Abstract

This study aims to analyze the training evaluation of the Kirkpatrick model and the Kemp model for Expenditure Treasurer Training at the Provincial Government of DKI Jakarta. This study found a comprehensive analysis of all aspects of training management resources suggested to be determinants of training quality, participant scores, participant utilization, and competency testing. All elements are involved in the four levels of Kirkpatrick's Training Evaluation, starting from Reaction, Learning, Behavior, and Outcomes. The method used in this study uses Structural Equation Modeling Partial Least Square (SEM-PLS) using the SmartPLS Version 3.0 application, which can produce a reliable and robust model. Analysis of the 780 respondents in this study used the census method involving sub-variables and aspects of training quality, increasing participant scores, participant utilization, and competency tests described in 14 research findings. This research produced the best model using Re-sampling and Bootstrapping methods and various in-depth analyses.

Abstract

The COVID-19 pandemic has caused governments in various countries in the world to issue various policies to limit the movement of population mobility to break the chain of the spread of the coronavirus. The policies for restricting population mobility include lockdown, social distancing, self-isolation, travel restrictions, border shutdowns, flight restrictions, and other restrictive policies. This study aims to explain the transformation of population mobility restriction policies during the Eid holiday in the era of the COVID-19 pandemic in the 2020-2022 period in Jakarta. The method used to answer this research is through literature studies and policy implementation in the field. The results of this study show that for three years there has been a transformation of population mobility restriction policies during the Eid holiday season. In the first year of the COVID-19 pandemic, Government 2020 imposed a Large-Scale Social Restrictions (PSBB) policy, prohibited homecoming, eliminates the free homecoming policy, and implemented an Exit Permit (SIKM). In the second year, the government implemented the Implementation of Micro Community Activity Restrictions (PPKM), prohibited homecoming, blocked 100 points in Jakarta and implemented SIKM. By 2022, vaccination achievements will already cover most of the population. The realization of the dose 1 vaccine reached 124.2% and the dose 2 vaccine reached 105.8% in Jakarta. Therefore, in the 3rd year of the pandemic, the government implemented PPKM Level 1, eliminated the SIKM policy, allowed homecoming, and held a free homecoming program.

Abstract

Monitoring and evaluation is a means to monitor the use of public funds and at the same time monitor the performance of institutions to create a transparent and accountable bureaucracy (good governance). So far, monitoring and evaluation in LIPI has been carried out using a manual system through the exchange of documents. However, there are often difficulties in technical implementation due to the many and varied numbers of activities that must be monitored. In addition, LIPI has a broad scope of activities and work unit locations spread across various regions in Indonesia. Meanwhile, monitoring and evaluation is a joint work with a certain time limit, which requires the cooperation and involvement of various parties, especially the implementers of the activities. LIPI has built an electronic-based monitoring and evaluation system, e-pelaporan. The system was created to remove obstacles to the manual system and to respond to the demands of modernizing the administrative system in order to create good governance. This paper examines the use of these electronic systems to support performance monitoring and reporting at LIPI. A good performance monitoring and reporting system can increase the transparency and accountability of LIPI's performance so as to support the achievement of good governance. The method of analysis uses descriptive analysis with a qualitative approach based on the results of interviews and supporting documents. Data sources are primary data from system implementers and secondary data from relevant documents. It can be concluded that e-pelaporan makes it easier to collect, verify, and validate performance achievement data so that the time required is shorter. E-pelaporan can also bridge macro performance monitoring in institutions with performance monitoring at a more micro level in work units and individuals. Institutional accountability has also increased with the availability of an electronic-based monitoring and evaluation system that displays performance information in a concise and easy-to-read manner. E-pelaporan requires the collaboration of various parties from different work units, namely the Civitas as an individual, the Work Unit as an institution, and the Planning and Finance Bureau.

