Abstract

This research focuses on the role and political participation of Nasyiatul Aisyiyah organization in internalizing gender perspective policy as a reference for local government in formulating a gender responsive regional regulation in Palembang City. This research was conducted at provincial Nasyiatul Aisyiyah Organization (PWNA), city level, to the level of twig that existed all sub-district in Palembang city. Theories and Concepts used in answering research questions using Role theory, and Political Participation, while the method in this study, using qualitative analytical research methods using primary data types obtained directly from the object of research by spreading research questions to informants consisting of all The administrators of the Nasyiatul Aisyiyah Organization from the regional / provincial (PWNA), regional / city (PDNA) levels, to the sub-district / branch level (PRNA). From the research, it was found that the role of political participation of Nasyiatul Aisyiyah organization in internalizing the gender perspective policy in Palembang City, firstly done through internal organization program such as Family Learning Center with institutional strengthening and cadre, in order to have capacity in responding the problem Women as part of public policy. Extradition programs that have been carried out are cooperation and MOU with BNN in handling Drug hazard, and also held an auditor with Child and Women Protection Agency of South Sumatera Province in providing Lactation Room in several public places.Keywords : Role, Political Participation, Nasyiatul Aisyiyah, Gendered Perspectives Policy

Abstract

ABSTRACTThe Village Financial Sistem Application (Siskeudes) is an application that was created as an effort to improve village financial reporting in addition to efforts to improve village financial administration. As the Minister of Home Affairs No. 113 of 2014, village finance is managed based on transparent, accountable, participatory principles and carried out in an orderly budget discipline so this research leads to how the implementation of the principles of transparency, accountability and participation in the Siskeudes application. This research also focuses on the factors that influence the implementation of the principles of Good Governance in the Siskeudes application. From several villages that were the object of research and applied Siskeudes, they showed legal compliance with existing regulations. The implementation of the principles of Good Governance has been carried out as mandated by the laws and supporting regulations. However, in the implementation process in the field, gaps occur due to a mismatch between expectations and reality. In the process of participation, transparency and accountability there are still gaps that cause the standard of achievement of implementation cannot be fulfilled. This factor is influenced by the target group's environment of the character of the ruler and the level of compliance of the target groups.Keywords : Implementation, Good Governance Principles, SiskeudesABSTRAKAplikasi Sistem Keuangan Desa (Siskeudes) merupakan aplikasi yang yang diciptakan sebagai upaya perbaikan pelaporan keuangan Desa disamping upaya perbaikan penatausahaan keuangan Desa. Sebagaimana Pemendagri No. 113 tahun 2014, keuangan desa dikelola berdasarkan asas-asas transparan, akuntabel, partisipatif serta dilakukan dengan tertib disiplin anggaran maka penelitian ini mengarah pada bagaimana implementasi prinsip transparan, akuntabel dan partisipatif pada aplikasi Siskeudes. Penelitian ini juga menitikberatkan pada faktor-faktor yang memengaruhi implementasi prinsip-prinsip Good Governance dalam aplikasi Siskeudes. Dari beberapa Desa yang menjadi objek penelitian dan telah mengaplikasikan Siskeudes menunjukkan kepatuhan hukum atas aturan yang ada. Implementasi prinsip-prinsip Good Governance telah dijalankan sebagaimana yang diamanatkan Undang-undang dan peraturan pendukungnya. Akan tetapi pada proses implementasi di lapangan, kesenjangan terjadi karena ketidaksesuaian antara harapan dan kenyataan. Pada proses partisipasi, transparansi dan akuntabilitas masih terdapat celah yang menyebabkan standar ketercapaian implementasi tidak dapat terpenuhi. Hali ini dipengaruhi oleh lingkungan kelompok sasaran dari karakter penguasa dan tingkat kepatuhan para kelompok sasaran.Kata kunci : Impelementasi, Prinsip Good Governance, Siskeudes

