Abstract

Purpose: This study aims to analyze the philosophical construction of leadership simplicity in the digital space through ontological, epistemological, and axiological perspectives. Design/methodology/approach: This study employs a qualitative, netnographic design. Data were collected from 518 public comments on Instagram posts from the @arsip.peristiwa account featuring figures of simple leadership, along with interaction data in the form of likes and shares. Purposive sampling was used to ensure data relevance. Analysis was conducted through thematic analysis combined with philosophical interpretation. Data validity was maintained through triangulation, audit trails, and critical reflection. Findings: Leadership simplicity is constructed in a multidimensional manner. Ontologically, simplicity is understood as the authentic essence of leadership. Epistemologically, knowledge about simplicity is shaped through collective memory, digital narratives, and social comparison. Axiologically, simplicity functions as a primary moral value, a tool for social critique, and a projection of future hopes. Practical Implications: For leaders and practitioners, simplicity must be managed not only as an internal value but also as a consistent public representation in the digital space. Originality/value: This study introduces the concept of the Digital Moral Ontology of Leadership Simplicity as a new theoretical contribution that expands understanding of leadership in the digital age, while also opening up new methodological approaches through the combination of netnography and philosophical analysis. Abstract

Purpose : This study aims to analyze how the state constructs communism as an ideological threat in Indonesian politics through criminal law instruments and to assess the extent to which this construction reflects political selectivity in responding to ideologies deemed contrary to Pancasila. Design/methodology/approach : This research employs a qualitative-descriptive method with an interpretive-critical approach based on interpretive policy analysis. Data were collected through document studies of legal materials, academic literature, and policy documents, and analyzed using discourse analysis, framing, and process-tracing techniques to examine the relationship between discursive construction and legal formation. Findings : The findings reveal that the criminalization of communism is a historically institutionalized political-legal construction shaped by collective memory, state narratives, and power interests. The state consistently employs criminal law to frame communism as an existential threat, while other ideologies are addressed through more varied and non-penal approaches, indicating political selectivity that is not fully grounded in empirical threat assessment. Practical Implication : These findings highlight the need to reorient ideological criminalization policies by positioning criminal law as an ultimum remedium and promoting more proportional, evidence-based, and human rights–oriented approaches to prevent the abuse of power. Originality/value : This study contributes a novel perspective by integrating political law analysis, selective enforcement theory, and state ideology studies into a unified analytical framework, demonstrating that selectivity operates not only in law enforcement but also in norm construction and the production of ideological threats. Abstract

Purpose: This study aims to analyze the implementation of Agile Governance in the digital governance of the Banda Aceh City Government, particularly in the administration of the Electronic Based Government System (SPBE), to identify strategic factors influencing its implementation, and to formulate acceleration efforts to strengthen organizational adaptability. Methodology: This study employed a qualitative approach with a case study design. Data were analyzed using thematic coding assisted by NVivo 15 Plus and interpreted based on six principles of Agile Governance. Data saturation was achieved following theoretical sufficiency across all six principles. Findings: The findings show that the implementation of Agile Governance in Banda Aceh has been reflected in digital service development, public service responsiveness, adaptive service management, and acceleration efforts through system integration, infrastructure strengthening, and digital capacity building. The SPBE score improved from 2.24 (2019) to 3.70 (2024), demonstrating gradual progress. Implementation is supported by leadership commitment, SPBE policy framework, inter-agency collaboration, technical capacity, and digital infrastructure. However, challenges remain in inter-agency system integration, technical human resource capacity, organizational coordination, and cross service data management. Practical Implication: This study provides practical direction for local governments to strengthen Agile Governance   through digital service integration, enhancement of technical human resource capacity, cross agency coordination, and more responsive evaluation of digital public services. Originality: The study highlights that Agile Governance in local government evolves as a gradual adaptive process shaped by organizational capacity, institutional arrangements, and public service orientation.

