Abstract

Purpose: This study analyzes the implementation of the New Student Admission Policy (PPDB) at SD Negeri 20 Palembang using a collaborative governance approach based on the Triple Helix model, emphasizing interaction between government, academia, and society. Design/Methodology/Approach: A qualitative descriptive method was employed, with data collected through interviews, observations, and documentation involving the Palembang City Education Office, school actors, and parents as informants. Findings: Although the PPDB policy was implemented according to regulations, its effectiveness remains low. The online registration system failed due to limited digital literacy and community access. Collaboration among actors exists but remains administrative, lacking synergy and innovation, resulting in suboptimal policy outcomes. Practical Implication: The government must strengthen its role as both regulator and facilitator through intensive socialization, technical assistance, and digital literacy training. Schools should serve as mentoring centers for parents navigating the online system. Supporting facilities such as internet access must be provided, and the PPDB policy should be made more flexible and adaptive to local social conditions to prevent digital access gaps. Originality/Value: This study contributes a novel analytical framework by integrating collaborative governance and the Triple Helix model in the context of local digital education policy. Unlike previous studies focused on technical aspects, this research uncovers structural policy failure through institutional asymmetry and pseudo-collaboration. It demonstrates that digital transformation in education requires not only technological readiness but also social readiness and equal collaborative capacity among all stakeholders. Abstract

Purpose: This study examines the argumentative conflict between the Nahdlatul Ulama Executive Board (PBNU) and the Gusdurian Network in the polemic over mining management policy through the perspective of Antonio Gramsci's hegemony, focusing on the use of religious authority, Islamic discourse, and institutional legitimacy as instruments of ideological contestation in the public sphere. Design/methodology/approach: The study employed a qualitative approach based on literature review and comparative studies. Data sources included official statements, published articles, and online media texts from both actors. The analysis was conducted in three stages: identification of argumentative positions, comparative paradigm analysis, and application of Gramsci's hegemony categories. Findings: PP No. 25 of 2024, Article 83A, represents a practice of ideological domination based on a development narrative. PBNU legitimizes mining through the discourse of the public good and Islamic jurisprudence, thus constructing a new common sense that aligns mining with Islamic values. Gusdurian challenges this through ecological critique and social justice arguments. Within Gramsci's framework, PBNU functions as a traditional intellectual group aligned with the state's hegemonic bloc, while Gusdurian operates as an organic intellectual group building an alternative historical bloc, a war of positions over the meaning of Islamic ethics and the public good. Practical Implication: This research encourages the public to be more critical of politically motivated religious narratives. Originality/value: This research's originality lies in the combination of Gramsci's hegemonic perspective with the dynamics of mining policy polemics in the context of Indonesian Islamic organizations. Abstract

Purpose: This study aims to analyze the management of the community-based pring sewu cultural market through a Community Based Management (CBM) approach in Binangun Hamlet as part of the development of a tourist village in Plintahan Village, Pandaan District, Pasuruan Regency. Design: This study uses a qualitative approach through interviews, observations, and documentation to understand the management of the community-based pring sewu cultural market. Findings: The results of the study show that the management of the pring sewu cultural market is carried out in a participatory manner by the Binangun Hamlet Community through mutual agreement, the application of local norms, and flexible division of roles. The initiative to use bamboo coins as a transaction tool is a form of local ownership and innovation that supports the economic sustainability of MSME actors while strengthening the identity of culture-based tourism villages. Practical Implication: The findings of this study show that community-based market management can be a model for strengthening tourism villages that rely on the participation and independence of local communities. Originality: This research provides an empirical contribution to the application of Community Based Management (CBM) theory through community participation, local ownership and initiatives, local rules and norms, division of roles and responsibilities, and economic sustainability in the management of cultural markets as part of the development of community-based tourism villages.

