Abstract

Abstract Human resources are very important on the organization's efforts to achieve goals. Success in implementing the human resources management function is the basis for improving the performance of team members and organizational performance. This paper analyzes the practice of assessing and reward-based human resource management and their influence in supporting the achievement of the Kelurahan Lengkap Program at the Land Office of Kediri City. This paper uses a qualitative method. The type of qualitative method used is a case study. The research was conducted in 10 May-15 June 2021. Primary data was obtained through observation and interviews, while secondary data was obtained through document studies related to the implementation of the Kelurahan Lengkap Program in Kediri City. The results showed that human resources in the Kelurahan Lengkap Program were managed by applying appraisals and reward approach. This is practiced with a reward system for implementing officers who are considered to have loyalty and perform well. There are four main factors that influence HR management, namely the bureaucratic structure, the resource, the attitude of the implementor and the communication model. The implementation of the Kelurahan Lengkap Program has been running quite effectively with the management of human resources carried out by the Land Office of the City of Kediri. However, there are resource factors that must be considered so that performance can run more optimally. Keywords: Kediri, policy performance, human resource managemen, policy implementation

Abstract

Abstract The electricity subsidy policy that was born during the COVID-19 pandemic in several regions in Indonesia has been less effective and has caused some people's dissatisfaction. Jenangan District, Ponorogo Regency is one of the areas that receives electricity subsidies, especially for 450 VA and 900 VA customers. The problem is focused on the level of community satisfaction on the electricity subsidy policy during the pandemic which was less effective because it was not on target. The purpose of the study was to determine the community's satisfaction with the electricity subsidy program. This study uses qualitative methods through interviews and questionnaires to 30 sources. Community satisfaction was measured using a Likert scale and analyzed descriptively. The results showed that for 450 VA users during April, May, and June 2020 54.5% of respondents did not get electricity subsidies and for 900 VA users during those three months 81.3% of respondents did not get a 50% discount for electricity payments. This is what causes the Jenangan people in Ponorogo Regency to be dissatisfied with the electricity subsidy policy during the pandemic which is shown through with the results of 40% of respondents saying they are not satisfied, 20% are very satisfied, 20% are satisfied, 16.7% are quite satisfied, and the remaining 3.3% said they were not satisfied. Abstract

Abstract The purpose of this study is to determine the urgency and relevance of the state civil apparatus recruitment policy to become part of the reserve component of the indonesian national army. The involvement of the state civil apparatus in the reserve component is intended as a form of support for state defense and as evidence of the implementation of the core values of the state civil apparatus morals, namely loyalty to the nation and state so as to form the character of the state civil apparatus which is nationalist and statesman. In fact, in the recruitment process asn itself has referred to law number 5 of 2014 and government regulation number 17 of 2020 concerning the state civil apparatus management which has explicitly regulated the internalization of pancasila values, the 1945 constitution and the legitimate government and holds a code of ethics through oaths in accordance with their religious beliefs which ultimately forms the character of the nationalist and statesman of the state civil apparatus. The results showed that: 1) the state civil apparatus recruitment policy in the reserve component has urgency as a support for state defense, and to strengthen state defense run by the tni; 2) the state civil apparatus recruitment scheme in the reserve component has been comprehensively outlined in law 23 of 2019 on national resource management. But it has not referred to the principle of recruitment and the scale of priorities.; 3) the state civil apparatus recruitment policy in the reserve component is not yet relevant because the asn has been equipped with various state defense materials that are closely related to the element of loyalty -which is the main objective of the involvement of asns in the komcad- at the time of çivil servant candidate basic training, pre-service training, and leadership training. Abstract

