Abstract

Abstract This research is rooted in the increasing need for an effective and comprehensive national defense system in Indonesia, particularly in light of the dynamic and evolving security environment. In recent years, Indonesia has faced a wide range of threats, both traditional and non-traditional, including territorial disputes, terrorism, and cyber threats. These challenges require the Indonesian National Armed Forces (TNI) to maintain a high level of readiness and flexibility in their defense operations. The result revealed the strategic role of Komcad in enhancing the capacity of the Indonesian National Armed Forces (TNI) to safeguard national sovereignty and respond to emerging threats. The formation, recruitment, selection, and training processes for Komcad are explored in the context of Indonesia’s comprehensive defense system, which integrates all national resources to maintain security. Additionally, the study evaluated the legal framework governing the Reserve Components, the challenges in their implementation, and the strategic importance of Komcad in supporting national defense. Drawing on a literature review and qualitative research, this analysis provides insights into the operational readiness of Komcad and its potential contributions to Indonesia’s future defense strategy. Abstract

ABSTRACT The problem of poverty is often related to the bureaucracy's ability to accelerate the resolution and alleviation of poverty. One social policy that seeks to increase poor families' access to basic services and encourage improved quality of life is the Family Hope Program (PKH). The irony is that there are still many people who are trapped in the trap of poverty, and this gives rise to new problems in the implementation of PKH. Using qualitative research methods located in Malang Regency, this article attempts to identify problems in the implementation of social policies, as well as their impact on poor communities. The research results show several paradoxical impacts, such as the dependence of the poor on government assistance and leading to repeated cycles of poverty, as well as an increase in PKH recipients every year. The author's analysis explains that this is due to the deviant behavior of actors who take advantage of the weaknesses of the PKH implementation system to gain personal benefits outside the program vision. The actors' orientation leads to destructive behavior such as corruption by PKH facilitators and misuse of social assistance by Beneficiary Families (KPM). This phenomenon not only illustrates bureaucratic and social pathology but creates dependency and becomes an obstacle in the efforts of poor people to escape the trap of poverty. Abstract

Abstract Institute of Home Affairs Governance (IPDN) plays a crucial role in producing competent graduates as Civil Servants (ASN), prepared to enhance public services and governance. However, IPDN’s curriculum is often criticized for being overly generic and insufficiently responsive to the diverse conditions encountered across various regions in Indonesia. As a result, IPDN graduates often struggle to deliver solutions that align with the specific needs of regions, resulting in suboptimal contributions to regional development. This policy paper aims to identify the underlying issues in the formulation of competency-based vocational education curriculum policies at IPDN. The research employed a descriptive, qualitative approach, with data collected through interviews, documentation, and literature studies. The findings indicate that the development of a competency-based vocational education curriculum at IPDN incorporates the integration of digital technology and e-government systems. Soft skills, along with problem-based learning and projects, will increasingly align with contemporary needs, resulting in graduates who possess not only technical competence but also digital skills, leadership abilities, and critical and innovative thinking for effective problem-solving. The proposed policy recommendations include the immediate formation of a curriculum design team by IPDN’s Rector to integrate digital technology and e-government into the learning framework; the development of specialized modules aimed at enhancing communication skills, ethics, collaboration, and leadership; and the design of a curriculum that incorporates real-world challenges encountered by central and regional governments as educational materials. Abstract This study explores the critical role of young entrepreneurs in advancing Jakarta’s sustainability objectives and bolstering the resilience of its maritime sector. As Jakarta transitions towards a more sustainable urban model, young entrepreneurs are pivotal in developing green technologies that reduce emissions, enhance operational efficiency, and promote eco-friendly practices, aligning closely with the city's sustainability goals. Their innovations directly address environmental challenges such as pollution and climate risks, fostering a green economy while strengthening the sector's capacity to withstand issues like sea-level rise and extreme weather impacts. By collaborating with government entities, these entrepreneurs amplify their influence, co-creating sustainable solutions that reinforce Jakarta’s economic and environmental resilience. This research highlights the transformative potential of youth-driven entrepreneurship as an essential component in achieving a sustainable, resilient, and future-oriented Jakarta. Abstract

Abstract Corporate crime has been a concern in the development of criminal law for a long time and the Indonesian society has concern regarding the implementation of the legal system. This research paper examines corporate crime in the context of environmental law in Indonesia, providing a legal-philosophical analysis of the responsibilities of corporations and the implications for victims of environmental crimes. The study highlights the philosophical underpinnings of the rule of law in Indonesia, emphasizing the collective will of the people and the limitations of state power. It investigates the intersection of criminal law, corporate law, and environmental law, particularly focusing on the Lapindo Mud Case in Sidoarjo, East Java as a significant example of corporate environmental malpractice. The paper discusses the principles of legality in criminal law, the complexities of corporate criminal liability, and the evolving definitions of victims in environmental crimes. It argues that environmental crimes perpetrated by corporations not only harm individuals but also have broader impacts on communities, ecosystems, and the state. Ultimately, the research calls for a more robust legal framework to hold corporations accountable and protect victims, advocating for an integrated approach that recognizes the rights of both individuals and the environment.
