Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is the Governmental, Political, Public Administration, Communication and Social Sciences. This study aims to evaluate the performance of Habinsaran Sub-District Employees in improving the quality of public services. The method used is qualitative descriptive with data collection techniques through observation, interviews, and documentation. Data is obtained from official documents and archives. The indicators used refer to the theory of Productivity, Responsiveness, and Accountability by Lohman Mahsun. The results showed that the performance of Habinsaran sub-district employees had been carried out quickly and precisely and was responsive to the aspirations of the community. Supporting factors include cooperation with village officials, communication with Social Services, and WhatsApp groups. However, obstacles such as large village distances, weak cellphone signals, and poor road quality affect performance. One of the problems found is the lack of employee time discipline, such as leaving before work hours are over and leaving the room during working hours.

In Indonesia, television has gone through the Analog Switch-Off (ASO) phase, switching from analog to digital broadcasting. In response, research was conducted to understand the digitalization policy of television in Indonesia. This research uses qualitative methods with a descriptive approach, combining documentation, observation, and interviews with two resource persons. The results showed that the process of digitizing television in Indonesia was slow and filled with obstacles, especially related to unclear policies and regulations. The lack of clarity in policies results in losses for people who experience limited access to television as a medium of public communication and source of information. Therefore, the government needs to formulate detailed policies to ensure that television digitalization does not harm society. This is important because television is one of the main means of communication and information of society.

The tourism sector influences economic development in Indonesia. This economic development certainly requires the help of the local community. One tourist attraction that has quite a high attraction is The Lazy River in Penarungan Village, Mengwi Subdistrict, Bandung Regency. Therefore, this research is aimed analyzing community participation in planning, management, and utilization stages as well identifying supporting and inhibiting factors for community participation. This research is qualitative research with data collection techniques through observation and interviews. From the results of observations and interviews, it can be concluded that the Lazy River Tubing tourist attraction has its own charm and is suitable as a family-friendly water game with calm water flow and a depth that is safe for various groups. There are many forms of community participation in Penarungan Village which can be seen from community participation in promoting the existence and pride of Lazy River Tubing, both spontaneously and managed. The supporting factors for community participation are social factor and skills. Then the inhibiting factor is that individuals busy bacgrounds vary in taking the time to participate.

The effectiveness of organizational communication at PT. Nusantara IV Ajamu Plantation, Labuhanbatu Regency is the key to the company's success in achieving its business goals. This study aims to understand the role of organizational communication in improving employee performance and identify supporting and inhibiting factors. The research method used is qualitative with a descriptive approach, using observation, interviews, and documentation as data collection techniques. The results showed that effective organizational communication occurs through various forms such as verbal, horizontal, and vertical. Supporting factors include a corporate culture and an environment that supports collaboration between superiors and subordinates. However, technical obstacles such as network problems and adaptation to the online work system during the COVID-19 pandemic are the main inhibiting factors in improving employee performance. The purpose of this study was to find out the experience of the hamlet head in conveying information related to the Covid-19 vaccine, to find out how interpersonal communication was used by the hamlet head in conveying information on the Covid-19 vaccine and to find out what were the obstacles to the hamlet head in conveying information regarding vaccines. Covid-19. This research uses qualitative methods with a phenomenological approach. The data collection techniques used by observation, interviews, and documentation. The data analysis technique used in this study is a qualitative descriptive analysis technique. While testing the validity of the data is done by using source triangulation. Based on the experience of the hamlet head, there are still many Tanjung Selamat villagers who do not believe in the existence of Covid-19 and do not want to vaccinate. Interpersonal Communication can run well when conveying information regarding the Covid-19 vaccine and getting feedback verbally and non-verbally on the grounds that some people in Tanjung Selamat Village do not want to carry out the Covid-19 Vaccination, but there are also obstacles when conducting Interpersonal Communication to the communicant because the communicant (community) does not believe in the existence of Covid-19

