The purpose of this research is to analyze the implementation of the regulation of Minister of Home Affairs number 141 in the year of 2017 re the affirmation guidelines of territorial borders between Karo Regency and Dairi Regency. This research is conducted in the government of Karo Regency, the government of Dairi Regency and the government of North Sumatera Province. This research applies qualitative method with descriptive approach. Data collection technique is conducted by observing, interviewing, intensive interview, and documenting. This research discovers that the implementation of territorial border regulations between Karo Regency and Dairi Regency has been applied following the regulation of Minister of Home Affairs number 141 in the year of 2017 re the affirmation of territorial boundaries. This is reflected in variable of communication, implementation of conflict management due to territorial borders has been running well enough by direct and indirect communication, although not all of the implementors among the government; variable of resources, implementation of conflict management due to territorial borders are not sufficient related to human resources, budgeting, equipment, information source and authority; variable of disposition, implementation of conflict management due territorial borders have not been applied successfully as a concrete commitment by all level of implementors; variable of structural bureaucracy, implementation of conflict management due to territorial borders still have invisible cohesive rhythm and movement among the government of North Sumatera Province with the government of Karo Regency and the government of Dairi Regency.

This study aims to determine the implementation of the basic food program and the obstacles that occur in the basic food program in Sei Sikambing B Village, Medan City. The problem is focused on the lack of equitable distribution and data collection that is not relevant to field data. In order to approach this problem, George Edward III's reference to the theory of implementation is used. The data were collected through observation, interviews, documentation and triangulation and analyzed qualitatively. This study concludes that the implementation of the basic food program during the Covid-19 pandemic in the Sei Sikambing B village, Medan City has not run effectively and optimally. This can be seen from the socialization to the community which is only done once a year, then the use of KPM data that has not been updated because it is still using old data so that KPM who have moved domicile even those who have died still receive the basic food assistance. Obstacles in implementing the basuc food program during inthe sei sikambing b sub-district medan city, namely the inaccuracy of targets such as being economically capable, inconsistency in the distribution schedule, yhe problem of damaged cards, the rejection of data collection/verification from the community.

The objectives of this study are to: Analyze and explain the effectiveness of internet-based online marketing strategies for SME products, Analyze and explain the implementation of internet-based online marketing strategies for SME products, Analyze and describe the supporting factors for the success of internet-based online marketing strategies for SME products, and Analyze and describe the factors inhibiting the success of the internet-based online marketing strategy for SME products. The results showed that the effectiveness of the internet-based online marketing strategy of the SME products assisted by the Medan City Cooperative Office was still not optimal. The causative factor for this is due to the limited promotional budget owned by the Medan City UKM Cooperative Office in 2020 as well as the refocusing policy. The implementation of an internet-based online marketing strategy for SME products guided by the Medan City UKM Cooperative Office in 2020 in the midst of the Covid-19 pandemic was implemented and complied with the principles of coordination, the idea of cooperation through BRI banks to open easy access to credit, cooperation with online businesses to build digital market place with Grabfood, providing a market place at Bukalapak. Barriers to training distance and high interest in participating in training were seen to be quite dominant.

This research is motivated by the search for the number of children with special needs, so that the number of Special Schools (SLB) has also increased and has been established in almost every district / city. From the above statement, it does not make the role of the North Sumatra Province education office complete, because the problem of education in special schools (SLB) is not only related to quantity but also quality. This means that the Education Office should also have a role in the development of Special Schools both in State Special Schools (SLB) and private Special Schools (SLB), as efforts to improve SLB can also have good quality. The data research method in this research is using observation, documentation and interview methods and then the data is collected. From the results of this study, it can be seen that the role of the North Sumatra Provincial Education Office in the Development Effort for the Autistic State Special School (SLB) is to coordinate, supervise and strive for better service management, monitor and report the performance of school principals and teacher performance, policies, operational policies for the level of education of children with special needs and equal distribution of educatio n for children with special needs, socializing with parents or the community that children with special needs are very important to get education.

