Abstract

The house as one of the basic human needs, ideally should be owned by every family, especially for people with low incomes and for people who live in densely populated areas in urban areas. The state is also responsible for providing and facilitating the acquisition of houses for the community through the implementation of housing and residential areas, including for Civil Servants at the Indonesian National Police (PNPP). The research that has been carried out by the Indonesian National Police Research and Development Center aims to: mapping the availability and potential of housing availability for PNPP along with the physical, environmental and socio-geographic characteristics of the building, map regulations, policies and other provisions related to PNPP housing tenure, get an overview of the willingness to buy the right one. obtained through shopping behavior, investment, characteristics of interest, inclination, and ability to buy, as well as designing strategic formulations of policies for strengthening housing programs (official houses and ownership houses for PNPP). In this study, data collection was carried out using a questionnaire and Focus Group Discussion (FGD), with a sample location of 12 Regional Police of the Republic of Indonesia. The conclusion of the research is that the Indonesian National Police Chief's program to fulfill PNPP needs with a target of 100,000 houses, which is part of the Indonesian National Police Chief's 100-day program, shows that the Indonesian National Police Chief's determination to meet the welfare of members/PNPP through housing must get the attention of all head of work unit from all levels of the Police. Private housing for PNPP is very important and strategic to support the duties of the Police wherever they are assigned to ensure work professionalism and are active in maintaining security and social order in Indonesia

Abstract

This evaluation research is hoped that will obtain data, facts and information about the quality and use of uniformed police PDH and civil servant PDK at the National Police so that recommendations for improving the use of PDH and PDK can be given. This research method uses a mixed method, which is a combination of quantitative methods supported by qualitative methods. Qualitative data collection was carried out by means of in-depth interviews with informants consisting of key officials and members of the National Police in 10 (ten) Polda and 34 (thirty four) Polres Rankings as samples. Total respondents in this study were 1953 people.The results of the evaluation showed that the quality of PDH police who were not in uniform had several aspects that were satisfactory, but they still found clothes that felt hot, hot when worn and did not absorb sweat, sizes and seams did not match the members' postures. Supervision is carried out by the PJU Polda and the bearer of the Logistics function. Polres have not been maximally involved in planning, procurement and supervision. The use of PDH police without uniforms has a very positive impact, including increasing a sense of cohesiveness and a sense of kinship, fostering pride, motivation and humanity as well as the professional attitude of members in their duties.

Abstract

The need and importance of realizing Kamtibmas stability as mandated by the constitution through Law No. 2 of 2002 that in realizing the synergy of public relations and the Police, the Police are tasked with fostering the community to increase community participation, community legal awareness and citizen obedience to laws and regulations. The National Police, through Community Policing efforts, has inflamed the internal ranks of the Police and socialized it to the public. Until now, only 38,477 Bhabinkamtibmas have been held, around 46.15%. Fulfillment of the 53.85% shortfall can be fulfilled if a Polmas officer can be assigned. In order to realize the achievement of increasing the Kamtibmas Index and strengthening Harkamtibmas, the National Police Research and Development Center conducted research on Strengthening the Role of Community Policing to Realize Kamtibmas Stability for National Development using a qualitative approach and secondary data collection. Respondents and informants consisted of internal and external police officers. The Internal Police consists of Polda Officers, Polres, and related Polres members. Externally, the National Police are Community Leaders, Religious Leaders, Traditional Leaders, Youth Leaders, Government Agencies (Kesbangpol), Village/Lurah Heads, Babinsa, FKPM, Pokdar Kamtibmas, NGOs/Ormas. The results of the study stated that: The implementation of Polmas duties is still understood as Bhabinkamtibmas officers so it is necessary to socialize Perpol No. 1 of 2021 concerning Polmas; The coordination of the Binmas function with other technical functions has not been optimally implemented because there has not been cross-functional knowledge transfer; Cross-functional and stakeholder coordination activities need to be optimized; Development of the ability to detect, identify and solve security and order problems for the community must be carried out on an ongoing basis; Polmas implementation through partnerships is implemented but needs to be optimized; Understanding of the partnership between Polri and the community through Polmas is still low; The partnership between the Police and the community in the implementation of Community Police has been carried out, but through institutions outside the FKPM.

