Jurnal Dinamika Global is a scholarly International Relations journal which is published two volumes a year in June and December by School of International Relations of Faculty of Social and Political Science of Jenderal Achmad Yani University (UNJANI), Cimahi. The journal covers broud subject areas ranging from security studies, diplomacy, global political economy, ecological issues, foreign policy, regionalism, peace studies and conflict, transnational issues, etc. Dinamika Global means that articles which are submitted must discuss global issues and have global perspectives. The Editor welcomes articles submission from academics, researchers, also practitioners from local and abroad to enhance our understanding regarding global dynamic.

Abstract

This research analyzes Iran's strategies in dealing with disruptions in the oil sector due to US sanctions during the 2018–2020 period, coinciding with the US withdrawal from the Joint Comprehensive Plan of Action (JCPOA). Iran initiated its nuclear program in 1957 under Atoms for Peace but suspended it in 1979 under Ayatollah Khomeini. In 2013, Iran engaged in negotiations with the P5+1, leading to the JCPOA three years later. However, in 2018, Trump withdrew the US from the JCPOA, imposing economic sanctions on Iran through five Executive Orders (EO) during 2018-2020, causing disruptions in the oil sector and negatively impacting the country's economy. Iran responded by strengthening bilateral ties and employing innovative approaches. The research, using qualitative and descriptive methods with secondary data sources, such as literature from books, documents, journals, newspapers, magazines, and online articles. The conceptual framework involves international economic sanctions and economic security, revealing that the US sanctions achieved constraining and signaling objectives but failed to coerce Iran. Despite economic challenges, Iran maintained its nuclear program, achieving constraining and signaling goals, while diversifying exports and adopting innovative strategies to counter the sanctions.

Abstract

Through Postmodernism, issues in the global world have been through modernization and able to be seen from another perspective. Variety of films with theme of superheroes, such as Black Widow and Sri Asih, have attracted attention significantly. Both films can be a medium to translate messages and realities in current society. Therefore, this research focuses on the meaning of international issues through Black Widow and Sri Asih based on Postmodernism theory. The result shows that the meaning of social issues from both films are valid and well-suited with current reality. Furthermore, it describes hidden meanings which are also related to social issues, especially prominent issues that being concerned by international organizations. The conclusion of this research is the international world no longer depends on traditional media to see current international issues. Modern media such as films are possible to used as well to interpret the intended message.

Abstract

Decentralization experiences were quite different in each country. This difference can be seen in the authority given to local governments, which has an impact on development efforts produced by local governments. This research uses the concept of decentralization in looking at development in Indonesia and South Korea. The differences in the implementation of decentralization in the two countries can then be explained by the development carried out by the local governments of Makassar City and Ulsan City. Indonesia and South Korea have several differences in the formation of the decentralized system and the implementation of the decentralized system in each country. This shows that in the development process, both have different roles and influences, Makassar emphasizes foreign cooperation which is dominated by infrastructure development and human resource development, while Ulsan has a fairly high intensity of foreign cooperation and prioritizes foreign cooperation in the industrial sector with export-oriented, this shows the difference in policy influence provided by the two cities.

Abstract

This research aims to analyze the form of security threats built through the relational relationship between refugees, UKIP, and Euroscepticism in the UK, as well as the formation of the discourse of security threats that occurred in the UK in 2016, using the theories of securitization, economic security, and Euroscepticism. The research method used in this article is descriptive-analytic, with data collection techniques in the form of a literature review sourced from books, journals, articles, official internet sites, and reports related to this research. The results of this study show that the presence of refugees in the UK creates economic inequality due to unequal economic distribution and is signaled as an economic threat as a referent object. The entry of Euroscepticism in the UK has influenced the public opinion of the UK society, which makes it easier for the right-wing party UKIP to exist and be popular

Abstract

The issue of human rights violations against the Uighur ethnic group in Xinjiang, China, has drawn attention from Western countries as promoters of human rights and Muslim-majority nations, within the framework of solidarity. For Indonesia, the issue of human rights violations against the Uighur ethnic group poses a dilemma. This dilemma stems from Indonesia's status as a member of the UN Human Rights Council for the 2020-2022 period and as a country with a Muslim-majority population, while China, accused of committing human rights violations against the Uighur ethnic group, is a strategic economic partner. Based on this context, this paper aims to discuss the question of Indonesia's role in the issue of human rights violations against the Uighur ethnic group in the years 2020-2022. The purpose of this paper is to describe and analyze Indonesia's role using K.J. Holsti's theory of national roles, based on identity and interests from a constructivist perspective. The paper finds that Indonesia plays three roles in the issue of human rights violations against the Uighur ethnic group: independent, example, and bridge. These roles are based on Indonesia's identity as a middle power country with economic interests and its identity as a member of the UN Human Rights Council.

