Abstract

AbstractMining activities are activities that utilize natural resources that have a direct impact on the environment. Development activities that do not comply with regulations and are not sustainable have the potential to cause major damage to the environment. C Excavation Mining is a type of mining whose scope is smaller than mineral and coal mining. However, because its scope is smaller, this does not mean that Excavation C mining does not have an impact on the environment. As a region rich in natural resources, East Kalimantan is a province with enormous potential in the mining sector. With this great potential, regulations are important to regulate all types of mining operations. In 2022, authority over mining permits, which was previously in the hands of the center, will again be in the hands of regional governments. However, East Kalimantan in particular still does not have a PERGUB regulation regarding the Galian C mine, so there are several cases involving the illegal Galian C mine and its negative impact on the related environment. This article will briefly discuss how the absence of a PERGUB regulating the illegal mining of Excavation C has resulted in losses and hampered East Kalimantan's natural resource wealth, and what recommendations for regulatory reform the local government can carry out regarding this issue.Keywords: Galian C, Governor Regulation, East Kalimantan

Abstract

AbstrakInspektorat Daerah merupakan salah satu unit yang melakukan pengawasan terhadap dana desa demi terwujudnya pengelolaan yang akuntabel dan transparan.  Inspektorat Daerah berperan sebagai Aparat Intern Pemerintah atau APIP yang melakukan reviu, monitoring, evaluasi, pemeriksaan, serta bentuk pengawasan lainnya. Objek penelitian adalah Inspektorat Daerah Kabupaten Lumjang. Tujuan dari penelitian ini yaitu untuk menganalisis dan mengetahui faktor-faktor kendala Inspektorat Daerah Kabupaten Lumajang dalam proses pengawasan pengelolaan dana desa. Metode analisis yang digunakan adalah metode kualitatif dengan teknik triangulasi data. Hasil penelitian yang dilakukan bahwa terdapat beberapa faktor baik internal dan eksternal yang menjadi penghambat bagi Inspektorat Daerah Kabupaten Lumajang untuk melakukan pengawasan pengelolaan dana desa secara efektif. Faktor internal sendiri disebabkan karena kurangnya sumber daya manusia pada perangkat Inspektorat Daerah Kabupaten Lumajang dan pengurangan anggaran sejak tahun 2020. Sementara itu, faktor eksternal disebabkan oleh kurangnya koordinasi dengan pihak kecamatan dan sistem fraud risk control yang menimbulkan beberapa permasalahan baru dari pihak luar inspektorat. Sehingga masih banyak hal yang harus dibenahi dan ditingkatkan oleh Inspektorat Daerah Kabupaten Lumajang dalam menghadapi kendala-kendala tersebut. Kata kunci: Kendala, Pengawasan, Dana desa. AbstractThe Regional Inspectorate is one of the units that supervises village funds to achieve accountable and transparent management. The Regional Inspectorate acts as an Internal Government Apparatus or APIP which carries out reviews, monitoring, evaluation, inspections and other forms of supervision. The research object is the Lumjang Regency Regional Inspectorate. This research aims to analyze and determine the factors that constrain the Lumajang Regency Regional Inspectorate in the process of monitoring village fund management. The analytical method used is a qualitative method with data triangulation techniques. The results of the research showed that there were several factors, both internal and external, which became obstacles for the Lumajang Regency Regional Inspectorate to supervise the management of village funds effectively. Internal factors themselves are caused by a lack of human resources in the Lumajang Regency Regional Inspectorate and budget reductions since 2020. Meanwhile, external factors are caused by a lack of coordination with sub-district officials and the fraud risk control system which has given rise to several new problems from parties outside the inspectorate. So there are still many things that need to be addressed and improved by the Lumajang Regency Regional Inspectorate in dealing with these obstacles.Keywords:  Constraints, Supervision, Village Funds.

Abstract

AbstractThis study aims to analyze the agricultural sector development policy in realizing food security in Kutai Kartanegara Regency. The research method used is secondary data analysis. Agricultural statistical data and local government policies are the main sources in conducting the analysis. The results and discussion of the study indicate that the vision and mission of agricultural development in Kutai Kartanegara Regency are very clear in supporting food security. Area-based agricultural development programs, the active role of local governments, and support for agricultural infrastructure are key factors in achieving this goal. The use of agricultural tools and machinery (Alsintan), adequate agricultural infrastructure development, coordination between regional apparatus organizations (OPD), and the adoption of modern agricultural technology and livelihood diversification have been discussed as relevant and important strategies. The implementation of these programs has been shown to increase agricultural productivity, farmer welfare, and food security in the region. A deep understanding of the various aspects of agricultural development and the challenges faced, as well as strategies to overcome them, provides a solid framework for the development of effective and sustainable policies and programs. Suggestions for improvement include a more detailed explanation of the relationships between subtopics and the presentation of more concrete examples or case studies to enrich the discussion.Keywords: Agriculture, Food Security, Kutai Kartanegara.

