Abstract

The long road to achieve women's empowerment and gender equality in the development of Indonesian women have traversed. Various policies and regulations have been made, two of them, a policy that requires the formulation of planning policies and development programs should be gender perspective contained in the regulation of the Ministry of Home Affairs Number 15 in 2008, about Guidelines of the implementation of Gender Mainstreaming in the Region, and Government Regulation Number 8 of 2008 about Stages, the Procedures of the Formulation, Control and Evaluation of the Implementation of the Regional Development Plan. In practice, women's empowerment still have stereotype and gender bias constraints from bureaucrats that the majority of men. Although the bureaucrats already have knowledge and even had received training on the gender perspective in development program, but in fact, they can not able to bring the gender perspective to be program in their unit as the local government working unit (SKPD). It is caused their inability to pull political interest are even more attractive for policy takers at every level of the process of formulation of development programs, so that the issues of gender inequality in development always get the weakening even exclusion so that the problem is not on the agenda at all. The process of formulation of policy issues that have a condition like this, in terms of policy referred nondecision policy formulation process. Policy makers at the top level of each unit of work even at the top levels of district government does not yet have the knowledge and concern for gender mainstreaming. Abstract

AbstractThe road construction is a vital requirement as a major supporter of the dynamics and economic activity, both at central and local and regional development as well as major infrastructures for the national economy. As an important part in the activities of the road management Roads Towards Botanical Sriwijaya Muara Enim regency were in need of supervisory activities road handed over to a third party or agent . The results of the study are limited capability of human resources supervisor professional while goal setting tailored to the type of work while still limited budget available for operational purposes supervisor. For the problem of the execution time is already in accordance with the applicable procedures and agreed upon by several stakeholders, sometimes constrained by natural conditions, especially when the rainy season is very annoying time of the existing activities in the field. Scheduling is the process of preparing a list of work to be done to achieve and realize a certain goal and Examination Report has been carried out in accordance with the Terms of Reference but there are obstacles reports submitted did not follow up on the implementation of the work.Keywords: Analysis, Implementation, Monitoring, Development, Road AccessAbstrakPembangunan jalan merupakan kebutuhan yang sangat vital sebagai pendukung utama dinamika dan aktivitas ekonomi, baik di pusat maupun daerah dan pengembangan wilayah serta sebagai prasarana penunjang yang utama bagi perekonomian nasional. Sebagai bagian penting dalam kegiatan penyelenggaraan jalan maka Pembangunan Jalan Akses Menuju Kebun Raya Sriwijaya Kabupaten Muara Enim juga memerlukan adanya kegiatan pengawasan jalan yang diserahkan kepada pihak ketiga atau konsultan. Terbatasnya kemampuan sumber daya manusia pengawas yang profesional sedangkan penentuan tujuan disesuaikan dengan jenis pekerjaan sedangkan anggaran yang tersedia masih terbatas untuk keperluan operasional pengawas. Untuk masalah waktu pelaksanaan memang sudah sesuai dengan prosedur yang berlaku dan disepakati oleh beberapa pihak terkait, terkadang terkendala oleh keadaan alam terutama waktu musim penghujan sangat mengganggu waktu pelaksanaan kegiatan yang ada dilapangan. Penjadwalan merupakan proses penyusunan daftar pekerjaan yang akan dilakukan untuk mencapai dan mewujudkan suatu tujuan tertentu dan Laporan Hasil Pemeriksaan sudah dilakukan sesuai dengan Kerangka Acuan Kerja namun laporan yang disampaikan terdapat kendala tidak adanya tindak lanjut dari pelaksanaan pekerjaan.Kata kunci : Analisis, Pelaksanaan, Pengawasan, Pembangunan, Jalan Akses

Abstract

Nagari Government in Minangkabau is one of the traditional government based on a self-governing community. In the past, when there has been no modern state, villages are already implementing a democratic system that is based on values and religious customs (adat basandi syarak, syarak basandi Qur'aan) primarily regulate people's lives. In government Traditional Nagari, Nagari led by a prince elected deliberation in traditional institutions with the involvement of elements of the existing indigenous representative Dinagari (Ninik Mamak, Ulema, Cadiak Clever, Bundo Kanduang and Youth). When MasaOrde New with the enactment of Law No. 5 of 1979 on Village Governance, government Nagari underwent a change governance system, from the traditional government toward modern government, Nagari then changed its name into the village, causing the traditional government (self governing community) based on customs Nagari be hilang.Pasca Reform, with the advent of Law No. 22 of 1999 on Regional Autonomy, provide an opportunity to revive the Nagari government implemented through the Regional Regulation No. 10 Year 2000 on the Principles of Nagari administration, which officially marks the West Sumatra back again to the system Nagari administration (self governing community). Abstract

