Abstract

Crime science and police science have been well-developed in English-speaking countries, as evidenced in the literature. The two sciences are lacking in discussing Indonesia. This research will reveal crime and police science in Indonesia through the literature review. The method of this study is a narrative review. Articles, books, book chapters, and other grey literature (e.g., public documents) are examined to unearth the rise of crime science and police science in Indonesia. The themes used to investigate crime science and police science in Indonesia are constructed from a global literature review. The study concludes that crime science and police science exist in the literature. Nevertheless, the development is still lacking. This condition is caused by the lack of well-organized institutions facilitating the creation of literature. The police journals operated by the Indonesian National Police (INP/Polri) may become facilitating institutions for enhancing crime science and police science in Indonesia. Similar to the global literature, the development of the sciences is associated with police professionalisation, police education, and police research. Further studies are suggested to explore and assist the development of crime science and police science in Indonesia.

Abstract

Carrying out the HR function of the National Police must be able to act as an agent of change to play a role in forming competent and integrity members of the National Police. This research was carried out in 12 Polda and 105 Polres. Data was collected by distributing questionnaires to all the Heads of the Police Academy, FGDs with the main officials at the Polda and Polres, as well as FGDs with the Heads of the Police Academy. The results of the research show that in general, violations of discipline and the Police Professional Code of Ethics at Pama Akpol in Indonesia are still classified as moderate and low. Based on research findings and analysis, the recommendations for the development strategy for Police Academy leaders are as follows: first, strengthen the role of direct/indirect superiors; Second, it is necessary to consider the role of those carrying out the Propam function and the HR function at the Polres; Third, development of a coaching system in a sustainable and measurable manner; Fourth, revitalizing formal and informal approaches; Fifth, building the character of Pama Akpol through the general duty/preventive police function; Sixth, preventing intervention and policy consistency; Seventh, to maintain the continuity of the foster brother-sister pattern for the Postdiktuk Police Academy Pama; Eighth, routine coaching and close supervision; Ninth, improving supervision and welfare infrastructure; Tenth, special guidance must be prepared for Regional Police in the outermost areas; Eleventh, strengthen strategies for increasing the substance and objects of development.

Abstract

In crime investigation, which is an indicator of an investigator's performance, technology can assist the National Police in collecting electronic evidence, performing digital forensic analysis and using the latest search techniques. Improving investigative capabilities is important for tracking criminals, gathering strong evidence and investigating crimes more effectively. This research serves to analyse the relationship between competence and leader member exchange on investigator performance with anti perubahan as a moderating variable in the performance of Regional Police Criminal Investigation Investigators. Central Java. This research uses quantitative methods using questionnaires to collect the necessary data. The sample in this study consisted of 68 Regional Police Investigators in Central Java obtained through a simple random sampling method. The analysis used to process the data is moderated regression analysis using SPSS 25. The results of this research show that competency and leader member exchange have a positive and significant effect on investigator performance, and anti perubahan successfully moderates the influence of leader member exchange on investigator performance.

Abstract

The aim of this research is to explore strategies for leading personnel from the millennial generation and generation Z so that they become leaders who are transformative, humanistic and love their members. This research method uses a type of article review writing, where primary data and secondary data are obtained from books, journal articles and on-line articles. The research results show that (1) indicators of transformational leadership style in Police Inspector School graduates as agents of change can be seen from the ability to provide motivation, inspiration, foster member innovation, provide intellectual stimulation, clarify the roles of personnel, build solid team work and has charisma, especially towards the millennial generation and generation Z; (2) The impact of transformational leadership that is humanistic and respectful will be able to reduce negative behavior that tends to be indifferent, want to be appreciated and lazy and realize their creative and innovative self-actualization, especially completing tasks through new methods and using digital technology. The conclusion that can be obtained is that the transformational, humanist and respectful leadership style is very suitable to be applied to the millennial and generation Z groups and it is hoped that this writing will be useful as a reference for graduates of the Police Inspector School (SIP).

Abstract

Fingerprints serve as scientific evidence or material evidence due to their uniqueness, which cannot be discerned with the naked eye. They play a critical role in providing information about evidence. The Indonesian National Police's specialized team, known as INAFIS, supports the investigative process, particularly in fingerprint identification. This research aims to explore the function of fingerprint evidence in obtaining other forms of evidence for suspect determination. Additionally, it seeks to uncover investigative efforts despite limitations in evidence collection during the investigation process. This research method uses a case approach, namely an approach carried out by analyzing and examining cases related to the legal issues being faced. The findings indicate that fingerprints not only aid in developing and discovering other evidence but also serve as initial clues in criminal cases. Furthermore, fingerprints can be used to identify unidentified victims. Ultimately, this contributes to the continuity of justice, extending all the way to the courtroom.