Abstract

ABSTRACT This study aims to find out what factors influence the use of vehicle data collection applications at the National Police Research and Development Agency, in addition to providing information about official vehicle data, it will also make it easier for employees in charge of managing logistics, especially for official vehicles, which are very large in number. using quantitative methods. the data collected is secondary data, with observation techniques, interviews and data validation. through direct observation see further problems in the field. from the results of this study it can be concluded, with this data collection system the data processing process becomes easier, more accurate and saves time. This data collection application includes the identity of the owner, vehicle number, brand, etc., another advantage is being able to print vehicle user reports with a timeframe in real time, so that data accuracy can be guaranteed and minimize the occurrence of duplicate data. Abstract

Tujuan penelitian ini adalah untuk mengetahui teknik mengkonstruksi instrumen yang berupa butir soal High Order Thinking Skill pada materi Aeronautical Decision Making di dalam pelaksanaan Pendidikan Pengembangan Spesialisasi siswa penerbang Polri. Penelitian ini melibatkan 44 siswa penerbang Polri baik yang sedang melaksanakan Pendidikan maupun yang sudah melaksanakan Pendidikan Pengembangan Spesialis (Dikbangspes) dengan posisi sebagai kapten penerbang dan copilot dan mengerjakan 20 butir soal HOTS. Metode yang digunakan adalah metode pengembangan serta menggunakan tahapan pada teori Borg dan Gall. Dilihat dari hasil validitas secara kualitatif, perhitungan dengan menggunakan Jmetriks versi 4.1.1 untuk nilai realibilitas, taraf sukar butir, daya beda serta fungsi pengecoh, maka penulis menyimpulkan bahwa perlu dilakukan perbaikan kembali pada kualitas soal, selain itu peneliti menilai bahwa siswa penerbang sudah memahami dengan konsep aeronautical decision making atau terutama dalam pengambilan keputusan. Hal ini karena selalu diajarkan dan diulang-ulang dalam setiap materi praktek terbang sehingga siswa dapat menjawab materi soal dengan baik.

Abstract

This paper will evaluate the interdiction method that the Indonesian government employs in their ongoing war on drugs. The interdiction policy is divided into two components: first, reducing supply of drugs by intensifying crackdowns on illicit drug shipments from abroad and closing down hidden shipping lanes; and second, diminishing demand by enacting tough drug laws for users and traffickers alike in order to discourage the usage and labour for trafficking. The paper concludes that, like with any interdiction approach used globally, it is hampered by the balloon effect’s impact of route displacement and the hydra effect of the large incentive associated with trafficking, causing the inelastic nature of the drug trade. Although this study confirms that drug interdiction strategy is inefficient, interestingly it continues to be a popular policy among Indonesian politicians, law enforcers, and citizens, which could dissuade the desire for alternative approaches to addressing the illicit drugs issue.

Abstract

Based on a phenomenon that the feasibility of the quality of the detention room is still a problem, one of which is in the aspect of the appropriateness of the quality of the detention room, especially regarding security and safety. Taking the example of the fire that occurred at the Class I Penitentiary (Lapas) Tangerang (tribunnews.com, September 8, 2021) where 122 detainees lived and killed 49 detainees during the fire, is a phenomenon that occurred in the detention room. This study uses a mixed-method approach, namely a combination of quantitative methods and qualitative methods. This approach is intended to obtain input data that is different from the collection technique for the sharpness of data analysis. This mixed-method contains elaboration of questions that focus on fulfilling human rights standards in 2 (two) aspects, namely the feasibility of the quality of the detention room building and the quality of public service facilities in the detention room. Based on the discussion and results of the analysis, it can be concluded that overall the condition of the Polri detention rooms in 11 Polda areas is still in a decent condition where the presence of CCTV in the detention room and drinking water facilities in the detention room are a public service facility for the detention room in a decent condition. The recommendations obtained from this research are 1). The need for improvement regarding the height of the ceiling and ventilation which must be safe from the reach of prisoners, 2). there needs to be technological innovation in intelligent detention rooms to improve public services, 3). There needs to be an additional temporary room for drug prisoners and a separate room for infectious disease prisoners, 4). there must be a separate detention room that can be used multi-functionally within the framework of providing guarantees for the protection of detainees' human rights.

