Abstract

Abstract Although poverty data plays a central role in the formulation of social protection policies in Indonesia, most previous studies have focused on the technical aspects of measurement, statistical accuracy, and the effectiveness of program targeting. The literature has relatively little exploration of poverty data as a policy object undergoing long-term institutional change and influenced by the state's bounded rationality, patterns of policy incrementalism, and political pressures in the post-Reformation democratic context. This gap is increasingly relevant given the repeated changes in data regimes, from BPS macro data, ad hoc poor household data collection, the Integrated Database, the Integrated Social Welfare Data, to the launch of the National Single Social and Economic Data in 2025. This study aims to analyze the dynamics of Indonesia's national poverty data policy from the 1998 Reformation to 2025, emphasizing three main dimensions: bounded rationality in state decision-making, patterns of incremental policy change, and increasing political pressure and demands for data accuracy in the distribution of social assistance. The method used was archival research, which systematically examined policy documents, laws and regulations, official government reports, publications from statistical agencies, and institutional archives related to poverty alleviation and social protection. The analysis was conducted qualitatively and historically to identify patterns of continuity and change in data policy. The results indicate that poverty data policy developed through a fragmented, incremental process due to bounded rationality and institutional sectoral egos. The DTSEN represents a corrective effort by the state to shift toward a single data governance system, while simultaneously acknowledging the limitations of previous policy approaches. Abstract

Abstract This study analyzes the strengthening of collaborative governance in supporting the renewable energy-based energy transition in Central Java Province. It examines how starting conditions, institutional design, facilitative leadership, and collaborative processes influence the effectiveness of stakeholder cooperation. This research employs a descriptive qualitative approach, focusing on the collaboration between the Energy and Mineral Resources Agency of Central Java Province and the Institute for Essential Services Reform (IESR). Data were collected through interviews, documentation, and literature review, and were analyzed using an interactive qualitative analysis model. The findings show that the collaboration between the Energy and Mineral Resources Agency of Central Java Province and IESR faced several challenges, including coordination constraints, limited human resources, and delays in implementation due to the dynamics of the regional government agenda. Nevertheless, the collaboration continued to operate relatively effectively because both parties shared a common objective of accelerating the energy transition, maintained complementary roles, and were supported by formal institutional cooperation. The Energy and Mineral Resources Agency acted as a regional government actor with policy authority and bureaucratic access, while IESR provided knowledge-based support, research, advocacy, and technical facilitation. This synergy enabled the collaborative process to continue despite implementation barriers. The findings indicate that the success of collaboration is not determined by the absence of obstacles, but by the actors’ ability to maintain commitment, adjust strategies, and develop shared learning. Accordingly, this collaboration has contributed to the formulation of more inclusive renewable energy policies, strengthened institutional commitment, and enhanced regional capacity to accelerate the renewable energy-based energy transition. This study offers practical implications for strengthening collaborative governance mechanisms in renewable energy development, particularly within the context of decentralized regional governance. Abstract

Abstract Government digitalization has become one of the key strategies in improving the quality of public services and governance in Indonesia. Municipal governments, as the frontline of public service delivery, play a strategic role in implementing digital policies, particularly through the development of e-government and smart city initiatives. This study aims to analyze the implementation of public policy digitalization at the municipal government level in Indonesia, including its forms and models of implementation, supporting and inhibiting factors, as well as its impact on public services. This research employs a qualitative approach using a literature review method, drawing on various scientific sources and relevant policy documents. The findings indicate that the implementation of digitalization in municipal governments has developed rapidly, as evidenced by the increasing adoption of digital-based services such as online licensing, population administration, and public complaint systems. However, such implementation is still predominantly sectoral and not yet fully integrated. The main supporting factors include infrastructure readiness, human resource capacity, institutional support, and visionary leadership. On the other hand, the challenges faced include system fragmentation, low interoperability, limited human resources, and the digital divide within society. Digitalization has contributed positively to improving efficiency, transparency, service accessibility, and public participation. Nevertheless, without proper management, digitalization also has the potential to create social exclusion and unequal access to services. Therefore, a more comprehensive and integrated approach is required in developing digital policies, one that not only focuses on technology but also emphasizes institutional strengthening and social inclusiveness. Abstract

Abstract This study examines the implementation of the KangPisMan (Reduce, Separate, Utilize) community-based waste management policy in Sumur Bandung District, Bandung City. The research aims to analyze the effectiveness of policy implementation and identify key factors influencing its performance within the local governance context. A qualitative descriptive approach with a phenomenological perspective was employed to explore the experiences and perceptions of stakeholders involved in the program. Data were collected through in-depth interviews, field observations, and document analysis, involving purposively selected informants, including local government officials, environmental task force members, and community activists. Data analysis followed the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing, with validity ensured through triangulation.The findings reveal that the KangPisMan policy has contributed to improving public awareness and encouraging initial behavioral changes in household waste management practices, particularly in waste sorting and reduction. However, the effectiveness of policy implementation remains constrained by several factors, including low community compliance, limited infrastructure and resources, and weak enforcement mechanisms. From a policy perspective, the results highlight the interaction between policy content and implementation context as critical determinants of success.This study concludes that while the regulatory framework is adequate, strengthening community engagement, enhancing institutional capacity, and ensuring consistent policy enforcement are essential to achieve sustainable urban waste management. The findings provide practical implications for improving community-based environmental governance in urban areas. Abstract

This study aims to evaluate the impact of the social ill-management policy on beggars, vagrants, and abandoned people (PGOT) in Banyumas Regency, as stipulated in Banyumas Regency Regulation Number 14 of 2020. The study employed quantitative methods, with data collection techniques including questionnaires, observation, and documentation. The sample size for this study was 100 respondents, determined using a multistage random sampling technique. Data analysis was performed using the Wilcoxon Signed Ranks Test. The results indicate that the policy has had a significant impact on the individual, organizational, community, and institutional dimensions, as well as social systems and systems. The policy has been able to encourage behavioral changes in PGOT, improve organizational performance, create public order, and strengthen cross-sectoral collaboration. However, the policy's effectiveness is not evenly distributed and requires strengthening in guidance, coordination, and supervision for greater sustainability.