Abstract

Provision of social assistance in handling the impact of Covid-19 has been carried out in various countries since 2020. It also has been provided to communities which affected by Covid-19 in the DKI Jakarta Province in the form of groceries in 2020 and changed to cash in 2021, known as Bantuan Sosial Tunai (BST) or social cash transfer. In the previous studies, the implementation of the provision of social assistance in the form of groceries is considered as problematic issue in fact of the poor quality of assistance and invalid beneficiary data. This article intends to explain the implementation of policy in BST of DKI Jakarta Provincial Government during Covid-19 pandemic. Therefore, this article will uses the policy implementation framework from Mazmanian and Sabatier (1989) with three variables which are: the characteristics of the problem, the characteristics of the policy, and the environmental policy. This study uses a qualitative approach and descriptive study that aims to provide an overview of the implementation of the BST Provincial Government of DKI Jakarta. BST was given for 6 months, with total value of IDR 300,000/month/head of family. The results of the study show that the implementation has been carried out properly because it is supported by a complete set of rules (characteristics policy). Furthermore, the implementation has received support from the community, legislative branch, and the governor (environmental policy). There was a constraint that occurred in updating data and the process of distributing passbooks and ATM cards (characteristics of the problem).

Abstract

Development related to Small and Medium Industries (SMI) in the regions funded by SAF is an interesting thing to analyze since the planning aspect is the basis for recommendations for improvement from this side in the future. In more depth, the evaluation of planning synchronization needs to see how far the Physical SAF supports priority programs in the regions in a desk analysis of the central-regional planning gap. The purpose of writing an analysis related to the Physical SAF in the SMI sector is to identify the relevance of the Physical SAF menu for regional development and identify a portrait of the integration of this fund with Major Projects and various problems at the site level in North Maluku. The analysis method uses a literature review approach and limited discussions with the local government. Based on this, it recommends: 1) the need for participatory SAF planning that is bottom-up, down to the community level; 2) the need for regional regulations to deal with obstacles to the implementation of the Physical SAF in the SMI field, especially during the COVID-19 pandemic;3) encouraging the acceleration of stipulation of Technical Guidelines for the SAF implementation as a primary reference for mapping the menu of SAF activities to be included in Regional Government Information System and accelerating the implementation of SAF activities by Regional Governments; and 4) strengthening the role of Bappeda as well as being involved in determining Priority Locations (coordination of Ministries/Agencies - Regional Apparatus Organizations and Bappeda).

Abstract

The Covid-19 pandemic that has changed learning method in training including in the Financial Education and Training Agency (BPPK). The online learning method replaces the classical face-to-face learning method. This study aims to provide empirical evidence of changes in training costs at BPPK from the aspect of size, component structure, and the level of cost savings.The analysis was carried out using a descriptive quantitative method on training costs at BPPK in 2019 (before the Covid-19 pandemic) and 2020 (during the Covid-19 pandemic). The results of the analysis show that there was a significant change in the amount of training costs before the Covid-19 pandemic, from Rp180.58 billion to Rp43.99 billion during the Covid-19 pandemic, or dropped drastically to only 24.36% of the previous cost. On the other hand, there was an increase in the number of training participants from 76,176 people to 403,897 people or experienced a change of more than five times compared to before the Covid-19 pandemic. Thus, if the rough average cost of training per participant is calculated, there is a cost savings of Rp2,370,575 per person to Rp108,912 per person. Furthermore, the analysis of changes in the training cost structure showed a significant increase in the proportion of training costs at the curriculum development stage (Develop) from 0.23% to 3.46% and the learning program design stage (Design) from 0.32% to 0.62 %. On the other hand, the proportion of training costs in the learning needs analysis (Analyze) stage decreased from 0.17% to 0.02%, the training implementation stage (Implement) from 97.99% to 95.36%, and the learning evaluation stage (Evaluate) from 1.29% to 0.54%. The benefit of this research can be used by government training agency in calculating the costs required for online-based learning.

Abstract

This study aims to find out how the strategies of a young Generation Z (Gen-Z) leader can help realize community goals that refer to the vision and mission of the organization, as well as obtain information on how all elements in the community can work together and collaborate in developing ethical hackers in the hacker community. The research method was carried out using qualitative methods, namely in-depth interviews which are in-depth interviews involving one on one interaction between the researcher and the respondent. Interviews were conducted with one community manager, one founder, and three community members, in the Meta4sec community analysis unit. This research found that Gen-Z character leadership is a generation that has the pleasure to work collaboratively and appreciates a team approach in solving problems and getting solutions. This collaborative leadership style includes the ability to listen, get team members involved, stimulate contributions from all active members, and build a positive and inclusive community environment and answer problems related to lack of management experience, generational differences, difficulties in communicating and working together, so that it proves to be effective make this community growing day by day. Through this research, it can be seen that the management and strategies carried out by the Meta4sec community are able to survive and attract many new members to easily learn and consult regarding ethical hackers.