Abstract

This research on the level of public trust in Polri's performance in 2022 aims to measure the extent of public trust in Polri's performance in the field of police operational functions, namely Binmas, Intelligence, Traffic, Criminal Investigation and Sabhara. This research uses a mixed method which is a combination of quantitative and qualitative. The quantitative method used is a survey with a total of 50,435 respondents spread across 185 Polres in 34 Polda with a tolerance margin of error of 5%. The qualitative methods used are Focus Group Discussion (FGD) and in-depth interviews. The results of this study indicate that the value of the National Police Public Trust Index (IKM) in 2022 is 85.56 in the Very Good category. IKM Polri scores for each operational function, namely the Binmas function, 83.33; Intelkam function 87.14; Then function 85.34; Crime function 85.76; and Sabhara function 86,23. Based on the regression results on the questionnaire data, the factors that influence the IKM Polri in each operational function are categorized into; a) superior service, b) service needs improvement, c) service needs improvement. The public's perceptions and expectations also vary which shows that the community is very enthusiastic about the service programs provided by the police, such as: the Bhabinkamtibmas approach pattern with a religious and cultural basis, improving technological facilities and infrastructure in the service sector, increasing the ability to investigate cyber crimes in the digital era , and patrols in vulnerable places. Meanwhile, the police's internal perspective has also made breakthroughs and service innovations to increase public trust, such as: optimizing the presence of the police in the neighborhood, applying technology in the field of operational services, and forming special teams for crime prevention. However, there are still obstacles for Polri personnel in providing excellent service to the community, such as the limited number of personnel, limited technological facilities and infrastructure that are not evenly distributed in the region, the lack of an orderly culture of community traffic, and the limited quality of investigator human resources. Therefore, the recommendations given are adjusted from the results of the regression test in each function, namely 1) take steps to maintain superior category services, 2) take steps to improve category services that need to be improved, and 3) take steps to steps to revitalize services that need improvement.

Abstract

Health services are one of the basic services by the government in addition to education services and basic needs. Likewise for PNPP, especially through the Police FKTP. However, until now research on health services in Polri has been dominated by health services in hospitals. In fact, FKTP plays an important role as a gate keeper in the national health service system. As a result, little is known about the Police's FKTPs. This study aims to determine health services in the Police FKTP in terms of four aspects, namely the availability of health facilities, the types of health services and their quality, the PNPP's understanding of health insurance owned and its utilization, and the constraints in managing the Police FKTPs in the sample Polda ranks. Based on the use of mixed methods with a triangulation strategy, the data collection for this research was carried out by distributing questionnaires with a Google form, FGD, and observing the Police FKTP. The sample Polda consisted of 11 Polda, namely Polda Aceh, Riau, Yogyakarta Special Region, South Kalimantan, West Sulawesi, West Papua, Maluku, West Nusa Tenggara, East Kalimantan, Bangka Belitung Islands, and Gorontalo. The number of respondents who filled out the questionnaire was 23,643 police personnel. The FGD at Polda was conducted with the Head of BPJS Kesehatan Branch Office, Karo SDM, Head of HR, Kabiddokkes, Head of Hospital, Head of Polyclinic. The FGD at the Polres was conducted with the Kapolres Wakapolres, Head of BPJS Branch Office, Head of HR, Kasidokkes.

Abstract

ABSTRACT The purpose of this study is to describe the steps and achievement indicators of the National Police, especially the Surabaya Polrestabes, in building Polri's emotional closeness to the community in order to respond to the Chief of Police's priority programs related to strengthening public communication. This research is a type of qualitative descriptive research, where the data sources are primary and secondary data and data collection techniques by way of literature study, interviews, documentation and observation. After the data was collected, it was analyzed using the instrument presented by Antin, L. (2016) related to meeting the emotional needs of individuals with emotional closeness and Stewart L. Tubbs & Sylvia Moss, (2009) regarding indicators of achieving effective public communication in order to obtain answers to research questions. The results of the study found that (1) the steps taken by the Surabaya Polrestabes related to individual emotional needs have gone well which are characterized by behavior supporting and accompanying residents, behavior of sympathy and empathy, responding to complaints and complaints from the community as well as finding and finding solutions, being able to provide support to community achievers and channel hobbies and interests; (2) indicators of achievement of public communication by Polrestabes Surabaya towards community members, as a result of the building of emotional closeness can be seen from a number of face-to-face activities such as Confide Fridays, Friday blessings, Sambang Patrols and so on, where Polri personnel have listened to residents' complaints properly and when asked by residents for advice, able to try to find and find solutions related to the cause of a citizen's problem, Polri personnel are able to take action and influence the attitude of citizens to jointly maintain security and order, Polri personnel are able to improve cohesiveness and social relations between citizens.
