Abstract

Law Number 25 of 2004, mandates that the National Development Planning system (SPPN) is a unified development planning procedure to produce long-term, medium-term and annual development plans, which are implemented by state administrators at the central and regional levels. The Karangasem Regency Government's Vision and Mission, which has been outlined in the Karangasem Regency RPJMD, is described into Programs, Activities and Sub-Activities implemented by Regional Apparatus. The implementation of Programs and Activities by each Regional Apparatus, each Fiscal Year must be accounted for. The performance of the Karangasem Regency Government in terms of geographic and demographic aspects, community welfare aspects, public service aspects, and competitiveness aspects, the budget allocated and the performance achievements obtained, have not yet been fully realized optimally. Planning as an element of management plays an important role in achieving the goals of an organization. The theory used in this research is the Collaborative Governance Theory, which suggests the importance of collaboration between related parties in regional development planning. Using Qualitative Methods, this research aims to determine the Collaborative Governance of Regional Development Planning in Karangasem Regency, Bali Province. Through Soft Strategy Mathematics Analysis, it is known that Collaborative Governance between Government, Academics, Private and Community needs to be optimized. By adding one indicator to each dimension in the Collaborative Governance Theory, a model is then recommended that can be used in regional development planning in Karangasem Regency, Bali Province.

Abstract

This research aims to (1) understand why bureaucratic reform in the Regional Government of Pesawaran District, Lampung Province has not been successful, and (2) propose an effective model as a recommendation for improving the realization of regional government bureaucratic reform policies in Pesawaran Regency, Lampung Province. The method employed in this research is qualitative, utilizing the theoretical approach of the CIPP Model (Context, Input, Process, and Product) by Stufflebeam to uncover and discuss issues arising from the implementation of Regional Government Bureaucratic Reform Policy Evaluation in Pesawaran Regency, Lampung Province. The study uses qualitative analysis to answer the research problem formulation derived from the execution of the bureaucratic reform policy evaluation in Pesawaran Regency. All data were directly obtained from field informants through interviews and document studies. The results conclude that the bureaucratic reform policy in Pesawaran Regency has not been successful due to the policy implementation being merely formal administrative (context) without the support of a conducive organizational environment (input) and effective governance (process), and the broad scope of bureaucratic reform policy evaluation has not been implemented comprehensively (product). A solution model is proposed for the reasons behind the reform policy failure in Pesawaran Regency, Lampung Province, which includes Leadership, Reward and Punishment, Capability, Systematic and Collaborative approach, Digitalization, Proportional and Consistent efforts, and Responsiveness. These elements should be implemented mutually and inclusively.

Abstract

This study analyzes the implementation of the GNPSDA Program in structuring oil palm plantation licensing in Indonesia using the Grindle approach and adding two exogenous variables from the Institutional Analysis Development (IAD) approach. Through a qualitative approach, researchers explore information from various key informants, document review and spatial data review to find factors that affect the implementation of the GNPSDA program and formulate future GNPSDA strategy improvements. The research findings state that all policy content variables including interest affected; type of benefit; extent of change envisioned; site of decision making; program implementors; and resources committed and implementation context variables including power, interest, and strategy of actors involved; institutions and regime characteristics; compliance and responsiveness as well as two IAD variables namely biophysical characteristics of palm oil and community attributes affect the implementation of the GNPSDA Program. In addition, the study also found that the variables influence each other. However, due to limitations, this study did not conduct causality analysis between variables. The research suggests that the KPK and the Ministry of Agriculture should be able to adopt the formulation of the GNPSDA strategy as an effort to improve governance and prevent corruption in the palm oil licensing sector in the future. In addition, for future research development, it is necessary to do tracing between variables to identify causal relationships between variables so that in-depth analysis is obtained.

Abstract

The study aims to analyze the effect of trade misinvoicing on VAT and the role of regulatory quality in reducing the effect of trade misinvoicing on VAT. The study uses a panel data structure with a sample of 53 developing countries from 2002 to 2019. It is estimated using static and dynamic panel approaches using the GMM model. The estimation results show that trade misinvoicing significantly reduces VAT, but regulatory quality does not reduce the effect of trade misinvoicing on VAT. The study also shows that regulatory quality affects increasing VAT, and the previous period's VAT revenue also has a positive and significant effect on VAT revenue for the current period. By region group, trade misinvoicing experienced by countries in Europe & Central Asia and Middle-East & North Africa affected the decline in VAT.

A shift in governance system from centralization to decentralization occurs during the era of regional autonomy that drives regional government to explore and develop the regional potentials in order to make regions be able to independently administer their government. This study is aimed to analyzed the role of the tourism sector in achieving regional fiscal independence and its impact towards community welfare. This study used panel data from 9 regencies/city in Bali Province that covered the period from 2013 to 2020 and were estimated through Partial Least Square-Structural Equation Modelling (PLS-SEM) analysis method. The result shows that the tourism sector has a vital role in achieving regional fiscal independence. The increase in number of tourist visits results in tax revenues and tourism sector retribution that contribute to the local own source revenue. This revenue is subsequently able to be utilized as regional government to finance infrastructure development that will enhance public services and eventually improve the community welfare.