Abstract The research under the title Implementation of the Policy of Making Certificate of Land Ownership in Ogan Komering Ulu Regency has the objective is to know the Implementation of Policy of Preparation of Land Owner Certificate in Ogan Komering Ulu Regency. This research method using descriptive qualitative research method is a method that aims to provide general, systematic, factual and actual. This research technique using interview, observation and documentation. The conclusion of this research is that the implementation of the land title certificate policy means land ownership which gives authority to use it for all kinds of purposes with unlimited duration, as long as there is no special prohibition for it, whereas the right of business is only to cultivate the land which is controlled directly by the state for the purposes of agriculture (plantation), fisheries or livestock. Similarly, the right to use buildings only to establish and own buildings on the land owned by others or land directly controlled by the state. Land certificate is the final product of land management that serves as a proof of ownership as well as a means of controlling the field of land to the land for prosperity and justice and ensure the continuity of sustainable development for all the people of the Unitary State of the Republic of Indonesia.Keywords: Implementation, Policy, Preparation of Certificate of Property, LandAbstrakPenelitian dengan judul Implementasi Kebijakan Pembuatan Sertifikat Kepemilikan Tanah di Kabupaten Ogan Komering Ulu bertujuan untuk mengetahui Implementasi Kebijakan Penyusunan Sertifikat Pemilik Tanah di Kabupaten Ogan Komering Ulu. Metode penelitian ini menggunakan metode penelitian kualitatif deskriptif yaitu metode yang bertujuan untuk memberikan gambaran umum, sistematis, faktual dan aktual. Teknik penelitian ini menggunakan wawancara, observasi dan dokumentasi. Kesimpulan dari penelitian ini adalah bahwa penerapan kebijakan sertifikat hak milik tanah berarti kepemilikan tanah yang memberikan kewenangan untuk menggunakannya untuk semua jenis tujuan dengan jangka waktu tidak terbatas, selama tidak ada larangan khusus untuk itu, sedangkan hak usaha adalah hanya untuk mengolah tanah yang dikendalikan langsung oleh negara untuk keperluan pertanian (perkebunan), perikanan atau ternak. Demikian pula, hak untuk menggunakan bangunan hanya untuk membangun dan memiliki bangunan di atas tanah yang dimiliki oleh orang lain atau tanah yang dikendalikan langsung oleh negara. Sertifikat tanah adalah produk akhir dari pengelolaan lahan yang berfungsi sebagai bukti kepemilikan serta cara mengendalikan bidang tanah ke tanah untuk kesejahteraan dan keadilan dan menjamin kelangsungan pembangunan berkelanjutan bagi semua rakyat Negara Kesatuan. Abstract

The purpose of this research is to investigate the implementation of policies teacher certification in the senior high school in Palembang. Analysis of  research is to use the theory of Edwards III who see through the implementation of a policy dimensions: communication, resources, disposition and bureaucratic structures. The method research used  a qualitative descriptive analysis with a phenomenological approach. Techniques of data collection through in-depth interviews and check of documents. While the process of data analysis through data reduction, data and draw conclusions. The results showed that: Dissemination of certification information to teachers, only by phone, not by mail. In addition to the staff on duty to take care of the implementation of the certification has been no separation between levels of education,   from elementary school teachers, to senior high school. Needed socialization into schools to information received by the school and by the rules more clearly defined certification committee.Kata kunci: Certification policies, teacher

Abstract

The study of the research was the implementation decision of Kapolri No 17, 2007 about the administration of Brigade Mobile unity office, SUMSEL. Increasing the performance of the participant (study case on Detasemen A Pelopor). The aim of the study was knowing and analyzing the case, which related to the implementation the role of Kapolri No 17 ,2007 about the administration of Brigade Mobile Unity. The method was using qualitative approach. The object of the implementation was using communication resource, disposisi, and structure of birokrasi. The process of collecting the data was using by observation, interview and documentation. Analyzing the data was doing by analyze which collected from sistematik data, regular and structured. Abstract