Abstract

Russia's invasion of Ukraine has been two years old. This large-scale military attack initially aimed to overthrow President Zelensky, who sought Ukraine to align with NATO. The anticipated swift campaign has so far failed to yield positive results for Russia, instead, the specter of failure looms large, with casualties on the Russian side, loss of territories held by Russia, and Russian defeats in battles in several regions. This paper aims to explore the reasons why the Russian invasion was unsuccessful. Using a perspective of war strategy and qualitative descriptive research methods, this study demonstrates that Russia's failure in the invasion of Ukraine is due to weak planning, weakness of logistics, morale of Russian troops, and rejection from the international community. Through an in-depth study of Russia's failure, this research contributes to the development of knowledge and enrichment of the understanding of the importance of geo-strategic factors in international relations.

Abstract

This study highlights the vital role of Customs in overseeing freight forwarding companies (FFCs) and efforts to enhance compliance with customs regulations. Customs is responsible for safeguarding national security, protecting domestic industries, and ensuring fair market competition. However, complex challenges arise, particularly regarding FFCs' compliance with regulations. Many FFCs face difficulties in managing customs documents due to lack of knowledge and adequate systems, often resulting in goods seizures and consumer dissatisfaction. To address these issues, the study recommends several strategic steps. Firstly, Customs should implement comprehensive and regular audits of FFCs, including document checks, physical inspections of goods, and internal procedure evaluations. Audits help identify non-compliance and provide improvement recommendations. Secondly, leveraging information and communication technology (ICT) such as online platforms for document reporting and verification can enhance efficiency and transparency. The use of big data technology and predictive analytics can also assist in risk assessment. Effective communication with the public is crucial to increase understanding of procedures and reasons behind goods seizures. Through public education and responsive customer service, Customs can mitigate public dissatisfaction. Collaboration with other relevant agencies such as the Ministry of Trade and Quarantine Agency is also necessary to expedite document verification processes. Training and capacity building for Customs staff must also be enhanced. In conclusion, by implementing these strategic measures, Customs is expected to improve performance and public trust in both Customs and FFCs, creating a fair and secure trading environment that supports economic growth and societal welfare.

Abstract

Defense cooperation is something that is very important for Indonesia, especially when it begins to identify various potential threats through an outward looking view of the Indonesian defense system. In this situation, Indonesia needs to increase its defense cooperation with countries in Southeast Asia to fulfill its national interests, namely to establish regional stability as an effort to overcome various potential threats. In this situation, Southeast Asia is in the middle of the Indo-Pacific region which is very strategic and is always contested by major world powers, in this case the rivalry between the United States and China which want to spread their influence in the Indo-Pacific region. This research aims to look at the role of Ditkersinhan as a government institution in Indonesia which is fully responsible for international defense cooperation, specifically in the role of defense cooperation with countries in Southeast Asia. This research uses a qualitative-descriptive approach using literature study and interview data collection techniques. The results of this research show that Ditkersinhan plays a very active role in all defense cooperation carried out by Indonesia, for which Ditkersinhan has responsibility from the opening of the cooperation dialogue to the preparation of the draft agreement which is the result of the cooperation carried out. Ditkersinhan's role is said to be effective as proven by the large number of defense collaborations carried out by Indonesia with countries in the Southeast Asia region.

Abstract

This paper aims to analyze China's strategic moves to achieve mutual concession in the issue of normalizing relations between Saudi Arabia and Iran. Furthermore, this paper explains the change from enmity to friendship between Saudi Arabia and Iran, explaining China's strategic foreign policy moves in the Middle East. The concepts of foreign policy, diplomatic bargaining, and enmity-amity are used to analyze the issues raised in this paper. Certain international reports and analyses, as well as some official documents and literature, will be obtained to collect some data to provide an overview of the focus of the analysis as described by qualitative research focusing on literature study. The main findings in this analysis explain that foreign policy supported by economic capabilities has encouraged China's foreign policy to expand the scope of partnerships that affect economic, political, and security developments in the Middle East through the stages of diplomacy to improve China's bargaining position. This not only provides space for China to contribute to the Middle East but also at the same time provides China with space to expand its influence while increasing the competitive side in the competition between China and the US in the Middle East. The results of this paper emphasize the need of a foreign policy direction that in line with the national interests and supported by diplomatic skills is needed to increase the role and global contribution regarding the national strategic interest.

Abstract

In 2000, the Economic Community of West African States (ECOWAS) proposed the idea of a single currency. To this day, however, this plan remains unsuccessful despite several attempts being made to proceed with this ambition. This article will examine this failure from the perspective of regional diffusion theory, which suggests that one regional institution’s success will push others to follow its path. In examining this problem, this research uses primary literature from official documents of ECOWAS and secondary literature from related academic journals. The result of this research is that the soft persuasion explanation of regional diffusion is insufficient to replicate regionalism in other regional institutions. Thus, this paper argues that external actors’ hard prevention also contributes to diffusion failure using the ECOWAS case. e using the ECOWAS case.