Abstract

AbstrakArtikel ini bertujuan untuk mendeskripsikan perilaku memilih komunitas Nahdlatul Ulama yang ada di Kota Semarang. Dalam mengerjakan penelitian, penulis melakukan survey terhadap populasi warga Nahdliyin di Kota Semarang, dengan jumlah sample sebesar 433 orang (margin of error 3,88%), dengan metode pengambilan data multistate random sampling. Penelitian ini memfokuskan pemetaan terhadap penggunaan dan sumber akses informasi, pihak yang mempengaruhi, determinan yang membentuk perilaku, dan isu-isu yang dianggap relevan. Kesimpulan dari penelitian ini menunjukkan bahwa perilaku memilih warga Nahdliyin adalah TV dan whatsapp sebagai media paling popular, keluarga dan tokoh lingkungan (ketua RT/RW/dusun) adalah pihak paling berpengaruh, determinasi kesalehan dan visi-misi adalah ukuran signifikan dalam memilih dibanding dengan pemberian uang (vote-buying), dan kemiskinan, lapangan kerja, serta stabilitas sembako sebagai isu paling signifikan.Kata kunci: perilaku memilih; komunitas Nahdlatul Ulama; Nahdliyin; pemilu AbstractThis article aims to describe the voting behavior of the Nahdlatul Ulama community in Semarang City. In carrying out the research, the author conducted a survey of the population of Nahdliyin residents in Semarang City, with a sample size of 433 people (margin of error 3.88%), using the multistate random sampling data collection method. This research focuses on mapping the use and sources of access to information, influencing parties, determinants that shape behavior, and issues that are considered relevant. The conclusion of this research shows that the voting behavior of Nahdliyin residents is: TV and WhatsApp as the most popular media, family and environmental figures (RT/RW/hamlet heads) are the most influential parties, determination of piety and vision and mission are significant measures in choosing compared to distibuting money (vote-buying), and poverty, employment, and basic food stability as the most significant issues.Keywords:  voting behavior; Nahdlatul Ulama community; Nahdliyin; elections.

Abstract

AbstrakPenelitian ini bertujuan untuk meneliti tentang cara pengelolaan Sumber Daya Alam (SDA) secara berkelanjutan di Bojonegoro pada pemerintahan Bupati Suyoto, yaitu 2008 hingga 2018. Dengan menerapkan kebijakan otonomi daerah, Bojonegoro berhasil memanfaatkan cadangan minyak dan gas cadangan minyak dan gas yang melimpah untuk meningkatkan kondisi ekonomi, mengurangi kemiskinan, dan mencapai tujuan pembangunan berkelanjutan. Di bawah pemerintahan Bupati Suyoto, berbagai langkah signifikan diambil, termasuk pembentukan peraturan daerah dan alokasi dana bagi hasil yang efektif dari produksi minyak dan gas. Hal ini mencakup investasi strategis dalam sumber daya manusia, infrastruktur, dan penciptaan dana abadi migas untuk memastikan stabilitas fiskal jangka panjang dan manfaat bagi generasi mendatang. Keberhasilan pengelolaan sumber daya ini telah menghasilkan pertumbuhan ekonomi yang meningkat, pengangguran yang berkurang, dan peningkatan layanan sosial, menunjukkan model bagi daerah yang kaya sumber daya. Penelitian ini juga membahas dampak sosial dan ekonomi positif terhadap masyarakat lokal serta menyoroti pentingnya tata kelola yang transparan dan partisipatif dalam pengelolaan sumber daya.Kata kunci:  Bojonegoro, pengelolaan minyak dan gas, otonomi daerah. AbstractThis research aims to examine how to sustainably manage Natural Resources in Bojonegoro under the administration of Regent Suyoto from 2008 to 2018. By implementing regional autonomy policies, Bojonegoro succeeded in utilizing abundant oil and gas reserves to increase economic conditions, reducing poverty, and achieving sustainable development goals. Under Bupati Suyoto's administration (2008-2018), significant measures were taken, including the establishment of local regulations and the effective allocation of revenue-sharing funds from oil and gas production. This included strategic investments in human resources, infrastructure, and the creation of an oil and gas endowment fund to ensure long-term fiscal stability and benefits for future generations. The successful management of these resources has led to increased economic growth, reduced unemployment, and improved social services, demonstrating a model for resource-rich regions. This paper also discusses the positive social and economic impacts on the local community and highlights the importance of transparent and participatory governance in resource management.Keywords:  Bojonegoro, oil and gas management, regional autonomy.

Abstract

AbstractCorporate Social Responsibility (CSR) is a concept or action undertaken in the business or industrial world as a form of responsibility for surrounding communities' social and environmental well-being. The East Kalimantan Provincial Government plays a critical role in ensuring the sustainability of CSR programs by coal mining companies to enhance the quality of life for communities around mining areas. Through strategic policies, the provincial government integrates corporate CSR programs with regional development agendas to ensure that contributions from the mining industry sector have optimal and sustainable impacts. In fulfilling its role, the local government collaborates with various stakeholders to supervise, evaluate, and improve the implementation of CSR programs. The main focus is on improving infrastructure, education, health, and local economic empowerment. Additionally, the provincial government also acts as a mediator between the companies and the community, ensuring that the aspirations and needs of the community are accommodated in each program implemented. Thus, the role of the East Kalimantan Provincial Government is crucial in creating synergy between industrial growth and the welfare of local communities, facilitating an inclusive and sustainable socio-economic transformation in the coal mining region.Keywords: Corporate Social Responsibility (CSR), East Kalimantan Provincial Government, Supervision and Evaluation.

