Abstract

With the enactment of Law No. 6 of 2014, a new era of empowering rural communities began, enabling them to define their roles, set priorities, and exercise authority. The objective was to promote economic prosperity and cultural recognition for villages, as they function as the backbone of village democracy, reflecting independence and local community growth. This aspiration is embodied in the fundamental principles of the regulation, which emphasize a blend of recognition and subsidiarity concepts. Consequently, understanding the policies adopted by Village Leaders in community development and the process of formulating village regulations in line with Law No. 6/2014 became essential. The research problem was formulated within the framework of the Village Law, supported by Presidential Regulation No. 43 of 2014, focusing on the implementation of Law No. 6/2014 regarding villages and examining the process of village regulation development. The theoretical framework of Inu Kencana Syafiie’s Coordination Theory served as a lens through which this descriptive-analytical study explored the challenges faced by rural communities. The authors employed field research to examine how the formulation of village regulations in West Merapi Subdistrict, specifically in Ulak Pandan Village, Lahat Regency, aligns with the provisions of Law No. 6/2014 on village governance.

Abstract

The Warungboto Tourist Village in Yogyakarta City is strategically located at the city center; however, the number of tourists visiting this village remains insignificant compared to the number of tourists visiting Yogyakarta. Therefore, tourism activities in the Warungboto Tourist Village require further development. This development cannot be carried out independently by the local community but necessitates interaction among various stakeholders. This study aims to describe the interactions among the six helixes present in the Warungboto Tourist Village, namely the Yogyakarta City Government, higher education institutions, industries within the Warungboto Tourist Village, the local community, the environment, and the media (the six-helix model).  This study used descriptive qualitative method. The findings indicate that interactions among these six helixes are essential for the sustainable tourism development of the Warungboto Tourist Village. These results align with the hexa-helix theory, which posits that government, academia, industry, community, environment, and media interaction are vital for sustainable development. Further research can be carried out for the development of tourism in tourist villages through interaction between the government, universities, industrial communities, the media and the environment or other fields.

Abstract

Social empowerment incubators play an important role in encouraging community participation and collaboration to drive sustainable social change. This study examines the development and implementation of a social empowerment incubator in Bandung, Indonesia, with a focus on its impact on community engagement, participatory governance, and collaborative networks. Using a qualitative approach with case studies, in-depth interviews, and participatory observations, this study explores how these incubators serve as catalysts for social innovation and local development. These findings highlight key success factors, challenges, and best practices in managing social incubators to empower marginalized communities. The study contributes to the discourse on social entrepreneurship and participatory governance by providing policy recommendations to improve the effectiveness of social incubators in urban environments

Abstract

Procurement of government goods and services is one of the most crucial parts of the government process. Presidential Regulation Number 12 of 2021 on the Procurement of Government Goods and Services reflects the government's commitment to enhancing the transparency and accountability of procurement processes. A key component of this initiative is the implementation of the General Procurement Plan Information System (SiRUP). This paper examines how SiRUP has contributed to the procurement of goods and services within the West Java Provincial Government. The method used in writing this article is a qualitative method with documentation studies. Data was obtained from secondary sources from the Bureau of Goods and Services Procurement of the West Java Provincial Secretariat. The findings of this study indicate that, despite the implementation of the SiRUP application, the procurement process within the West Java Provincial Government has not yet been fully optimized in practice. Improvements are needed, particularly in terms of human resources related to competency, as well as in the optimization of the system itself.

Abstract

This study evaluates the implementation of e-government in Central Lombok Regency by examining the gap between planned objectives and actual outcomes, using the Context, Input, Process, and Product (CIPP) evaluation model introduced by Stufflebeam. While e-government is often framed as a national-level policy, this study focuses on a concrete, time-bound local initiative the 2017–2022 E-Government Development Master Plan of Central Lombok which functions as a structured implementation program suitable for programmatic evaluation. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving key stakeholders, particularly the Central Lombok Communication and Information Office (Diskominfo). The context evaluation revealed a mismatch between the region digital goals and its limited institutional readiness, particularly in terms of infrastructure and public digital literacy. The input evaluation showed that while planning documents and budgets were prepared, gaps remained in human resources and training capacity, with only 18.75% of officials and 30.75% of staff familiar with basic ICT. The process evaluation highlighted inconsistencies between planned targets and implementation outcomes such as the low number of agencies connected to central servers and minimal public interaction with e-government platforms. Finally, the product evaluation indicated that the program’s objectives were only partially met, with persistent challenges in system integration, inter-agency coordination, and citizen uptake of services. The study concludes that improving cross-agency collaboration, enhancing digital capacity through training and education, and promoting public awareness are essential for advancing e-government outcomes in the region. The use of the CIPP model in this context offers a systematic lens to diagnose programmatic shortcomings and generate actionable recommendations for future policy implementation.

