Abstract

This study, entitled Professionalism Apparatus Yogyakarta City Government (Civil Registry Office case studies). This study aims to understand / know the professionalism apparatus Civil Registry Office of Yogyakarta as well as factors inhibiting professionalism. This research was conducted at the Civil Registry Office of Yogyakarta and data collection is done by using observation and interviews with officials Civil Registry office. Professionalism public bureaucratic apparatus is closely associated with penyelenggaraaan good governance and for anyone who is dealing with the bureaucracy. Examine the importance of professionalism because the bureaucratic apparatus bureaucratic apparatus does not understand the needs of society and technological progress even tend not responsive, innovative and be indifferent service delivery publkc. This study found a pathology that has been ingrained in the self apparatus in organizing tasks and functions of the organization. Pathologies such as red tape, extortion, waiting for instructions employers, and others. The main factors that hinder the professionalism of public bureaucratic apparatus, namely the existence of formal rules rigidly regulate the roles and duties of each section so that the apparatus in performing the duties and functions of the organization are not oriented to the organization's mission but are more likely to formal rules and instructions of superiors. Abstract

In the community, nation and state, today is experiencing with the times. Indonesia as a country with a vast territory and a population has also changed significantly in many sectors. These changes will certainly bring influence on the dynamic state of this country with regard to ductility, and toughness needed to develop strength and ability to address all threats, challenges and interference both from within and outside. This condition is called national resilience. Therefore, we need a strategy that is appropriate for the current condition so that national resilience of Indonesia can be implemented, protected and maintained. The strategy is also important to produce strength and care for the interest of Indonesia. The number of cases of abuse against symbols of the state, the lack of knowledge of younger generation towards the concept of nationalism are two examples of this nation’s problems. One of the efforts made by the House of Representatives in the MPR, DPR and DPRD in cultivating national security is through socialization of national insight. The socialization of national insight would make a positive contribution to the national resilience of Indonesia. Abstract

AbstractOnline motorcycle taxi transportation in several major cities including Palembang City has brought a polemic regarding its legality as public transportation. The Provincial Government, in this case the Department of Transportation has the authority to develop road transportation, needs to be investigated regarding the legality of the existence of online motorcycle taxis in the South Sumatra Province, especially in Palembang City.Research uses qualitative research methods. This research was conducted directly to the object of research, namely the Department of Transportation of South Sumatra Province to obtain relevant data. Data collection uses observation, documentation and interviews with informants who are considered competentThe results showed that the Implementation of Ministerial Regulation No. 26 of 2017 concerning the Implementation of People's Transportation with Public Vehicles Not in Routes has gone well, it can be seen that until now online motorcycle taxi operations can still operate in tandem with conventional angkot safely, smoothly and in accordance with safety standards. The implementation of the 11 points contained in Ministerial Regulation Number 26 Year 2017 can run well of course because of the role of the Transportation Agency of South Sumatra Province who has carried out their duties optimally by conducting direct supervision and cooperating with the Police.Keywords : Implementation, Ojek Online AbstrakAngkutan ojek online di beberapa kota-kota besar termasuk Kota Palembang telah membawa polemik terkait legalitasnya sebagai angkutan umum. Pemerintah Provinsi dalam hal ini Dinas Perhubungan memiliki wewenang dalam pembinaan angkutan jalan perlu untuk diteliti terkait dengan legalitas keberadaan ojek online di wilayah Provinsi Sumatera Selatan khususnya di Kota Palembang. Penelitian menggunakan metode penelitian kualitatif. Penelitian ini dilakukan secara langsung ke objek penelitian yaitu pada Dinas Perhubungan Provinsi Sumatera Selatan untuk mendapatkan data yang relevan. Pengumpulan data menggunakan observasi, dokumentasi dan wawancara pada informan yang dianggap berkompetenHasil penelitian menunjukkan bahwa Implementasi Peraturan Menteri Nomor 26 Tahun 2017 tentang Penyelenggaraan Angkutan Orang dengan Kendaraan Bermotor Umum Tidak Dalam Trayek telah berjalan dengan baik, hal ini dapat dilihat bahwa sampai saat ini operasional ojek online tetap dapat beroperasi beriringan dengan angkot konvensional dengan aman, lancar dan sesuai dengan standar keselamatan. Implementasi dari 11 poin yang dimuat dalam Peraturan Menteri Nomor 26 Tahun 2017 dapat berjalan dengan baik tentunya karena peran Dinas Perhubungan Provinsi Sumatera Selatan yang telah melalukan tugasnya secara optimal dengan melakukan pengawasan secara langsung dan bekerjasama dengan pihak Kepolisian.Kata kunci : Implementasi, Ojek Online

