Abstract

The purpose of this study was to determine how the implementation of the voter list updating policy at the General election Commission (KPU) of Sidenreng Rappang Regency so that it can obtain an overview of the extent of the influence of the policy in producing a quality voter list. The theory used is the implementation theory developed by Merilee S. Grindle. which states that policy implementation statements are determined by policy and policy context. Furthermore, it is carried out form each stage of the existing program. The study used a qualitative research with as many as 10 people, namely from the General Election Commission Sidrap commissioner, the General Election Supervisory Agency commissioner Sidrap, officials from the population and Civil Registry Service as well as the community.

Abstract

The West Java Regional Police, starting in 2020, implemented ETLE (Electronic Traffic Law Enforcement) to raise awareness of safety and to reduce the number of traffic violations. ETLE is the digitization of the ticketing process by utilizing technology which is expected to be more efficient and effective throughout the ticketing process as well as assisting the police in administrative management. The method used is descriptive analysis with a normative juridical approach, in which the writer will describe in full the problems that occur in traffic violations and the efforts to overcome them by the police. In this study the authors will use more secondary data, Meanwhile, primary data will be used as a complement to support secondary data in the form of direct interviews with related parties. The research result of the first problem is that E-TLE has the advantage of being faster than conventional ticketing. The advantage is that this system is very practical and fast, in accordance with the principles of a simple, fast and low-cost trial. The application of the E-ticketing system is to facilitate speed and convenience, openness of the ticketing process or as a substitute for the on-site ticketing process

Abstract

The implementation of our education to date still faces a big challenge, especially in terms of access to education for all those who have not been fair, the uneven quality of education, the allocation of budgets and the seriousness of local government in improving the quality of education that is still frail. Therefore, it is significant to reform for providing qualified, accessible, and affordable schools for all including for communities in leading, outer and retarded areas.This research aims to find out how to reform Indonesia's schoolsin dealing with public education of the outer most regional communities? To achieve this goal, researcher uses study research method or library studies which contain theories relevant to research problems. By using this method, an assessment of concepts and theories is used based on the available literature.The results of the library studies state that Indonesia's schools reforms in dealing with public education of the outer most regional communities by expanding access and improving the quality of education through several ways. First, the increase in the capacity of educational institutions. Second, the improvement of education equality through increased effectiveness of affirmative policy, as well as the provision of special scholarships for the poor and the implementation of quality distance education. Third, the provision of operational costs to improve the effectiveness of education. The policy carried out by the Ministry of Education and Culture in order to accelerate development in the 3T areas (leading, outer and retarded areas) is an advanced program together to educate Indonesia. This program includes An Integrated Teacher Professional Education program with Additional Authority (PPGT or Integrated Teacher Education Program), Bachelor's Program of Educating in 3T areas (leading, outer and retarded areas) or people also call as SM3T (Bachelor's Degree in Leading, Outer, and Disadvantaged Areas), Frontline Teachers (GGD), Regional Development Program, and Collaborative Integrated Teacher Professional Education (Integrated Teacher Education Program Collaboration).In conclusion, Indonesia's education reforms in dealing with the education of the outer most local communities are to expand access and improve the quality of education with advanced program policies together to educate Indonesia which includes Integrated Teacher Professional Education program with Additional Authority (PPGT), Bachelor Program of Educating 3T areas (leading, outer and retarded areas)or (SM3T), Front Line Teacher (GGD), Regional Development Program, and Collaborative Integrated Teacher Professional Education (Integrated Teacher Education Program Collaboration).

Abstract

Management of public service innovation must always provide a sense of convenience for the community so that trust grows again, the Tigaraksa Court based on the ombudsman report in 2018-2020 received a warning related to poor service, therefore the Tigaraksa Court made SIPANDU (integrated service system) this android based application aims to make it easier for the public to see the process of all incoming cases. This study uses a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. In this study using data analysis techniques consisting of data reduction, data presentation and drawing conclusions.

Abstract

This study aims to determine public trust in productive economic business capital assistance program in Manggalung Village, Mandalle District, Pangkep Regency, seen from the indicators of credible commitment, benevolence, honesty, competence, and fairness. The research method used is descriptive quantitative. The sample in this study amounted to 102 people. Type of data consists of primary data obtained through questionnaires, while secondary data comes from data from the Manggalung Village Office, documents and regulations related to the problem under study. The results showed that public trust in the capital assistance program for productive economy entrepreneurs in Manggalung Village was quite trusted, but there were still indicators that had not yet gained confidence, namely the indicators of honesty. This is due to the lack of socialization and transparency in budget stipulation and allocation.

