Abstract

Kemiskinan di Gorontalo masih menjadi persoalan serius dan mendesak, dengan tingkat kemiskinan yang lebih tinggi dibanding rata-rata nasional, sehingga menuntut perhatian kebijakan yang lebih inklusif dan terarah. Kemiskinan masih menjadi persoalan utama pembangunan, terutama ketika kebijakan lebih berfokus pada infrastruktur dibanding pemerataan kesejahteraan. Paradoks ini menciptakan vicious cycle of poverty yang bersifat sistemik, seperti yang juga terlihat di Gorontalo. Pola kemiskinan terjadi di wilayah pesisir dan pedesaan, diperkuat oleh keterbatasan pendidikan serta kesehatan yang menimbulkan kemiskinan lintas generasi. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara, observasi, dan dokumentasi, lalu dianalisis secara interaktif. Hasil penelitian menunjukkan kebijakan pembangunan masih parsial, tumpang tindih, dan minim partisipasi. Program bantuan lebih bersifat konsumtif, sementara pembangunan infrastruktur tidak dibarengi peningkatan kualitas manusia. Kondisi ini memperkuat lingkaran kemiskinan. Kesimpulannya, diperlukan reorientasi kebijakan dari growth oriented menuju people oriented development, dengan menekankan pendidikan, kesehatan, dan pemberdayaan masyarakat untuk memutus kemiskinan sistemik secara berkelanjutan.

Abstract

The majority of research on digital technology and business performance that has been conducted thus far focuses on enterprises, while little or no attention has been given to private schools in the local context, such as Yenagoa, Bayelsa state. Many works highlight digital literacy challenges among staff and students globally, but little has been done to assess the extent of these challenges within private schools in Yenagoa, where shifting client preferences, inadequate service quality, low staff engagement, organisational inefficiencies, infrastructure, training, and support systems may be uniquely constrained. This study addresses these issues by investigating the impact of digital agility on employee satisfaction and the influence of digital transformation on service quality. The study employed a quantitative case study design using stratified sampling, with 196 questionnaires distributed and 178 valid responses collected (90.8% response rate) from staff of top private schools in Yenagoa. Data were analysed using SPSS for descriptive statistics and Partial Least Squares Structural Equation Modelling (PLS-SEM) for inferential analysis. Validity and reliability were ensured through expert review, factor analysis, and Cronbach’s alpha (≥0.7). The findings revealed that digital agility has a significant positive effect on employee satisfaction, with a path coefficient of 0.911 and an R² of 0.830, indicating that it explains 83% of the variance. Similarly, digital transformation demonstrated a nearly perfect influence on service quality, with a path coefficient of 0.997 and an R² of 0.993, suggesting that advancements in digital capabilities substantially enhance both employee satisfaction and overall school performance.

Abstract

This study examines local identity-based branding strategies in the creative industry and their role in strengthening the competitiveness of regional flagship products in Bone Regency, South Sulawesi. Using a qualitative case study design, the research involved 18 informants, including creative MSME actors, cultural community leaders, cooperative managers, and local policymakers. Data were collected through in-depth interviews, participatory observation, and document analysis, and analyzed thematically with the Miles and Huberman framework. The findings reveal that branding based on local identity is expressed through the use of natural materials, integration of the Bugis language in product names, traditional motifs in visual design, and cultural narratives embedded in digital promotion and local exhibitions]. This approach has increased product value by up to 30% and positioned Bone as a hub for culture-based creative economy. Key challenges include limited capital, weak digital infrastructure, low branding literacy, and complex trademark procedures. Conversely, opportunities arise from growing youth engagement, supportive local government policies, and integration with the tourism sector. Overall, the study underscores the importance of combining cultural preservation with modern marketing strategies to develop a sustainable creative industry that enhances regional competitiveness

Abstract

Penelitian ini membahas model tata kelola kolaboratif dalam implementasi Proyek Strategis Nasional (PSN) di Kabupaten Musi Banyuasin, Indonesia. Fokus utama penelitian ini adalah mengidentifikasi tantangan yang dihadapi dalam pembangunan infrastruktur, seperti pembebasan lahan, dampak sosial-ekonomi, serta potensi penyalahgunaan wewenang dan korupsi. Melalui pendekatan tata kelola kolaboratif, yang melibatkan berbagai pemangku kepentingan, penelitian ini bertujuan untuk mengoptimalkan pengelolaan proyek strategis agar lebih efisien dan tepat waktu. Metode yang digunakan adalah analisis kualitatif dengan studi kasus di Kabupaten Musi Banyuasin, di mana data dikumpulkan melalui wawancara dan dokumentasi terkait implementasi proyek PSN. Hasil penelitian menunjukkan bahwa tata kelola kolaboratif dapat meningkatkan transparansi, akuntabilitas, serta mempercepat pencapaian tujuan pembangunan. Kesimpulannya, model kolaboratif ini merupakan solusi yang efektif untuk mengatasi masalah-masalah yang dihadapi dalam pengelolaan proyek strategis di Indonesia.

Abstract

Technology is a pivotal tool in revolutionizing Education in the global sphere, and the African continent is no exception. The primary objective of this paper is to examine the role of Technology in reshaping Education in the 21st century, focusing on the core values, pros, and cons of Africa. Reflecting on the recent past, it has become clear that Technology has emerged as a powerful tool in reshaping Education across Africa, in tandem with the global penetration of Technology. The paper aims to examine the role of Technology in delivering Education in Africa, its importance, challenges, setbacks, and expected remedial measures to address these challenges. The paper will also examine the importance of Technology in the African region. Education is the bedrock and foundation of living and the nucleus of civilization worldwide. The advent of Technology has transformed the traditional classroom into a dynamic learning environment. Gone are the days when teaching was confined to textbooks and a blackboard. Today, digital tools and online resources have taken centre stage, making learning more engaging and stimulating. The study data were collected through the documentation of secondary sources, including a review of related historical archival records, journals, write-ups, and library research based on existing findings. The study concludes by recommending that Technology should receive wide attention to continually transform Education. To improve teaching and learning, it is essential to utilize these innovations, among others.