Based on the background of the problem, the formulation of the problem in the study is How is the performance of Employees at BP-PAUD and Dikmas North Sumatra. What factors are obstacles to the performance of Employees at BP-PAUD and Dikmas North Sumatra. The research objective was to analyze the performance of employees at BP-PAUD and Dikmas North Sumatra. Obstacle factors for employee performance at BP-PAUD and Dikmas North Sumatra. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are the productivity of BP-PAUD and DIKMAS has shown maximum results, this is evidenced by the standard of service provided and then added with the direct supervision provided by the Head of Section to employees. Responsibility for the performance of good BP-PAUD and DIKMAS employees can be seen from several aspects such as the quality of work obtained, a sense of responsibility for the tasks assigned, and good cooperation with other employees. In addition, the response from the learning staff must be responded to because all responses can be benchmarks or references to obtain better performance. While the suggestions from the research are Giving a proposal to the Government regarding this matter so that the number of human resources can be added. The existence of strict sanctions against negligence of employee responsibilities in carrying out their work. Completing or fulfilling facilities and infrastructure for employees.

The purpose of this study was to how community participation and influencing factors in the village musrenbang in Karang Gading Village, Secanggang District, Langkat Regency. The problem is focused on the implementation of the village musrenbang. To approach this problem the theoretical reference from Cohen and Uphoff is used. Data collected through observation, interviews, documentation, and analyzed using descriptive qualitative methods. The results of the study show that community participation in the village musrenbang is still low with the presence of the community who have not fully attended the invitation to the implementation it is based on several reasons, one of which is the community's distrust of the village government to provide decision results and community participation in the form of making proposals to be prioritized programs and providing suggestions/criticisms on the programs offered is also still low based on the level of community attendance. as for the factors that influence community participation are internal factors consisting of low public awareness, education level, and employment and income. and external factors consisting of the role of the village government such as the lack of socialization and the required facilities and infrastructure.

The purpose of this research is to find out and analyze, how the implementation of policies of the Mayor of Binjai in terms of improving the quality and quality of public services, especially transportation services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the results of the study it can be seen that after the implementation of the Mayor's Regulation at the Binjai City Transportation Agency, there was a change where previously the transportation management process, which had been in PD Angkutan Kota Binjai using transportation costs and other transportation, is now transferred to the Transportation Office to manage it with free of charge so that it can make it easier for people to carry out daily activities using Trans Binjai.

The Purpose of this study is to describe the role of Village Consultative Body in fund management village in the form of concrete rebate constuction for the 2017 fiscal year in the Sei Merbau Village District Ujung Padang Regency Regency of Simalungun next constraints. Validity of the data whit the triangulation of source and collection techniques data. Analysis was performed whit a model interactive, reduction data, presentation data, and drawing conclusions. This study uses kualitative approach with data collection trough interviews, observation, and documentation. The Subject of this studi is the head and village, cairmand and BPD member, and the community in the village Sei Merbau district Ujung Padang regency of Simalungun. Object under investigation is the role BPD in management village fund in the village Sei Merbau District of Ujung Padang. The result of study this study indicate that role of BPD in the village fund management was not optimal, measured by the fuor indicators, namely three indicators can be categorized as good including equality, consensus orientation and participation. But there is one indicators that is not optimal, namely Rresponsiveness. As for the inhibiting factor include Human Resources and delay in project implementation.

The research objective was to analyze Administration in the general government section of the DPRD Secretariat in North Sumatra Province. Obstacles in administering administration in the general section of the DPRD Provincial Secretariat of North Sumatra. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation, and observations. The results of the study are the Secretariat of the Provsu DPRD prepares the target of activities by calculating each type of activity carried out by the Regional Representative Council of North Sumatra Province. Synchronization of these three things greatly determines the success of the Provsu DPRD Secretariat in carrying out the tasks of secretarial administration and financial administration. Provsu DPRD has carried out the general principles of good governance including transparency and participation. In order to improve performance, the DPRD of North Sumatra Province has carried out its duties, functions and authorities to be more efficient and effective. That the role of the Expert Staff and Expert Team / Expert Group in supporting the smooth implementation of the tasks and functions of the Provsu DPRD is very strategic. While the suggestions from this study are  Improving employee work competencies through training. Improving more effective coordination between the Council Secretariat and the DPRD. Secretariat employees are more responsible. The Chairperson of the DPRD Secretariat must be firm and be dealt with if there are those who are lazy to go to work or violate, so that staff or all those who work in the Secretrariat really change their attitude that is not disciplined.

The purpose of this research is to: 1) Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, 2) Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, 3) Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are: normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.