Abstract

Objective: This study analyzes the implementation of the Regional Tourism Development Master Plan (RIPPDA) in Ende Regency, focusing on how institutional and human resource capacity shape the effectiveness of tourism policy implementation. Design/Methodology/Approach: Using a descriptive qualitative approach, data were collected through in-depth interviews, documentation, and observation, with informants selected via purposive and snowball sampling. Data were analyzed using the Miles and Huberman interactive model, guided by George C. Edward III's implementation framework covering communication, resources, disposition, and bureaucratic structure. Findings: The study reveals structural deficits within the bureaucracy, weak cross-sectoral coordination, limited apparatus capacity, minimal budget support, and low adaptive and innovative disposition among implementers. These conditions push tourism policy implementation toward a merely administrative approach, hindering inclusive and sustainable tourism development. Practical Implications: Local governments need to strengthen bureaucratic capacity by improving human resource competency, restructuring institutions, enhancing cross-sectoral coordination, and reforming incentive and budgeting systems. A more inclusive and participatory communication strategy is also needed to engage communities in tourism development. Originality/Value: This research offers novelty by integrating institutional analysis and bureaucratic capacity to explain tourism policy implementation failure—an issue previously examined mainly from technical and economic perspectives. It contributes theoretically and empirically to understanding the link between structural deficits and policy effectiveness in regions with distinct socio-cultural characteristics, such as Ende Regency. Abstract

Purpose: This study analyzes the nomination dynamics of internal cadres within the Prosperous Justice Party (PKS) and the factors shaping candidate decisions in the 2024 Bandar Lampung mayoral election. Design/Methodology/Approach: A qualitative case study approach was used. Data were collected through in-depth interviews, observation, and documentation with party officials, cadres, and political observers, then analyzed interactively using the Miles, Huberman, and Saldaña model, with triangulation applied to ensure validity and credibility. Findings: Candidate nomination follows a formal, hierarchical mechanism from local to central levels, yet remains shaped by informal dynamics and elite dominance. Internal factors—cadre loyalty, political capacity, and closeness to party elites—serve as initial considerations, while external factors—electability, coalitions, public pressure, and local political competition—become the primary determinants in final decisions, reflecting tension between cadre-based idealism and electoral pragmatism. Practical Implications: The study recommends that PKS strengthen a transparent, merit-based candidate selection system integrated with electoral considerations to balance cadre loyalty and electoral competitiveness. Originality/Value: This study offers novelty by examining internal cadre nomination dynamics at the local level, specifically in the Bandar Lampung mayoral election, highlighting the interplay of party structures, power relations, and external pressures, and contributing an institutional-rational framework to candidate selection analysis in cadre-based parties. Abstract

Objective: To analyze the relevance of John Rawls's social philosophy, specifically justice as fairness and public reason, as a philosophical foundation for the substantive implementation of the concept of popular sovereignty. This study maps the conceptual correspondence between Rawls's two ideas and the four core principles of popular sovereignty, namely the principles of liberty, justice, majority rule, and accountability. Methodology: This study employs library research with a socio-political philosophy approach, encompassing four stages. Findings: Justice as fairness represents the principles of liberty and justice in popular sovereignty through Rawls's two main principles of justice: the guarantee of equal basic liberties for every individual, and the arrangement of social and economic inequalities to the greatest benefit of the least advantaged. Meanwhile, public reason represents the principles of majority rule and accountability by emphasizing that every public decision must be grounded in a collective rationality that embodies the principle of reciprocity and remains accountable to all citizens. Implications: Policy formulation that goes beyond the mere will of the majority by integrating the principle of reciprocity to protect the basic rights of all citizens; furthermore, public reason can serve as a basis for advocacy to ensure that citizen participation is not merely procedural, but also substantive and accountable. Originality: Enriches the understanding of popular sovereignty, shifting it from a mere political procedure into a value system rooted in fundamental liberty and the substantive distribution of justice, while simultaneously providing a critical contribution to the development of deliberative democracy theory.

