dimensions, namely Productivity, Responsiveness and Accountability. The results of the research on the performance of the district apparatus in public services at the Seberang Ulu II Sub-district Office in Palembang City are not good enough, all of them have received a poor assessment by the community based on three assessment indicators that have been used which show that the performance of the district apparatus in public services in the sub-district office Ulu II Palembang City which has not been quality. The conclusion of this study said that the Performance of the District Apparatus in Public Services in the District carried out by the Camat Office apparatus in the Subdistrict of Seberang Ulu II, Palembang City was still not running optimally or poorly.Keywords : Performance, Public Service, DistrictAbstrakPenelitian ini berjudul “Analisis Kinerja Aparatur Kecamatan Dalam Pelayanan Publik (Studi Kasus Di Kantor Kecamatan Seberang Ulu II Kota Palembang). Penelitian ini bertujuan untuk mengetahui bagaimana kinerja dan pelaksanaan pelayanan publik yang dilakukan oleh Aparatur Kecamatan Seberang Ulu II Kota Palembang. Jenis penelitian adalah deskriptif kualitatif. Metode pengumpulan data dengan wawancara, dokumentasi dan observasi. Teori yang digunakan adalah toeri mengukur kinerja birokrasi oleh Dwiyanto, yang terdiri dari tiga dimensi yaitu, Produktivitas, Responsivitas dan Akuntabilitas. Hasil penelitian Kinerja Aparatur Kecamatan Dalam Pelayanan Publik Di Kantor Kecamatan Seberang Ulu II Kota Palembang belum cukup baik, itu semua telah mendapat penilaian yang belum baik oleh masyarakat berdasarkan tiga indikator penilaian yang telah digunakan yang menunjukkan bahwa Kinerja Aparatur Kecamatan Dalam Pelayanan Publik Di Kantor Kecamatan Seberang Ulu II Kota Palembang yang dilaksanakan belum berkualitas. Kesimpulan dari penelitian ini mengatakan bahwa Kinerja Aparatur Kecamatan Dalam Pelayanan Publik di Kecamatan yang dilaksanakan oleh aparatur Kantor Camat di Kecamatan Seberang Ulu II Kota Palembang masih belum berjalan maksimal atau kurang baik.Kata kunci : Kinerja, Pelayanan Publik, Kecamata

Rukun tetangga (RT) in sub district government system is the lowest or the unit of government holder who are directly connected to people. This means the last unit which is directly connected to people it, not sub district administration, district administration and so forth. RT plays the main role in accomplishing government functions, such as function of service, development, empowering, and regulation. That is why the more conducive the RT status is, the more conducive the government functions. Reversely, if the situation is not conducive, in this case, there is a conflict, then the function run will not be successfully accomplished. The conflict happened in the election of leader RT 15 Kebun Bunga sub district. The factors causing this conflict were the goal of this research. The data used were primer and secondary data. Those data then were analyzed using descriptive analysis which involved theories included concept of government, concept of conflict and consensus. From the analysis done, it was found out that factors causing the conflict included (a) the periode of incumbent - RT’s position had ended, (b) there was no good communication among RW, district chief and people (c) the seizure of economic sources in that area. It was suggested that (a) RW and district chief have a good communication to the people in that area, (b) all staff in sub district government take their parts maximally, and (c) the centre of economic area should be developed in that area.Keywords : Rukun tetangga, sub district, conflict, consensus

Representative democracy in Indonesia is a democracy mandated in the Constitution and Pancasila. The manifestation of democracy through a general election conducted every five years with the aim to elect members of the parliament at the central and regional levels. Members of the parliament are candidates promoted by political parties. In the history of partying in Indonesia it is seen that the party system is built based on multiparty. Party system with multiparty in the old order era has managed to build a political party ideology so as to emerge political parties that berideologi. In the new order era ideologipartai-political parties in the "key" with one ideology that is Pancasila. And in the reform era the multiparty system places political parties with diverse views and interests. The number of political parties that are much strived to provide support for the implementation of presidential government. ABSTRACTThe pupose of this study was to determine the ideology of state ibuism in the PKK movement in the village of Sumber Agung Keluang Subdistrict Musi Banyuasin. This research is a descriptive study with a qualitative approach. Data collection uses the method of participatory observation, in-deph interviews, and