Abstract Irrigation is an important part of achieving food security, affecting the community's social and economic aspects. The food sector still occupies a strategic role in Indonesia in supporting the achievement of national development that affects the economic growth rate. Funding for irrigation involves the state budget (APBN) and local government budget (APBD), including special transfer funds for priority areas. Presidential Regulation No. 72/2018 concerning RKP 2019 stipulates the purpose of implementing the Physical DAK for the Assignment of the Irrigation Sector to assist the regions in carrying out the development (improvement and rehabilitation) of irrigation infrastructure which is the regional authority to contribute to the achievement of the Food Sovereignty agenda. The disaster in Central Sulawesi in 2018 had an impact on the water resources infrastructure in the region. Problems in implementing the Physical DAK need to be explored as input for future DAK planning, especially for the irrigation sector. Given the importance of the Physical DAK related to irrigation for local governments in Central Sulawesi, it is interesting to analyze the role of DAK and explore problems in its implementation in the context of regional development. This study aims to elaborate on the role of the Physical DAK in developing the irrigation sector in the regions and analyze the problems that occurred during its implementation. The method used is a literature study and field visits (discussions) with regional development stakeholders. The study results indicate that there is not yet complete alignment between national priorities related to irrigation and regional needs. In practice, the issue of disaster has become a consideration for the allocation of the DAK budget, and this has occurred in the Province of Central Sulawesi. However, it must be acknowledged that strengthening the irrigation sector with a logical framework and appropriate risk management continues to be encouraged with special transfer funds to accelerate development targets that are better and beneficial to the post-disaster community. Abstract

Abstract The Covid-19 pandemic has had a negative impact on Central Kalimantan's economic growth with a contraction of 1.40 percent in 2020. Central Kalimantan's economic is still highly dependent on natural resource-based sectors, and it will be very vulnerable because the movement of the economy will be greatly influenced by global price volatility and its uncertainty. The tourism sector, therefore, is an important sector that is expected to be an alternative driver sector of economic recovery. This study aims to measure and analyze the relationship between the tourism sector and other sectors, as well as to simulate investment policies in Central Kalimantan. Limited studies that focus on the tourism sector as planning for economic recovery after the pandemic, especially in Central Kalimantan, can make this research as a reference for policy makers in economic planning. The Input Output table released in May 2021 becomes secondary data used in research with forward and backward linkage analysis and investment simulations in the tourism sector. The results showed that the tourism sector is the sector that has the highest forward linkage in Central Kalimantan. Furthermore, if investment is given to the sector of accommodation and food service activities, it will provide the greatest boost to the total economy compared to other tourism sectors. However, the transportation sector which is the infrastructure in tourism also has an important role as a leading sector with more than one forward and backward linkage index. Abstract

Abstract The purpose of this article is gaining an understanding on whether international migration contribute positively or negatively to global inequalities. Furthermore, it aims to analyze the implication of migration to anti-poverty policy within a country. Researchers use a literature review method to draw a conclusion on the relationship between international migration and global inequalities. Accordingly, international migration could affect both positive and negative on global inequality. It could reduce poverty through remittances, increasing wage level in the sender country, and brain exchange. On the other hand, it also has result on asymmetric development and an increase of dependence on destination countries. Furthermore, immigration affected anti-poverty practices and programs as well. According to a number of studies, policy must take into account the effects of migration on poverty and development. Social exclusion is a problem for anti-poverty initiatives. However, a dilemma arose during the policy-making process: who will be accountable for the difficulties of migrants, particularly illegal migrants? The host country or the local government? Abstract

Abstract Indonesia has experienced a pandemic over the past three years, which is remarkable and has caused the spread of Pekerja Migran Indonesia (PMI) abroad. The end of PMI distribution during the outbreak of the Covid-19 pandemic in Indonesia led to various policies in the Labor offices (Disnaker) and PMI distribution in PT. Tulus Widodo Putra and PT Andhika Putra Mandiri during the pandemic. The purpose of this study is to determine the policies of the Ministry of Manpower and analyze the distribution of Indonesian labor in PT. Tulus Widodo Putra and PT. Andhika Independent Son. The research method uses an explanatory description with a qualitative approach. The informant determination technique uses purposive sampling techniques. Research shows that the policy was made to stop the distribution of Migrant Workers abroad, which significantly impacts PT. Tulus Widodo Putra and PT. Andhika Putra Mandiri and all prospective Migrant Workers in the two universities. The research results in the field showed that during the Covid-19 pandemic, the operation was dismissed, and all shelters were vacated to prevent the accidental transmission of the Covid-19 virus. Abstract

