Abstract

This study aims to analyze the quality of forensic laboratory services related to physical evidence provided to regional investigators at the Forensic Laboratory Center of the Criminal Investigation Agency of the Indonesian National Police or known as Puslabfor Bareskrim Polri in Bogor. Data were collected through in-depth interviews, direct observation, and documentation involving laboratory personnel and investigators. The findings reveal that four of the five service quality dimensions are well-implemented. Reliability is reflected in the staff's ability and accuracy in conducting evidence examinations. Assurance shows that personnel possess high competence and instill confidence in investigators. Tangibles indicate that facilities and laboratory equipment are adequate and well-maintained. The empathy dimension reveals the staff’s concern for the needs and challenges faced by investigators. However, the responsiveness dimension still needs improvement, particularly in terms of timely and accurate responses to service requests, which are hindered by administrative processes and workload constraints. The study concludes that the overall service quality at Puslabfor is satisfactory. Improving the responsiveness dimension is essential to enhancing service efficiency and investigator satisfaction. These findings are expected to contribute to the advancement of science-based public services within the police institution. Abstract

The principal holds a strategic position in determining the direction, quality, and effectiveness of educational processes, particularly in fostering and enhancing teacher performance. This study aims to provide an in-depth analysis of how the principal of SMA Bina Mandiri Teluk Pakedai, located in Kubu Raya Regency, implements their role as a manager and motivator in improving teacher performance. It also explores the strategies employed to overcome various challenges, as well as assesses the effectiveness of such roles within the real context of a private school situated in a remote area. This research adopts a descriptive qualitative approach, utilizing in-depth interviews, participatory observation, and documentation as data collection techniques. Informants include the principal, teachers, vice principal, school supervisor, and foundation chairperson. The findings reveal that the principal adopts a collaborative approach in human resource management and motivational strategies based on role modeling and personal communication. However, institutional limitations remain, including the absence of a data-driven evaluation system and a structured reward mechanism. The effectiveness of the principal's leadership is reflected in improved teacher discipline, loyalty, and participation, although professional development efforts continue to face significant barriers. The study recommends strengthening the leadership capacity of school principals, developing a performance management system for teachers, and promoting synergy among government bodies, school foundations, and educational communities as a sustainable effort to enhance educational quality in underdeveloped regions Keywords: Principal’s Role, Teacher Performance, Strategy, Managerial and Motivational Leadership

Abstract

This research, titled "The Influence of School Culture, Welfare, and Job Satisfaction on the Performance of Public Elementary School Teachers in Kajoran District, Magelang Regency," aims to examine the extent to which school culture, welfare, and job satisfaction influence teacher performance both partially and simultaneously. Teacher performance is a crucial factor in achieving educational goals and is affected by workplace conditions, welfare, and psychological aspects. The study was conducted in Kajoran District, Magelang Regency, involving 75 teachers from public elementary schools selected using purposive sampling from a population of 299 teachers. This quantitative study employs an ex post facto method. Data were collected using a structured questionnaire that had been tested for validity and reliability. The data were analyzed using multiple linear regression with SPSS version 30. The findings reveal that school culture, welfare, and job satisfaction simultaneously have a positive and significant effect on teacher performance. Partially, each of these variables also significantly influences performance, with school culture having the highest contribution. Based on these findings, it is recommended that schools and local governments pay greater attention to developing a positive school culture, improving teacher welfare through supportive policies, and creating a work environment that enhances job satisfaction as strategic efforts to improve teacher performance. Abstract

This study aims to describe and analyze the transformational leadership strategies implemented by Guru Penggerak (Teacher Leaders) in improving the performance of elementary school teachers and Teacher Working Groups (Kelompok Kerja Guru / KKG) in Gunungputri District, Bogor Regency. The study is motivated by challenges in optimizing teacher performance and the role of Teacher Working Groups, which have not yet reached their maximum potential. This research employs a qualitative approach. Data were collected through in-depth interviews, observations, and documentation from various sources, including Guru Penggerak, school principals, heads of Teacher Working Groups, teacher members of KKG, and representatives from the Bogor Regency Education Office. The findings reveal that Guru Penggerak applied transformational leadership strategies through the delivery of an inspiring vision, teacher empowerment, strengthening collaboration, as well as reflective and innovative learning practices. These strategies had a positive impact on increasing teachers’ active participation in learning communities, enhancing pedagogical competence, and improving the quality of teachers’ performance in designing and implementing learning activities. The Teacher Working Group functions as a strategic forum for the sustainable professional development of teachers. This study recommends strengthening the role of Guru Penggerak in leading community-based and collaborative educational transformation. Abstract

