Abstract

Conducted with the aim of assessing the effectiveness of Covid-19 handling policies in Palu City, this study sought to describe and analyze the factors hindering their implementation. Utilizing a qualitative research method, the research focused on understanding the phenomena and symptoms observed in the field. The findings suggest that while the implementation of Covid-19 handling policies in Palu City is moderately effective, it is not optimal due to economic pressures leading many individuals to continue their usual activities without adhering to the policies. Inhibiting factors include the prevalence of Covid-19-related misinformation, disagreements in zone determination, low public awareness of their vulnerability to the virus, insufficient understanding of the benefits of health protocols, and a lack of information and guidance to encourage adherence to health protocols. Additionally, limited access to essential items for implementing health protocols, such as masks, soap, and hand sanitizer, contributes to the suboptimal effectiveness of the policies.

Abstract

The prevalence of stunting exhibits a declining trend, yet it surpasses the WHO-established standard of under 20%. The 2022 target aims for a reduction to 18%, followed by a 2024 target of 12% or below the national prevalence of 14%. According to data from the Community Based Nutrition Recording and Reporting (e-PPBGM), 1,221 out of 22,400 toddlers in Palu City were identified as stunted. This study seeks to elucidate strategies for stunting prevention in Palu City and analyze factors supporting or impeding these efforts. Employing a qualitative method, data collection involves observation, interviews, and documentation studies. The Miles and Huberman model guides data analysis through stages of collection, reduction, presentation, and verification. Interviews target the Department of Health, Health Workers, and the Community. Findings underscore the collaborative initiatives undertaken by the Palu City government to prevent and address stunting, employing the "gotong royong" concept involving various stakeholders due to the communal nature of the stunting issue. "Gotong royong," a deeply rooted local culture, has been incorporated into the program to expedite stunting intervention. The Nosiala Pale program emerges as a crucial action in stunting prevention and management, aligning with Palu City government's policy to alleviate stunting.

Abstract

The study's purpose was to assess hybrid maize varieties' tolerance to shade as well as their reaction to fertilization. From August 2021 to November 2021, the research was conducted in Molowahu village, Tibawa sub-district, Gorontalo regency, Gorontalo province. The first element in this study was hybrid maize varieties consisting of three levels, namely Nasa-29, JH-29, and Bisi-18, and the second factor was environmental design (RAK). The usage of fertilizers, namely NPK Phonska 300 kg/ha + Urea 200 kg/ha, manure 1 ton/ha + NPK Phonska 150 kg/ha + Urea 100 kg/ha, and manure 2 tons/ha, is the second factor. The findings of this study revealed that the Nasa-29 variety had the best amount of shade tolerance, as evidenced by the maximum yield of 6.77 tons/ha. A fertilizer package of 1 ton/ha manure + Phonska NPK 150 kg/ha + Urea 100 kg/ha can boost and optimize the development and output of maize plants in the shade between coconut plants by 0.44 tons/ha, with no interaction between variety treatment and the fertilization package.

Abstract

Poverty is one of the most fundamental issues in development. As a result, poverty reduction is one of the country's top priorities, not least for the administration of South Sulawesi Province. This is consistent with the first target of the Sustainable Development Goals (SDGs), which is to eliminate poverty in all of its manifestations everywhere. However, the poverty rate continues to fluctuate and even rises during the COVID-19 epidemic. Several studies have found that poverty is caused by social, economic, and cultural variables such as education, health, and money. As a result, the purpose of this research is to examine the impact of education, health, and the economy on poverty reduction in South Sulawesi. The data utilized is secondary data from the Central Statistics Agency's nationwide socioeconomic survey performed in 2020 and 2021. The SmartPLS program is used to do structural equation modeling-partial least squares (SEM-PLS) analysis on the data. The findings indicate that education, health, and the economy all have an impact on poverty in South Sulawesi. Health has a negative and considerable impact on poverty. The economy has a negative and considerable impact on poverty, but education has no such impact.

Abstract

The purpose of this research is to analyze the factors related to the participation of couples of childbearing age in the family planning program in South Sulawesi Province. This research is quantitative descriptive research using secondary data from the March 2020 National Socioeconomic Survey (NSS) compiled and obtained from the Central Statistics Agency (CSA) of South Sulawesi Province. The results showed that 48.2 percent of the 9,741 or equivalently 4,697 married women aged 15–49 years who participated in the family planning program had elementary school education or less, were aged 25–34 years, had an age of first marriage under 19 years, had an activity status of not working, lived with their husbands, and lived in a rural area. It is hoped that policymakers should increase socialization and counseling on family planning programs and contraceptive methods in urban areas and among women with high school education and above because women in this category have indications of low participation in family planning programs in South Sulawesi Province.

Abstract

This study aims to obtain the results of studies regarding the behavior of fishery commodity agribusiness development in the province of South Sulawesi. The analysis model in this study uses a structural equation model to examine the relationship between variables according to the proposed hypothesis. The variables studied in this study consist of exogenous variables, including production, marketing, and financial management capabilities. The intermediate variable in this study is the development of sales, and the variable increase in business profit is an endogenous variable. The three types of variables are built based on a theoretical approach that forms a constellation of relationships between variables, where each variable has dimensions and indicators. As for the respondents in this study, there were 250 fishing communities and people's aquaculture groups in Pangkep district. The results of the study found that generally, respondents from fishing communities and farmers had production, marketing, and financial management capabilities for increasing sales volume and increasing profits. Based on the results of this study, it is expected that the agribusiness of fishery commodities (sea and land fish) can develop through the role of the government and related parties so as to be able to improve people's living standards and increase regional income sources.

Abstract

This research is about the implementation of public service application programs at the Manado City Health Office. In order to follow up on the mayor's policy, the Manado City Health Office digitized health services by developing the Manado City Health Service website application, namely dinkes.manadokota.go.id, which is in the domain www.manadokota.go.id. The display that can be seen at this time is the availability of health information data through the Manado City Health Office website application at http://dinkes.manadokota.go.id, but the information display is very minimal and not up-to-date. The problem is that since the Health Service application was opened, this website has only seen 769 views. This is a sign of the low level of utilization of this digital health information service. This study aims to determine the implementation of public service application programs at the Manado City Health Office. This study uses a qualitative descriptive approach that refers to the theory of policy implementation from Jones (1984) which shows that the results of public service application programs have not been optimal, namely the health service website at the Manado City Health Office caused by 1) determinant factors in the form of an organization or team formed and the website management team is not supported by competent human resources, a fixed budget, with policy infrastructure according to needs, 2) counter-productive attitudes towards duties and obligations, 3) and the implementation of the health service application website program is not developed due to the absence a clear vision, the absence of definite budgetary support, as well as changes in the replacement of leadership which also in turn influenced the policy direction of the Manado City Health Office.