This study aims to understand the perception and description of Generation Z's emotions and to find out the denotative and connotative meanings interpreted by Generation Z in watching the film NKCTHI. Using qualitative methods by collecting data through interviews, documentation, observation, porpusive sampling technique and using an interactive model from Miles Huberman to analyze the data. The literature review is a perception model that is correlated with emotion and Roland Barthes' semiotic theory. The results of this study present fluctuating emotions and emotions that accumulate to the peak of sadness and emotion when watching. This atmosphere comes from the closeness, the emotional characteristics of the film, and the conflict that is designed to be real and natural like personal life and the importance of family life for Generation Z. Meanwhile, the denotative and connotative meanings that are connected with signs have emotional tones and have special meanings or emotive meanings; connotative meaning in channeling meaningful lessons.

This study aims to determine the impact of using the Shopee application on men's buying interest among students majoring in Communication Studies at Medan Area University. In the well-known context that online shopping is generally dominated by women, this study shows that men are also active in such activities. The research method used was quantitative descriptive with purposive sampling samples, collecting data through a Google Form questionnaire filled out by 68 male students majoring in Communication Studies at Medan Area University. The results showed that 28.1% of men's buying interest variance could be explained by the use of the Shopee application, while 71.9% was influenced by other factors. A simple linear regression analysis yielded a calculated t value of 5.074, exceeding the table's t of 1.670. This confirms that there is a significant influence between the use of the Shopee application and men's buying interest, by rejecting the null hypothesis and accepting alternative hypotheses.

This article aims to find out how Community Empowerment in Raya Village is done through BUMDes Arih Ersada and find out what the obstacles are in the empowerment process using the Delivery Team theory (Totok Mardikanto) with the variables Location Selection Stage, Socialization Stage, Empowerment Process Stage and Community Self-Reliance Stage. The method used in this research is a descriptive qualitative research method using observation, interview and documentation data collection techniques. From the research results, it can be concluded that the location selection stage was quite good because before determining the location, deliberations were held with the community. The socialization stage carried out by BUMDes Arih Ersada was quite good, because most people already knew about the existence and benefits of BUMDes and participated in the socialization held. The empowerment process stage is not yet optimal because the business unit being run is still in the construction and development stage. The self-reliance stage is not yet optimal because it is still in process, but the village government has carried out outreach and training to the community. The inhibiting factor is capital, this happens because the business unit run by BUMDes is hit by a natural disaster so it requires a lot of money to build and develop the business unit. Lack of awareness and community participation, even though community participation will be able to offset the limited costs and capabilities of the village government and BUMDes managers in achieving the implementation of the Arih Ersada BUMDes program.

Students' lifestyles tend to be consumptive, such as purchasing items such as smartphones which become their daily needs and are considered to be able to follow their existence. The purpose of this research is to find out how students perceive Iphone users as their own existence. The problem focuses on the perception of Psychology students at Medan Area University who use Iphone as a means of self-existence. In order to approach this problem, this research uses perception theory according to Jalaludin Rakhmat (2011). The method used is a qualitative method with a descriptive approach. Using purposive techniques, there were 4 informants. Data was collected through observation, in-depth interviews and documentation and analyzed qualitatively. This study concludes that self-existence has restored students' perceptions of objects to show who they are based on the choice of smartphone brand they use, such as the Iphone.

This study was based on the increasing prevalence of drug use. The National Narcotics Agency (BNN) seeks rescue through rehabilitation, divided into inpatient and outpatient. At the North Sumatra Provincial Narcotics Agency (BNNP Sumut), outpatient is used to guide drug users to be aware and responsible. Therapeutic communication is the main method in BNN's outpatient rehabilitation. This study aims to explore the experience of doctors in assisting the recovery of drug users in BNNP North Sumatra and their communication process in healing. The qualitative descriptive method was used with 7 informants from doctors and counselors of BNNP Sumut. Data were collected through observation and interviews. Doctors identify factors that trigger drug use, both external (friends, family) and internal (family problems). This is the basis for the therapeutic communication approach in accompanying clients. The client's recovery process goes through the stages of therapeutic communication, starting from pre-interaction, orientation, work, to termination.