Abstract

Purpose : This study aims to analyze the participation of informal workers in the BPJS Employment program in Indonesia, particularly in the Provinces of Central Java and the Special Region of Yogyakarta, and to examine the differences in policy implementation using the power resource approach developed by Walter Korpi. Design/methodology/approach : This research employs a literature review and data collection methods to analyze the implementation of social security programs for informal workers in Central Java and the Special Region of Yogyakarta in 2023. Findings : The findings show that the participation rate in Yogyakarta reached nearly 37% of the total labor force, while in Central Java it was only around 24%, indicating differences in the effectiveness of policy implementation between the two regions. Local government policies and budget support play a crucial role in increasing participation among informal workers, while economic constraints, low levels of education, and lack of socialization reflect weak power resources, which hinder workers from accessing social security programs. Practical Implication : The findings highlight the importance of strong local government commitment, budget support, and targeted socialization to increase informal workers’ participation in social security programs. Originality/value : This study provides a novel perspective by applying the power resource approach of Walter Korpi at the subnational level, showing that participation differences are influenced not only by economic factors but also by political commitment and distribution of power. Abstract

Objective This study aims to analyze the implementation of collaborative governance in the management of Ketapang Urban Aquaculture following the transfer of management from the village government and local community to a Regional-Owned Enterprise (BUMD), as well as to examine its impact on inter-actor relations, community participation, and the socio-economic conditions of the local community. Methods a qualitative approach using a case study method. Data were collected through in-depth interviews, field observations, and document analysis. Methodological triangulation was applied to ensure data validity. Findings The findings indicate that the transfer of management has led to a more centralized and corporatized governance structure, which has resulted in decreased community participation, weakened social integration, and a decline in local economic activities, particularly among MSMEs. Furthermore, the implementation of collaborative governance remains suboptimal, as reflected in limited inter-actor communication, imbalanced roles, low levels of trust, and the absence of shared understanding in tourism management. Implications This study highlights the importance of improving governance through strengthening inclusive community participation, enhancing transparency and accountability, and optimizing the role of government as a facilitator in bridging the interests of various stakeholders. Originality This study provides an empirical contribution to the collaborative governance literature by demonstrating that the involvement of semi-government actors such as BUMD does not necessarily strengthen collaboration, but may instead create power imbalances if not supported by participatory and transparent mechanisms. It also emphasizes that weaknesses in one dimension of collaboration can have systemic effects on the overall governance process and its outcomes.

Abstract

Research Objective : This study aims to analyze the relationship between digital literacy, online behavior, and the Radicalism Potential Index (RPI), as well as to identify the level of vulnerability to radicalism among digital generations in South Sumatra. Design / Methodology : This research employs a quantitative approach using a survey method involving 400 respondents across generations (Gen Z, Millennials, Gen X, and Boomers). The variables measured include digital literacy, online behavior, RPI (ideology, attitudes, and actions), as well as internet usage patterns and digital platform preferences. Findings : The RPI increased from 9.3 in 2023 to 9.6 in 2024, with the attitude dimension being the most dominant (18.0), while the action dimension remained low (0.8). Most respondents spend more than three hours per day on the internet, with WhatsApp, Facebook, TikTok, and Instagram as the primary platforms. Low digital literacy is correlated with higher vulnerability to radical content. Practical Implications : There is a need to integrate Pancasila-based digital literacy into educational curricula, strengthen counter-narrative campaigns on digital platforms, and enhance multi-stakeholder collaboration to build a more resilient digital ecosystem. Originality / Value : This study integrates digital literacy, online behavior, and the Radicalism Potential Index within a single analytical framework and provides recent empirical data with a regional and cross-generational focus. Abstract

Purpose: This study aims to fill the gap between previous studies by integrating the Collaborative Governance process in the context of realizing an Inclusive Village for Persons with Disabilities in Sidorejo Village. Methodology: This research used a qualitative approach, collecting data through observation, interviews, and documentation. The analysis process drew on Ansell and Gash's collaborative governance theory, which emphasizes the importance of direct dialogue, building trust, commitment to the process, shared understanding, and interim outcomes. Findings: The research results show that the collaborative governance process in creating an inclusive village for people with disabilities in Sidorejo has been successful, but challenges remain in practice. Despite this, the Sidorejo Village Government's commitment remains strong, with support from a number of relevant actors. Practical Implication: This research is expected to be a consideration for the Sidorejo village government and related actors in carrying out cross-sector collaboration to create an inclusive village. Originality: This study confirms the application of collaborative governance in realizing inclusive villages in Sidorejo.