Abstract

Artificial Intelligence (AI) plays a crucial role in driving public policy reform by enhancing bureaucratic efficiency, improving the quality of decision-making, and enabling the personalization of public services. Technologies such as machine learning, predictive analytics, and automated decision-making systems enable governments to process large-scale data, anticipate societal needs, and optimize service delivery across various sectors. This study employs a Systematic Literature Review (SLR) by analyzing 40 peer-reviewed articles published between 2010 and 2024 to examine approaches to AI implementation, associated challenges, outcomes, and adoption patterns in public policy. The findings indicate that AI has been widely adopted in sectors such as healthcare, security, and public administration. The implementation of these technologies has demonstrably improved operational efficiency, enhanced decision-making quality, and supported more adaptive and personalized public services. Nevertheless, the application of AI in the public sector continues to face significant challenges, including algorithmic bias, ethical concerns, technical limitations, regulatory constraints, and data privacy risks. Cross-sectoral analysis also reveals disparities in adoption levels, with developed countries exhibiting higher degrees of AI integration than developing countries. Overall, this study highlights the substantial potential of AI in advancing data-driven governance. Therefore, ethical AI governance, transparent regulatory frameworks, and cross-sector collaboration are essential to ensure the responsible and sustainable implementation of AI.

Abstract

Asset optimization in asset management seeks to maximize an asset’s physical, legal, and economic potential through proper management, procedures, and utilization. The Technical Implementation Unit of the Cultural Park and Museum of the Regional Education and Culture Agency of West Sulawesi Province has not yet conducted asset valuation or implemented leasing mechanisms, resulting in suboptimal revenue generation. This study examines how asset optimization can be strengthened through improved management, procedural implementation, and utilization forms. Using a qualitative descriptive design, data were collected through interviews, observation, and documentation involving eight informants. Findings indicate that planning, asset utilization, lending, and cooperation-based utilization have been implemented, although not yet supported by valuation and leasing practices. The study recommends conducting asset valuations, formalizing lease implementation, and integrating leasing with lending and cooperation systems to enhance revenue. Proper adoption of these strategies can position the Unit as a more productive cultural service institution.

Abstract

Stunting is a significant health issue in most countries around the world, and various research evidence from different countries has shown that most of the success in tackling stunting is due to effective local leadership. This study aims to discuss effective local leadership in addressing stunting in Mongpok Village, Serang Regency, Banten Province, Indonesia, using four concepts or dimensions of leadership, namely transformational leadership, collaborative leadership, socio-cultural leadership, and shared leadership, as well as formulating an effective local leadership model. The research used a qualitative descriptive approach through data collection techniques through interviews and observations. The data were analyzed using systematic qualitative data analysis through classification (coding), labeling, category preparation, and data classification. The research results show that the four dimensions of leadership, namely transformational, collaborative, sociocultural, and shared leadership, contribute and complement each other in encouraging the success of effective local leadership in dealing with stunting. The research findings show the importance of responsive leadership, collaborative leadership based on planning and openness, leadership oriented to local wisdom, leadership that positions the community as the leading actor, and effective local leadership model in handling stunting. This research concludes that effective local leadership is evidence of successful stunting handling in Mongpok Village, Indonesia.

Abstract

Driving transformation for e-governance becomes a role to play in assisting the government’s public-sector initiative. The reason for this is that e-governance must be inclusive. Our reason for this attempt is to examine the nexus of innovation that Indonesia and Vietnam have actualized. Both countries have advanced digital infrastructure in recent years, yet progress in human capital development, especially digital skills, has not kept pace. Based on this, we explore e-governance through public-private sector engagement, stress the growing gap between technological progress and citizens’ digital skills, and examine trends in digital infrastructure development, using secondary data from published surveys. The findings note that e-governance has made great strides, but human capital development is still lagging, with slower growth in digital skills. The implications of this essay underline the critical role of entities’ engagement in advancing e-governance and call for greater investment in digital literacy to enable all citizens to recognize the essence of digital transformation and ensure inclusive and sustainable progress.

Abstract

This study examines the strategic role of the Indonesian government in promoting digital transformation as a key instrument for improving public services and supporting economic activities. While previous studies have widely discussed digital transformation from technological and administrative efficiency perspectives, limited attention has been given to its direct impact on community-based economic activities. Addressing this gap, the study aims to analyze government digital policy strategies, evaluate the implementation of digital public services, and assess their contribution to creating a more inclusive and responsive economic environment. A qualitative descriptive-analytical approach is employed, supported by bibliometric analysis using secondary data from the Scopus database. Documents published between 2015 and 2025 were analyzed using RStudio to identify publication trends, dominant themes, and knowledge structures related to digital transformation in the public sector. The findings reveal a significant increase in global research on digital transformation, with an annual growth rate, indicating its growing relevance in governance and economic development. Digital transformation is found to represent a structural shift in public service delivery rather than merely technological adoption. In Indonesia, government-led digital initiatives have improved bureaucratic efficiency, expanded market access, and supported the growth of digital economic actors, particularly MSMEs and startups. This study concludes that digital transformation plays a crucial role in strengthening public service performance and accelerating inclusive economic growth. The findings provide theoretical contributions to digital governance literature and practical insights for evidence-based policymaking in Indonesia.