Abstract

The duty as a Civil Servant at the National Police (PNPP) is a job that has a high level of stress because you have to always deal with problems that exist in society. In the last year and a half, namely in 2022 there were 8 cases and in 2023, as of June 23, 2023, there have been 16 cases of police suicide. Data collection was carried out by distributing questionnaires to all PNPP in 34 Polda. FGD with key officials at Polda and Polres, as well as FGD with PNPP in the sample Polda. The results showed that from the results of filling out the Patient Health Questionnaire-9 (PHQ-9) questionnaire which was distributed to 34 Polda and Polres all over Indonesia, it could be concluded that 194 people were diagnosed with major depression and 428 people with moderate depression. The results of screening on mental health conditions, especially at Polda Metro Jaya, identified members of the Satintelkam Airport Police who were diagnosed with depression and were finally committing suicide, so that this incident needs to be followed up immediately by all levels. Recommendations that can be used as an effort to improve suicide prevention patterns and strategies among PNPP are policy makers must provide attention and appropriate psychological intervention services to PNPP who The results of their mental health analysis show symptoms of depression, especially those in the category of moderate and severe, in the category of permissive/pro to suicide.

Abstract

The transformation toward Polri Presisi is a priority program led by Police Chief General Drs. Listyo Sigit Prabowo, M.Si., aimed at modernizing public service facilities to facilitate public access to Polri services. One implementation of this initiative is the launch of digital services by the Traffic Corps (Korlantas), including the SIM Nasional Presisi (SINAR) for driver’s licenses, the National Digital Samsat (SIGNAL) for vehicle tax payments, Electronic Traffic Law Enforcement (ETLE), and the Integrated Road Safety Management System (IRSMS) for traffic accident monitoring. This research aims to evaluate the Korlantas digital applications (SINAR, SIGNAL, ETLE, and IRSMS) to ensure they meet Polri's ICT Master Plan standards as mandated by Police Chief Decree No. 704/V/2018, providing fast, easy, and transparent service while protecting users' personal data. The study utilizes a qualitative and quantitative approach, collecting data through interviews, observations, and questionnaires. Findings indicate that Korlantas digital applications have progressed but require improvement in areas such as hosting on private data centers, optimal integration, data processing efficiency, and security management. The applications are viewed as beneficial by the public, though many are not fully aware of features like SINAR, SIGNAL, and ETLE, necessitating broader outreach. This evaluation offers valuable insights for enhancing Korlantas applications to better support police services for the community.

Abstract

The Directorate of Vital Object Security (Ditpamobvit) of the Indonesian National Police is responsible for securing vital objects by applying predictive policing techniques to anticipate and analyze issues that could potentially disrupt public security. As the 2024 elections approach, readiness for securing vital objects becomes crucial to preempt potential security disturbances. This study aims to analyze the preparedness of facilities and infrastructure in supporting the performance of Ditpamobvit. The methodology employed is descriptive-analytical with both qualitative and quantitative approaches, using interviews, observations, checklists, and questionnaires. The results indicate that Pamobvit facilities at the Polda level are generally adequate and function well according to regional needs, whereas at the Polres level, they are still limited. Regular training is necessary to enhance personnel knowledge, storage facilities are available but not yet sufficient, and skill improvement is undertaken through both internal and external training. However, high-tech training needs to be optimized, training for modern facilities ceases after contract periods, maintenance costs lack standard indices at SBK Polri, there is no budget support for operator welfare, new facilities do not keep up with the increase in vital objects, personnel understanding of incident handling is limited, and there is a lack of special storage space. Required solutions include optimizing high-tech training, extending training for modern facilities, establishing maintenance cost norms, securing budget support for operator welfare, planning new facility procurement, improving understanding through simulations, and providing accessible standard operation guides.

Abstract

As internet usage becomes increasingly relevant in daily life, the police has an obligation to have a presence, protect, and uphold the law in the digital world. However, this digital realm comprises new 'spaces' that contest traditional conceptions of physical space, wherein law enforcement has been deterring and combating crime through micro-level, direct contacts between police and the public. This paper seeks to understand the challenges encountered by police in establishing a presence in the intangible cyberspace. This study does a comprehensive literature analysis to examine the adaptation of policing methods, including interaction with the community, patrols, surveillance, and community policing, as they pertain to the cyber realm. We examine the use of established crime prevention theories, such as Routine Activity Theory, in the context of designing approaches to prevent cybercrime. The primary challenges encountered encompass the necessity of upholding legitimacy, traversing jurisdictional boundaries, and the ethical implications of employing cyber-policing. Ultimately, when faced with the challenges of existing in an abstract realm, law enforcement must continually adjust to the evolving environment while upholding the ideals that characterize policing as actions that reinforce social order.

Abstract

National Police health development is a long-term investment in the development of National Police personnel with the hope that it can play a role in increasing life expectancy and maintaining and improving their level of health so that they can carry out their main duties optimally in safeguarding and maintaining security and public order optimally. This research was conducted in 11 Polda and 96 Polres. Data collection was carried out by distributing questionnaires to all Civil Servants at the National Police, FGDs with key officials at the Regional Police and Regional Police, as well as FGDs with health workers at the National Police Polyclinic/FKTP. The results showed that the national percentage of PNPP health conditions was 29% (84,102 PNPP) obesity, 20.40% (58,997 PNPP) central obesity, the highest prevalence rate of PTM (Gastric, Heart Diabetes Mellitus and Stroke), the highest prevalence rate of PM (Diarrhea, Typus and Malaria). Nationally, around 0.7% (1,902 PNPP) SRQ-20 screening results indicated mild GME. A total of 0.15% (432 PNPP) indicated moderate GME, and 0.1% (292 PNPP) indicated heavy GME. Apart from that, there were also 0.07% (206 PNPP) who thought about committing suicide.