documentation. To achieve this goal, the researcher collected data using literature.The results of the observations of the researchers showed that in ideology of State Ibuism in the PKK movement in Sumber Agung Village, Subdistrict Musi Banyuasin Regency was still thickly measured based on moser theory analysis. First, there is no equality in the activites of the PKK organization movement which in male desision- making is still dominant. Second, there is no justice in the movement of the PKK organization. Third, anti-poverty in the PKK organization movement has succeeded but only within its internal scope. Fourth, efficiency in the PKK organization movement is still not good. Fifth, strengthening and empowerment within the PKK organizational movement is stillnot good. From the conclusion the role and economic impact of the PKK activity program has not yet proceeded properly. So it needs counseling and socialization of optimal community empowerment as a solution in improving the welfare of the village of Sumber Agung, Keluang District, Musi Banyuasin Regency.Keywords: Ideologi State Ibuism, PKK Sumber Agung Village, Moser.ABSTRAKTujuan penelitian ini untuk mengetahui ideologi state ibuisme pada gerakan PKK di desa Sumber Agung Kecamatan Keluang Kabupaten Musi Banyuasin Provinsi Sumatera Selatan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Subyek penelitian adalah pengurus dan anggota kelompok PKK desa Sumber Agung. Pengumpulan data menggunakan metode observasi partisipatif, wawancara mendalam, dan dokumentasi. Untuk mencapai tujuan tersebut maka peneliti mengumpulkan data menggunakan kajian literatur dengan jenis penelitian Grounded Theory. Hasil observasi peneliti menunjukkan ideologi State Ibuisme pada gerakan PKK di Desa Sumber Agung Kecamatan Keluang Kabupaten Musi Banyuasin masih kental diukur berdasarkan analisis teori moser. Pertama, kesetaraan didalam kegiatan gerakan organisasi PKK belum ada yang mana dalam pengambilan keputusan masih dominan laki-laki. Kedua, keadilan didalam gerakan organisasi PKK sudah ada yang mana dalam rekruitmen pengurus PKK dipilih berdasarkan kemampuan dan pengalaman disetiap pokja. Ketiga, anti kemiskinan dalam gerakan organisasi PKK sudah berhasi namun hanya dalam ruang lingkup internalnya saja, sedangkan dalam ruang lingkup eksternalnya PKK belum bisa untuk merubah nilai pendapatan perekonomian masyarakat sekitar. Keempat, efisiensi dalam gerakan organisasi PKK masih kurang baik, yang mana masih kurangnya partisipasi dari masyarakat, dan untuk masalah dana masih belum adanya transparasi keepada anggota PKK. Kelima, penguatan dan pemberdayaan didalam gerakan organisasi PKK sudah baik hal tersebut dilihat dari sudah mampunya organisasi PKK desa untuk dapat memberdayakan kader dan anggotanya dalam berorganisasi.Peran dan dampak ekonomi dalam program kegiatan PKK belum berjalan semestinya. Maka diperlukan penyuluhan dan sosialisasi pemberdayaan masyarakat yang optimal sebagai solusi dalam meningkatkan kesejahteraan masyarakat desa Sumber Agung Kecamatan Keluang Kabupaten Musi Banyuasin.Kata kunci : Ideologi State Ibuisme, PKK desa Sumber Agung, Moser.

AbstractAnalyzing the role of Indonesian women's politics in political structures in Indonesia is one part of a long history that cannot be denied that women also contribute to the distribution of power. The position and political role of women in Indonesia's political structure today is certainly closely related to gender ideas that are built in a conceptual framework that is understood by society in general. Conceptually gender ideas that are understood by Indonesian society in general and the whole are in fact built in uniform arguments and reflected in several women's movements which are influenced in the political structure and the power of the ruling political regime. The presence of the PKK organization during the New Order was a manifestation of the regime's work on the control of the repressed women's movement and on political rules and interests that were adjusted to the New Order's political policies which were co-opted through its role only in the domestic domain as good wives and mothers by adopting five central role, namely: first, women as wives with husbands, second, women as mothers seekers, third, women as household economic regulators, fourth, women as breadwinners, fifth, women as members of society.Keywords: Political Role, Women's Movement, PKK HistoryAbstrakMenganaliasa peran politik perempuan Indonesia dalam struktur politik di Indonesia merupakan salah satu bagian sejarah panjang yang tidak bisa dipungkiri bahwa kaum perempuan juga berkontribusi pada distribusi kekuasaan. Posisi dan peran politik perempuan dalam struktur politik Indonesia dewasa ini tentu sangat terkait dengan gagasan-gagasan gender yang dibangun dalam kerangka konseptual yang di pahami masyarakat secara umum. Secara konseptual gagasan-gagasan gender