Abstract

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

Abstract

Government which includes local government (province/city/district) is a state organs thathas an authority in fulfilling its function to achieve its goals. The function of governmentincludes arrangement, development, empowerment and services. Those functions are inter-related, especially to assest the limitation to fulfill the availability of clean water in MerantiDistrict. This issue is already faced before the expansion of the district. The district belongs topeat area with the characteristic of dark red water in colour, thus force the local government toprovide clean water from the dark red water.

Abstract

In the Pekanbaru City Regional Regulation No. 8 of 2012 concerning Disturbance Permits inArticle 3 has been explained that this permit is valid for five (5) years and shall re-register everyyear by paying a levy. But in reality there are many employers who do not pay the levy each year,mainly in the district Charming.The approach used in this study is qualitative and classify informant research include keyinformants, key informants and informant extra. Data collection techniques used in the form ofin-depth interviews and secondary data analysis with qualitative analysis techniques procedure;reduction, data presentation and verification / conclusions.The results showed that the retribution permit interference in Pekanbaru has decreased, eventhough efforts are minor nuisance levels continue developing States at any time for the purposeof investment employers by various businesses. Resistor in retribution disorder is an enumera-tion of objects levy is less good, less than the maximum dissemination and awareness of thepoor to pay the levy.

Abstract

This paper will examine the strategies to empower the Kampung Adat community throughthe development of institutional capacity in The Regency of Siak. The Regency of Siak is one ofthe districts that have established Desa Adat territory. Based on the Siak District RegulationNo.02/2015 specifies eight Kampung Adat located in the district of Siak. Regulation for KampungAdat setting in Siak district has gone through a long process started from; First, the opportuni-ties of formation the Kampung Adat after the issuance of Law No. 6 2014 about the village.Secondly, the formation of team to determine and the establishment of Kampung Adat. Thirdare socializing, inventarization, identification and assessment as well as recommendations fromthe Regent. Fourth is the release of regulation of Kampung Adat in Siak district, Fifth is gettingthe Registration Number from the Provinces and Sixth is getting Kampung Adat RegistrationCode from Ministry of Internal Affair. But there is a hiatus periode on the process of determina-tion of Kampung Adat in Siak district due to several things, such as yet issuance of KampungAdat Code from the Ministry of Internal Affairs, the lack of regulation related provincial levelStructuring the Kampung Adat, and the lack decree as technical guidelines for the process ofreviving traditional village. Siak district government through BPMPD address this hiatus con-ditions with suggestion to the administration of the Kampung Adat and Adat leaders in particu-lar to immediately arranged a draft form of village institutions or Adat regulations until provin-cial regulations and codes of Kampung Adat officialy released. This strategy is to accelerate theprogress of forming the institution of Kampung Adat and to avoid longer hiatus on establish-ment.Strategy of community empowerment through the development of institutional capacity bothgovernment institutions, community organizations and traditional institutions have been pre-pared by the Government of Siak, it can be seen from the activities that are directed to thestrengthening of the institutional capacity of government Kampung such as: capacity buildingfor the selected Penghulu, The chairman LPMK and Chairman BAPEKAM for periode 2015-2021, Bimtek government, kasi PMD districts and porters for all Siak Region, as well as coach-ing the village headman, the head of customary, traditional institutions chairman and chiefBAPEKAM for all Siak Region. But then again BPMPD is not yet specifically arrange the activi-ties to directly relate to the Kampung Adat because of the code for Kampung Adat is not yetobtained. At the level of Village Institution has also drawn up a planning document for develop-ment and have incorporated programs related to community development and empowerment,but still using the previous nomenclature which is Village.

Abstract

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

Abstract

The problem of rural-urban inequality can not be separated from the development paradigm that assumes thatconsidered better urban and rural areas are higher or the subordination of urban areas. The problem is growingwith the increasing levels of poverty in Indonesia, which was recorded by the BPS period March 2015 as much as28.59 million (11.22% of the total population of Indonesia) in both urban (10.65 million) and rural (17.94million soul). The poverty rate is increasing 860 thousand inhabitants of 27.73 million people in the period ofSeptember 2014, with details of the number of poor people in urban areas amounted to 10.36 million and 17.37million rural people. This paper attempts to analyze the development of villages and cities in Indonesia from theperspective of regional development and migration. Strategy is needed in rural development the city is by adopt-ing the concept of regional development and migration that it contains substances sustainable development ofboth macro and micro, so the construction of rural cities will be able to run well and in line with the Nawa Citathird Indonesian development of the region penggiran by strengthening areas and villages within the frameworkof the Unitary Republic of Indonesia.
