Abstract

Over the years, oil and gas resources have spawned a series of hostilities in the Niger Delta region of Nigeria. Apart from the disruption of oil production, they have heightened social tension and security challenges in the region. This study probed the hostilities to identify their causes and persistence and discuss how they could be mitigated. The study employed a qualitative research design and used data obtained from secondary sources. It found that, although oil wealth constitutes a large percentage of total revenue and foreign exchange to the Nigerian government, oil production has spawned a conflict of various magnitudes, which include those between the people of the region and the oil companies, those between the people and the government as well as inter and intra communal hostilities. This study linked the protracted oil resource driven conflict to the distortion of governance and mismanagement of oil and gas wealth, which have not addressed the grievances of the people of the region. It posited that the persistent conflict could be assuaged through a redefinition of governance which entails adherence to extant regulations on oil exploration to protect the environment, effective and judicious management of oil wealth and infrastructural development in the region. Others include creating jobs for the teeming youth and constant dialogue with the region's inhabitants.

Abstract

Tourism in the Pucak Botanical Gardens which is managed by the Provincial Government of South Sulawesi has not experienced significant development even though it has had a master plan since 2006. The undeveloped tourism in the Pucak Botanical Gardens certainly requires serious efforts, especially from the government and other related parties to encourage this development. Because, whether or not tourism develops in the Pucak Botanical Gardens will affect the development of tourism in Maros Regency in particular and South Sulawesi Province in general. But until now. This study aims to determine the tourism development strategy in Pucak Botanical Gardens through concrete and strategic steps. The tourism development strategy is carried out by identifying strengths, weaknesses, opportunities and threats through SWOT analysis. The result of the analysis of the Pucak Botanical Gardens tourism development strategy is the SO strategy which is formulated as follows: (1) Making the Pucak Botanical Gardens a leading tourist destination that has easy accessibility; (2) The Pucak Botanical Gardens area has a varied topography, the distance to tourist attractions that are close to the city of Makassar, the availability of clean water sources in the area, relatively cheap costs and conducive security make many tourists who want to visit supported by the many lodgings around Puncak Botanical Gardens; (3) The Pucak Botanical Gardens tourism product development plan/program is prepared and implemented every year aimed at increasing products and attractions by utilizing existing potentials, tourism supporting infrastructure and cooperation with other parties in the development of tourist attractions and facilities and infrastructure, capacity building HR manager of the Pucak Botanical Gardens.

Abstract

Supply chain management refers to a set of strategies and commercial operations concerned with the movement of products and services. Planning, providing, creating, and distributing goods and services until they are accepted by customers are examples of these tasks. Supply chain management blends supply and demand management to ensure effective and efficient operation. The purpose of supply chain management is to optimize the time, location, and flow of material quantities to satisfy consumers, decrease costs, and boost the productivity of enterprises in the supply chain. We offer a collaborative logistics framework for a Port Logistics Chain (PLC) based on Supply Chain Management (SCM) concepts that rely on stakeholder integration and cooperation in this paper, giving a reference model for the PLC's inland coordination. A thorough literature analysis was carried out, which included an examination of many situations in which SCM methods were adopted, as well as research on port development, governance, coordination, and best practices. This background information was utilized to identify present gaps in logistics management practices and prospective scopes of intervention inside the PLC in order to recommend a redesign process and construct new structures in accordance with SCM rules.

