Abstract

A capacity building is a serious attempt of an organization to develop its performance capability — the ability to apply skills and resources successfully in order to accomplish the objectives and satisfy stakeholders’ expectations.Studies by UNDP found out that the concept of capacity building is considered to be the right choice of local government to support the implementation of autonomy policy. This paper will discuss deeply the nine strategies of developing capacity building to be implemented in the local government level.

Abstract

Bureaucracy as a terminology began to be widely known after Max Weber (1864-1920) introduced a model of organization known as bureaucratic organization. In his elaboration, Weber states that the form of bureaucratic organization is a type of organization that most fits the characteristics of industrial society in the late 19th century, both public and private sectors. The bureaucratic structure has existed for almost 100 years and, of course, it now requires some adjustments here and there in order to make its existence intact as Max Weber intended in building such phenomenal theory of bureaucracy. The structure of quality public sector is the one able to adjust to endless challenges. Such adjustable structure will enable public sector performance to grow and proliferate optimally. It is, therefore, necessary to keep readjusting certain dimensions of such organizational structure as complexity, formalization and centralization to the present conditions.

Abstract

This study aims at analyzing the correlation between bureaucracy system and bureaucracy behaviors. The typology of bureaucracy behavior incorporates: autocratic behavior, custodial behavior, supportive behavior, and collegial behavior. Autocratic behavior complies with selfinterests, power, authority, loyalty, obedience, and basic need fulfillment. Custodial behavior gives preferentiality to organization economic resource, solidarity, and familial relationship. Supportive behavior directs to meet the organization vision and missions. Collegial behavior tries to harmonizeperformance, familial relationship, and solidarity in achieving organization goals.The research result shows bureaucracy system causes the emergence of a transitional bureaucracy behavior. On one side, it remains practicing traditional (autocratic and custodial) behavior. On the other side, it tries to shift to modern (supportive and collegial) behavior.

Abstract

Government may not be the single agent in delivering public services. The role ofgovernment is diminishing as the society is getting more and more empowered both socially and economically. As Osborne and Geabler stated twelve years ago, the role of government should be steering rather than rowing in order to enable the society to fulfill their own needs. However, equity still grows to be the main concern for both public and private services. For that reason, the role of government is still required to manage equal access to services. Both government and society have become interesting objects of study for public sector performance. In this study, government’s capability is not the only aspect to be analyzed. It also involves the society as the partaker in fulfilling their own needs. Therefore, it is not surprising as Stewart suggests that the services should be oriented for the society and not to the society.

Abstract

The constitutional reform beginning from 1999 has brought a lot of changes in Indonesia encompassing the constitutional system and practices of the constitution. One of the important changes is the emergence of the house of regional representatives as a partner for the first house, House of Representatives in Indonesian constitutional system. Originally, this new structure is believed as the best application of an insight to put local matters closer to national policy arena andalso become a more effective way for local governments to see the point of national vision and realize it in a local level wrapped in a strong bicameral system. Does it seem right to assume it so? Or probably, the legislative structure is still unicameral system or even, it seems as a tricameral otherwise.

Abstract

Sungai Citarum yang terpanjang dan terbesar di Jawa Barat, dijuluki sungai yang paling tercemar sedunia. Pencemaran lingkungan terjadi sejak akhir 1980-an, ketika industrialisasi berlangsung pesat, mengakibatkan penumpukan limbah buangan pabrik yang tidak dikelola secara profesional. Berbagai program perbaikan tidak membawa hasil karena tidak didukung perubahan perilaku masyarakat. Meskipun berbagai program telah dijalankan, tidak membawa hasil nyata. Tulisan ini bertujuan menganalisis peran pemerintah, non-pemerintah dan publik melalui pendekatan SWAA (Strength, Weakness,Advocates, Adversaries), atau kekuatan, kelemahan, advokasi dan ancaman. Belum ada penelitian terkait pencemaran lingkungan yang menganalisis dari empat aspek tersebut, sehingga tulisan ini akan berkontribusi untuk lebih memahami kompleksitas masalah dari sudut pandang pemerintah dan pihak- pihak swasta sebagai pemangku kepentingan. Penelitian menggunakan metode deskriptif analisis, dengan pengumpulan data primer dan sekunder. Pengumpulan data primer dilakukan melalui wawancara dengan pemerintah, organisasi non-pemerintah dan anggota masyarakat. Hasil penelitian menunjukkan bahwa pencemaran sungai lebih banyak disebabkan tingginya factor kelemahan (weakness), berupa kurangnya koordinasi dan kerjasama antar para pihak yang terlibat dalam pengelolaan sungai. Implikasi dari penelitian ini, dari segi praktis adalah sebagai bahan masukan dan evaluasi bagi pengelolaan program pengelolaan lingkungan yang lebih berhasil dan berdampak langsung. Sedangkan dari aspek teoritis adalah sebagai contoh dari implementasi dari pendekatan SWAA dalam kebijakan publik.

Abstract

Health Insurance for Poor People (Akseskin) policy implementation as mandated by the national constitution UUD 1945 have encountered shortcoming s with its policy substances, health services, technical operation, and beneficiaries. Its uncompleted implementation regulation as authorized in Law No. 40 Year 2004 may have contributed to the problems. The completetion of Akseskin policyand implementation substances may be conducted in relation with the contexts of regional autonomy, nation-wide social security program, and poverty alleviation program. It also requires the implementation of good governance, central and local gogernment regulations, quality service standards, authorization of responsibilities, monitoring, continuous evaluation and the availability of Akseskin management information system. Akseskin policy arrangement, in its initial stage, entails revisions especially in the terms of resource management, executing organization unit, mechanism and procedures.

One aspect that has undergone significant transformation amid the implementation of local autonomy and decentralization is the role and relationship between central and local governments. In the past, central government played a major role in determining the policy of national education. Now, central government focuses more on resolving the national strategic policies. Meanwhile, technical issues on education management become the responisibility of local governments (city andregency).

Abstract

Is the performance of government good or substandard? Can government resoluteness be maintained? Public policy becomes one of the indicators to asses government performance because, through public policy, citizens can appraise the government’s vision, mission, goal, and objectives. However, in practice, a lot of cases show that the government’s policies have not met the citizen’s expectations, interests and needs. One of the causes is estimated to roof from the government or policy makers negligence toward the political evaluation of public policy formulation. What does political evaluation mean? How is the political evaluation interrelated with government resoluteness? The writer will discuss the issues in this article.