Abstract

Abstract This paper discusses the pattern of kiai hegemony as a charismatic leader. Kiai have a strategic position, are very respectable, and even have a big influence on the development of a community. The author examines the phenomenon of Habib Syech bin Abdul Qadir Assegaf as one of the charismatic kiai. Kiai is not a person who is experienced and has professional skills, but is socially proven to be able to spearhead the process of social change in society. The functionalist perspective presented by William F. Ogburn the author uses as an approach in interpreting the kiai's charismatic leadership. This perspective considers social change as something that can disrupt the balance of society. Kiai not only restricts the flow of culture, but the kiai seeks to spearhead change. The main finding in this paper is that compliance that is formed from a charismatic kiai is able to consciously obey his followers and without coercion. Kiai not only restricts the flow of culture, but the kiai tries to spearhead changes. On the other hand Habib Syech bin Abdul Qadir Assegaf tends to create restrictions on relations to a political party activity. In a functionalist perspective, change is integrated in culture. The culture of sholawatan that has grown very strong among the NU community, is another supporting aspect in the creation of charismatic permanence Habib Syech bin Abdul Qadir Assegaf as a Kiai. Charismatic leadership is raised on the emotional involvement of an individual in identifying the psychological individual of his followers in an effective way, which leads to cultural constancy adopted by certain community groups.Keywords : kiai, leadership, charismatic, hegemonyAbstrak Tulisan ini membahas tentang pola hegemoni kiai sebagai pemimpin kharismatik. Kiai mempunyai kedudukan strategis, sangat terhormat, bahkanberpengaruh besar pada perkembangan suatu komunitas. Penulis melakukan telaah terhadap fenomena Habib Syech bin Abdul Qadir Assegaf sebagai salah seorang kiai kharismatik. Kiaibukanlah sosok yang berpengalaman dan memiliki kemampuan profesional, tetapi secara sosial terbukti mampu memelopori proses perubahan sosial dalam masyarakat. Perspektif fungsionalis yang disampaikan oleh William F. Ogburn penulis gunakan sebagai sebuah pendekatan dalam memaknai kepemimpinan kharismatik kiai.Perspektif ini menganggap perubahan sosial sebagai suatu hal yang dapat mengacaukan keseimbangan masyarakat.Kiai bukan hanya membatasi arus budaya yang masuk, namun kiai berupaya memelopori perubahan Temuan utama didalam tulisan ini adalah kepatuhan yang terbentuk dari kharismatik seorang kiai mampu menghegemoni pengikutnya dengan sadar dan tanpa suatu paksaan. Kiai bukan hanya membatasi arus budaya yang masuk, namun kiai berupaya memelopori perubahan. Disisi lain Habib Syech bin Abdul Qadir Assegafcenderung menciptakan pembatasan hubungan terhadap suatu aktivitas partai politik. Dalam perspektif fungsionalis perubahan terintegrasi dalam kebudayaan.Budaya sholawatan yang sudah tumbuh sangat kuat dikalangan masyarakat NU, menjadi aspek pendukung lain dalam penciptaan kelanggengan kharismatik Habib Syech bin Abdul Qadir Assegafsebagai seorang Kiai. Kepemimpinan kharismatik dimunculkan atas keterlibatan emosional seseorang individu dalam mengidentifikasi psikologis individu pengikutnya dengan cara efektif, yakni mengarah pada keajegan budaya yang dianut oleh kelompok masyarakat tertentu.Kata kunci : kiai, kepemimpinan, kharismatik, hegemoni