Abstract

In February 2021, the Open Unemployment Rate (TPT) in DKI Jakarta Province reached 8.51 percent, this exceeds the national unemployment rate of 6.26 percent. This phenomenon is of serious concern to the DKI Jakarta Provincial Government, where the high open unemployment rate can become a worrying issue because the open unemployment rate (TPT) in Jakarta has increased more significantly compared to the percentage of unemployment at the national level. The purpose of writing this research is to prepare an Alternative Policy in the form of a Regional Action Plan for DKI Jakarta Province to overcome the problem of unemployment. This study utilizes the SWOT Analysis and TOWS Analysis methods. The results obtained based on the analysis and discussion are that the DKI Jakarta Provincial government can carry out many program activities to overcome the problem of unemployment in the DKI Jakarta Province Region, including an increase in the competitive ability of workers. This can be seen in the preparation table of program targets and activities. The benefits of this research are expected to increase labour competitiveness, realize job opportunities and industrial relations that are conducive to developing businesses, and improve worker welfare to reduce unemployment.

Abstract

The development of a region is essentially inseparable from investment. Investment in general can help a region to encourage the economic growth needed to process the economic potential in the region. Until 2021, EoDB indicators need to be improved in supporting the investment climate. Until now, the EoDB is still considered a valuable reference for countries that want to measure the level of risk and cost of doing business. Provinsi DKI Jakarta in its current condition seeks to increase its investment amid the issue of moving the national capital. This research focuses on looking at the relationship between EoDB and investment interest in addition to other economic factors. The analysis method used in this study is to use PLS-SEM on a research sample of 150 entrepreneurs with medium and large business categories. This study proves empirically that the Ease of Doing Business Indicator in Provinsi DKI Jakarta has a significant influence on investment interest in Provinsi DKI Jakarta in addition to the Economic Factors used in the simultaneous equation model. In the Ease of Doing Business variable (X1), all indicators can significantly explain the Ease of Doing Business Indicator. A one unit increase in the ease of doing business indicator will potentially increase investment interest by 74.6% in Provinsi DKI Jakarta, ceteris paribus. The five indicators that explain the Ease of Doing Business Variable the most and their coefficients include Getting Electricity (0.806), Trading Across Border (0.761), Protecting Minority Investors (0.743), Getting Credit (0.728), and Registering Property (0.724).

Abstract

This research aims to describe how the Adaptive Core Value learning process can explain the Adaptive performance profile of Basic Training participants for Agenda II Civil Servant Candidates using the classical training model. The learning process for participants aims to understand the concept of Adaptiveness and actualize adaptive values in carrying out their job duties. From the concept findings and implementation, the learning process achieved will be put into practice and described; in addition to that, an instrument will be developed to see the participant's adaptive performance profile. This research used descriptive quantitative and qualitative methods with purposive random sampling involving participants from Batch I and XVII of 2022 at the Personnel and Human Resources Development Agency of Bali Province. The results of the book review found that the Adaptive Core Value concept leads to adaptive performance, which contains the dimensions: 1) handling emergency/crisis situations; 2) managing work stress; 3) solving problems creatively; 4) facing an uncertain work situation; 5) training and learning efforts; 6) interpersonal adaptation; 7) work culture adaptation; and 8) physical adaptation. The findings in this research show that all dimensions of Adaptive performance have emerged in the learning process in Adaptive training courses. In line with this, the participant's Adaptive performance profile is high. Thus, there is a match between the achievements in the learning process and the participants' adaptive performance profiles. Learning is not limited to concepts and theories but how they can actualize these Adaptive values in the form of Adaptive performance in the learning process. It is hoped that the results of this research can be a reference in learning Agenda II Core Values of ASN with AKHLAK on Adaptive values and can develop other Core Values of ASN with AKHLAK.