AbstractAs an element of the state apparatus, PPPK has rights and obligations that have been regulated in the Act. The rights obtained by Government Employees with Employment Agreements (PPPK) are regulated in ASN Law article 22, these rights are in the form of Salaries and benefits: given by the government based on workload, job responsibilities, and occupational risks, Leave, Protection: given by the government in the form of collateral health, work accident insurance, life insurance, legal assistance.Competency development: held annually by government agencies The approach used in this study is a qualitative approach, from the method used so in conducting this research the author focuses on the issue of Evaluation of the Implementation of Law Number 5 of 2014 concerning the State Civil Apparatus (ASN) (Case Study Article: 22 concerning Government Employee Rights with Work Agreement at the Office of the Civil Service Police Unit of the City of Palembang) Data collection techniques used are observation, interview, documentation, and literature study. Data analysis techniques used are data reduction, data presentation, and conclusionThe results showed that the Evaluation of the Implementation of Law Number 5 of 2014 concerning State Civil Apparatus (ASN) article 22 concerning Right of PPPK at the Office of the Civil Service Police Unit of the City of Palembang had gone quite well. The success rate of the policy has been good, first aid workers have received almost the same rights as civil servants except pension rights due to contract system PPPK employees. However, in granting rights to first aid workers it is often too late from the stipulated time. Hak-hak yang didapatkan oleh Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) diatur dalam UU ASN pasal 22, hak tersebut berupa Gaji dan tunjangan : diberikan pemerintah berdasarkan beban kerja,    tanggung jawab jabatan, dan resiko pekerjaan, Cuti, Perlindungan: diberikan pemerintah berupa jaminan kesehatan, jaminan    kecelakaan kerja, jaminan kematian, bantuan hukum.Pengembangan kompetensi : diadakan setiap tahun oleh instansi pemerintahPendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif, dari metode yang digunakan maka dalam melakukan penelitian ini penulis memfokuskan pada masalah Evaluasi Pelaksanaan Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara (ASN) (Studi Kasus Pasal: 22 tentang Hak Pegawai Pemerintah dengan perjanjian Kerja pada Kantor Satuan Polisi Pamong Praja Kota Palembang)Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, dan studi pustaka. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukan bahwa Evaluasi Pelaksanaan Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara (ASN) pasal 22 tentang Hak PPPK di Kantor Satuan Polisi Pamong Praja Kota Palembang sudah berjalan cukup baik. Tingkat keberhasilan kebijakan sudah baik, pegawai PPPK sudah mendapat hak yang hampir sama dengan pegawai PNS kecuali hak pensiun karena pegawai PPPK bersistem kontrak. Namun, dalam pemberian hak pada pegawai PPPK masih sering terlambat dari waktu yang ditetapkan. Keterlambatan ini tentunya harus diatasi agar tidak mengganggu kinerja pegawai.Kata kunci : Evaluasi, Aparatur Sipil Negara, dan PPPK

Abstract

Hospitals have the purpose of providing personal health services in plenary that is promotive, preventive, curative, and rehabilitative services in order to realize the degree of public health as high. In fact in achieving the goals of the hospital above are some factors that influence one human safety and health of the hospital itself. SDM is dominant in achieving the hospital for how health care is given to the maximum by the hospital human resources in order to achieve the degree of public health as high if they themselves in a state that is not safe and not healthy. Based on the description above, the researchers are interested in making the observation and analysis of the factors that affect the implementation Kepmenkes no.1087 / Menkes / SK / VIII / 2010 on occupational safety and health in the hospital.The method used is descriptive qualitative, aimed to provide an overview "Factors Affecting Implementation Kepmenkes No.1087 / Menkes / SK / VIII / 2010 on Safety and Health at Work in Hospitals" by regulation, legislation in force and related theory. The study was conducted at Hospital X Palembang for 6 months. Subject (informant) in this study consists of 4 people.From the results of this study concluded that the driving factor in policy implementation K3RS in RS X are as follows: 1) Commitment Leadership, The form of these commitments stipulated in the decree on the implementation of the Director RS X K3RS in the hospital environment X. 2) Disposition / Commitment The Executive ( Implementors), the commitment in question is always completed the tasks mandated, always follow the activities associated with K3, a sense of belonging institution. The limiting factor in policy implementation K3RS in RS X are as follows: 1) Competence HR, human resources at P2K3RS actually in terms of quantity or amount is enough but for the competence of human resources were still lacking because there are human resources in P2K3RS that has not been certified K3 this is due to limited budget allocation. 2) Commitment Ganda, committed a double question is overlapping job description, causing lack of focus staff in doing their jobs the actual job description already established and well drafted but still not up to the implementation, overlapping this happens due to the limited number of human resources that are already certified K3RS. 3) RS X has not fulfilled some aspects or components that are the subject of assessment in the awarding of zero accidents (zero accident) that the organizational aspects of K3, K3 program aspects, aspects of training in the field of K3, and control aspects. Abstract

