Abstract

The research focus is on the evaluation of public services in the district kemuning Palembang. There are some problems that the background for researchers in conducting this study include the absence of changes or improvements in public services performed after the division of the districts, education facilities and health is minimal, quality and performance of personnel resources that have not been reflected as personnel resources that have integrity in doing his job. The purpose of this study was to answer the problem formulation on how the evaluation of public services in the district after the division of the city of Palembang. The method used in this research is descriptive qualitative data collection techniques is done through a literature review and interviews with select informants deemed technically competent da knowing the problems that occur in the field, the data obtained is then analyzed qualitatively. From the results of the study illustrate that public service delivery is done after splitting dilakukannnya districts has not undergone significant changes. It is seen from the analysis of the results of interviews and observations indicate that indeed there has been no change so significantly to pubic services in the district kemuning Palembang.Keywords : Evaluation, Public Service, Kemuning.

Abstract

Abstract Implementation of Law number 40 of 2007 on Corporate Social Responsibility in the development of surrounding communities at PT. Semen Baturaja (Persero) Tbk has an effect on the economic, social and environmental condition of the community in Ring I area of Ogan Komering Ulu Regency. The programs conducted are also based on the Regulation of the Minister of BUMN PER-07/ MBU/05/2015 namely Partnership and Community Development program with small business. The implementation of the Partnership and Community Development program should be based on the submission of proposals from the community except for routine programsThis research data is obtained from primary data and secondary data. Primary data in the form of direct interviews with the company and local communities. While the secondary data in the form of data obtained from internal data company. The method used is descriptive qualitative method.The results showed that based on the answers of informants interview the implementation of CSR program environment PT. Semen Baturaja Persero Tbk, which is always and frequently done in Sukajadi, Air Gading, Talang Jawa, Saung Naga, Tanjung Agung and Pusar villages is an indicator of religious infrastructure development program and public facilities and indicators of disaster relief program. on the indicators of infrastructure development programs for places of worship and public facilities, one of which is the provision of clean water and indicators of disaster relief programs.      Keywords: Policy Implementation, CSR, Socio-Economic Community.AbstrakImplementasi Undang-undang nomor 40 tahun 2007 tentang Tanggung Jawab Sosial Perusahaan dalam pengembangan masyarakat sekitar di PT. Semen Baturaja (Persero) Tbk berpengaruh terhadap kondisi ekonomi, sosial dan lingkungan masyarakat di daerah Ring I Kabupaten Ogan Komering Ulu. Program-program yang dilakukan juga didasarkan pada Peraturan Menteri BUMN PER-07 / MBU / 05/2015 yaitu program Kemitraan dan Bina Lingkungan dengan usaha kecil. Pelaksanaan program Kemitraan dan Pengembangan Masyarakat harus didasarkan pada pengajuan proposal dari masyarakat kecuali untuk program rutin.Data penelitian ini diperoleh dari data primer dan data sekunder. Data primer berupa wawancara langsung dengan perusahaan dan komunitas lokal. Sedangkan data sekunder berupa data yang diperoleh dari perusahaan data internal. Metode yang digunakan adalah metode deskriptif kualitatif.Hasil penelitian menunjukkan bahwa berdasarkan jawaban dari informan wawancara terhadap pelaksanaan program CSR lingkungan PT. Semen Baturaja Persero Tbk, yang selalu dan sering dilakukan di desa Sukajadi, Air Gading, Talang Jawa, Saung Naga, Tanjung Agung dan Pusar merupakan indikator program pengembangan infrastruktur keagamaan dan fasilitas umum serta indikator program bantuan bencana. pada indikator program pengembangan infrastruktur untuk tempat ibadah dan fasilitas umum, salah satunya adalah penyediaan air bersih dan indikator program penanggulangan bencana.Kata kunci: Implementasi Kebijakan, CSR, Komunitas Sosial Ekonomi.