Abstract

The research aims to find out and analyze the performance obstacles faced by the Voting Organizing Group (VOG) in the 2019 General Election in Sanana District, Sula Islands Regency. This research uses qualitative research methods with a phenemonological approach. Primary and secondary data were used. The number of informants taken was nine, consisting of two members of the GEC of the Sula Islands Regency, the Chairman of the Election Committee of the 2019 Election Sanana District, the Chairman of the Sanana District Panwas, the Chairman of the Mangon Village VC, and four members of the 2019 Election VOG. The study used performance management theory from Lijan Poltak Sinambela and Sarton Sinambela by taking three indicators, namely training (technical guidance), work motivation, and work discipline. The study's findings indicate that VOG did not perform well in its task of counting votes at polling stations (PS) in the 2019 election. In a number of cases at PS, based on the agreement of the plenary meeting, a recount of votes was carried out at the sub-district level, indicating that a number of PS shifted the vote for both legislative candidates within one party and between political parties. This shows that there is malpractice in the election results at polling stations, the reason being that the duration of vote counting is too long. On the other hand, the administration of election results recorded in the Vote Count Result Certificate (Form Model C1) made many mistakes and was inaccurate. The reason was that there were too many election administration documents at the polling stations, which made VOG tired and unable to concentrate. Inaccurate election results occurred because capacity building through technical guidance was not optimal, there was poor motivation, and work discipline in the form of job distribution among VOG members was not carried out as it should.

Abstract

The goal of this research was to assess the Regional General Election Commission's (RGEC) effectiveness in creating the final voter list for the 2020 Regional Head Election. The East Bolaang Mongondow Regency RGEC was employed in this study. To determine the root reasons of the unsatisfactory Final Voter List preparation outcomes, researchers will assess the performance of the Boltim RGEC using three performance evaluation indicators identified by Agus Dwiyanto (2006:50), namely Productivity, Service Quality, and Accountability. The results showed that the performance of the East Bolaang Mongondow Regency General Election Commission in compiling the Final Voters List in the 2022 East Bolaang Mongondow Regional Head Election was ineffective because many residents who should have had the right to vote were not included in the Final Voters List because they were not recorded by the update officer. The East Bolaang Mongondow GEC's socialization of the phases of updating data has not been maximized, resulting in a lack of public understanding about updating voter data, voter data updating officers cannot adapt visits to the community whose data will be updated with community activities, there are voters who are not accommodated in the Register Permanent Voters even if they meet the requirements to be included in the Final Voters List, and finally, accountability is only carried out to certain parties, and the public is not aware of the accountability regarding the election use of the budget, particularly during the process of preparing the voter list.

Abstract

The provision of services to the community by service providers in line with set norms that attempts to fulfill the demands and needs of the community is referred to as public service performance of the state civil apparatus. The goal of this study is to use qualitative research methodologies to assess the work of state civil officials at the Pinaesaan Village office in Wenang District. The data were gathered by watching and interviewing the pre-selected informants. Six persons served as research informants: the Lurah, the kelurahan secretary, the Head of the Public Service Section, and three members of the community. This study lasted three months, from April to June. Following data collection, the data were analyzed using Miles and Huberman's (1984) data analysis method model, which was divided into three activities: data reduction, data presentation, and conclusions or verification. The study's findings indicate that the performance of public services for the state civil apparatus in the Pinaesaan sub-district of the sub-district's authority has been carried out based on standard components of public services but has not been maximized in its services, particularly in terms of handling and complaints of suggestion boxes. accept suggestions and complaints of community services given by civil servants.

Abstract

The purpose of this study is to identify and examine the Department of Transportation's performance in increasing port service fees in the Sangihe Islands Regency. This study employs a qualitative descriptive research design. Primary and secondary data were used. The following people were interviewed: the Head of the Sangihe Islands Regency Transportation Service; the Head of the Sea Transportation, Port, Shipping, and Shipping Safety Section; the Head of the Program, Finance, and Reporting Section; Transportation Service Staff; and Port Service Users. The organizational theory of Agus Dwiyanto was applied by the researchers in this study, which took 3 (three) indicators. The study's findings show that there has been a failure to meet the target for transportation service fees because the Covid-19 Pandemic will occur in 2021, the community is still dissatisfied with the current Pananru Crossing Port infrastructure facilities, and the provision of false data from these services must be supported by research. It has not been improved in terms of supervision, particularly at Nusantara Tahuna Port, where there are no policemen watching clients who purchase boat tickets in addition to port entrance tickets. In terms of community unhappiness with the present infrastructure at the Pananaru Ferry Port, they complain to the high payment of fees, but the infrastructure facilities they use, as well as the service quality mechanism at the port, are not commensurate to what they pay for. This refers to the timing of invoicing and payment.