Abstract

AbstrakPenanaman Modal Asing (PMA) menurut UU No. 25 Tahun 2007 adalah kegiatan investasi oleh penanam modal asing di wilayah Indonesia, baik dengan modal asing sepenuhnya atau berpatungan dengan modal dalam negeri. Salah satu aktor penting dalam kerjasama investasi asing adalah Sime Darby Plantation Berhad, sebuah perusahaan multinasional dari Malaysia yang beroperasi di berbagai sektor di 25 negara dan 4 benua. Sime Darby Plantation memiliki perkebunan kelapa sawit di beberapa negara, termasuk Indonesia, di mana PT Minamas Plantation menjadi representasinya. Investasi asing Sime Darby Plantation didukung oleh potensi besar industri kelapa sawit di Indonesia, kondisi alam yang mendukung, dan tenaga kerja yang melimpah. Kerjasama ini memberikan manfaat ekonomi, sosial, dan lingkungan bagi Provinsi Riau, seperti peningkatan kesempatan kerja dan pendapatan pajak negara. Selain itu, PT Minamas Plantation juga berkontribusi dalam pemberdayaan masyarakat lokal dan mitigasi kebakaran hutan melalui kerjasama dengan Universitas dan pemerintah daerah. Namun, terdapat juga beberapa tantangan, seperti konflik agraria dan kekhawatiran LSM lingkungan terhadap pembukaan lahan baru. Dampak positif dari investasi ini termasuk peningkatan kesejahteraan masyarakat lokal dan alih teknologi, sementara dampak negatifnya meliputi kerusakan lingkungan dan eksploitasi sumber daya alam yang berlebihan. Pemerintah dan perusahaan harus mempertimbangkan baik keuntungan maupun kerugian dari investasi asing ini untuk mencapai manfaat yang berkelanjutan. Dalam melaksanakan penelitian, artikel ini menggunakan metode penelitian kualitatif, yaitu studi pustaka dengan mengumpulkan berbagai buku, jurnal, artikel, dan sumber-sumber lain untuk dapat menjawab rumusan masalah ini.Kata Kunci: investasi asing, Sime Darby Plantation, provinsi Riau, kelapa sawit, kerjasama AbstractForeign Investment (PMA) according to Law No. 25 Year 2007 is an investment activity by foreign investors in the territory of Indonesia, either with fully foreign capital or in partnership with domestic capital. One of the important actors in foreign investment cooperation is Sime Darby Plantation Berhad, a multinational company from Malaysia that operates in various sectors in 25 countries and 4 continents. Sime Darby Plantation has oil palm plantations in several countries, including Indonesia, where PT Minamas Plantation is its representative. Sime Darby Plantation's foreign investment is supported by the huge potential of the palm oil industry in Indonesia, favorable natural conditions, and abundant labor. This cooperation provides economic, social, and environmental benefits for Riau Province, such as increased employment opportunities and state tax revenues. In addition, PT Minamas Plantation also contributes to local community empowerment and forest fire mitigation through cooperation with the University and local government. However, there are also some challenges, such as agrarian conflicts and environmental NGO concerns over new land clearing. Positive impacts of these investments include improved welfare of local communities and technology transfer, while negative impacts include environmental damage and over-exploitation of natural resources. Governments and companies must consider both the advantages and disadvantages of these foreign investments to achieve sustainable benefits. In conducting the research, this article uses a qualitative research method, which is a literature study by collecting various books, journals, articles, and other sources to be able to answer the formulation of this problem.Keywords: foreign investment, Sime Darby Plantation, Riau province, palm oil, cooperation

Abstract

AbstractThe purpose of this research is to describe the Implementation of PT's CSR Program. Pertamina Hulu Mahakam towards the Empowerment of Women Farmer Groups in Muara Sembilang Village, Kutai Kartanegara Regency. This research uses qualitative research techniques, which is a research method to obtain descriptive data results in the form of describing observation results through words and verbally from objects and subjects. The research results show that PT Pertamina Hulu Mahakam cares in providing assistance and assistance to the Women's Farmer Group (KWT) in Muara Sembilang Village. Empowerment is carried out as a proof of social responsibility carried out by PHM to create citizens who are empowered and utilize family medicinal plants (toga) for their daily living needs. Apart from that, PHM is also committed to providing assistance and monitoring of the program, at least once every 3 months PHM always comes to supervise by collaborating with LPM.Keywords: CSR, Pertamina Hulu Mahakam, Women Farmers Group