ABSTRACTThis study discusses the role of the village government in improving government administration to the people of Mekar Jaya Village, Keluang District, Musi Banyuasin Regency. The research method used in this study is a descriptive qualitative method by extracting data through interviews with informants from the Government Office of Mekar Jaya Village, which are village and community officials and through researching document data from related parties. The results of this study indicate that 1.) Tangible dimensions (physical evidence) are quite good, due to the comfort of the place, the employee's appearance of comfort in the file settings. And employee discipline does not have any problems apart from the community, it's just that for the use of facilities some employees have not been able to use it well. 2.) Dimensions of Reliability (Reliability) shows the quality of service is still low, because only the accuracy of employees are recognized and accepted by the community very well with the SOP used. 3.) Dimensions of Responsiveness (responsiveness) indicate a very good quality of service, seen from employees who have responded to all service users and have also provided services quickly, precisely, and accurately. 4.) Dimensional Collateral (Guarantees) show a very good quality of service, because they provide Guarantees on time, and Guarantee costs clearly and well while providing services to the community. 5.) The Empathy Dimension (Empathy) shows a very good quality of service, this is due to employee competence and does not cause discrimination in service. Prove that employees are very satisfied with the community first, the interests of customers (society) rather than personal interests and this is accepted and accepted by the community.Keywords : Village Government, Administrative Service StandardABSTRAKPenelitian ini bertujuan untuk mengetahui peran pemerintah desa dalam meningkatkan pelayanan administrasi kepada masyarakat Desa Mekar Jaya Kecamatan Keluang Kabupaten Musi Banyuasin. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif yaitu dengan melakukan penggalian data melalui wawancara dengan informan dari Kantor Pemerintahan Desa Mekar Jaya yaitu perangkat desa dan masyarakat serta melalui pengumpulan data dokumen dari instansi terkait. Hasil penelitian ini menunjukan bahwa 1.) Dimensi Tangible (bukti fisik) cukup baik, karena untuk kenyaman tempat, penampilan pegawai kemudahan dalam mengurus berkas. Serta kedisiplinan pegawai tidak memiliki masalah ataupun keluhan dari masyarakat, hanya saja untuk penggunaan fasilitas beberapa pegawai belum bisa menggunakannya dengan baik. 2.) Dimensi Reliability (Kehandalan) menunjukan kualitas pelayanan masih rendah, karena hanya kecermatan pegawai yang di akui dan dirasakan masyarakat sangat baik serta SOP yang digunakan. 3.) Dimensi Responsiveness (ketanggapan) menunjukkan kualitas pelayanan pegawai sangat baik, terlihat dari pegawai yang telah merespon semua pengguna layanan dan juga telah memberikan pelayanan dengan cepat, tepat, dan cermat. 4.) Dimensi Assurance (Jaminan) menunjukkan kualitas pelayanan pegawai sangat baik, karena memberikan jaminan tepat waktu, dan jaminan biaya dengan jelas dan baik selama memberikan pelayanan kepada masyarakat. 5.) Dimensi Empathy (Empati) menunjukkan bahwa kualitas pelayanan sangat baik, hal ini disebabkan oleh keramahan pegawai dan tidak adanya diskriminatif dalam pelayanan. Membuktikan bahwa pegawai sangat menghargai semua masyarakat serta pegawai mendahulukan, kepentingan pelanggan (masyarakat) dari pada kepentingan pribadi dan hal ini diakui dan dirasakan oleh masyarakat.Kata kunci : Pemerintah Desa, Standar Pelayanan Administrasi.

AbstractGovernment of the people) implies a government that is legitimate and guarantees in the eyes of the people. Legitimate and recognized government, which means democracy that gets recognition and gives people. The regional head as not in the organization responsible for activities related to rules or norms is based on regional autonomy, Article 10.12., 13 and 14 Paragraph (1) and (2) of Law Number 32 of 2004 concerning Regional Government, Government Regulation Number 38 of 2007 concerning the Division of Government Affairs, between Provincial Governments and Regency and City Regional Governments and Regulations Number 7 of 2008 concerning Deconcentration and Co-Administration. The authority of the government in matters that can be carried out by the regional head in the framework of work in accordance with Article 18 Paragraph (6) of the 1945 Constitution of the Republic of Indonesia.Keyword : Democracy, Good Governance, DeconcentrationAbstrakPemerintahan dari rakyat (goverment of the people ) mengandung pengertian dengan pemerintahan yang sah dan diakui di mata rakyat. Pemerintahan yang sah dan diakui (legitimate goverment) berarti suatu pemerintahan yang mendapat pengakuan dan dukungan yang diberikan rakyat. Kepala daerah sebagai unsur dalam penyelenggaraan pemerintahan daerah merupakan kepala pemerintahan daerah otonom yang berwenang mengatur dan mengurus urusan pemerintahan dan kepentingan masyarakat setempat atas prakarsa dan inisiatif daerah telah sesuai dengan kaidah atau norma norma berlandaskan asas otonomi daerah, Pasal 10,12.,13 dan 14 Ayat (1) dan (2) Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah, Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian Urusan Pemerintahanan, antara Pemerintahan Daerah Provinsi dan Pemerintahan Daerah Kabupaten dan Kota serta Peraturan-Pemerintah Nomor 7 Tahun 2008 tentang Dekonsentrasi dan Tugas Pembantuan.