Abstract

This study aims to analyze the development strategies of inclusive ecotourism and its role in promoting social transformation and improving community welfare in Bone Regency, South Sulawesi. A qualitative case study design was applied, involving 20 informants comprising tourism entrepreneurs, village officials, community leaders, youth, and NGO representatives. Data were collected through semi-structured in-depth interviews (45–90 minutes each), participatory observation at tourist sites, and analysis of 12 policy and program documents. The data were analyzed thematically using Miles and Huberman’s framework, with triangulation of sources and member checking to ensure validity. The results indicate that inclusive ecotourism strategies rely on optimizing local natural and cultural potential (e.g., waterfalls, forests, traditional cuisine), governance through Pokdarwis and village cooperatives, and multi-stakeholder collaboration. These practices have led to income diversification—household earnings from tourism increased by an estimated 20–35%—strengthened cultural identity, and improved social cohesion measured through greater youth and women’s participation. The main challenges remain limited infrastructure, low tourism literacy, and internal conflicts due to unclear benefit-sharing mechanisms. On the other hand, opportunities include growing youth involvement (over 40% of active actors in new initiatives), government support programs, and integration with the regional tourism sector. The findings imply that inclusive, community-based ecotourism can serve as a sustainable development model when supported by policy interventions in infrastructure, capacity building, and equitable governance. This study contributes theoretically by linking ecotourism to social transformation and practically by offering policy recommendations for rural tourism development.

Abstract

Digital transformation in health services is an urgent need in the modern era, especially in increasing efficiency, transparency, and community satisfaction. This research aims to develop a digital transformation model at Siti Fatimah Hospital in South Sumatra by integrating aspects of continuous training to realize excellent service. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation studies. The results of the study show that even though the hospital has implemented the Hospital Management Information System (SIM-RS), various challenges, such as limited infrastructure, low digital literacy, and system fragmentation, still hinder the effectiveness of the transformation. Great opportunities remain open, especially in strengthening data-driven decision-making and expanding digital services to patients. The proposed ideal model includes five main components: digital leadership, continuous training, digital culture, collaborative systems, and an excellent service framework. This model emphasizes the importance of a holistic approach that combines technology, people, and public service values to create adaptive and inclusive health services.

Abstract

Reformasi 1998 menjadi tonggak penting dalam memperkuat tata kelola pemerintahan di Indonesia, termasuk melalui pembentukan Ombudsman Republik Indonesia (ORI) sebagai lembaga independen pengawas pelayanan publik. Peraturan Ombudsman Nomor 26 Tahun 2017 mengatur tata cara penerimaan, pemeriksaan, dan penyelesaian laporan maladministrasi. Namun, implementasinya di tingkat daerah, khususnya di Perwakilan Ombudsman Provinsi Sumatera Selatan, menghadapi berbagai kendala. Penelitian ini bertujuan menganalisis implementasi peraturan tersebut dengan menyoroti tingkat kepatuhan administratif, kelancaran fungsi rutin, serta dampaknya terhadap pelayanan publik. Metode penelitian yang digunakan adalah kualitatif deskriptif, melalui wawancara dengan aparat Ombudsman dan pelapor masyarakat, serta analisis dokumen pendukung. Hasil penelitian menunjukkan bahwa meskipun prosedur penerimaan, pemeriksaan, dan penyelesaian laporan telah sesuai regulasi, pelaksanaannya sering melebihi batas waktu ideal akibat keterbatasan sumber daya manusia, anggaran, serta kurangnya respons dari instansi terlapor. Kondisi ini berdampak pada efektivitas penyelesaian laporan, meski masyarakat tetap menilai kehadiran Ombudsman positif sebagai saluran pengaduan publik. Penelitian ini merekomendasikan penguatan kelembagaan melalui penambahan personel, digitalisasi sistem kerja, serta penguatan regulasi yang memberikan sanksi lebih tegas bagi instansi yang tidak kooperatif.

Abstract

This study aims to evaluate the effectiveness of the Electronic Traffic Law Enforcement (ETLE) system through CCTV surveillance on Balai Kota Street, Medan City. The research focuses on how far ETLE contributes to improving traffic discipline while also identifying obstacles that hinder its implementation. A qualitative approach with a descriptive method was applied, using interviews, observations, and documentation as data collection techniques. Data were analyzed thematically by referring to Duncan’s theory of organizational effectiveness, which consists of three approaches: Goal Approach, which assesses effectiveness based on the achievement of objectives; System Approach, which evaluates the organization’s ability to acquire, manage, and maintain resources; and Strategic Constituencies Approach, which measures effectiveness based on the extent to which the needs of key stakeholders are satisfied. The findings indicate that ETLE has made a positive contribution by increasing public awareness and encouraging more disciplined road use. However, its effectiveness remains limited due to technical issues such as signal disruptions and poor CCTV image quality; administrative problems related to outdated vehicle ownership data; and low public awareness caused by insufficient socialization. Therefore, improving technical facilities, updating vehicle data, and enhancing public education are crucial for optimizing ETLE implementation.
