Abstract

This thesis examines the effectiveness of the Online Single Submission (OSS) system in Pontianak City. The research seeks to analyze how effective OSS supports business licensing services at the Investment and One-Stop Integrated Service Agency (IOSISA) of Pontianak City. OSS represents a government-led digital innovation designed to streamline licensing procedures, particularly following the enactment of Government Regulation No. 5 of 2021 on Risk-Based Licensing. This study employed a descriptive qualitative approach, drawing on Duncan’s theory of effectiveness, which encompasses three dimensions: Goal Achievement, Integration, and Adaptation. The findings indicate that, in terms of goal achievement, OSS has expedited the issuance of low-risk business licenses and enhanced the legal standing of business actors, although challenges remain in users’ comprehension of the system and in the length of time required for verifying medium-to high-risk licenses. With respect to integration, the system offers more structured procedures; however, socialization efforts have not been evenly distributed, and updates from the central system are often poorly communicated. In terms of adaptation, IOSISA has demonstrated a relatively responsive approach, supported by adequate infrastructure, despite occasional technical disruptions. The novelty of this research lies in its focus on assessing the effectiveness of OSS in the local context of Pontianak City, an area that has received little scholarly attention. As such, the study provides valuable insights and practical recommendations for improving business licensing services at the regional level.

Abstract

The Provincial Government of DKI Jakarta bears the responsibility of providing public services to its citizens throughout all stages of life, from birth to death. Within the scope of death‑related services, families of the deceased must obtain four essential documents: the Certificate of Cause of Death (SKPK) issued by a Community Health Center or Hospital; the Death Certificate issued by the Population and Civil Registration Office; the Burial Permit Cover Letter issued by the Public Cemetery (TPU) Administration under the Department of Parks and Urban Forests; and the Burial Ground Utilization Authorization (IPTM) issued by the Investment and One‑Stop Integrated Services Office. Using a qualitative approach, including document reviews and analysis of official reports, this study evaluates the extent of cross-sector collaboration in the provision of death-related services. The findings reveal an absence of effective interagency collaboration, resulting in inefficiencies and reduced service effectiveness. The interdependence among required documents is not supported by integrated operational procedures, leading to slow service delivery and added burdens for grieving families. As a contribution, this study highlights the urgent need to accelerate the development of a one‑stop service system for death-related administrative processes to reduce bureaucratic redundancy and promote a more humane and responsive model of public service governance.

Abstract

The high backlog of home ownership in DKI Jakarta, which reached 1.2 million units in 2023, is a crucial issue that underlies the launch of the Affordable Owned Housing Program by the DKI Jakarta Provincial Government. However, the implementation of this program faces various obstacles such as complex regulations, funding, and administration. This research aims to comprehensively evaluate the implementation of the program, identify the obstacles faced, and formulate strategic recommendations. The research method used was a mixed qualitative and quantitative approach, which involved literature study, in-depth interviews with stakeholders, as well as the dissemination of questionnaires through online surveys to Beneficiaries. The results of the evaluation show that the Affordable Housing program has provided strategic benefits in overcoming the housing backlog, although there are various obstacles in implementation that need to be addressed. The survey results show that the majority of beneficiaries as much as 62.24% consider the credit repayment installments that must be paid to be lighter. But the survey results also show that as many as 81.63% of the beneficiaries experienced an increase in expenses after occupying a residence. This program has generally had a positive impact on the community, but it is necessary to simplify administrative procedures and improve coordination between stakeholders so that its implementation can be more optimal and sustainable.

Abstract

Regional service disparities in Boyolali Regency persist due to the uneven distribution of facilities and service functions among sub-districts. This study aims to identify the hierarchy of service centers, analyze regional centrality, and evaluate its conformity with the regional spatial plan (RTRW). The methods employed were scalogram analysis to assess the completeness of service facilities and the Marshall Centrality Index to measure functional service strength among sub-districts. The results show that Boyolali consistently occupies the highest hierarchy and functions as the primary service center of the regency, while Mojosongo, Andong, and Gladagsari emerge as potential secondary centers. Comparison with the Regional Spatial Plan (RTRW) indicates that Boyolali is consistent with the planned spatial structure, whereas Mojosongo, Andong, Gladagsari, Cepogo, and Nogosari have developed beyond their designated functions. In contrast, Ampel and Teras show relatively underperforming service functions. These findings indicate that the regional service structure has not been fully aligned with the formal spatial plan

Abstract

DKI Jakarta faces a high risk of earthquake disasters due to the existence of the Baribis Fault, particularly for residents of vertical housing such as Rusunawa KS Tubun. This study aims to analyze the influence of knowledge, attitude, and practice on earthquake disaster preparedness among residents of low-cost apartments. The conceptual framework of this study is based on the Knowledge, Attitude, and Practice (KAP) Theory to explain how knowledge influences attitude, which then shapes actual practice as an indicator of preparedness. The research method employs a quantitative approach by distributing questionnaires to 240 respondents who are residents of Rusunawa KS Tubun. Data were analyzed using the Structural Equation Modeling - Partial Least Squares (SEM-PLS) method via SmartPLS 3 software. The results indicate that knowledge has a significant influence on attitude, practice, and disaster preparedness. A crucial finding in this study is that attitude was found to have no significant influence on practice within the context of earthquake preparedness at the research site. Variables of knowledge, attitude, and practice simultaneously exert a moderate influence on disaster preparedness, with an R2 value of 0.490. The conclusion of this study emphasizes that directly increasing knowledge is more effective in shaping the practice and preparedness of residents compared to attitude-based interventions alone. These findings are expected to serve as a reference for apartment managers and relevant agencies in designing more effective disaster preparedness programs for low-income communities in vertical housing.

Abstract

Earthquakes are among the most destructive natural hazards, with significant impacts on social, economic, environmental, and infrastructural systems. In this context, risk communication plays a strategic role as an instrument for conveying information about hazards, potential consequences, and mitigation measures to communities and stakeholders. Despite the growing body of research in disaster risk communication, existing studies remain largely fragmented and tend to focus on specific local contexts or particular empirical approaches. This study aims to map and analyze the development of research on risk communication in the context of earthquake preparedness using a bibliometric approach based on scientific publications indexed in Scopus during the period 2016–2025. The method employed is bibliometric analysis following the PRISMA protocol to ensure a systematic and transparent data selection process. Data were analyzed using VOSviewer and Biblioshiny to generate network visualizations, keyword clusters, and thematic evolution. The novelty of this study lies in its comprehensive, data-driven mapping of the intellectual structure and research dynamics of risk communication in earthquake preparedness, an area that remains relatively underexplored. The findings are expected to provide a more holistic understanding of research trends, identify existing gaps, and serve as a basis for developing more effective and evidence-based risk communication strategies to enhance community preparedness and resilience to earthquake disasters.
