The journal covers broud subject areas ranging from security studies, diplomacy, global political economy, ecological issues, foreign policy, regionalism, peace studies and conflict, transnational issues, etc. Dinamika Global means that articles which are submitted must discuss global issues and have global perspectives. Abstract

Pandemi COVID-19 telah mengguncang fondasi ekonomi dan pembangunan infrastruktur di negara-negara ASEAN, memunculkan tantangan dan peluang baru dalam mewujudkan interkoneksi infrastruktur yang berkelanjutan. Dalam menghadapi ketidakpastian ini, pembangunan infrastruktur berkelanjutan menjadi krusial untuk mendukung pertumbuhan ekonomi yang inklusif dan mengatasi tantangan lingkungan di masa depan. Penelitian ini menggunakan metode tinjauan literatur untuk merinci dan memahami berbagai aspek pembangunan infrastruktur berkelanjutan di ASEAN. Rumusan masalah penelitian ini adalah memahami peluang dan tantangan dalam mewujudkan interkoneksi infrastruktur di ASEAN pasca pandemi COVID-19. Dalam analisisnya, peneliti membahas pentingnya konsep infrastruktur berkelanjutan, yang tidak hanya mencakup pembangunan fisik yang tahan lama, tetapi juga integrasi aspek-aspek sosial, ekonomi, dan lingkungan. Di era perkembangan global yang terus menerus, infrastruktur berkelanjutan menjadi fokus utama dalam mendukung pertumbuhan ekonomi yang inklusif tanpa mengesampingkan kelestarian ekosistem alam. Diskusi mengenai peluang mencakup akselerasi ekonomi berkelanjutan, transisi menuju energi bersih, digitalisasi, peningkatan infrastruktur transportasi, dan peningkatan kesiapan dalam penanggulangan bencana, serta peningkatan infrastruktur air dan sanitasi. Namun, tantangan-tantangan seperti keterbatasan keuangan, ketimpangan infrastruktur antara negara-negara ASEAN, aspek lingkungan, dan peran sektor swasta dalam investasi dan pengelolaan infrastruktur menjadi hal-hal yang perlu diatasi. Penelitian ini diharapkan dapat memberikan pandangan mendalam tentang upaya-upaya yang diperlukan untuk mencapai interkoneksi infrastruktur berkelanjutan di ASEAN pasca pandemi COVID-19.

Abstract

The research aims to understand the impact of the normalization of diplomatic relations between Israel and Arab countries on Indonesia's foreign policy in the Middle East. The signing of the Abraham Accords in 2020 is a new chapter in relations between Israel and Arab countries. Four Arab countries - the United Arab Emirates, Bahrain, Sudan, and Morocco - decided to normalize diplomatic relations with Israel. This has an impact on political dynamics in the Middle East region. Indonesia, the country with the largest Muslim population in the world and a country that consistently fights for Palestinian independence, has the potential to be affected by the normalization of diplomatic relations. This research used qualitative research methods which were descriptive analysis. The data collection technique used was literature study. The data analysis technique used in this research was content analysis. The research results show that Indonesia's foreign policy is not affected by the normalization of diplomatic relations between Arab countries and Israel. Indonesia is consistent in fighting for peace and the fate of the Palestinian people in accordance with international parameters, UN resolutions and the Arab Peace Initiative.

Abstract

his research analyzes the efforts of the European Union (EU) in overcoming climate change through the European Green Deal (EGD). Neoliberalism perspectives, Neoliberal institutionalism theory, and sustainable development are used to further analyze energy transitions and sustainability in EGD. The importance of EGD to the EU climate policy sustainability shows the expansion of sector coverage and progress in achieving the goal, being climate neutral by 2050. Through EGD, the EU is carrying out an energy transition with a wider sector coverage, such as buildings, industry, food, and agriculture. In order to achieve common goals, it is necessary to implement EGD as the European Union's foreign policy. EU efforts through EGD policies and strategies are renewable energy, REPowerEU, Farm to Fork strategy, deforestation strategy, New European Bauhaus, and the European Sustainable Investment Plan to support the sustainability of EGD on financial allocation with a just transition mechanism

