Abstract

Purpose: This study examines the development of Sadhu Lima Villa in Pererenan, North Kuta, Badung, Bali, and designs a villa development model applicable to similar boutique property projects. Research methods: A qualitative case study approach was employed, utilizing observation, semi-structured interviews with key stakeholders (investor, architect, contractor, and villa manager), focus group discussions (FGDs), and document analysis. The POAC (planning, organizing, actuating, and controlling) framework served as the analytical lens to evaluate the managerial process. Results and discussion: Sadhu Lima Villa was developed with a strong emphasis on tropical-modern architecture, eco-conscious design, and market-oriented strategies. Financial feasibility analysis confirmed its profitability, with a positive Net Present Value (NPV), a payback period of less than four years, and an annual Return on Investment (ROI) exceeding 50%. Furthermore, a comprehensive development model was designed, comprising three key components: design, finance, and sustainability. Implication: The study contributes to applied tourism business planning by providing insights into the creation of small-scale accommodation projects equipped with systematic business models.

Abstract

Purpose: This study reviews regulations in Indonesia (for example, Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands) as well as policies and regulations in Malaysia that are more integrated into spatial and environmental planning. Research methods: The study uses a normative, empirical, and comparative juridical approach with data collection methods through literature studies, interviews, and documentation, and is analyzed qualitatively and comparatively to assess the effectiveness of coastal conservation in Indonesia and Malaysia based on the principles of responsible management. Results and discussion: The finding that Indonesia has fairly comprehensive regulations but less than optimal implementation suggests that legal reform should not always add new regulations, but rather strengthen the effectiveness of existing regulations. Harmonization of cross-sectoral regulations (environment, spatial planning, fisheries) is crucial. Strengthening derivative legal instruments (PP, Perda, technical guidelines) is necessary to ensure that conservation principles are truly implemented. Implication: Implications for environmental law enforcement, given the differences in law enforcement effectiveness between Indonesia and Malaysia, Indonesia needs to strengthen coordination between institutions (central and regional).

Abstract

Purpose: This study analyzes the Impact of QRIS digital transformation and payments on consumer behavior awareness. Research methods: This research design employed a quantitative approach using primary data sourced from surveys or questionnaires. The questionnaires were then measured using the Guttman scale. Furthermore, the researcher employed a purposive sampling method to facilitate the selection of respondents Buleleng Regency, Bali Province. Purposive sampling is a sampling technique that involves determining specific characteristics that align with the research objectives, thus hopefully addressing the research problem. Results and discussion: Through the researcher's analysis, it can be concluded that digital transformation and payments (QRIS) have a positive and significant effect on public awareness of consumer behavior. Multiple linear regression analysis was used to answer the hypothesis formulation for the dependent variable, namely consumer awareness, which was regressed onto the independent variables, namely digital transformation and payments. Through the researcher's analysis, it can be concluded that digital transformation and payments (QRIS) have a positive and significant effect on public awareness of consumer behavior. Implication: Technological developments have advanced significantly, and people have begun utilizing technology to facilitate their daily activities. Due to technological advancements, cash payments have been transformed into digital payments such as QRIS. When QRIS was launched by Bank Indonesia, many people were found to be becoming consumptive without realizing it

Abstract

Purpose: The objective of this study is to assess the financial performance of the Baktiseraga Village Government in managing Village Funds for the 2020–2024 period and its impact on achieving sustainable development targets. Research methods: A descriptive quantitative method was used, with village financial ratio analysis based on financial data and interviews as supporting data. Results and discussion: Revenue effectiveness is low. Spending efficiency is very good. The level of independence is very low. Operational expenditure dominates, and achievement of sustainable development indicators is suboptimal. Implication: Strategies are needed to strengthen village original revenue and reposition budget allocations more proportionally to support long-term economic and environmental sustainability.

Abstract

Purpose: This research aims to analyze the role of the e-Catalog system in enhancing efficiency and transparency in the procurement of goods and services at the Tourism Office of Buleleng Regency, while also evaluating its advantages and implementation challenges. Research methods: A qualitative case study approach was employed. Data were collected through in-depth interviews with procurement officials, observations of the e-Catalog process, and reviews of relevant documents, including purchase orders, procurement reports, and LPSE/SPSE announcements. Data analysis was conducted using a descriptive qualitative method, employing triangulation based on the Miles and Huberman model. Results and discussion: The e-Catalog streamlines supplier selection, reduces procurement time by 30–40%, and lowers transaction costs. It enhances transparency through open access to price and specification data and provides digital documentation that facilitates auditing. However, several issues persist, including limited human resource capacity, IT infrastructure readiness, and occasional mismatches in item specifications. Implication: The e-Catalog is effective in improving local government procurement performance. Its implementation strengthens efficiency, accountability, and corruption prevention. The results support the need to expand digital procurement adoption and enhance human resource and technological capacity.