Abstract

Protection in the placement of Indonesian Workers (TKI) to enable them to obtain employment services quickly and easily while maintaining safety the physical, morals and dignity. In the implementation of the protection of Indonesia workers has been implemented but not optimal, the existing problems such as external communications executive agency is not going well, this is due to the lack of communication between BBLK and PPTKIS. Communications are not yet well established is also seen in the defense of the fulfillment of the rights of Indonesia workers  because the insurance consortium has not been able to realize the obligation to pay compensation claims no later than seven (7) working days in accordance with applicable regulations. Social conditions that do not support the activities of pre placement protection of Indonesia workers, this is due to re-entry Indonesia workers objected to the payment of insurance premiums are charged at the time of manufacture KTKLN.The results showed that the implementation Protection of Indonesian Workers Abroad pre placement has been implemented, but not optimal. AbstractThis study aims to find out the Implementation of Banyuasin Regency Regulation No. 1 of 2015 on Procedure of Election of Head of Village Based Electronic Voting in village of Lubuk Saung District of Banyuasin III of Banyuasin Regency and To Know Factor inhibiting Implementation of Regency Regulation of Banyuasin Number 1 Year 2015 About Procedure of Selection Head of Village Based Electronic Voting in Lubuk Saung Village. The results of this study to be a description for research in order to get the expected results.The results of this study according to the Implementation of Regional Regulation of Banyuasin Regency Number 1 Year 2015 on the procedure of Village Head Election based on electronic voting in Lubuk Saung Village Banyuasin District III Banyuasin Regency has been running effectively can be seen from socialization, simulation, Pilkades Committee and media / coordination of the implementation is in accordance with the Regional Regulations. So that the result of research of Village Head Election based on electronic voting in Lubuk Saung Village Banyuasin District III Banyuasin Regency can be used as reference in electoral village based on electronic-voting. Hasil penelitian ini menjadi deskripsi untuk penelitian agar mendapatkan hasil yang diharapkan. Hasil penelitian ini sesuai dengan Implementasi Peraturan Daerah Kabupaten Banyuasin Nomor 1 Tahun 2015 tentang Tata Cara Pemilihan Kepala Desa berdasarkan voting elektronik di Desa Lubuk Saung Kabupaten Banyuasin Kabupaten III Kabupaten Banyuasin telah berjalan efektif dapat dilihat dari sosialisasi, simulasi , Komite Pilkades dan media / koordinasi pelaksanaannya sesuai dengan Peraturan Daerah. Sehingga hasil penelitian Pemilihan Kepala Desa berdasarkan pemungutan suara elektronik di Desa Lubuk Saung Kabupaten Banyuasin Kabupaten III Kabupaten Banyuasin dapat dijadikan acuan di dusun elektoral berdasarkan pemungutan suara elektronik. Saran yang dapat diberikan adalah melakukan sosialisasi dengan masyarakat setempat sehingga kedepan Pemerintah Daerah akan lebih bersinergi dengan Perangkat Desa dalam melakukan pemilihan desa (Pilkades) berdasarkan voting elektronik di masa depan.Kata kunci: BanyuAsin, Peraturan Bupati Banyuasin, Pemungutan Suara Elektronik

Abstract

Accountability is the obligation of government institutions to account, to answer and explain the success or failure in performing basic tasks and functions to his superiors and the public in the form Accountability Report. The instrument used is called accountability systems that accommodate the Government Performance Strategic Management consists of the Strategic Plan, Performance Plan, Measurement and Assessment and Reporting Performance. This research studied about how the preparation of SAKIP, Government Performance and Accountability factors influencing AKIP as well as AKIP and models that agree with the meaning accountability. Aim to describe and analyze the preparation SAKIP. Yet the unsuccessful implementation of SAKIP because of: a) low competence in preparing SAKIP, b) The limited guidance and direction from the competent authorities c) the limited time allowed. d) The absence of strong sanctions. This research is practically recommended in order to: a) Formulate SAKIP accordance with the guidelines and norms, b) Provide opportunities for the communities involved and the target involved in the process of implementing an SAKIP. c) Undertake an internal Evaluation  and dissemination of SAKIP products to the public so they can enjoy the results and benefits. d) To enhance the competence of personnel in charge of implementing SAKIP through education and training, e) Provide guidance and direction in the form of intensive mentoring.Keyword : System Accountability, Government Performance, Strategic Management.