Abstract

ABSTRACTImproving  competitive capabilities of Civil Servants has not been regarded as an abstract idea, but it turns to be necessity. Personnel quality and its usage are keys of achieving competitive capabilities.  Civil servants are parts of apparatus human resource with most dominant role since they turn to be Planner, Executive and Organizer and Controller of National Development. Hence, improving apparatus human resource is urgently demanded and it is un-negotiable. They need continual development in term of improvement on their performance. Therefore, dynamic organization of related personnel will exist.To this end, complete personnel data with regular maintenance and continual up-dating (rejuvenation) are mostly required. Then, needed as personnel information, the data presumably provides up-to-date personnel information.Effective computerization will be disturbed when capabilities of personnel handling the program are lower / not reliable to manage the program. Important points related to effective computeratization in the personnel bureau are clear structure of the computerization program and professional support that superiors provide. Professional means that leaders / superiors are those who always base their decision made on common principles. It means that most of the time they emphasize common interest and are willing to listen aspirations of their subordinates. It is said professional since they master completely their field based on achievement. Important thing that professional person to have is high attitude / dedication and commitment.Three variables (i.e. personnel capabilities, structure and leader professionalism) mostly influence computerization program implemented in the  personnel bureau. In short, effective computerization in the personnel bureau can be well implemented when it is supported by the three factors mentioned and even other factors.Keywords : Computer effectvivenes, staffing bureau. ABSTRAKMeningkatkan kemampuan kompetitif PNS tidak dianggap sebagai ide abstrak, tetapi ternyata menjadi kebutuhan. Kualitas personil dan penggunaannya adalah kunci untuk mencapai kemampuan kompetitif. PNS adalah bagian dari aparat sumber daya manusia dengan peran paling dominan sejak mereka berpaling menjadi perencana, eksekutif dan Organizer dan pengendali pembangunan nasional. Oleh karena itu, meningkatkan peralatan sumber daya manusia sangat menuntut dan itu adalah un-negotiable. Mereka membutuhkan pengembangan terus-menerus dalam hal peningkatan kinerja mereka. Oleh karena itu, dinamis organisasi personil terkait akan ada.Untuk tujuan ini, data personil lengkap dengan pemeliharaan rutin dan terus-menerus up-dating (peremajaan) sebagian besar diperlukan. Kemudian, diperlukan sebagai informasi personil, data mungkin menyediakan up-to-date informasi personil.Komputerisasi yang efektif akan terganggu ketika kemampuan personil yang menangani program lebih rendah/tidak dapat diandalkan untuk mengelola program. Poin penting yang terkait dengan komputerisasi yang efektif di Biro personil adalah struktur yang jelas dari program komputer dan dukungan profesional yang disediakan oleh atasan. Profesional berarti bahwa pemimpin/atasan adalah mereka yang selalu mendasarkan keputusan mereka yang dibuat berdasarkan prinsip umum. Ini berarti bahwa sebagian besar waktu mereka menekankan kepentingan bersama dan bersedia untuk mendengarkan aspirasi bawahan mereka. Dikatakan profesional sejak mereka menguasai sepenuhnya bidang mereka berdasarkan prestasi. Hal penting yang dimiliki orang profesional adalah sikap/dedikasi dan komitmen yang tinggi.Tiga variabel (yaitu kemampuan personil, struktur dan pemimpin profesionalisme) sebagian besar mempengaruhi program komputerisasi dilaksanakan di Biro personil. Singkatnya, komputerisasi yang efektif di Biro personil dapat diimplementasikan dengan baik ketika didukung oleh tiga faktor yang disebutkan dan bahkan faktor lainnya.Kata kunci : Efektifitas Komputerisasi, Biro kepegawaian.