Abstract

This study aims to determine the development of Developing the Potential of Natural Resources and Human Resources in the Middle of the Covid-19 Pandemic in Gempolpendowo Village, Glagah District, and to determine the business development strategy. The data analysis method used is 1) qualitative descriptive analysis to find an overview of the freshwater fish cracker business strategy, 2) SWOT analysis to identify internal and external factors that are the strengths, weaknesses, opportunities and threats in the development of freshwater fish cracker business. Based on the results of the research in the discussion, it can be concluded that the PKK group of women is one of the groups of mothers in Gempolpendowo Village, Glagah District, who carry out a snack business made from freshwater fish, all of whose members consist of women - housewives. which is in the village of Gempol Pendowo. Based on the results of the research from the SWOT analysis, the calculation of the value that exists between strength (streght) and weakness (weaknes), opportunity (opportunity) and threat (treath), where the strength value is 1.70 while the weakness value is 1.21 thus there is a difference in value + 0.49, while the opportunity value is 1.71 and the threat value is 1.24 with a difference in value + 0.47. From the difference, a line can be drawn from the X and Y axes, and a point is found in the area of ​​strength (S) and opportunity (O), which allows an alternative aggressive strategy (SO) where this coordinate is in quadrant 1 (aggressive) This means that the Freshwater Fish Crackers Business has excellent strengths and opportunities, which can take advantage of the existing strengths and opportunities to develop Freshwater Fish Crackers.

Abstract

In strategic management, the top leadership of the organization has a central role in achieving organizational goals , although in the implementation will involve subordinates who are at the middle and low management levels. In setting goals and targets, there are performance indicators key that must be achieved by the Bali Province Health Office in achieving organizational goals . This research uses qualitativ e methods and sample selection with purposive sampling technique.Analysis of data by analyzing the results of observations, interviews, and documentation obtained were processed using the NVIVO 12 Plus software . The results of the data processing in the study concluded that there are 9 main nodes , among them the achievement of targets, the implementation process of Strategy Plan ( RENSTRA ) , implementation barriers, strategic plan programs, evaluation of achievements, infectious diseases , Dengue Hemorrhagic Fever (DHF ), performance indicators, implications of policy and Covid -19 Pandemic. There are main nodes of target achievement that dominate the data obtained by researchers which state that there are still problems and obstacles in the effort to achieve the targets of the predetermined main performance indicators. It is necessary to coordinate between top leaders and middle managers to low managers so that activities that have been prepared can be integrated with each other in order to support the achievement of the performance indicators set out in the performance agreement and RENSTRA.

Abstract

The new normal changes the way businesses interact. Businesses are required to survive and compete while complying with the health protocols. This study aimed to determine the right company strategy in accordance with the internal conditions of the company and the business industry in increasing competitive advantage during the new normal. Data were analyzed using descriptive qualitative methods. The results of the study: 1) The functional analysis of Desa House Villa and Homestay Seminyak, and the Fashion Hotel Legian seen from the function of the company has been going well. 2) With regard to the analysis of the industrial environment, the company has many competitors. The threat of newcomers is relatively high because it is easy to obtain business permits. Substitution products affect the continuity of the company's business, overcome by differentiating services and making homestays. There are many suppliers but the market available is few. Customer characteristics prioritize quality, service and price. Price adjustments are made to get around the characteristics of the guests. The conclusion of this study: the business strategy applied is Porter's Generic strategy, namely differentiation of services and products to be different from competitors and have benefits for customers, differentiation of locations, prices and strategies to focus on certain markets targeting guests staying with MICE facilities. It is suggested that sinergy is requires between the company's functional environment and competition in the industrial environment that is happening in increasing the competitive advantage of the two companies.

Abstract

The construction of the dam in the village of Kale Ko'mara has reached the first stage, the construction has resulted in 30 residential settlements being freed and about 30 hectares of agricultural land and rice fields have been freed, but the acknowledgment of the affected residents there is still some land that has not been from the community. has been in development in this first stage, The purpose of this paper is to analyze to compensate for the land for the construction of the Pammukkulu dam in Takalar Regency. The research method used in this paper is a qualitative method. The results of this study indicate that the accountability of the implementation of compensation for dam construction is reviewed from the perspective of the community. In the framework of paying compensation for land required for the development and implementation of an appropriate, clear, measurable and legal accountability system so that governance and development can take place in an efficient, effective, clean and responsible manner. Before land acquisition is carried out, it is necessary to hold a public debate to convey perceptions so that all developments can run effectively and efficiently, and carry out good socialization and interaction. In order for the implementation of compensation to run well, the relevant government needs to coordinate with all agencies and communities so that the working apparatus remains well controlled, and the community can support land acquisition.

Abstract

An auditor has to maintain his independence. To remain this, there are needed to be an auditor shift. Based on PP NO.20 of 2015, the replacement is only applied to auditors, while for KAP there is no more requirement to move to another KAP. White no more restrictions on KAP replacement, it is interseting to examine what factors are considered by the company to keep replacing KAP in the following year? There are at least five factors that are considered by the client to make KAP changes, namely company growth, and financial distress. This research is a type of quantitative research using statistical tools to answer the problem formulation. The population in this study were Consumer Goods companies listed on the Indonesia stock exchange during the period of 2012 to 2016. The result of this study found that company growth, and financial distress had a significant positive effect on KAP..