Abstract Inequality of regional development related to fiscal disparity has been a problem until now. The fiscal decentralization development is not only related to the fund's transfer to regional governments but also attention to creating positive impacts on the quality of public services improvement and regional economic growth. At the provincial level, the Regional Incentive Funds is one of the sources of regional development funding and as a measure of regional quality because to obtain it requires competition. One of the competitions that become the basis for calculating the allocation of Regional Incentive Funds is the Regional Development Award organized by the Ministry of National Development Planning/Bappenas. The evaluation related to Regional Incentive Funds aims to assess the realization quality and effectiveness of Regional Incentive Funds utilization in 2021 by the best provinces in Regional Development Awards 2020, which become interesting to review to strengthen cooperation between the central and regional governments and increase these funds utilization in the regions. This study uses a quantitative descriptive method approach from the google form questionnaire and Zoom application as a limited verification of Regional Incentive Funds recipients in 2021, especially the top 3 best provinces in Regional Development Awards 2020, to see field implementation related to policy changes that affect the Regional Incentive Funds implementation during the COVID-19 Pandemic in the context of ongoing evaluation. The analysis results show that although the realization in the 3 (three) provinces is considered good, the Regional Incentive Funds utilization is not well planned when compared to other transfer funds, such as the Special Allocation Fund (DAK), whose planning, implementation, and evaluation processes are carried out more tiered and use a more established system. Abstract

Abstract The Regional Rice Program (RASDA) is one of the flagship programs of the Regional Government of Malinau Regency, in Realizing Household Welfare Target Beneficiaries. The purpose of this study was to find out how the Analysis of the Regional Rice Program (RASDA) to embody the welfare of the targeted households of beneficiary (RTS-PM) in Malinau Regency, North Kalimantan Province and to find out the barriers of Malinau Regency Government in implementing the RASDA program. This research is an analytical descriptive study, which is a description that describes and examines problems based on the government policies through adequate government regulations. This study uses a qualitative descriptive research method using a conceptual approach, where the source of the data is obtained through library research with reference to David’s Management theory (2011) namely a) Planning b) Organizing; c) Motivating; d) Placement of Staff; and e) Controlling. Thus, this study examines and compares the contents of the regional sovereignty legislation related to food and local regulations governing regional rice (RASDA) which is one of the flagship programs of the Malinau Regency Government. The results of the analysis of the Regional Rice Program (RASDA) to comprehend the welfare of the targeted households of beneficiary households (RTS-PM) in Malinau Regency, North Kalimantan Province have been going statisfactorily. This can be recognized from four aspects, namely: (1) Aspects of Government Policy; (2) Aspects of Fulfillment of RTS-PM Rights; (3) Management Aspects of Regional Rice (RASDA) Distribution; (4) Quality Aspects of Regional Rice (RASDA). Abstract

Abstract The Governor of Central Java Province initiated the Kartu Tani Program to realize the distribution, control, and supervision of subsidized fertilizers for farmers. However, there are still problems with implementing this program from the farmers, KPL (Complete Fertilizer Kiosk) and distributors, related agencies, and third parties, BRI Bank. The problems include the scarcity of subsidized fertilizers, delays in fertilizer distribution, inaccuracy targeting, and overpriced provision. So, this article proposes to discuss the Kartu Tani Program evaluation in Banyumas Regency. Using the Quasi Qualitative Design (QQD), the data was obtained from various documents, observations, and interviews. This article also used Manual Data Analysis Procedure (MDAP). Based on the evaluation, after the existence of the Kartu Tani, farmers experienced many conveniences, including the relatively low price of fertilizer, the fertilizer quota, and the specific location of the fertilizer seller based on residents and farmer groups. Not only farmers, fertilizer sellers, and distributors also benefit from the Kartu Tani to make subsidized fertilizer reports from sales to distributors. On the other side, we show that many complaints regarding the Kartu Tani are still entered into the Banyumas Regency complaint hotline, but most of these complaints can be resolved. The Department of Agriculture and Food Security of Banyumas Regency commits to optimally implementing the Kartu Tani Program as the right solution for subsidized fertilizers distribution to farmers in the Banyumas Regency.
