Abstract

Purpose: This study aims to analyze the performance of digital tourism promotion services through the Ayo Piknik Klaten (APIK) platform in Klaten Regency using the e-government success theory, which includes support, capacity, and value, as well as the public value theory to find out the public value generated from the implementation of the platform. Methodology: The research used a qualitative approach with descriptive methods. Data collection was conducted through in-depth interviews, observation, documentation, and document analysis. Findings: The results of the study show that the value element has succeeded in creating public value through an increase in tourist visits, an increase in the tourism sector's Local Own-Source Revenue by 14.81% in the 2024-2025 period, as well as social, cultural, and political values. These achievements are supported by support elements in the form of government commitment, budget support, and adequate regulations, as well as capacity elements in the form of good technological infrastructure and human resources, although socialization and handling of technical obstacles still need to be improved. Practical Implication: This research can serve as a reference for the Klaten Regency Government in optimizing the APIK platform through strengthening socialization, updating information, increasing technological capacity, and strengthening collaboration to support more effective digital tourism promotion services. Originality: This study examines the performance of local government digital tourism promotion services using a combination of E-Government Success Theory and Public Value Theory, which are still limited in the literature.

Abstract

Purpose: This study analyzes the effectiveness of the Caturtunggal Digital System (CADAS) application in chatbot-based public administration services at Caturtunggal Village, Sleman. It also identifies user acceptance, supporting factors, and inhibiting factors in its implementation. Approach: This research used a descriptive qualitative approach. Data were collected through interviews, observation, and documentation involving one CADAS operator, one village official, one territorial administrator, and five community users. Data were analyzed through data condensation, data display, and conclusion drawing based on J. P. Campbell’s effectiveness indicators. Findings: CADAS is effective in supporting village-level public administration services. Its effectiveness is reflected in easier access through WhatsApp, faster information responses, reduced repetitive administrative work, clearer service procedures, and service availability beyond office hours. The main challenges are unequal digital literacy, limited chatbot interaction, and the need for continuous feature updates. Practical Implication: WhatsApp-based chatbot services can become a simple, low-cost, and accessible public service model for local governments. Originality: This study provides empirical insight into an AI-based WhatsApp chatbot at the village level and shows that service effectiveness is shaped by technology, accessibility, user habits, and administrative support.

Abstract

Purpose : This study analyzes how fiscal capacity, development priorities, and historical institutional legacies contribute to variations in human development outcomes between Banyumas and Banjarnegara Regencies under decentralization. Design/methodology/approach : This qualitative research uses a descriptive comparative approach with a Most Similar System Design (MSSD). Analysis was conducted in three interrelated stages, integrating BPS documents, RPJMD, official records, and supporting scientific articles. Findings : Variations in development outcomes between Banyumas and Banjarnegara result from the interaction of fiscal capacity, development priorities, and historical institutional legacies. These legacies shape initial regional capacities, influencing how well regions leverage decentralization and leading to differing sustainable HDI outcomes. Practical Implication : Findings suggest fiscal transfer mechanisms should be reviewed and redesigned asymmetrically, accounting for each region’s historical capacity and development needs, to prevent regions from falling further behind under autonomy. An institutional-historical dimension should also be incorporated in analyzing regional development variation. Originality/value : This research integrates fiscal decentralization and historical institutionalism perspectives using MSSD. Unlike prior studies that treat fiscal capacity as a contemporary factor, this study shows it results from historical institutional trajectories shaping development outcomes. Abstract

Purpose: This study aims to analyze the informal socio-political role of Kerinci customary institutions in shaping the dynamics of everyday socio-political life in Kerinci Regency, Jambi Province. Methodology: This study employed a qualitative descriptive approach. Data were collected through semi-structured interviews with 17 informants and supported by document analysis. The data were analyzed using Homi K. Bhabha's, Hybridity Theory and Helmke and Levitsky's, Informal Institutions Theory through data reduction, data display, and conclusion drawing. The validity of the findings was ensured through triangulation. Findings: The findings reveal that customary institutions continue to function as informal socio-political institutions with strong legitimacy in conflict resolution, customary land governance, community aspiration channels, and the strengthening of social cohesion and local political stability. The interaction between customary institutions and formal government has produced a model of hybrid governance that enhances the effectiveness of local governance while preserving customary values. Practical Implication: Practically, this study recommends strengthening local government policies that integrate customary institutions as strategic partners in the governance of customary land, social conflict resolution, restorative justice–based criminal mediation, the preservation of customary values through tunjuk ajar (customary guidance), and the enhancement of community participation to support effective local governance grounded in local wisdom. Originality/value: This study proposes the concept of Kerinci Customary Democracy Hybridity, which explains that the relationship between customary institutions and electoral democracy operates in a complementary manner through the negotiation between customary legitimacy and state legitimacy.

Abstract

Purpose: This study analyzes governance challenges in blue economy implementation in coastal Singkawang by examining authority fragmentation, inter-actor coordination, and coastal community livelihoods. Design: This research uses a qualitative case study approach. Data were collected through in-depth interviews, field observations, and document analysis. The informants included representatives of municipal government agencies, provincial government agencies, fisher organizations, fishers, fish traders, and seafood processing actors. The data were analyzed thematically to identify patterns of authority distribution, inter-agency coordination, policy implementation, environmental management, conservation, and fisher livelihoods. Findings: The findings show that blue economy implementation in Singkawang is shaped by multi-level and cross-sectoral governance. Although authority over marine areas lies with the provincial and central governments, the municipal government continues to play a strategic role as the closest actor to coastal communities through fisher guidance, administrative facilitation, fuel recommendation services, seafood processing support, fish market governance, and coastal environmental management. Inter-agency coordination has developed through marine waste management, fishery product diversification training, and fisher group assistance, but institutional strengthening is still needed to ensure more consistent and sustainable implementation. Practical Implication: The findings highlight the need to strengthen coordination among municipal, provincial, and central governments, particularly in fisher services, seafood value-added activities, marine waste management, and mangrove-based coastal conservation. Originality/value: This study contributes to blue economy governance literature by showing that implementation in a non-metropolitan coastal city is shaped not only by marine resource potential, but also by authority fragmentation, coordination capacity, and the municipal government’s bridging role.