Abstrak This research aims to analyze the Village Head’s Competence in Village Development Planning in Mereng Village, Warungpring Sub-district, Pemalang Regency, covering the Village Head's knowledge, skills, and attitude, as well as the influencing factors and challenges in the village development planning process.The research method used is a qualitative approach with data collection techniques through observation, documentation, and in-depth interviews with informants from the village government and community elements. Data credibility and validity were tested using triangulation, specifically both technical and source triangulation. The research findings indicate that the Village Head possesses inadequate competence in village development planning. Inconsistencies were found among planning documents, along with minimal official documentation, and a lack of utilization of the village information system. In terms of technical and managerial skills, the Village Head demonstrated initiative but still faced administrative constraints, weak team coordination, and limitations in technology use. Regarding attitude, the Village Head showed commitment and responsibility toward development, but challenges persisted, including local political pressure, low community participation, and minimal involvement of vulnerable groups in planning. The conclusion of this study is that the Village Head's competence is at a basic functional level and is not yet professionally and systematically structured. Therefore, the research recommends continuous capacity building, regulatory assistance, and strengthening of the documentation system to achieve participatory, transparent, and sustainable village development. Abstract

This study examines Collaborative Governance in the Implementation of Utility Network Infrastructure in Tangerang City, focusing on the interaction between local government and the private sector in managing utility networks. This study uses a qualitative approach with data collection techniques through in-depth interviews with various stakeholders, including the Public Works and Spatial Planning Agency (PUPR), the Regional Development Planning Agency (Bappeda), the Investment and One-Stop Integrated Services Agency (DPMPTSP), the Transportation Agency, the Public Order Agency (Satpol PP), and representatives from private utility network providers. The results show that Collaborative Governance in the implementation of utility network infrastructure in Tangerang City faces various challenges, such as a lack of initial coordination, differences in regulatory interpretations, and obstacles in policy integration between agencies and the private sector. However, several strategies have been implemented to improve the effectiveness of collaboration, including improved cross-sector communication, regulatory alignment, and the use of digital technology in the planning and supervision of utility network infrastructure. The conclusion of this study emphasizes that the success of Collaborative Governance is highly dependent on the active involvement of all stakeholders, transparency in policies, and a shared commitment to maintaining the sustainability of utility network infrastructure. Therefore, a more structured and participatory approach is needed in the planning and implementation process to create a more efficient, inclusive, and sustainable utility network system in Tangerang City. Abstract

This study is entitled 'Implementation of E-TLE Policy in Improving Traffic Order and Reducing Accident Rates (Case Study: Tangerang City Metro Police)' This study aims to find out the implementation of the E-TLE policy in Tangerang City by using a descriptive qualitative study and a case study approach. The data sources for this study are the Tangerang City Metro Police Traffic Unit, Gakkum Unit, Dakgar Division and also the Tangerang City Community. This research technique was carried out by means of in-depth interviews, observations and documentation studies. This study uses the Van Meter and Van Horn policy implementation theory, with the following results: (1) The standards and objectives of the E-TLE policy are still ineffective, this is because even though standardization has been determined based on regulations and laws, the consistency has not been implemented properly. (2) The resources for the implementation of E-TLE in Tangerang City are considered ineffective because many human resources, namely staff from the Dakgar, have not received training, the budget is still inadequate and there is still a lack of equipment to support the implementation of electronic ticketing in Tangerang City. (3) The organizational characteristics in terms of SOPs are in accordance with applicable regulations and are well implemented by officers, but there are still misinterpretations from the Tangerang City community regarding its implementation. Regarding fragmentation, officials have understood their respective job descriptions and have implemented them, but not all have been able to carry out their roles optimally. (4) Inter-organizational communication has been well established with officials, especially the Tangerang City Metro Police Traffic Unit staff, but in communication with the Tangerang City community, many still do not understand what electronic ticketing is. (5) The disposition (nature of the implementers) in implementing electronic ticketing is quite cooperative and also helps the Tangerang City community in confirming electronic ticketing. (6) The social and economic conditions of the Tangerang City community greatly influence the implementation of the E-TLE policy in Tangerang City. Many people still have not accepted the existence of electronic ticketing and feel indifferent to traffic order. Regarding the economic environment, it is very influential for affected communities, especially those with low incomes. Abstract