Abstract

Purpose : This study aims to analyze the relationship between population factors and food security within the perspective of public governance through a conceptual approach. Design/methodology/approach : This study employs a qualitative approach with a conceptual paper design. Data were collected through literature review from relevant academic sources, including international and national journal articles. The analysis was conducted using descriptive-qualitative techniques by synthesizing theoretical concepts to develop an integrative conceptual framework. Findings : The findings indicate that population dynamics, such as population growth, density, urbanization, and demographic structure, significantly influence food demand, distribution, and consumption patterns. Public governance plays a mediating role in managing these dynamics through policy coordination, data-based decision-making, and adaptive governance mechanisms. The study proposes a conceptual model integrating population factors, public governance, and food security. Practical Implication : The study highlights the importance of strengthening data-driven public governance by integrating population data into food policy planning. It also emphasizes cross-sectoral coordination to ensure more targeted and effective food security policies. Originality/value : This study contributes to the literature by developing an integrative conceptual model that links population dynamics, public governance, and food security, offering a multidisciplinary perspective that is still limited in previous studies. Abstract

Purpose : This study analyzes the role of the Village-Owned Enterprise (BUMDes) in managing the Manahayu Holistic Farm educational tourism program, which is based on local agricultural potential, in Giripurno Village, Bumiaji District, Batu City.      Design/methodology/approach : This study employs a qualitative approach using a case study design. Data collection was conducted through in-depth interviews, observations, and documentation with informants selected via purposive sampling, including the village head, village secretary, director of the village-owned enterprise (BUMDes), employees, and villagers. Data analysis utilized the interactive model proposed by Miles, Huberman, and Saldana.  Findings : The research findings indicate that the management of Manahayu educational tourism exhibits asymmetrical management practices. Practical Implication : Strengthening human resource capacity, institutionalizing community participation, and developing standard operating procedures for oversight are urgent priorities for ensuring the sustainability of educational tourism based on local potential. Originality/value : This study provides a new perspective by systematically identifiying th strengths and weaknesses of each management function, offering a comprehensive understanding of educational tourism management.

Abstract

Purpose: This study aims to analyze public responses to the management of green open space at Putri Pinang Masak Park Jambi City and to identify the factors influencing public access and utilization of the green open space. Methodology: This study employed a qualitative approach with a descriptive method. Data were collected through in-depth field observations and semi-structured interviews with visitors of Putri Pinang Masak Park, selected using a purposive sampling technique. The data were analyzed inductively through data reduction, data display, and conclusion drawing, validated via source triangulation. Findings: The results indicate that public responses to the management of GOS at Putri Pinang Masak Park reveal a gap between physical infrastructure development and operational sustainability. Although the available facilities are relatively complete, management tends to be reactive, leading to a decline in vegetation quality and environmental comfort. Furthermore, non-physical accessibility barriers were identified, such as disorganized parking areas and street vendors, as well as a lack of universal design facilities for people with disabilities. Practical Implication: These findings can serve as a reference for the Jambi Provincial Government, particularly the Department of Public Works and Spatial Planning, to transform the GOS management system from a reactive to a preventive-collaborative approach by involving community participation to ensure the sustainability of the park's social and ecological functions. Originality: This study contributes to the literature on green open space management by highlighting public response as an evaluation indicator, particularly in the context of urban parks in Jambi City, which remains underexplored.