Abstract

Abstract Complete systematic land registration (PTSL) is a step forward in simplifying land certificate management. The purpose of this study was to determine the implementation of the Policy for Accelerating the Implementation of Complete Systematic Land Registration (PTSL) in Ogan Ilir District. The focus of research on the theory of policy implementation according to Donald S. Van Meter and Carl E. Van Horn, which states that there are six variables, namely, standards and objectives, resources, characteristics of implementing agents, dispositions / attitudes of implementers, communication between organizations, social and economic conditions landowners in Ogan Ilir Regency. The results of the study concluded that the implementation of the Policy for Accelerating the Implementation of Complete Sitematic Land Registration (PTSL) in Ogan Ilir Regency was seen from the aspects of policy implementation such as standards and objectives, resources, characteristics of implementing agents, disposition / attitude of implementers, communication between organizations, social and economic conditions the community has been carried out in accordance with the implementation instructions and existing technical instructions, but due to limited human and non-human resources, the PTSL target has not been reached. Therefore the need for delegating PTSL activities to third parties, so that PTSL acceleration can be achieved.Keywords : Implementation, Policy, Acceleration of PTSLAbstrakPendaftaran tanah sistematis lengkap (PTSL) merupakan suatu langkah maju dalam mempermudah pengurusan sertifkat tanah.. Tujuan penelitian ini adalah untuk  mengetahui implementasi Kebijakan Percepatan Pelaksanan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Ogan Ilir. Fokus penelitian pada teori implementasi kebijakan menurut Donal S. Van Meter dan Carl E. Van Horn yang menyebutkan ada enam variabel yaitu, standar dan sasaran, sumber daya, karakteristik agen pelaksana, disposisi/sikap para pelaksana, komunikasi antar organisasi, kondisi sosial dan ekonomi masyarakat pemilik tanah di wilayah Kabupaten Ogan Ilir. Hasil penelitian menyimpulkan bahwa implementasi Kebijakan Percepatan Pelaksanan Pendaftaran Tanah Sitematis Lengkap (PTSL) di Kabupaten Ogan Ilir dilihat dari aspek implementasi kebijakan seperti standar dan sasaran, sumber daya, karakteristik agen pelaksana, disposisi/sikap para pelaksana, komunikasi antar organisasi, kondisi sosial dan ekonomi masyarakat telah dilaksanakan sesuai dengan petunjuk pelaksanaan dan petunjuk teknis yang ada, namun karena keterbatasan sumber daya manusia dan non manusia, maka target PTSL tersebut belum tercapai. Oleh sebab itu perlunya pelimpahan kegiatan PTSL kepada pihak ketiga, agar percepatan PTSL dapat dicapai.Kata kunci : Implementasi, Kebijakan, Percepatan PTSL

Abstract

The success of the construction of a village, one of which is influenced by the role of the head of the village, thus the role of the head of the village became important indispensable in the process of the construction of the village in order to make way for construction as well as increase public awareness for participating in the development of the village. This research aims to know the role of the village chief in the village of Peace to realize non-governmental Society through his role as the village head in making policies, decisions, and budgets are used for the construction. Theory research is the theory of path goal theory and transformational. The results of the research through the theory of path goal where the role of the head of the village seen from the theory of transformational development and seen in terms of his leadership or his psychological, pointed out that the role of the head of the village of Peace to realize the Ngos, has been carried out through a work program the village chief peace-loving. Abstract

Quality of service is a response to the applicant on the level of service that is hosted by the Office of Integrated Licensing Services (KPPT) of Palembang as statements feeling of care received at the time taking care of business license letter (SIUP). This study aimed to analyze the dimensions of service quality ie reliability, responsiveness, assurance, empathy and tangible based on observations and interviews delivered by employees and customers at the time taking care of Trade Business License (License) in the Integrated Licensing Services Office (KPPT) of Palembang. The method used is descriptive method with qualitative approach. Observations and interviews with respondents on 5 indicators show that the physical evidence (Tangibles) from the comfort of the service is still less than satisfactory, reliability (Reliability) of the cost and timeliness of the necessary permits are still not satisfied, responsiveness (Responsiveness) from providing easily understandable information still not satisfied, the guarantee (assurance) of the attitudes and actions of officers as well as friendliness towards customers still lacking. The last indicator is empathy (Empathy) measured from providing delightful service to customers can be categorized own good, but because of the high public expectations on the performance of the service of this dimension, then this condition gives effects on the service user is not satisfied with the services received.Keywords : quality of service, Business license letter (SIUP),integrated license service offices (KPPT)