The decline in the number of students in private vocational high schools is a serious challenge, particularly in rural areas. This study aims to analyze the factors influencing students' interest in choosing to attend SMK NU Kertasemaya in Indramayu Regency. The research focused on five main variables: school facilities, distance, teaching quality, parental support, and school image. The research method used was a quantitative approach with a survey technique. A sample of 73 students was selected using a purposive sampling technique. Data were collected through questionnaires and then analyzed using multiple linear regression to test the partial and simultaneous effects of each variable on student interest. The results showed that all independent variables significantly influenced student interest, both partially and simultaneously. Adequate school facilities, accessible distance, good teaching quality, high parental support, and a positive school image were proven to encourage increased student interest. Thus, a school's success in attracting prospective students depends on the synergy of these various factors. This research provides a practical contribution to school administrators in formulating data-driven promotion and quality development strategies. Furthermore, the results can also be used as considerations in education policymaking at the local level. Abstract

This study aims to analyze the influence of academic qualifications and achievement motivation on the professionalism of kindergarten (TK) teachers in Rancasari District, Bandung City, with school climate as an intervening variable. The study used a quantitative approach with an ex post facto design and Structural Equation Modeling (SEM) analysis based on Partial Least Squares (PLS). The subjects were kindergarten teachers in Rancasari District, with data collected through a questionnaire measuring academic qualifications, achievement motivation, school climate, and teacher professionalism. The results showed that (1) academic qualifications significantly influence kindergarten teacher professionalism; (2) achievement motivation significantly influences kindergarten teacher professionalism; (3) school climate does not have a direct significant effect on teacher professionalism but plays a significant role as a mediating variable in the relationship between academic qualifications and teacher professionalism; (4) academic qualifications and achievement motivation significantly influence school climate; and (5) school climate significantly mediates the relationship between achievement motivation and teacher professionalism. These findings confirm that improving teachers' academic qualifications and achievement motivation, supported by a conducive school climate, can enhance the professionalism of kindergarten teachers. Practical implications: Early Childhood Education (PAUD) administrators need to create a supportive and collaborative work environment, while education policies should focus on improving academic qualifications and fostering teacher motivation systematically. Abstract

This study aims to analyze the implementation of the Drug Abuse and Precursor Prevention and Eradication Program (P4GN) at the National Narcotics Agency (BNN) in Tangerang City. The research questions address the role of communication, resources, implementer disposition, and bureaucratic structure in implementing the P4GN program. This study employed a qualitative approach with a case study method. Data were obtained through in-depth interviews, observation, and documentation. Key informants included the Head of the BNN in Tangerang City, technical implementation staff, and representatives from the National Unity and Politics Agency (Kesbangpol). Supporting informants included community leaders, anti-drug volunteers, and neighborhood administrators from the program's target areas. The SWOT analysis indicates that the BNN in Tangerang City's P4GN program falls into Quadrant I (Aggressive Strategy), with strengths in the institutional structure, regulatory support, and the enthusiasm of implementers, as well as opportunities from technological developments, cross-sector collaboration, and increased public awareness. Challenges arise from limited resources and weak synergy between agencies. To translate the SWOT strategy into measurable operational forms, a Balanced Scorecard (BSC) approach was used. The financial perspective focuses on budget efficiency and funding partnerships. The customer perspective focuses on increasing community participation. The internal process perspective emphasizes strengthening cross-agency coordination and standard operating procedures (SOPs). The learning and growth perspective focuses on improving human resource capacity and reward systems. These findings indicate the need for a holistic and measurable strategic approach to support the effectiveness of the P4GN program at the local level.