Abstract

AbstrackThe purpose of this study is to find out how the role of work motivation to improve the performance of civil service official officers and what factors affect the performance improvement of civil servant officials of Palembang city. The method used in this research is research method qualitative data analysis techniques. Data collection is done by conducting interviews with Key informants that have been established. The achievement of the company's goals depends not only on modern equipment, facilities and complete infrastructure, but more dependent on the people who carry out the work. The success of an organization is strongly influenced by the performance of individual employees. Each organization will always strive to improve the performance of employees, with the hope that what the purpose of the office will be achieved. In improving the performance of employees must take several ways such as through education, training, appropriate compensation, create a conducive working environment and not escape from the provision of good work motivation. While the factors that affect the improvement of employee performance is a complete adequate office facilities, work environment, and work priorities.Keywords : performance, civil service, motivation.AbstrakTujuan penelitian ini adalah untuk mengetahui bagaimana peran motivasi kerja untuk meningkatkan kinerja pegawai dinas sipil dan faktor-faktor apa yang mempengaruhi peningkatan kinerja pegawai negeri sipil kota Palembang. Metode yang digunakan dalam penelitian ini adalah metode penelitian teknik analisis data kualitatif. Pengumpulan data dilakukan dengan melakukan wawancara dengan informan kunci yang telah ditetapkan. Pencapaian tujuan perusahaan tidak hanya tergantung pada peralatan modern, fasilitas dan infrastruktur lengkap, tetapi lebih tergantung pada orang-orang yang melakukan pekerjaan. Keberhasilan suatu organisasi sangat dipengaruhi oleh kinerja masing-masing karyawan. Setiap organisasi akan selalu berusaha untuk meningkatkan kinerja karyawan, dengan harapan apa tujuan dari kantor akan tercapai. Dalam meningkatkan kinerja karyawan harus mengambil beberapa cara seperti melalui pendidikan, pelatihan, kompensasi yang sesuai, menciptakan lingkungan kerja yang kondusif dan tidak luput dari penyediaan motivasi kerja yang baik. Sedangkan faktor-faktor yang mempengaruhi peningkatan kinerja karyawan adalah fasilitas kantor yang lengkap memadai, lingkungan kerja, dan prioritas kerja. Kata kunci : kinerja, pegawai negeri, motivasi

Abstract

The focus of this study is the evaluation of the service area of post-market 16 Ilir Palembang city planning discipline policy. There are several permasalhan the background of these researchers are still many of them street vendors, illegal parking, public transportation buildup waiting for passengers at sembanrang place, extortion, high rates of kriminalisme and lack of presence of public toilets as a means of support available. The purpose of this study is the formulation of the problem of how the evaluation region 16 Ilir market order and governance policies after the city of Palembang. The research method used in this research is descriptive quantitative data collection techniques done is through a literature review, interviews with select competent informants and questionnaires to 100 respondents to get the data properly. Data were obtained and then analyzed quantitatively. From the research shows that exercising pelayang in 16 Ilir market area will be undertaken after the planning policy has not undergone a change that can be felt by the community as much as possible. It is seen from wawancar and results of questionnaires that indicate that indeed there has been no changes that are so significant to the arrangement in kawasana 16 Ilir market in Palembang. Abstract

The role of the apparatus is very important in realizing good government, when the government policy on the implementation of regional autonomy is implemented. The basic principle of granting autonomy is based on the consideration that the region is more aware of the needs and standards of service for the community in its area, thus shortening the range of control services to the community. In the development of good governance there are several things that must be considered namely transparency, encourage community participation and encourage partnerships with private and community. In an increasingly complex life, rapid changes, higher interconnectedness, increasingly scarce natural resources, widening gaps and increasingly diminished earth carrying capacity, can not and should not be overcome with good governance. From the results of the discussion that the apparatus Kecamatan Ilir Barat I I Palembang city has not run its role well in an effort to provide excellent service to the community. Due to the impartiality of the apparatus and the disagreements that resulted in a lack of interest in participating in activities organized by the sub-district, and the lack of communication of the Sub-district Head with the community has resulted in the absence of community participation. Lack of such communication, causing the sub-district head to face various obstacles in establishing good relationships with their citizens. Less service to the community because the government Ilir Barat I of Palembang is not supported by professional apparatus who always try to give service to their society which can be realized through honest service, fast and free.Keywords: Role of Subdistrict Apparatus, Good Governance, Public Service.