yang dipahami masyarakat Indonesia secara umum dan keseluruhan nyatanya dibangun dalam argumentasi yang seragam dan tercermin dalam beberapa gerakan perempuan yang terpengaruh dalam struktur politik serta kekuasaan rezim politik yang berkuasa. Hadirnya organisasi PKK pada masa Orde Baru merupakan manifestasi dari bekerjanya rezim terhadap penguasaan gerakan perempuan yang direpresi dan pada aturan dan kepentingan politik yang disesuaikan dengan kebijakan politis Orde Baru yang dikooptasi memalui perannya hanya dibatasi pada wilayah domestik sebagai istri dan ibu yang baik dengan mengadopsi pada lima peran sentral, yaitu : pertama, perempuan sebagai istri pedamping suami, kedua, perempuan sebagai pencari ibu, ketiga, wanita sebagai pengatur ekonomi rumah tangga, keempat, wanita sebagai pencari nafkah, kelima, wanita sebagai anggota masyarakat.Kata kunci : Peranan Politik, Gerakan Perempuan, Sejarah PKK

This study examines focus to TNI assistance to local authorities as Military Operations Other Than War (MOOTW). One of the main points that must be seen in the improvement of the defense sector is the assistance of TNI to local authorities. At the central level TNI considered could not political anymore, but doesnt mean that the military has no longer political interests. The starting point of this study was the question at a point in the task of Military Operations Other Than War (MOOTW) carried out according to TNI Law No.34/2004. Abstract In the times at the moment where people are growing increasingly progressing to become an advanced society and modern, and in any social development is closely linked to the changes that occurred in the midst of society, especially in the decisions and policies set by the State Administration. This is because the community is part of a large organization called the state, so that the life of the nation cannot be separated from the interference of the state in regulating the public interest. One form of government participation in managing public interests is the Public Administration (State). Administration is not limited to the activities of writing, but covers a wider field. Administration was not a familiar thing in everyday life. In addition, we also often find him anywhere and anytime in the aspects of our lives. However, many people do not know and understand the meaning and significance of what is true about the administration Administration is not new that exist in modern times, but it has existed since time immemorial. The basics of the administration is in the time is now there at the time of the Prophet first. As the distribution of zakat, inheritance, registration of accounts payable, the distribution of alms to the people around who are less able, it is already included in the activities of the administration. The sources are contained in the Qur'an, the Sunnah and Hadist. Islam has the concept of the state administration and administration of comprehensive government as exemplified by the Prophet for leading the community in Medina. In Islam the state institutions cannot be separated from the collective concept that exists in a moral foundation and Islamic law. Keywords: Role of the State Administration in the Life of Nation and State in Islam Perspecti Abstrak Pada saat-saat di saat orang-orang tumbuh semakin maju untuk menjadi masyarakat yang maju dan modern, dan dalam setiap perkembangan sosial sangat terkait dengan perubahan yang terjadi di tengah-tengah masyarakat, terutama dalam keputusan dan kebijakan yang ditetapkan oleh Administrasi Negara . Ini karena masyarakat adalah bagian dari organisasi besar yang disebut negara, sehingga kehidupan berbangsa tidak dapat dipisahkan dari campur tangan negara dalam mengatur kepentingan publik. Salah satu bentuk partisipasi pemerintah dalam mengelola kepentingan publik adalah Administrasi Publik (Negara). Administrasi tidak terbatas pada kegiatan menulis, tetapi mencakup bidang yang lebih luas. Administrasi bukanlah hal yang lazim dalam kehidupan sehari-hari. Selain itu, kita juga sering menemukannya di mana saja dan kapan saja dalam aspek kehidupan kita. Namun, banyak orang tidak tahu dan mengerti arti dan arti dari apa yang benar tentang administrasi administrasi bukanlah hal baru yang ada di zaman modern, tetapi sudah ada sejak dahulu kala. Dasar-dasar administrasi adalah pada waktunya sekarang ada pada zaman Nabi pertama. Sebagai distribusi zakat, pewarisan, pendaftaran hutang, distribusi sedekah kepada orang-orang sekitar yang kurang mampu, itu sudah termasuk dalam kegiatan administrasi. Sumber-sumbernya terkandung dalam Al Qur'an, Sunnah dan Hadist. Islam memiliki konsep administrasi negara dan administrasi pemerintahan yang komprehensif sebagaimana dicontohkan oleh Nabi untuk memimpin masyarakat di Madinah. Dalam Islam, institusi negara tidak dapat dipisahkan dari konsep kolektif yang ada dalam landasan moral dan hukum Islam.
