Abstract

Regional resource development has a dual role in relation to capital as economic growth (resource based economy) and at the same time as a life support system (life support economy). Regional development performance in Indonesia is generally measured based on the Human Development Index (HDI) which focuses on the size of education (knowledge), health (healthy and long life) and people's purchasing power (decent life). The Human Development Index is formed from several indicators that do not yet cover all dimensions of human development as formulated by the United Nations Development Program (UNDP). In the context of sustainable development, the success of regional development is always associated with environmental carrying capacity as measured by the Environmental Quality Index (EQI). The linkages between human and environmental aspects in regional development are interesting to be reviewed in more detail, especially in South Sulawesi Province as a portrait of regional development in Indonesia. The analytical method used is quantitative based on secondary data, both in the form of literature review and correlation analysis of the relationship between HDI and EQI in the same year and the same region as novelty that has never been studied before. The relationship between HDI and EQI will be analized by Bivariate Pearson. The purpose of this study is to look at the impact of policies to encourage the increase in HDI toward IKLH that occurs. The analysis shows that in South Sulawesi the HDI value is not always directly proportional to EQI depending on certain factors.

Abstract

The Government of of Indonesia plans to move the Capital City from Jakarta to East Kalimantan Province. The problem is what is the status of the administration of Jakarta Province after it no longer bears the status as the capital city of Indonesia. Does Jakarta Province still have the right to obtain status as a provincial region even though the government structure is not divided into municipal and regency areas, or the existing administrative area must be made an autonomous region and then legally qualify as a provincial region ?. Research Methods using qualitative descriptive methods. Based on the politics of decentralization contained in the 1945 Constitution, regarding the formation of special regions and reviews several laws which form the legal basis for granting special regions in Indonesia, or what is theoretically known as asymmetric decentralization. If the national capital is moved to East Kalimantan, the ex Jakarta Province still qualifies as a province that has special autonomy as the Province of Jakarta Special Region, because the history and role of the city of Jakarta on national government in the past cannot be forgotten. Therefore, the governance structure in the form of one level of autonomy is maintained, and the central government can surrender or delegate greater authorities for the management of economic, trade and service sectors, such as the Nusantara Bonded Zone, including the establishment of special economic zone, so that it can play a role as a locomotive of the national economy.

Abstract

This research is a series of studies on the big theme of Smart-Pusdiklat at the BSSN environment. The research question revealed was how to improve the culture of BSSN Widyaiswaras’ literacy through meaningful learning whose technological scope could maintain the perspective of constructivist approaches to learning. The researcher discusses 2 (two) parts of the Learning Design, namely Technology Skills, and Meaningful Learning, in using integrated technology applications. Considering the limitations of digital exploration on the side of Widyaiswara, the literacy culture of fellow Widyaiswara becomes significant to maintain the gap. This research used exploratory research methods with a qualitative approach. This method is intended to explore a new phenomenon that may not have been studied before. This is the novelty value of this research. The application used in this study was Slack Workspace, which is integrated with 4 (four) other applications, namely Trello for Slack, Google Drive for Slack, Google Calendar for Slack, and Zoom for Slack. The specific results of this study were revealed that the Learning Design is focused on teaching technology skills, and meaningful learning to Widyaiswara. Also, by being involved in the learning experiences which are active, intentional, authentic, constructive, and cooperative.

Abstract

The selection of suitable learning methods will determine the success of a learning process. In the state defense preparedness training program, games are one of the methods used to achieve learning objectives through the use of playful media. This study aims to assess the effectiveness of this learning method and the factors supporting the effectiveness. The study was conducted on participants in Basic Training for Civil Servants Candidates in 2019 in West Sumatra Province through the distribution of questionnaires online. The results showed that 98.8 % of respondents considered that this method was effective.

Abstract

Urbanization is a serious problem for Indonesia. Jakarta is the epicenter of urbanization, which is the center of wealth, which sucks in the migration of people from villages that creates population density, social inequality, as well as congestion and flooding. President Joko Widodo seeks to stem urbanization as part of an Indonesia centric platform, while Minister of Finance Sri Mulyani seeks to spur urbanization for economic growth. This article aims to express criticism of urbanism, as well as offering ruralization, which moves back to rural, with agriculture as the backbone, as well as districts, villages, farmers, fishermen, and farmers as the main actors. This article does not work with geography, demography, or economics, but with political science, which uses interpretive methods and critical analysis. With this analysis, this study of ideas critically finds that urbanization has created Indonesia as an economically, socially, and politically complex urban society. This urbanization has given the wealth and splendor of the city but also presents a serious paradox: city decay (explosion into / implosion), and rural impoverishment (explosion out / explosion). A city-centric solution with a sustainable city recipe will only deal with urban decay but ignore rural impoverishment. The Indonesia-centric solution with rural and rural areas, with local emancipation, is a better answer for equality, justice, and prosperity. Jepara, the most prosperous district in Central Java, is an example of ruralization that goes beyond the project approach from above.

Abstract

The existence of small lakes, lakes, public ponds, and reservoirs for the Indonesian people is significant and has been used for various basic needs. The conditions of small lakes, lakes, public ponds and reservoirs generally show negative tendency namely pollution, silting, environmental damage and even some of them have been shifted function to land. This study aims to determine the importance of land registration for small lakes, lakes, public ponds, and reservoirs. The research method is descriptive qualitative. Data was collected through field observation for several samples and secondary data collection for several cases. Furthermore, the data are analyzed empirically by referring to the regulations and practices of the policy. The results obtained indicate that the sustainability of situ, lakes, reservoirs, and reservoirs (SDEW) is disturbed due to human activities. Land registration is one of the efforts to protect the existence of these public water areas. However, not all public water areas can be registered because of their land status. The area of ​​public water to be registered includes the surface area of ​​the water and its buffer zones. The stages of land registration for the area, lakes, reservoirs, and reservoirs are generally the same as for other land registrations. Following the registration of land for the territorial waters, the holder of land rights must actively maintain the control boundary and monitor the physical condition of the lake, reservoirs, and reservoirs from illegal exploitation efforts. In addition, the Government and Regional Governments must be able to raise community participation in maintaining territorial waters and establish cooperation with other parties related to the provisions governed by laws and regulations. This study concludes that land registration for the SDEW area is beneficial due to the improved management, monitoring, and maintenance system through the availability of accurate data and the strong legal basis.

