Abstract

General Background: Traditional institutions hold a strategic role in maintaining social harmony, preserving cultural values, and resolving disputes in Indonesia, yet their performance is often challenged by modernization and limited institutional resources. Specific Background: In Tanjung Lapang Village, West Malinau District, the Traditional Institution serves as the main actor in the Dayak Lundayeh engagement cancellation custom, covering ceremonial procedures, settlement of legal and social impacts, and dispute mediation, despite facing issues in ensuring process effectiveness and fairness. Knowledge Gap: In-depth empirical studies on the mechanisms, supporting factors, and obstacles of Traditional Institutions in handling engagement cancellations at the village level, particularly in North Kalimantan, remain scarce. Aims: To analyze the performance of the Traditional Institution in implementing the engagement cancellation custom and to identify its supporting and inhibiting factors. Results: This qualitative study found that the Traditional Institution is effective as a facilitator, mediator, and arbitrator, strongly supported by the community, but hindered by limited communication, modernization influences, and resource constraints. Novelty: This study provides a comprehensive empirical account of the dynamics of engagement cancellation in traditional villages and emphasizes the need for institutional adaptation to social change. Implications: Strengthening institutional capacity, enhancing customary law literacy, and fostering cross-sector collaboration are crucial to sustaining the role of the Traditional Institution in preserving cultural values and resolving disputes in Tanjung Lapang Village. Abstract

General Background: Computerized systems play a crucial role in enhancing work effectiveness and efficiency, particularly in government institutions, yet their implementation often faces technical obstacles that negatively impact employee performance. Specific Background: This study focuses on the Organizational Division of the Regional Secretariat of Paser Regency, where frequent system disruptions hinder the completion of administrative tasks. Knowledge Gap: Although many studies highlight the benefits of computerization, empirical research linking its influence to employee work effectiveness in local government settings remains limited. Aims: To analyze the effect of computerized systems on employee work effectiveness using measurable indicators. Results: A quantitative approach with the Spearman Rank Correlation technique on 18 respondents yielded an rs value of 0.529 > 0.472 (α = 0.05), indicating a significant positive relationship. Novelty: This study provides new empirical evidence on the contribution of computerized systems to improving work effectiveness in the regional public sector. Implications: The findings underscore the need to improve system quality and provide employee training to maximize technology utilization, thereby enhancing administrative performance and the quality of public services in Paser Regency Highlights: Significant positive correlation between computerization and work effectiveness. Abstract

General Background: The performance of electoral management bodies, such as the Indonesian General Election Commission (KPU), is crucial for ensuring democratic and high-quality elections. However, challenges in task execution and inter-divisional coordination often affect effectiveness. Specific Background: In Tana Tidung Regency, North Kalimantan, the KPU faces increased workloads ahead of the 2024 simultaneous elections, while staffing and resources remain limited, potentially hindering smooth operations. Knowledge Gap: While studies on KPU performance exist, empirical research specifically examining factors influencing district-level KPU performance in simultaneous elections is scarce. Aims: This study analyzes the performance of KPU Tana Tidung in the 2024 elections, focusing on quality, quantity, responsibility, cooperation, and initiative, and identifying supporting and inhibiting factors. Results: Using Miles and Huberman’s interactive analysis model, findings show that quality was maintained through effective coordination, communication, and leadership, though some tasks were delayed due to disproportionate workloads. Divisional accountability, cross-division collaboration, and proactive staff initiatives supported performance, while constraints included limited human resources, varied educational backgrounds, voter data validation issues, and inadequate infrastructure. Novelty: This research uniquely identifies district-level KPU performance determinants in simultaneous elections, emphasizing inter-divisional synergy and human resource strengthening. Implications: The study highlights the need to increase staffing and capacity, strengthen coordination, and optimize staff initiative to improve future electoral effectiveness and efficiency. Abstract

General Background: The absorption of community aspirations is a key indicator in establishing participatory and responsive village governance. Specific Background: In Bukit Raya Village, the Village Consultative Body (BPD) plays a central role as a liaison between the community and the village government, yet faces obstacles such as limited resources and low public participation. Knowledge Gap: While numerous studies have examined the general role of BPD, empirical research that specifically details the stages of aspiration absorption and the supporting or inhibiting factors at the village level remains scarce. Aims: This study analyzes the process of aspiration absorption by the BPD in Bukit Raya Village through four stages—identifying, accommodating, managing, and channeling aspirations—and identifies factors influencing its effectiveness. Results: Using a qualitative method and Miles and Huberman’s interactive analysis, the findings reveal that although cross-stakeholder synergy is relatively effective, the BPD lacks a formal method for collecting aspirations and faces challenges in participation, public understanding, and human resource capacity. Novelty: This research offers a detailed mapping of the stages and determining factors for successful aspiration absorption at the village level. Implications: The findings underscore the urgency of strengthening human resource capacity, participation mechanisms, and cross-sector collaboration to optimize the BPD’s role in achieving inclusive and sustainable village development. Abstract