Abstract

The title of this thesis are appointed based on the identification of existing problems, related to the service of the creation of the E-ID CARD that is still experiencing constraints in the manufacturing process, so that the ministries still do not meet the standards of service that is oriented to the satisfaction of the users of the service. This research uses the theory that there is a mention of Zeithaml five dimensions of service quality: Tangibels (tangibles), Resposiveness (responsiveness), Reliability (reliability), Assurance (assurance) and Emphaty (empathy). The method of this research is descriptive research using qualitative approach. The results of this study showed that the quality of public services in district Talang Kelapa already apply dimensions Tangibel, Realiability, Responsiviness, Assurance and Emphaty and their charge indicators will. But there are several indicators that have not run in accordance with the wishes of the community, for example: Discomfort place service including facilities and infrastructure are not yet complete, yet his employees in using the tools, services and ketidakramahan employees in the service of process.Keywords : Services, Public Services, The Quality Of Public Services.

Abstract

AbstractSeeing the development of the development of settlements in the city of Palembang, especially in the District of Kalidoni, there are still a number of middle class citizens who still need assistance from the Regional Head to improve a dwelling. However, the implementation of the coordination of the implementation carried out by the government was still faced with ineffective and inefficient services and the attention of the Head of the Kalidoni Sub-District to repair these habitable houses. This can be seen from the fact that there are still many houses that are not worth visiting in the Kalidoni sub-district of Palembang.The method used in this research study is using descriptive qualitative methods that aim to elevate the situation and phenomena that occur when the study takes place and explain the problems based on the data obtained by the steps of observation, interviews and documentation.The results of the study show that the Implementation of Republic of Indonesia Law Number 1 of 2011 concerning Housing and Settlement Areas in Creating Livable Houses at the Kalidoni District Office in Palembang City has not yet proceeded properly and is still not effective. This can be seen from the fact that there are still poor and low-income people living in uninhabitable homes with slum settlements and far from being healthy, but there is no action from the head of the region to help the community.Keywords : Implementation, Housing and Settlement AreaAbstrakMelihat kondisi perkembangan permukiman di Kota Palembang khususnya di daerah Kecamatan Kalidoni saat ini masih banyaknya warga golongan menengah kebawah yang masih membutuhkan bantuan dari Kepala Daerah untuk memperbaiki suatu huniannya. Namun pada kenyataannya penyelenggaraan implementasi yang dilakukan oleh pemerintah masih dihadapkan pada pelayanan yang belum efektif dan efisien serta kurangnya perhatian dari Kepala Camat Kalidoni untuk memperbaiki rumah-rumah yang layak huni tersebut. Hal ini terlihat dari masih banyaknya rumah warga yang tidak layak huni disekitar Kecamatan Kalidoni Palembang.Adapun metode yang digunakan dalam penelitian penelitian  ini adalah menggunakan metode deskriptif kualitatif yang bertujuan untuk mengangkat keadaan dan fenomena-fenomena yang terjadi ketika penelitian berlangsung dan menjelaskan permasalahan berdasarkan data-data yang diperoleh dengan langkah-langkah observasi, wawancara dan dokumentasi.Hasil penelitian menunjukkan bahwa Implementasi Undang-Undang Republik Indonesia Nomor 1 Tahun 2011 Tentang Perumahan Dan Kawasan Permukiman Dalam Menciptakan Rumah Layak Huni Pada Kantor Kecamatan Kalidoni Kota Palembang belum berjalan dengan baik dan masih belum efektif. Hal ini dilihat dari masih adanya masyarakat yang kurang mampu dan berpenghasilan rendah menempati rumah yang tidak layak huni dengan permukiman yang kumuh dan jauh dari kata sehat, tetapi belum adanya tindakan dari kepala Daerah untuk membantu masyarakat tersebut.Kata kunci : Implementasi, Perumahan dan Kawasan Permukiman