Abstract

The purpose of this study was to determine the effect of Latsar CPNS participants' understanding of the function of ASN (Variable X) on the performance in learning services (Variable Y). Gibson and Spencer stated that performance is influenced by variables of employee knowledge and understanding. The research hypothesis is suspected that there is an influence of variable X on Y. The research was conducted using quantitative methods. The population was 1851 people. Samples based on the Slovin formula were taken as many as 329. The instrument tested with SPSS 18 which is declared valid and reliable. Data normality test, with the Kolmogorov-Smirnov test with a value of 0.2 for Variable X and 0.1 for Variable Y less than p 0.05, so the data for the two variables were normally distributed. Simple Linear Regression Test obtained a significance value (Sig.) of 0.012, smaller than the probability of 0.05, which means that there is a significant effect of variable X on variable Y. Furthermore, the Hypothesis Test is continued with the t test, and the t value is 2.524 greater than t table 1.6499 with R Square 0.019. The contribution of variable X to variable Y is only 1.9%. The contribution of other variables that affect the performance of CPNS teachers by 98.1% still needs further research. This study concludes that there is a positive influence on the understanding of Latsar CPNS teachers about the function of ASN on teacher performance in learning services.

Abstract

This study aims to determine the effectiveness of Public ethics online learning in Basic Training for Civil Servants Candidates Group III Batch 8 at BSSN Training Center. This study was a case study research. The data was collected using interviews, observation, assignment sheets, and questionnaires. The learning effectiveness indicator was all participants get a minimum post-test score of 80, and at least 80% of the total participants have a high or very high perception of the learning effectiveness. The research sample was all participants of Basic Training for Civil Servants Group III Batch 8 with a total number of 40 people. The data analysis used is descriptive analysis techniques. The result shows that the pre-test means score is 77.80, and the post-test mean score is 88.38, indicating an increase of 13.6%. Based on the questionnaire result, it is found that the online learning method of Public Ethics in Basic Training for Civil Servants Candidates Group III Batch 8 is effective in achieving the learning objective. The strength of online learning is that it facilitates participants to be more active in understanding the material, more flexible because it can be performed anywhere, while the weakness is that participants do not experience direct learning in class, thus the delivery of the values ​is less optimal. Online learning of Basic Training for Civil Servants Candidates with all its strengths and weaknesses is considered useful in achieving learning objectives. Therefore it can be continued in both new normal and normal conditions.

Abstract

Several previous studies during the pandemic period discussed the modes of transmission of COVID-19 and the factors that influence the increase in COVID-19 cases. The study explained that COVID-19 is strongly influenced by policies, levels of knowledge, attitudes, and skills. However, this study focuses on looking at the factors that influence the implementation of health protocols as an adaptation to new habits of health center personnel. The research was conducted at the health center that contributed the most to COVID-19 cases in Bogor Regency, West Java Province. The principles of handling COVID-19 at Puskesmas are prevention, detection, and response. These efforts are made to prevent, overcome, and stop the transmission of COVID-19. The step that is considered the most important is to improve the implementation of health protocols as an adaptation to new habits. The behavior of implementing health protocols for health workers at the Cileungsi Puskesmas includes wearing masks, washing hands with soap, and maintaining distance or avoiding crowds. This research is a qualitative study using a descriptive-analytic design, a case study at the Cileungsi Community Health Center, Bogor Regency. According to the research needs, the number of respondents was 40 Puskesmas officers, both health and non-health workers. The results showed an effect of self-awareness and environmental support on the behavior of health center personnel in implementing health protocols as an adaptation to new habits. This is indicated by the p-value of wearing a mask of 0.013, washing hands of 0.016, and crowd behavior of 0.011 with an OR value of 16.100 of crowding behavior, meaning that a less supportive environment has 16 times the risk of crowd behavior.

Abstract

Measured from age and level of education, West Kalimantan Provincial Civil Servant Basic Training Participants in 2019 include adults, therefore it is necessary to apply appropriate learning methods for adults in improving their learning outcomes. The learning method applied for the Anti-Corruption Training Course is the CEBPERDIS Method. The CEBPERDIS method is a learning method that is a combination of the Pictorial Lecture Method (CEB), the Assignment and Recitation Method (PER), and the Discussion Method (DIS), which is applied sequentially in a class, this method optimizes the function of the ears, eyes, mouth, hands, and brain to improve thinking power, comprehension, and memory, as well as improve speaking and creativity skills of each trainee. To determine how to improve the learning outcomes of anti-corruption training with the CEBPERDIS method for CPNS basic training participants, a level 2 action research was carried out using one group pretest-posttest design experimental research method with quantitative and qualitative approaches, data collection technique using a pre-test, post-test, and observation as well as data analysis technique with descriptive quantitative and qualitative methods. From the results of the study, it is known that the average increase in learning outcomes of the Anti-Corruption Training Course for CPNS Basic Training Participants after being taught by the CEBPERDIS method is 68.77% from the initial score of 59.81 to an average of 96.69. The Training Participants are very active and enthusiastic in participating in the learning and not sleepy and not sleeping so that the learning objectives can be achieved properly.