Abstract

Konflik Rusia-Ukraina dimulai pada tahun 2014 hingga saat ini. Pada tahun 2014, Rusia berupaya mencaplok wilayah Donbas dan Krimea. Upaya aneksasi Rusia dilakukan melalui serangan siber. Pada tahun 2022 Ukraina akan didukung penuh oleh senjata NATO. Penelitian ini bertujuan untuk menjelaskan mengapa Rusia melanjutkan serangannya dari penggunaan operasi siber hingga penggunaan militer penuh. Peneliti menggunakan analisis perspektif realisme ofensif, teori kekuatan besar dengan konsep “kekuasaan”, untuk mengelola konflik secara transformatif. Temuan dalam penelitian ini adalah upaya penguatan kekuatan militer Rusia juga dipengaruhi oleh kehadiran NATO yang mempunyai kepentingan di Ukraina. Dalam perebutan wilayah pengaruh antara dua aktor adidaya, NATO sebagai kekuatan besar berkepentingan menjadikan Ukraina sebagai benteng militer terdekat untuk membendung pengaruh Rusia di kawasan Balkan. Sebaliknya, Rusia sebagai kekuatan besar di kawasan Balkan berkepentingan menjadikan Ukraina sebagai buffer zone untuk mengantisipasi kemungkinan tekanan terhadap NATO Rusia dalam segala aspek, terutama secara militer.

Abstract

When President Joko “Jokowi” Widodo first came into power in 2014, he introduced his vision and commitment of transforming Indonesia into a global maritime fulcrum (GMF), highlighting the notion as his first grand strategy of his administration’s foreign policy. President Jokowi promoted the concept in multiple international meetings abroad, in which his foreign minister, Retno Marsudi, echoed the same ideas to various international dignitaries. President Jokowi’s administration even took it further by codifying the vision in 2017 through a Presidential Regulation on National Sea Policy. However, when President Jokowi took oath for a second term in 2019, it seems there have been less enthusiasm from himself and his newly sworn in administration regarding the grand strategy. This is shown with even the words surrounding the grand strategy have not been mentioned by the president or his ministers. Even though President Jokowi and his administration have not been blatant regarding the global maritime vision, the concept is still very much relevant and viable for such a vast archipelagic nation like Indonesia. The first term of Jokowi’s presidency has shown efforts of implementation of the GMF concept, but various limitations in economic, security, and foreign policy aspects have halted the progress. Maritime diplomacy is still a very important concern that President Jokowi must push before leaving office and will be an important legacy for his successor to build upon in the next administration. Despite that economic transformation and recovery have been the priority of President Jokowi’s second term administration, it withholds the potential of Indonesia if a wider spectrum of maritime strategy is not brought forward. Indonesia holds the capacity to become a global maritime power and it is unjust to the nation if the country does not hold the steering wheel of maritime influence in the region. The GMF may have not been the strongest starting point, but neither should the concept be dismissed completely. It could always be built on with a more comprehensive and systematic strategy in order to reach the same means. Though the current state of the GMF lies more on the side of rhetoric, the materialization of the idea should not be a halted relay at the current administration. Bridging the progress of the GMF with the prospects that it holds in the future should be brought upon in the transition of power when Indonesia elects its next president in 2024. Abstract

The formation of the AUKUS alliance by the United States, Britain, and Australia in September 2021 concerns Indonesia in maintaining stability and security in the Asia Pacific region. As a key player, Indonesia responded to AUKUS with the principle of "Free and Active" in its foreign policy. This principle allows Indonesia to maintain relations with various powers without firm expressions of support or opposition. Indonesia continues to monitor AUKUS and adopts hedging strategies to reduce risks. This effort involves increasing military capabilities and regional cooperation. Indonesia's stance includes efforts to maintain stability, act as a mediator, and participate in international forums for the sake of peace and cooperation. An approach based on " Free and Active " helps Indonesia maintain positive relations with the United States, Britain, and China, while continuing to play an active role in the stability and security of the Asia Pacific.

