Abstract

Corruption represents a misconduct in bureaucratic administration. Generally, corruption occurs at either individual, organizational, or societal level. As stated in public administration and public management literatures, inter-organizational collaboration is needed to eradicate corruption practices because they are usually out of reach of institutions in charge of corruption abolition. Legal approach has so far been unable to combat the corruption practices because it only deals with a sequence of corruption cases as crimes against the law without,comprehending the underlying causes stimulating such deeds. Having known the intricacy of corruption practices, an independent state commission for corruption abolition (KPK) develops inter-organizational networks to comprehensively exterminate corruption.In order to abolish corruption, this state commission recommends several conditions, such as: a) effective and efficient use of sources, b) raised incentives for employees, c) recovery of the reputation of judicial institutions, and d) definite legitimacy of judicial institutions.

Abstract

Public service providers during the COVID-19 pandemic face challenges in realizing quality services. At this time, service providers need the support of an organizational culture that is sensitive to change and optimal employee performance. Therefore, to determine the influence of organizational culture and employee performance in public services, this study is directed to analyze organizational culture and employee performance in supporting the implementation of quality public services in agencies engaged in public services in Central Mamuju Regency. In order to obtain objective research results, quantitative methods were used. Research data were obtained from questionnaires distributed to 102 samples, which were then strengthened by the results of interviews and secondary data related to the research topic. The results showed that the relationship between organizational culture and employee performance in influencing the quality of public service delivery during the COVID-19 pandemic was inseparable from the leadership and financial management factors of the organization. Leaders who cannot make decisions in favor of employees reduce employee work motivation. In addition, the use of applications as a solution for public service delivery during a pandemic cannot be utilized properly due to a lack of management budget. So that organizational culture and employee performance in public service agencies in Central Mamuju Regency cannot encourage the implementation of quality public services for the community during the COVID-19 period.

Abstract

Public expenditure policy is one of fiscal policies wich, directly or indirectly, influences economic growth and equity. The indirect influence happens, for example, when an expenditure policy can cause the increase or decrease of private investment through crowdout or crowd-in effects. If government expenditure is allocated to infrastructure, such as communication and transportation, this policy stimulates the growth of private investment. Expenditure policy allocated to consumptive sector will raise the cost of capital, which in turn makes the private investment crowd-out. Indeed, theoretical and empirical studies show that the variety of impacts depends upon the condition of society, degree of wellbeing, andother factors represented by developed and developing countries. Therefore, government has to consider the condition and patterns of allocation in formulating and implementing such policy.

Abstract

Disaster emergency response is a series of actions taken when a disaster occurs so that a responsive, precise and accurate action can minimize losses caused by a disaster. The purpose of this study is to describe the phenomena of floods and landslides as well as disaster relief efforts in Pacitan Regency in 2017. The research was carried out through a qualitative descriptive approach. Methods of data collection interviews, observation and documentation. The data analysis phase includes data condensation, data presentation and the final stage, namely drawing conclusions. The results showed that the emergency response strategies for floods and landslides in Pacitan Regency were led by the commander of Dandim 0801 Pacitan as the representative of the regional government. The community response to the disaster was shown by opening a voluntary emergency post. In this emergency disaster process, there are obstacles, namely the disaster relief tool is still traditional. Therefore, with the emergence of a disaster emergency process and the obstacles encountered, it is expected that there will be a strengthening of coordination between government, private and community actors who are oriented towards pre-disaster activities to reduce the risk of disasters.

Abstract

Pengelolaan lingkungan adalah sebuah konsep yang terintegrasi antara berbagai aspek. Pemerintah sebagaiartikulator dan aggregator kepentingan masyarakat telah memformulasikan kebijakan tentang sistem dan prosedurterkait tata guna lahan di daerah Kawasan Bandung Utara (KBU) yang merupakan daerah resapan air, SepertiPeraturan Daerah (Perda) Jawa Barat No. 1/2008 tentang Pengendalian Pemanfaatan Ruang Kawasan Bandung Utara(KBU) dan Peraturan Gubernur (Pergub) Jawa Barat No. 21/2009 yang memuat petunjuk pelaksanaannnya. Regulasitersebut merupakan sarana atau rambu-rambu dalam mengatur pemanfaatan lingkungan agar tetap memiliki fungsidaya dukung bagi kehidupan masyarakat sekitarnya.Berdasarkan dari hasil kajian ini dapat disimpulkan bahwa terjadinya kerusakan lingkungan berkaitan denganpembangunan yang ada di wilayah kawasan bandung utara, yaitu laju pertumbuhan penduduk yang relatif cepat dankemajuan ilmu pengetahuan dan tehnologi. Pertumbuhan yang relatif cepat berimplikasi pada ketersediaan lahan yangcukup untuk menopang tuntutan kesejahteraan hidup. Sementara lahan yang tersedia bersifat tetap dan tidak biasbertambah sehingga menambah beban lingkungan hidup.Daya dukung alam ternyata tidak seimbang dengan laju tuntutan pemenuhan kebutuhan hidup penduduk, atasdasar inilah, eksploitasi terhadap lingkungan secara terus menerus dilakukan dengan berbagai cara dan dalih. Untukmengatasi hal tersebut menuntut adanya pemahaman para pengambil kebijakan agar dapat menghasilkan skalakebijakan yang berbasis kerakyatan secara umum. Pemahaman tersebut berangkat dari pengetahunan secara akademisdan diperkuat oleh data-data lapangan sehingga menghasilkan kebijakan pembangunan berwawasan lingkungan yangmemperhatikan aspek-aspek pemeliharaan dan pelestarian lingkungan.