Abstract

Purpose: This study analyzes the collaborative leadership of the Head (Camat) of Telukjambe Timur Subdistrict in addressing the authority vacuum arising from fragmented flood management responsibilities across multiple government levels and actors. Design/Methodology/Approach: Using a qualitative approach with an embedded single-case study design (Yin, 2018), primary data were collected through in-depth interviews with six informants during March–April 2026, supplemented by secondary data from government documents and media coverage. Data were analyzed using the explanation-building technique within Archer and Cameron's (2013) Collaborative Leadership framework. Findings: The Camat's leadership proved effective during the emergency response phase across three dimensions: building relationships, supported by an informal Forkopimcam network; handling conflicts, which successfully defused operational tensions at the evacuation center; and sharing control, through role distribution with BPBD and the Social Affairs Department. However, this effectiveness did not extend to structural mitigation—the conflict between Wadas and Purwadana villages over water channel normalization was resolved only through external intervention, exposing the real limits of the Camat's authority. Practical Implication: The study recommends that the Karawang Regency Government optimize authority delegation to district heads, activate the district-level Disaster Risk Reduction Forum (PRB) under Regency Regulation No. 45 of 2025, and integrate disaster mitigation planning into district-level Musrenbang processes. Originality/Value: This study fills an empirical gap in Indonesian disaster governance literature by examining collaborative leadership at the meso-government (district) level within a complex industrial area—a dimension not yet specifically explored in prior research. Abstract

Objective: This research aims to analyze the structural challenges and development of urbanization in Smart City planning in Palembang City and formulate an approach towards smart governance. Design/methodology/approach: The research uses a qualitative approach with a case study design. Data was collected through in-depth interviews, documentation studies and field observations, then analyzed using thematic analysis. Findings: The research results show that the main challenges do not lie in technological limitations, but in institutional fragmentation, digital gaps, and weak policy integration. Around ±50% of people still have limited access to digital public services, especially in suburban areas. These findings indicate that the Smart City approach in Palembang is still technology-driven and not fully governance-driven and is influenced by urbanization. Practical Implications: This research emphasizes the importance of a paradigm shift towards smart governance that is more inclusive, integrated and data-based. Practically, the results of this research provide recommendations for local governments to strengthen policy integration, equalize digital infrastructure, and increase community digital literacy. Originality/Value: Smart City planning in Palembang City is a strategic effort to utilize information and communication technology (ICT) to improve the quality of public services and government governance. However, previous research still tends to focus on technological aspects and has not studied in depth the institutional dimensions and social gaps in its implementation. Abstract

Purpose : This study compares the factors driving “party switching” in the political systems of Indonesia and Brazil. Design/methodology/approach : This research uses a comparative, qualitative method. Data were collected from secondary sources, including journals, books, and online literature, and analyzed through collection, classification, and interpretation. Findings : In Indonesia, party switching is driven by “political vehicles,” while in Brazil it is shaped by “physiological parties” and the “party window” mechanism. Indonesia’s electoral threshold influences switching intensity, curbing some practices while enabling legislators to move from smaller to larger parties likely to surpass it—an option absent in Brazil, which has no threshold regulation. Party switching is also linked to the pursuit of political resources: political dynasties in Indonesia and pork barrel politics in Brazil. Practical Implication : Findings can help political parties strengthen internal organization and enhance the role of electoral judicial institutions. Originality/value : This research is original in comparing the causes of party switching between Indonesia and Brazil, differing from prior studies that focus mainly on the reasons behind party switching. Abstract

Purpose: The purpose of this study is to examine the impact of the village head’s leadership on human resource development in Sadasari Village, Argapura Subdistrict, Majalengka Regency. Methodology: This study employed a quantitative approach using multistage random sampling; the total study population was 3,624 people, and a sample of 360 people was obtained. Data were collected via a questionnaire that had been tested for validity and reliability, then analyzed using simple linear regression, the coefficient of determination (R²), and hypothesis testing, all processed using statistical software. Findings: The results of this study indicate that the village head’s leadership has a positive and significant influence on human resource development. The R² test results show an R² value of 0.461%, indicating that 46.1% of human resource development in Sadasari Village is influenced by the village head’s leadership, while the remaining 53.9% is influenced by other variables not examined by the researcher in this study. Practical Implication: This study offers practical benefits for village governments and policymakers in enhancing local leadership capacity. Human resource development programs can be successfully implemented when village heads possess strong social capital within their communities. Trust, social networks, and collaboration are crucial for sustainable village development. Originality/Value: The novelty of this study lies in the use of social capital theory, based on quantitative analysis, to examine the role of village heads and human resource development at the village level.