Abstract

The Birth of the Act No. 22 of the 1999 on Regional Government and revised by Law Number 32 Year 2004 on Regional Government become a fresh breeze for the region to immediately accelerate of development and prosperity in the region. Musi Rawas Utara (Muratara) be concreate evidence on enactment of Law No. 32/2004. The Problem arise when terms the formation of new autonomous regions must meet three (3) main requirements, namely the Administrative Terms, Conditions Physical and Technical Terms. In this case, some of the terms such as goverment facilities and infrastructure; Sosio-cultural factors; Social adn Politics factor; Defense (Including the boundaries of regions); and security deemed inadequate. Based on the results of research, readiness of the Human Resources to manage their own region are still very limited when viewed from their education levels. Not to mention if you see the political culture society which adopts a parochial and Kaula, provide a loophole for elites and oligarchs be able to infiltrate into the joint life of society and power interfering with the welfare of society. Abstract

ABSTRACTThe purpose of this study was to find out the efforts to increase the capacity of village officials in the implementation of government administrative duties in Terate Village and to find out the factors that influence efforts to increase the capacity of village officials in carrying out administrative tasks in Terate Village. In this study the data was collected by Interview, Observation and Study of Documents against the Head of Terate Village as a key informant (key informant), Secretary of the Terate Village and three heads of affairs. Analysis of the data in this study will be carried out in depth as an effort to find and organize systematically the results of observations, interviews and other information to improve the understanding of researchers about the case under study. The results of this study indicate that: efforts to increase the capacity of the Terate Village apparatus in carrying out the tasks of government administration, in particular the village administration which include: a. Employee discipline development b.) Education and training c.) Work motivation d.) Career development. Efforts to improve the capacity of the Terate Village apparatus are due to the conditions of carrying out village government duties due to several factors that surround village officials. The factors in question are the lack of skills / abilities of each village apparatus in connection with these tasks, the low level of work discipline in terms of time, the lack of guidance to the apparatus, supervision and ineffective control, and unfavorable working conditions.Keywords : Village Apparatus, Government AdministrationABSTRAKTujuan dari penelitian ini adalah untuk mengetahui upaya peningkatan kemampuan aparat desa dalam pelaksanaan tugas administrasi pemerintahan di Desa Terate dan untuk mengetahui faktor-faktor yang mempengaruhi upaya peningkatan kemampuan aparat Desa dalam pelaksanaan tugas administrasi pemerintahan di Desa Terate. Pada penelitian ini data dikumpulkan dengan Wawancara, Observasi dan Kaji Dokumen terhadap Kepala Desa Terate sebagai informan kunci (key informan), Sekretaris Desa Terate dan tiga orang kepala urusan. Analisis data dalam penelitian ini akan dilakukan secara mendalam sebagai upaya mencari dan menata secara sistematis catatan hasil observasi, wawancara dan informasi lainnya untuk meningkatkan pemahaman peneliti tentang kasus yang diteliti. Hasil penelitian ini menunjukan bahwa : upaya peningkatan kemampuan aparat Desa Terate dalam pelaksanaan tugas administrasi pemerintahan, khususrnya administrasi pemerintahan desa yang meliputi antara lain : a.) Pembinaan disiplin Pegawai  b.) Pendidikan dan pelatihan c.) Motivasi kerja d.) Pengembangan karir. Upaya peningkatan kemampuan aparat Desa Terate dikarenakan kondisi pelaksanaan tugas pemerintahan desa disebabkan oleh beberapa faktor yang melingkupi Aparat desa. Faktor-faktor yang dimaksud adalah minimnya keterampilan/kemampuan setiap Aparat desa sehubungan dengan tugas-tugas tersebut, masih rendahnya disiplin kerja ditinjau dari aspek waktu, minimnya pemberian bimbingan terhadap aparat, pengawasan dan, pengendalian yang tidak efektif, serta kondisi kerja yang kurang mendukung.Kata kunci : Aparat Desa, Administrasi Pemerintah