Abstract

AbstractThis research focuses on the performance of employees in the Regional Disaster Management Agency of the Province of South Sumatra in particular through Education and Training. This research is descriptive research with a qualitative approach. This study intends to describe and analyze the performance of employees in the Regional Disaster Management Agency in the Province of South Sumatra, especially Education and Training (Diklat). The performance of the environment in the Regional Disaster Management Agency in the Province of South Sumatra is applied to Education and Training (Diklat) carried out by the Regional Disaster Management Agency of South Sumatra Province.Data measurement techniques used in the step of collecting data on Education and Training (Diklat) in the Regional Disaster Management Agency of South Sumatra Province are in-depth interview techniques. The method used to obtain data is by conducting question and answer activities on a number of questions both verbally and answered verbally as well.The results of data analysis are strengthened by interview data analysis, it was found that the performance of the employees of the South Sumatra Provincial Disaster Management Agency is good, this can be seen from the performance in completing the tasks carried out by each employee both time and maximum work results.Keywords : Education, Training and Employee PerformanceAbstrakPenelitian ini memfokuskan Pada kinerja pegawai dalam di Badan Penanggulangan Bencana Daerah Provinsi Sumatera Selatan khususnya melalui Pendidikan dan Pelatihan. Penenlitian ini bermaksud menggambarkan dan menganalisis kinerja pegawai di Badan Penanggulangan Bencana Daerah di Provinsi Sumatera Selatan khususnya Pendidikan dan Pelatihan (Diklat). Pelaksanaan kinerja dilingkungan Badan Penanggulangan Bencana Daerah di Provinsi Sumatera Selatan yang diterapkan pada Pendidikan dan Pelatihan (Diklat) yang di laksanakan oleh Badan Penanggulangan Bencana Daerah Provinsi Sumatera Selatan. Teknik pengukuran data yang dipergunakan dalam langkah mengumpulkan data mengenai Pendidikan dan Pelatihan (Diklat) di Badan Penanggulangan  Bencana Daerah Provinsi Sumatera Selatan yaitu teknik wawancara mendalam. Metode yang digunakan untuk memperoleh data dengan jalan melakukan kegiatan tanya jawab atas sejumlah pertanyaan baik secara lisan dan dijawab secara lisan pula.Hasil analisis data yang diperkuat dengan analisis data wawancara, maka ditemukan simpulan yaitu kinerja pegawai Badan Penaggulangan Bencana Daerah Provinsi Sumatera Selatan sudah bagus, hal ini terlihat dari kinerja dalam menyelesaikan tugas yang diemban oleh masing-masing pegawai baik ketetpan waktu maupun  hasil kerja yang maksimal.Kata kunci : Pendidikan, Pelatihan dan Kinerja pegawai

Abstract

The focus of this study is the comparison of the level of participation of voters on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. While the purpose of this study was to determine and analyze comparative novice voter turnout on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. Overall voter turnout on Election Mayor of Palembang in 2008 as many as 682,445 voters, while at the Election Mayor of Palembang in 2013, overall voter turnout as much as 757 797 voters. Based on these data, it turns voter turnout in the city of Palembang is not too high only around 67% in 2008 while in the year 2013 down to 63%. While the voter turnout for the beginner, the Year 2008 of the number of voters as much as 156 493 people, which gives the percentage voting rights of 70% or 109 545 souls who turn out to vote. Participation rate for the beginner in 2013, the number of voters as many as 283 372 people, which gave voting rights percentage drops to 65% or as much as 184 192 souls who turn out to vote.Key Words: Participation, Level of Participation, Election Mayor of Palembang