Abstract

Artikel ini bertujuan untuk menganalisis eksistensi Indonesia pada rezim internasional CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora) dalam menangani kejahatan lingkungan transnasional terkait perdagangan satwa liar. Fokus utama adalah mengidentifikasi dan menganalisis problematika yang dihadapi Indonesia dalam melaksanakan CITES untuk mengatasi kejahatan lingkungan. Dalam membahas topik ini, pendekatan yang digunakan mencakup perspektif liberalisme, teori kejahatan lingkungan transnasional, konsep rezim internasional, dan metode penelitian berbasis kualitatif. Penemuan dalam artikel ini mencerminkan bahwa Indonesia menganggap CITES sebagai pedoman dalam proses legislasinya dan telah berkomitmen untuk mematuhi ketentuan rezim ini dalam rangka melindungi satwa liar yang terancam punah dari perdagangan internasional. Melalui keterlibatan dalam rezim internasional CITES, Indonesia mengembangkan berbagai strategi dalam menghadapi permasalahan kejahatan lingkungan ini yang dibagi ke dalam lima sektor, termasuk aspek hukum, politik, lingkungan, sosial dan budaya, serta teknologi informasi dan komunikasi.

Abstract

Kerjasama Indonesia dan Korea Selatan telah terjalin di berbagai bidang, termasuk di bidang teknologi, salah satunya kerjasama dalam pembangunan pabrik mobil listrik. Tujuan penulisan ini adalah untuk mengetahui pengaruh kerjasama Indonesia dan Korea Selatan dalam Pembangunan Pabrik Mobil Listrik di Indonesia, serta alasan mengapa Indonesia yang menjadi negara di Asia Tenggara yang membangun pabrik mobil listrik. Metode yang digunakan adalah metode penelitian kualitatif, dengan sumber data sekunder, serta teknik analisa deskriptif kualitatif. Dengan menggunakan teori diplomasi dan konsep kerjasama, kesimpulan yang didapat yaitu kerjasama Indonesia-Korea Selatan dalam pembangunan pabrik mobil listrik menjadikan Indonesia sebagai negara pertama yang melakukan pembangunan pabrik kendaraan listrik di Asia Tenggara dan dapat menjadi magnet atau daya tarik tersendiri bagi negara-negara lain untuk melakukan kerjasama dengan Indonesia.

Abstract

The phenomenon of using mercenaries in armed conflicts has been a controversial issue around the around the world since BC. However, until now the phenomenon still exists, especially since Russia's attack on Ukraine in 2022. This global phenomenon raises a question, "how is the phenomenon of mercenaries in the perspective of the State Defense System ? And what are the implications of the implementation of mercenaries in the perspective of the National Defense System?” This research uses the theory of Geostrategy, National Security, State Defense System, and the Concept of State Defense as the basis of analysis. The researcher will analyze the concept of State Defense in the Indonesian State Defense System with parameters of the Basic Values of State Defense, namely 1) love for the country, 2) aware of the nation and state, 3) believe in Pancasila as the state ideology, 4) willing to sacrifice for the nation and state, 5) have the initial ability to defend the country. The research method uses a qualitative approach based on literature data sources. The results of the research analysis are that, based on the Indonesian State Defense System, the presence of mercenaries has not become a significant phenomenon in armed conflicts. Citizens who will defend their country are Indonesian citizens who have met the requirements of the Basic Values in State Defense. The implication of the use of mercenaries in Indonesia is that the state will lose control of its military power. Abstract

This paper discusses the evolution of crimes related to artificial intelligence technology, responses, and mitigation initiatives the European Union took. This study aims to provide information about the early development of AI and how it is used as a tool for cybercrime called Deepfake. The qualitative research methodology will collect data for this study to gain information from various sources, such as pertinent books, news articles, and journals. The authors found that artificial intelligence, or AI, has become essential to daily life. While it has provided benefits, it also created new problems, such as artificial child pornography and porn being exploited for various reasons. This becomes a significant international risk to cybersecurity. The sensitivity and intricacy of this topic call for coordinated efforts from many different parties. In response to this problem, the European Union has formed solutions that Indonesia could learn from.