General Background: Politeness strategies are essential in shaping social interaction and maintaining harmony, particularly in audiovisual translation where linguistic and cultural nuances must be preserved. Specific Background: In the 2024 film Wicked, English dialogues rich in politeness markers are rendered into Indonesian subtitles, facing constraints of space, time, and cultural divergence. Knowledge Gap: While prior studies address politeness strategies or subtitle translation techniques separately, few explore their interplay in Indonesian subtitles for contemporary films. Aims: This study investigates the types of politeness strategies in Wicked’s dialogues and examines the translation techniques applied in their Indonesian subtitles, evaluating their impact on pragmatic meaning. Results: Using Brown and Levinson’s politeness theory and Molina and Albir’s translation taxonomy, findings show positive politeness as the most frequent strategy and literal translation as the most applied technique, though modulation better preserved pragmatic force. Subtitling constraints sometimes altered politeness nuances. Novelty: This research uniquely maps the relationship between politeness strategies and translation techniques in Indonesian subtitles, providing a nuanced understanding of pragmatic preservation in film translation. General Background: Community-based financial services play a pivotal role in addressing financial exclusion and fostering equitable development, particularly in regions with limited access to conventional banking. Specific Background: Within the Islamic economics framework, Layanan Simpan Pinjam Jamaah (Lasisma) at BMT NU Genteng embodies ethical finance through the Qard Hasan contract—an interest-free loan aligned with Sharia principles. Knowledge Gap: However, empirical studies on the ethical dimensions and socio-economic outcomes of such models remain scarce. Aims: This study aims to examine the ethical practices, economic benefits, and community impacts of Lasisma in promoting financial inclusion and social justice. Abstract

General Background: Effective village fund management is vital for advancing rural development, especially through infrastructure enhancement that directly supports community welfare. Specific Background: Karangmulyo village exemplifies the central role of village governance in allocating and utilizing these funds to deliver essential infrastructure. Knowledge Gap: Despite significant fund allocations, comprehensive assessments of fund effectiveness and alignment with Islamic economic principles remain limited. Aim: This study aims to evaluate the effectiveness of village fund utilization for infrastructure development in Karangmulyo village and to analyze it from an Islamic economic perspective. Results: The findings reveal that 81% of the village fund was effectively utilized in infrastructure development, aligning with standards set by the Minister of Home Affairs Decree No. 690.900.327/1996. Communication among stakeholders and adherence to procedures were satisfactory, despite constraints such as limited human resources and budget.Novelty: This research uniquely integrates conventional performance metrics with Islamic economic principles—mutual assistance (ta’awun), benefit (maslahah), and justice (‘adl)—to assess infrastructure governance. Abstract

Background (General): Village governments in Indonesia play a strategic role in managing public finances to support local development, yet manual financial reporting often results in inefficiency, errors, and weak accountability. Background (Specific): To address this, the Indonesian Financial and Development Supervisory Agency (BPKP) introduced the Village Financial System (SISKEUDES) as a digital tool for financial planning, execution, and reporting. Knowledge Gap: While prior studies confirm SISKEUDES’ benefits in digitally advanced regions, its effectiveness in rural areas with limited infrastructure and low digital literacy remains underexplored. Aim: This study examines the role of SISKEUDES in enhancing the quality, effectiveness, and accountability of financial management in Lae Nuaha Village. Results: Findings show that SISKEUDES improved report quality through greater relevance, reliability, comparability, and understandability; reduced reporting duration from two weeks to three days; and strengthened accountability both vertically to government authorities and horizontally to the village community. Novelty: Unlike existing research, this study highlights implementation in a low-resource context, revealing that digitalization remains effective despite infrastructure and literacy challenges. General Background: The rapid digital transformation of libraries in Indonesia has expanded access to knowledge but also exposed institutions to escalating cybersecurity threats. Specific Background: Increasing ransomware attacks, data breaches, and phishing incidents targeting educational institutions underscore the fragility of current library information systems. Knowledge Gap: Conventional cybersecurity measures often fail to ensure service continuity during cyber incidents, leaving a gap in sustainable protection strategies for digital library infrastructure. Aims: This study examines national data from Indonesia’s Badan Siber dan Sandi Negara (BSSN), evaluates TLS/SSL adoption in institutional repositories, and analyzes the British Library ransomware incident to identify systemic vulnerabilities. Results: Findings reveal insufficient encryption practices, fragmented incident response, and limited cross-institutional coordination. Abstract

General Background: Mobile-Assisted Language Learning (MALL) has become a transformative tool in English language instruction, especially at the elementary level. Specific Background: The "Bright–English for Beginners" application is among the innovative platforms aiming to enhance early EFL learning through interactive, gamified, and adaptive content. Knowledge Gap: While existing literature emphasizes student outcomes, limited research addresses teachers’ perspectives and the practical challenges of implementing such technology in classrooms. Aims: This study explores elementary EFL teachers’ experiences using the Bright application, focusing on perceived benefits, pedagogical challenges, and instructional strategies. Results: Teachers reported increased student motivation, personalized learning, and improved engagement through multimedia features and assessment tools. However, challenges included unstable internet, curriculum misalignment, limited training, and skepticism from stakeholders. Novelty: Unlike prior studies, this research foregrounds the teacher’s role in MALL integration and highlights creative pedagogical adaptations—peer learning, digital portfolios, and real-world language tasks—as critical to successful implementation. Implications: Findings suggest that effective educational technology adoption requires not just functional tools, but robust infrastructure, curriculum integration, and ongoing professional development.