Abstract

AbstractThe study in this paper is to discuss the principles of good governance applied in the administration system of Islamic governance in the Umayyad dynasty in Shia (Damascus) especially during the Muawiyah period of Bin Abu Sufyan. It is very interesting to study more deeply in the Umayyad administration system during the period of Muawiyah ibn Abu Sufyan's leadership, there was a major breakthrough in his administration with the open concept of Roman (Byzantium) Muawiyah Bin Abu Sufyan pioneering and pioneering the birth of the first bureaucratic system and state system in the history of civilization in Islamic government in the world. The bureaucratic system and the government system of the government of Muawiyah Bin Abu Sufyan, later became a reference for the system of Islamic governance in the future even today. The system of government during the Muawiyah bin Abu Sufyan period was in general and structured. For the sake of creating a good and directed governance system, several government departments (bureaucracy) and state institutions with different tasks, roles and functions for each department. The presence of the bureaucratic system and the government system is very helpful in the governance process, including the bureaucratic system, namely office work (postal correspondence), departmental stamps, transportation offices, secretarial offices, financial offices and trade watch offices, while the government system is implemented with a guard office  and police station.Keywords: Good Governance, Ummayah Dynasty Government System, Muawiyah Bin Abu SufyanAbstrakStudi dalam tulisan ini adalah membahas mengenai prinsip-prinsip pemerintahan yang baik (good governance )  yang diterapkan dalam sistem administrasi pemerintahan Islam pada dinasti Umayyah di Syiah (Damaskus) khususnya selama periode kepemimpinan Muawiyah Bin Abu Sufyan. Sangat menarik untuk dikaji lebih dalam lagi bahwa dalam sistem administrasi Umayyah pada periode kepemimpinan Muawiyah bin Abu Sufyan, telah  terjadi terobosan besar pada pemerintahannya denga mengadopsi konsep pemerintahan dari Romawi (Byzantium) Muawiyah Bin Abu Sufyan telah merintis dan mempelopori lahirnya sistem birokrasi dan sistem keamanan negara pertama dalam sejarah peradaban pemerintahan Islam di dunia. Bahkan sistem birokrasi dan sistem institusi keamanan dari pemerintahan Muawiyah Bin Abu Sufyan, kemudian menjadi acuan bagi sistem pemerintahan Islam dikemudian hari bahkan hingga saat ini. Sistem pemerintahan selama periode kepemimpinan Muawiyah bin Abu Sufyan dikelola secara teratur dan terstruktur. Demi menciptakan sistem pemerintahan yang baik dan terarah, beberapa departemen pemerintah (birokrasi) dan lembaga keamanan negara  dibentuk dengan pembagian tugas, peran dan fungsi  yang jelas bagi masing-masing departemen. Kehadiran dari sistem birokrasi dan sistem keamanan tersebut secara sistematis sangat membantu dalam proses pemerintahan, diantara dari sistem birokrasi tersebut,di antaranya adalah kantor pos (korespondensi pos), stempel departemen, kantor transportasi, kesekretariatan, kantor keuangan dan kantor pengawas perdagangan, sedangkan sistem keamanan diimplementasikan dengan kantor pengawal dan kantor polisi.Kata kunci: Good Governance, Sistem Pemerintahan Dinasti Ummayah, Muawiyah  Bin Abu  Sufyan

Abstract

This study aims to: To determine the extent to which efforts to develop e-government that has done the Dinas Pendidikan Pemuda dan Olahraga Palembang, and what aspects are the supporters and the inhibitor in these efforts. Perspective approach used in this study is qualitative research, research that retrieve data using interviews as a means of collecting primary data. Based on the interview can be drawn the following conclusions: Effort has been the Dinas Pendidikan Pemuda dan Olahraga Palembang in developing e-government, new limited provision of infrastructure, application systems, and training of human resources, and the aspects of the support in these efforts, among others, the Department Head will provide a budget to build e-government, and a commitment to providing the best service, fast and vibrant to the community, and than aspects that become an obstacle in these efforts, among others, human resource capacity to manage e-government is very limited, yet not used to document all existing activities, and application development of existing systems are still shaped islands that are not yet integrated applications from each other . Abstract

Research Objectives to determine the implementation of the process of levying services market fees Azhar in Banyuasin regency and to find out the barriers that occur in an effort to increase the original income of Banyuasin regency. Metoede The research used is Qualitative Methods, Data or information collected through interviews to informants. Data Analysis Techniques used in this study using data collection, reduction, data presentation and conclusion. The result of the research shows that the Process of Retribution Levy of Market Service in Increasing Local Original Income has not been effective. This is seen from the unconsciousness of traders in the obligation of retribution and the presence of traders who do not pay the levy in accordance with the tariff that is implemented by the Government of Banyuasin. In addition, the officer's affirmation was not enough to make them pay the tariff they wanted. Keywords : Retribution, Local Original Income