Abstract

Public services have become the main concern for public policy in the local governing. This is to harmonize the dynamic change of social demands with the capacity of local government to fulfill them through public services. To achieve this, it needs better competence of government apparatus as the service executor. A range of efforts directed to improve apparatus competence in the field of public service has become an endless discussion topic among scholars. Although the demand for better competence has been recorded in numerous policy documents, it does not seem that those efforts have been optimal yet. Therefore, various views on the efforts to enhance apparatus competence in delivering services to society are continuously relevant to be discussed.

Abstract

This research aims at analyzing the implementation of the National Community Empowerment Program Implementation (PNPM) through Sub-district Development Program (PPK) at Noyan Sub-district, Sanggau District, West Borneo. The analysis covers the inputs and outputs of the program. The inputs consist of socialization, inter-village consensus, trainings, social and economic infrastructure development, saving and loan groups, and the sustainability of the program. The outputs include decreasing poverty, the expansion of income generating activity, people participation in income generating activity, the improvement of group awareness, and theimprovement of community capacity. The results of interviews, observation, and literature study show that the implementation of the National Community Empowerment Program Implementation (PNPM) through Sub-district Development Program (PPK) at Noyan Sub-district, Sanggau District, West Borneo is yet to be optimized.

Abstract

Penelitian ini betujuan untuk mengetahui seberapa tinggi tingkat persepsi keadilan melaluiperbaikan layanan pada kepuasan nasabah Bank Mandiri Cabang Padjadjaran Bandung yaitu studipada transaksi di mesin ATM dan keluhan nasabah. Berkenaan dengan penelitian ini, metode yangdigunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif yang berfokus padapermasalahan yang diuraikan pada bab I tesis ini. Sedangkan teknik pengumpulan data dalam penelitianini, penulis menggunakan teknik wawancara mendalam, observasi dan kajian dokumentasi. Hambatanatau kendala dalam perbaikan layanan di Bank Mandiri Cabang Padjadjaran Bandung baik transaksi dimesin ATM dan keluhan nasabah yaitu pada aspek pelayanan dan aspek kepuasan seperti lemahnyakoordinasi dan komunikasi antara kantor cabang dan kantor pusat selaku pelapor keluhan denganpenerima keluhan untuk diproses berdasarkan data/sistem yang dimiliki oleh unit analis keluhan. Padaakhirnya penulis berharap agar nantinya dapat menyempurnakan tingkat persepsi keadilan melaluiperbaikan layanan pada kepuasan nasabah Bank Mandiri Cabang Padjadjaran Bandung yaitu studipada transaksi di mesin ATM dan keluhan nasabah yaitu lebih aspiratif dalam penyelesaian keluhannasabah yaitu berkoordinasi dan komunikasi dengan kantor cabang dan pusat yang ada pada BankMandiri diseluruh Indonesia dan luar negeri.

Abstract

Kebijakan desentralisasi luas yang digulirkan semenjak 1999 tidak saja dimaksudkan untuk memenuhi tuntutan reformasi, namun juga untuk mendorong terwujudnya pemerintahan yang demokratis dan berkinerja tinggi. Dalam tataran akademik, wacana tentang hubungan antara rezim demokratis dengan rezim pembangunan belum menemui titik temu. Sebagian berpendapat bahwa demokrasi merupakan produk dari proses pembangunan yang berhasil, sementara sebagian lain berargumen bahwa demokrasi merupakan prasyarat untuk dapat berjalannya pembangunan di suatu negara/daerah. Dalam upaya mewujudkan kondisi kepemerintahan lokal yang demokratis sekaligus berkinerja tinggi, kebijakan otonomi luas diyakini merupakan strategi yang tepat, sebagaimana ditunjukkan oleh contoh di negara-negara yang menerapkan kebijakan serupa. Meskipun demikian, desentralisasi juga dapat mengalami kegagalan jika tidak dikelola dengan baik. Untuk itu, desentralisasi perludiikuti dengan upaya membangun kapasitas daerah serta sinkronisasi tiga pilarkekuatan lokal menuju konsep pembangunan yang terintegrasi. Tulisan ini mencoba mengevaluasi implementasi desentralisasi di Kota Bandung. Hasil analisis mengindikasikan bahwa desentralisasi di Kota Bandung berdampak lebih signifikan terhadap penguatan demokrasi lokal dibanding terhadap peningkatan pembangunan sosial ekonomi. Meskipun demikian, untuk jangka panjang desentralisasi menumbuhkan harapan besar terwujudnya rezim pembangunan yang demokratis.

Abstract

The research aims at investigating the level of citizen participation in the process of sub-district development planning, analyzing the process of the planning and decision making, and examining the influence of citizen participation on the process of sub-district development planning at Kapuas Sub-district, Sanggau. It employs quantitative, explanatory method. The instruments of the research comprise questionnaires, interview, and documentation study. The research result shows that citizen participation in Kapuas Sub-District in the process of sub-district development planning is a bit low. It also reveals that the process of the planning and decision making is unfavorable. Through quantitative approach, it can be concluded that there is a strong correlation between citizen participation and the process of sub-district development planning. Meanwhile, the hypothesis testing proves that citizen participation positively and significantly influences the process of sub-district development planning.