Abstract

Purpose: This study aims to analyze the strategic role of the low-cost market program as an instrument for price stabilization and behavioral intervention in poverty alleviation. Research methods: This study employs a descriptive qualitative method based on a literature review and policy analysis, using Creswell’s behavioral theory framework, which emphasizes the interaction among policy, the environment, and community responses. Results and discussion: The findings indicate that the low-cost market program serves not only as a price stabilization mechanism but also as an instrument capable of shaping consumer behavior, strengthening public expectations regarding the role of the state, and enhancing the economic resilience of vulnerable households. The novelty of this study lies in strengthening the conceptualization of the low-cost market as an instrument of economic behavioral intervention, rather than merely as a distributional intervention. Implication: The transformation of the low-cost market program toward a digital, poverty-data-driven system, integrated with regional inflation control policies.

Abstract

Purpose: This study aims to analyze the paradox of digital transformation among creative economy MSMEs in Bali Province by identifying the factors contributing to the low level of digital technology adoption and examining the existing policy implementation gaps. Furthermore, this study proposes a Digital Readiness Profile-Based MSME Digital Transformation Model as an adaptive policy framework to accelerate MSME digitalization. Research methods: This study employed a qualitative approach using a literature review (library research) based on secondary data analysis. The data were collected from government reports, policy documents, statistical publications, scholarly articles, and credible online news sources. Data were analyzed descriptively through identification, interpretation, and synthesis to formulate a conceptual policy framework for MSME digital transformation. Results and discussion: The findings reveal a paradox in the digital transformation of creative economy MSMEs in Bali, characterized by the coexistence of significant creative economic potential and a relatively low level of digital technology adoption. Low digital literacy, limited human resource capacity, inadequate mentoring, and a uniform policy approach were identified as the main factors hindering digital transformation. Implication: The study highlights the importance of shifting from a one-size-fits-all policy approach toward a more adaptive policy design that considers the varying levels of digital readiness among MSMEs. The proposed framework is expected to support governments in developing more targeted, effective, and evidence-based digital transformation policies.

Abstract

Purpose: This study aims to analyze the convergence of stunting reduction policy in Denpasar City within the framework of the Sustainable Development Goals (SDGs), particularly Goal 2 (Zero Hunger) and Goal 3 (Good Health and Well-being), and to formulate governance strengthening strategies relevant to regional development planning. Research Methods: This study employed a qualitative approach through a literature review based on secondary data, including the Indonesian Nutritional Status Survey (SSGI) and Indonesian Health Survey (SKI), official government reports, and scientific journals published between 2021 and 2026. Data were analyzed descriptively to map conditions, strategic issues, and policy alternatives. Results and Discussion: Bali Province recorded the lowest national stunting prevalence (8.7% based on the 2024 SSGI), yet Denpasar City, as the most densely populated area, recorded 10.4% according to the same survey, sharply contrasting with the city government's locally recorded figure of around 1.9% in 2025. This discrepancy points to fundamental data validity and integration issues across systems (SSGI/SKI, e-PPGBM, and Sigenting), affecting targeting accuracy and the reliability of SDG monitoring at the city level. The eight convergence actions have been implemented but remain partial, with cross-sectoral and village/sub-district coordination not yet optimal, while Denpasar's urban characteristics add complexity to target precision. Implications: Accelerating stunting reduction in Denpasar City requires strengthening integrated data systems, reinforcing the Stunting Reduction Acceleration Team (TPPS) down to the neighborhood level, applying locally rooted approaches, and institutionalizing stunting reporting as part of the city's formal SDG monitoring mechanism.

Abstract

Purpose: This study aims to unravel and dissect the illusion of affluence (glittering poverty) and identify the social masking costs borne by local communities amidst the rapid commodification of cultural tourism. Research methods: This study employs a descriptive qualitative approach with in-depth phenomenology. Data were gathered through in-depth interviews, participatory observation in cultural-economic practices, and social document analysis. Results and discussion: Findings reveal a stark contradiction between the appearance of affluence represented by costly traditional symbols and the actual financial vulnerability of local households. Cultural commodification forces a compromise on sacred values while generating systematic burdens to maintain social status and traditional identity against capitalist pressures. Implication: This study provides a basis for regional policy recommendations to develop cultural development directions that do not solely pursue Gross Regional Domestic Product (PDRB) growth but also consider social safety nets and the real well-being of local communities.