Abstract

The research aims to provide an overall picture that explains the collaborative process of the Tangerang City government in the management of household B3-specific waste. In addition to inorganic and organic waste, there are other types of waste generated from households, namely waste containing Toxic and Hazardous Materials (B3). However, in Tangerang City, there are not many people who do segregation for this specific type of B3 waste. Household specific B3 waste has been regulated in Government Regulation No. 81 of 2012 which regulates the Management of Household Waste and Household-like Waste and PP No. 27 of 2020 which regulates the management of Specific Waste which is far more diverse and complex. Included in specific types of B3 household waste include hair spray, air freshener, clothes bleach, insect repellent, bathroom cleaners, electronic goods, etc. Garbage that is mixed and contains hazardous substances will seep into the earth and become a cause of environmental pollution. Meanwhile, harmful substances in the form of gases will be released into the air and cause depletion of the ozone layer. For the management of specific B3 waste, households need separate methods that require a lot of money. As a solutive step for household-specific B3 waste management, the Tangerang City Government is collaborating with the private sector to address household-specific B3 waste management problems in Tangerang City. This research uses qualitative research methods and in-depth interviews, observation, and documentation as well as data analysis using the concept of collaborative governance by Ansell and Gash (2008) with an emphasis on process aspects in collaborative government governance. From the results of the analysis that has been carried out in this study, this form of collaboration in the management of B3-specific waste is not optimal. There are several recommendations that are concluded for optimizing collaboration in the future.

Abstract

Sangihe Archipelago Regency consists of small islands, both inhabited and uninhabited, surrounded by the ocean. The existence of these islands has the potential to become a route for entry and exit for the smuggling of goods into the territory of the Unitary State of the Republic of Indonesia, which in turn is not only to the economy but also to national defense and security. The Directorate General of Customs and Excise, as one of the agencies mandated by law to guard the border areas of the country, must play a role in protecting the environment and society from the threat of certain goods and contributing to state revenues to support national financing to realize an advanced Indonesia. In this study, the research object that is the focus of the author is the sea border area between Indonesia and the Philippines, and what will be analyzed is the supervisory performance of the North Sulawesi Regional Office of the Directorate General of Customs and Excise in the border region. The purpose of this study is to analyze the performance of the supervision carried out by the Regional Office of the Directorate General of Customs and Excise in North Sulawesi in the sea border area between Indonesia and the Philippines. A descriptive method with a qualitative approach is used in this study. Based on the findings of this study, the supervision performance of regional offices of the Directorate General of Customs and Excise is still not optimal, which is influenced by several factors such as geographical conditions, human resources, and facilities and infrastructure.

Abstract

The author examines this issue with the aim of implementing the Tridharma of higher education through entrepreneurial socialization, which aims to develop entrepreneurial insights for students of the Public Administration Study Program, Faculty of Social and Political Sciences, so that it can be of benefit to society. This research is focused on knowing the interest in entrepreneurship among students of the Public Administration Study Program, Faculty of Social and Political Sciences, Tadulako University, and is expected to make a theoretical contribution to the development of student entrepreneurial interest. This study uses a qualitative descriptive method, and the results show that there are still many students who do not understand entrepreneurship; there is a lack of material to foster interest in entrepreneurship in lecture material; there is no proper role model for students; and there is a lack of space to hone knowledge about entrepreneurship. Therefore, further efforts are needed to increase understanding and interest in entrepreneurship among students of the Public Administration Study Program, Faculty of Social and Political Sciences, Tadulako University, through providing relevant material and developing appropriate platforms to facilitate entrepreneurial learning.
