Abstract

This research aims to analyze the implementation of immigration policy towards foreign nationals (WNA) at the TPI Special Class I Immigration Office of Surabaya, based on Law Number 6 of 2011 concerning Immigration. Specifically, this study explores how the policy is applied in the supervision of foreign nationals (WNA) and identifies the supporting and inhibiting factors in the implementation process. The research employs a qualitative approach with a descriptive method to provide an in-depth overview of the immigration policy implementation. Data was collected through interviews with immigration officials and relevant parties, direct observation of procedures at the TPI Special Class I Immigration Office of Surabaya, and a study of policy documents and annual reports. The policy implementation theory of George C. Edwards III was used as the basis for analysis, considering four main variables: communication, resources, disposition, and bureaucratic structure. The results indicate that the TPI Special Class I Immigration Office of Surabaya has optimized the use of information technology and strengthened inter-agency coordination in implementing immigration policy. However, significant constraints remain, such as the limited number and competence of human resources, complex bureaucratic procedures, and a lack of synergy with labor agencies in the supervision of foreign nationals (WNA). Furthermore, the study found that cases of misuse of stay permits, such as overstay and use of unsuitable visas, are still frequent. The findings of this research provide recommendations for the government to enhance the effectiveness of immigration policy implementation through bureaucratic reform, human resource capacity building, and strengthening coordination between the Immigration Office, the Ministry of Manpower, and relevant agencies. These steps are expected to improve Indonesia's immigration system in facing the challenges of globalization and the increasing mobility of foreign nationals (WNA). Abstract

This study evaluates the policy of using the 2023 Kute Fund in Southeast Aceh Regency, focusing on its implementation, supporting factors, and inhibitions. The importance of this evaluation lies in the need for Kute funds to be on target, adequate, and contribute to improving people's welfare. This research employs a descriptive qualitative approach, utilizing data collection techniques that include interviews, observations, and documentation. Furthermore, the data is analyzed by reducing it, presenting the results, and drawing conclusions. The results of the study show that the Kute Fund policy in Southeast Aceh Regency in 2023 is generally running well, but faces obstacles in terms of effectiveness and accuracy, especially related to the allocation of funds that are not always in accordance with priorities and the lack of capacity of the Kute apparatus in budget management. Factors that support success include regulatory support, community involvement, and a commitment from local government. Inhibiting factors include the low competence of Human Resources, the lack of socialization of regulations, and public pressure on the use of funds that do not comply with the provisions. This study recommends increasing the capacity of the Kute apparatus, strengthening the internal supervision system, and providing continuing education to the public on the use of Kute funds in accordance with development priorities. Abstract

The degradation of the upstream area of the Cimanuk Watershed due to land conversion and deforestation has reduced the ecosystem’s capacity to regulate water availability and quality. This phenomenon highlights the urgency of applying economic instruments in water resource management, particularly through the implementation of Payment for Environmental Services (PES). However, a fair and measurable mechanism for determining the economic value of water at the watershed scale remains absent, weakening incentives for upstream conservation actors. This study aims to formulate a scientifically grounded water pricing mechanism as a tool to address market failure in valuing ecosystem services and to promote sustainable watershed governance. The research applies a mixed-method approach using three valuation techniques: Contingent Valuation Method (CVM), Value of Marginal Product (VMP), and Full Cost Pricing. Findings reveal a significant disparity between the downstream community’s willingness to pay (WTP) and the upstream community’s willingness to accept compensation (WTA), emphasizing the need to internalize environmental externalities into water pricing. Policy recommendations include the adoption of full cost pricing for water, integration of PES into watershed planning frameworks, and the establishment of a transparent and participatory mechanism for allocating conservation funds. Abstract

This research aims to analyze the development of National Health Insurance (NHI) in Indonesia, with every progress and challenges in its evolution. Using a longitudinal case study that enables a nuanced examination of policy processes, shifts, and complexities within their evolving socio-political contexts, this research will explore the dynamics of health insurance policy development over an extended period. Before the establishment of BPJS Kesehatan in 2014, Indonesia’s health insurance landscape was shaped by various schemes targeting different population groups, such as Askes for civil servants, Jamsostek for formal workers, and Jamkesmas for the poor. While these programs expanded access to healthcare, their fragmentation posed challenges to achieving a more inclusive and integrated system. In response, the government initiated a major reform through the establishment of BPJS Kesehatan as part of its commitment to realizing Universal Health Coverage for all citizen. While challenges in resource efficiency and service delivery remain—particularly as BPJS Kesehatan manages far broader coverage than its predecessors—the ongoing reforms reflect Indonesia’s continued commitment to strengthening its health insurance system, improving service quality, and advancing toward Universal Health Coverage through more integrated, accessible, and trusted care. Abstract

This study evaluates the gender-responsive policy of women-only carriages on the Jabodetabek Commuter Line (2024–2025). Originally introduced as affirmative action to protect women from sexual harassment, the policy also supports Indonesia’s gender mainstreaming agenda. Using a qualitative case study, data were gathered through interviews, observations, documentation, and digital ethnography, analyzed via triangulation and Miles & Huberman’s interactive model. Evaluation followed William N. Dunn’s six types: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Findings show that while the policy increases women’s sense of safety and comfort, effectiveness remains limited due to recurring harassment cases, constrained carriage capacity, and gender-insensitive evaluation tools. Efficiency is also suboptimal as the benefits do not align with the resources used. Equity and responsiveness are hindered by patriarchal norms, limited fleets, and weak victim-centered reporting systems. Overall, the policy is a relevant but partial affirmative measure, symbolic rather than structural. Strengthening requires holistic integration through fleet expansion, victim-centered SOP improvements, stricter enforcement of the Sexual Violence Crime Law (UU TPKS), and enhanced public education and gender-awareness initiatives to realize safer, more inclusive transportation. Abstract