AbstractThe research of aim for knowing and analyze role Government of Ujanmas Baru Village to empowerment business small medium through indicator enhancement ability financial, marketing developing, human resource development, strategy regulation and control. This research is type research descriptive qualitative. This research held in Ujanmas Baru Village, Ujanmas Subdistricts, Muara Enim District. This research use technique data collection through questionnaire, observation , interview and documentation. Based on from results research, strategies that can do namely: 1) government village increase capital with way giving and capital borrowing for businessman industry stone brick use do innovation and more creative promotion; 2) expand network marketing stone brick with promote through social media and print media others as support development industry stone brick; 3) increase ability and cauldron bag source power human with way more many do and give training for power available work; 4) socialize and register industry stone brick that has not registered so that guaranteed legality and got protection law and do cooperation with party third and stakeholders for help limitations capital or finance.Keywords : Government Village, Small and Medium Enterprises (SMEs), Industry of Bricks.Abstrak Tujuan penelitian ini mengetahui dan menganalisis peran Pemeritah Desa Ujanmas Baru terhadap pemberdayaan usaha kecil menengah melalui indikator peningkatan kemampuan finansial, pengembangan pemasaran, pengembangan sumber daya manusia, strategi pengaturan dan pengendalian. Penelitian ini merupakan jenis penelitian deskriptif kualitatif. Penelitian ini dilaksanakan di Desa Ujanmas Baru Kecamatan Ujanmas Kabupaten Muara Enim. Penelitian ini menggunakan teknik pengumpulan data melalui angket/kuesioner, observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi yang dapat dilakukan pemerintah desa yakni: 1) meningkatkan permodalan dan peminjaman modal untuk pengusaha industri; 2)memperluas jaringan pemasaran batu bata dengan mempromosikan melalui media sosial maupun media cetak sebagai penunjang pengembangan industri batu bata tersebut; 3)meningkatkan kemampuan dan kualitas sumber daya manusia dengan cara lebih banyak melakukan dan memberi pelatihan bagi tenaga kerja yang tersedia; 4)mensosialisasikan dan mendaftarkan pemilik industri batu bata yang belum terdaftar supaya terjamin legalitasnya serta mendapat perlindungan hukum dan meningkatkan kerjasama dengan pihak ketiga maupun stakeholder untuk membantu keterbatasan permodalan dan keuangan.Kata kunci : Pemerintah Desa, Usaha Kecil dan Menegah (UKM), Industri Batu Bata

Abstract

The system of village governance in Indonesia has undergone various tidal history and political processes. The history and political process that colored the lowest system of government in Indonesia, has been started since the colonial period of Dutch colonization to the Japanese invaders, it is proven through the intervention of both Dutch colonial and Japanese in the governance system of village governance in the state and politics in Indonesia. During the Dutch administration period, the regulation of village governance was regulated in I.G.O. Stb. 1906-83 (Inlandsche Gemeente Ordonantie Java en Madoera) and I.G.O.B. Stb. 1938-490 yo.681 (Inlandsche Gemeente Ordonantie Buitengewesten). While the Japanese colonial period, the regulation of the village government system is regulated in Osamu Seirei regulation No.27 of 1942. Not stop there, after Indonesia's independence, especially during the Old Order government, the regulatory policy on village governance system was then reinforced by Law no. 19 of 1965 on Desa Praja in lieu of the policy of I.G.O, I.G.O.B and Osamu Seirei. And the last time when the New Order government came to power, the village government system experienced the most significant change with the enactment of Law No. 5 of 1979 on Village Government, where Law No. 5 of 1979 became a phenomenal law that lasted long enough period of reform.Keywords : Village Governance System, Political History of Indonesia