Abstract The implementation of the merit system in the recruitment of civil servants and PPPK in Manokwari Regency is marked by the Special Autonomy Affirmative Action Policy of Manokwari Regent Regulation Number 105 of 2024 regarding formation provisions for Indigenous Papuans (OAP) with a quota of 80% and non-OAP 20%. This provision has the potential to sacrifice the principles of open competition and qualifications mandated by the merit system, which could lead to a decline in selection standards and inappropriate employee placements. Using a qualitative case study method with a literature review approach, this study analyzes Manokwari Regent Regulation No. 105 of 2024 and related literature to identify implementation challenges. The results of the study show that the 80:20 OAP and non-OAP formation policy creates a fundamental dilemma where, on the one hand, it protects OAP representation in the bureaucracy, but on the other hand, it risks lowering the competency standards of ASN, creating an “internal quality gap,” and does not solve the root cause of the low competitiveness of OAP human resources. Therefore, this study suggests the need for policy evaluation, improvement of the quality of education and training for OAP, revision of quota proportions, and increased transparency and accountability to ensure the quality and equity of human resources in the implementation of a good merit system in Manokwari Regency. Abstract

Abstract Indonesia faces serious challenges in waste management, Indonesia generates 68 million tons of waste annually, with only a 13.67% reduction rate—far below the 30% target for 2025. This research evaluates the 3R (Reduce, Reuse, Recycle) policy using William N. Dunn's framework, examining six dimensions: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A literature review analyzed 21 national and 19 international journals from Google Scholar. Findings reveal suboptimal 3R implementation with inconsistent regional achievements. Effectiveness is constrained by poor public awareness of waste sorting; efficiency suffers from inadequate operational funding; adequacy is limited by insufficient infrastructure and community engagement; equity shows uneven facility distribution; responsiveness varies with minimal community participation; and while policies are contextually appropriate, implementation overlooks local capacity. International comparisons demonstrate that successful 3R programs require behavioral change, robust regulations like Extended Producer Responsibility, continuous education, and strong multi-stakeholder collaboration. The research recommends adopting best practices from high-performing regions, establishing sustainable financing mechanisms, intensifying public awareness campaigns, and enhancing cross-sectoral coordination. These strategic interventions are essential for Indonesia to bridge the gap between current performance and national waste reduction targets, ultimately achieving more effective and equitable waste management nationwide.  Keywords: Policy evaluation, Waste management, Indonesia.

Abstract

Abstract This study aims to explore the dynamics of decentralisation policy between 1999 and 2025 in Indonesia using a scoping review, thereby providing an important historical record for the implementation of decentralisation policy in Indonesia. This study also strengthens the literature and trends regarding the dynamics of decentralisation policy in Indonesia and identifies issues concerning the dynamics of decentralisation policy in Indonesia. The research method used is a literature study with a scoping review approach. Scoping review is relevant in presenting a comprehensive map of research findings related to the dynamics, realities, and problems in the dynamics of decentralisation policy in Indonesia, while also identifying research gaps that still need to be explored. Data collection was carried out from the scopus.com website on decentralisation policy in Indonesia from 861 studies that were scoped down to 20 studies for analysis. The results of the study show that there are five themes related to decentralisation policy in Indonesia, namely local governance and accountability, decentralisation policy in education, natural resource and environmental management, public services and health, and fiscal decentralisation and corruption. This study contributes to the development of literature on decentralisation policy in Indonesia and has implications for the development of public policy and governance studies. Abstract

Abstract The quality of government regulation is a key factor in creating a conducive business climate and improving corporate operational efficiency. However, the effectiveness of regulation is not only determined by the quality of its normative design, but also depends heavily on the performance of public services as a mechanism for policy implementation. This study aims to analyze the effect of the quality of government regulations on the operational efficiency of companies by placing public services as a mediating variable in the Business Ready Index (B-READY) framework developed by the World Bank. This study uses a quantitative approach by utilizing secondary data from B-READY in 2024 covering 50 countries. Data analysis was conducted using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method to test the direct and indirect relationships between variables. The results of the study indicate that regulatory quality has a positive and significant effect on public service performance, and that public services have a positive and significant effect on corporate operational efficiency. Furthermore, public services are proven to significantly mediate the relationship between regulatory quality and operational efficiency. These findings indicate that quality regulation does not automatically improve operational efficiency without the support of effective, integrated, and responsive public services. Substantively, this study confirms that public services are a key mechanism that translates regulations from the normative level into actual operational practices. The policy implications of this study emphasize the importance of regulatory reform integrated with strengthening public service capacity and digital transformation of government to improve business competitiveness and national economic performance. This research contributes to the development of public policy literature by enriching the conceptual model of the relationship between regulatory quality, public services, and operational efficiency from the perspective of the B-READY.  Keywords: Regulatory quality; public services; operational efficiency; B-READY; SEM-PLS
